ABSTRACT

Fleet registration is the registration process of a fleet with a government authority which will aid Fleet Monitoring via SIM Card Internet Service Provider (ISP) within a geographical region. The aim of the study is to design and develop a Fleet Monitoring System. In achieving this aim, the following specific objectives were laid out as follows to design and develop a software that will: provide a better, easier and more efficient method of fleet registration and tracking, allow for the generation and assignment of an infinite unique identification number to fleets for tracking purpose, provide an accurate and reliable database of fleet and ownership, for new and existing fleet registration and tracking, and provide an information system for managing daily tax of fleets. The methodology adopted in this study is the structured system analysis and design methodology (SSADM) which is a technical approach for analyzing and designing an application or system by applying object throughout the software development process. The programming language used is HTML, CSS, JAVASCRIPT, PHP, SQL and JQUERY. The reason why web programming languages was used is because, it is platform independent and it is a web based application. This project will be of benefit to: Police, Fleet companies and the system will help solve the numerous problems associated with the manual way of doing things. Errors, waste of precious time will be eliminated with the system. This will in turn enhance productivity and efficiency in the organization. The expected result is an electronic Fleet Monitoring System that will track and provide vital information about customer’s fleet and help reduce car loss within a geographical region

 

 

 

 

 

 

 

 

 

 

CHAPTER ONE

INTRODUCTION

1.1 Introduction

Fleet registration and tracking is the registration of a fleet with a government authority, either compulsory or otherwise. The purpose of Fleet registration and tracking is to establish a link between a fleet and an owner or user of the fleet. This link might be used for taxation or crime detection purposes. While almost all fleets are uniquely identified by a fleet identification number, only registered fleets display a fleet registration plate and carry a fleet registration certificate. Fleet registration and tracking is different from fleet licensing and roadworthiness certification (Wikipedia, 2021).

As a prelude to other parts of this study, this chapter will discuss the background upon which this study was initiated, the statement of problems that led to this study, the Aim and Objectives of the study. Others are Significance of the study, Scope of work, Limitation of the study and Definition of technical terms.

1.2 Background of Study

The information system designed to more closely manager’s needs and the system set up as major computer application area. The Management Information System (MIS) as a computer-based system makes information available to users with similar needs. Manager used the output information. The earlier studies shown that MIS could used to manage car rental, expected to accelerate as well as archiving services to customers better and safer, making it easier when required at any time. The online implementation of management information system provided and supported the customers for reservations, assist management in knowing rental car inventory at a specified time, to process transactions between branches car rental, transportation transaction processing, which supports satisfactory service to customers and support the company’s operational processes. Web-based car rental information system increases the customers, and help promotion (Bayu, 2011).

The Fleet Monitoring systems are designed to assist corporations with large number of automobiles and several usage purposes. A Fleet management system can minimize the cost and effort of employees to finish road assignments within a minimal time. Besides, assignments can be scheduled in advanced based on current automobiles location. Therefore, central fleet management is essential to large enterprises to meet the varying requirements of customers and to improve the productivity (Krishna et al., 2010). So taking in action all these things we are going to design and develop a machine, which will track the real time location of the fleet using blue tooth technology with the help of an android base mobile phones. The ability to accurately detect a fleet’s location and its status is the main goal of automobile trajectory monitoring systems. These systems are implemented using several hybrid techniques that include: wireless communication, geographical positioning and embedded applications. The Fleet Monitoring systems are designed to assist corporations with large number of automobiles and several usage purposes. This system can minimize the cost and effort of employees to finish road assignments within a minimal time. So taking in action all these things we are going to design and develop a machine, which will track the real time location of the fleet using blue tooth technology with the help of an android base mobile phones. The main goals of this project is to design and develop an economical model, which requires less power with less complex in structure, easy to implement. An additional setting could be implemented to interface the system to the car’s alarm to alert the owner on his cell phone if the alarm is set off.

1.3 Statement of the Problem

Fleet registration and tracking is a job that requires accuracy of data and this exercise is required for every new registration. Therefore, going by this method a lot of problems are encountered which includes:

  1. Conflicting multiple registrations; caused by assigning a unique identification number to more than one fleet.
  2. Difficulty in information retrieval; because of the bulk of registration papers consuming a large space.
  3. Loss of revenue by Student’s union government due to fake registration papers generated and issued to naïve drivers by some fake DOT officials.
  4. Waste of time caused by manually verifying the validity of a commercial fleet.

 

1.4 Aim and Objectives of Study

The aim of the study is to design and develop a Fleet Monitoring System. In achieving this aim, the following specific objectives were laid out as follows to design and develop a software that will:

  1. Provide a better, easier and more efficient method of fleet registration and tracking.
  2. Allow for the generation and assignment of an infinite unique identification number to fleets for tracking purpose.
  3. Provide an accurate and reliable database of fleet and ownership, for new and existing fleet registration and tracking.
  4. Provide an information system for managing daily tax of fleets

 

1.5 Significance of Study

A Fleet registration and tracking integrated with a ticketing system for effective task management will be implemented for the directorate of transport will:

  1. Provide confidentiality by detecting double registration, and provide useful information to track every completed registration.
  2. Provide integrity as data cannot be modified undetectably from unauthorized users.
  3. Provide a basis for accurate auditing of tax account, because the system will generate a periodic report on the taxes/tickets paid for.

The research project will help solve the numerous problems associated with the manual way of doing things. Errors, waste of precious time will be eliminated with the system. This will in turn enhance productivity and efficiency in the organization.

1.6 Scope of the Study

The study focuses on the Design and Implementation of a Fleet Monitoring system. The system will be designed using MYSQL and PHP programming languages.

1.7 Limitations of the study

During the course of this study, many things militated against its completion, some of which are:

  1. Time Constraint: The time frame given to accomplish this project was very short due to school academic calendar and it was carried out under pressure which made the researcher not to implement some necessary features.
  2. Research material: availability of research material is a major setback to the scope of the study.
  3. Frequent power failure: This made the researcher append more money on fuel to ensure sustainable power.
  4. Financial Constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet).

1.8 Definitions of Terms

Commercial fleet: This is any fleet used within the campus for commercial purposes.

De-registration: This is the process of cancelling all registration pertaining to a fleet

Directorate of transport: This is a department in every campus mostly controlled by the student’s union government that oversees the activities of commercial fleets.

Drivers permit: This is the permission given to fleet owners and drivers to do business with their fleet on the campus

Ledger: This is a principal book or computer file used for recording monetary transactions generated each day at various parks in the campus.

Multiple registrations: This is a term used to refer to problems caused by assigning a registered unique identification number to more than one fleet.

Registration: This is a one-off process of collecting a detailed data about a fleet and its owner for identification.

Renewal of license: Annual activity involving renewal of driver permit for operations

Re-registration: In the context of this study this is a process of automating the registration process of fleets by registering all the fleets again using the proposed system.

Transfer of ownership: This is the process of transferring the rights of a fleet owner to another person maybe in the case of car sale.

Fleet data: This is unique information collected from a specific fleet.

Fleet Identification number: It is a unique strings of numeral used for identifying all the fleets. It is used by the department of transport of any university institution as a means of identifying cabs, tricycles and buses. It is a numeric password shared between the fleet owners and a system that can be used to authenticate the user to the system.

Verification: This process of checking the validity of any commercial fleet plying within the school environment.

Revalidation: This is validating once again the authenticity of individual fleet in the school campus.
