INTRODUCTION

• Background to the Study

The participation of women in governance has emerged as a pivotal issue in Nigeria, particularly in the context of socio-economic development. Recent studies have highlighted the underrepresentation of women in political offices, despite their significant contributions to community development and economic growth. According to Eze (2019), women occupy only 7% of seats in the National Assembly, underscoring systemic barriers that inhibit their political engagement. This underrepresentation not only hampers gender equality but also limits the potential for inclusive policy-making that addresses the needs of all citizens.

The relationship between women’s participation in governance and socio-economic development has been extensively explored in the literature. For instance, Adekola (2021) argues that increasing women’s representation in governance leads to improved socio-economic outcomes, such as poverty reduction and enhanced educational opportunities for girls. By incorporating diverse perspectives in decision-making processes, women’s leadership can foster more equitable economic policies. This assertion is supported by empirical evidence showing that countries with higher female political representation tend to have better health and education indicators (Kumar, 2020).

Barriers to women’s participation in governance in Nigeria remain significant. Cultural norms and traditional gender roles often discourage women from seeking political office or engaging in public life (Ojo, 2018). Additionally, the lack of access to financial resources, education, and networks further limits women’s ability to participate effectively in governance. As highlighted by Owolabi (2022), these structural obstacles not only perpetuate gender inequality but also diminish the potential for women to contribute to national development strategies.

Moreover, the impact of the global feminist movement on Nigeria’s political landscape cannot be overlooked. The adoption of international frameworks, such as the Beijing Declaration and Platform for Action, has catalyzed local advocacy for women’s rights and representation. However, as Adeniyi (2020) notes, the effectiveness of these frameworks in Nigeria is often undermined by inconsistent political will and enforcement of policies aimed at promoting gender equality. Despite these challenges, grassroots movements have emerged, mobilizing women and creating platforms for their voices in governance (Nwankwo, 2023).

In examining the socio-economic outcomes of women’s participation, it is essential to consider the role of policy interventions. Legislative measures, such as the 35% affirmative action policy, aimed at increasing women’s representation, have seen limited success (Adetunji, 2019). While some states have made progress in appointing women to leadership positions, the overall impact on governance and socio-economic development remains inadequate. Effective implementation of such policies, coupled with increased public awareness, is crucial for enhancing women’s roles in governance (Obi, 2021).

Furthermore, while there has been progress in women’s participation in governance in Nigeria from 2013 to 2023, significant challenges remain. Structural barriers, cultural norms, and inadequate policy implementation continue to hinder women’s full engagement in political processes. To foster socio-economic development, a concerted effort is required from all stakeholders, including government, civil society, and international organizations, to dismantle these barriers and promote an inclusive governance framework. Future research should focus on evaluating the effectiveness of existing policies and exploring innovative strategies to enhance women’s participation in governance.

• Statement of the Problem

Despite the acknowledged importance of women’s participation in governance, Nigeria continues to face significant challenges that hinder their effective involvement in political processes. Between 2013 and 2023, the underrepresentation of women in decision-making roles has remained a persistent issue, with women holding only a fraction of leadership positions at both local and national levels. This gender disparity in governance not only limits women’s influence over policy-making but also perpetuates socio-economic inequalities that affect the broader population. The lack of female representation in governance raises critical questions about the inclusivity and effectiveness of policies that directly impact women and their communities.

The socio-economic development of Nigeria is intricately linked to the active participation of women in governance. Various studies have shown that increased representation of women leads to more comprehensive and equitable policy outcomes, particularly in areas such as health, education, and economic empowerment. However, the existing political landscape in Nigeria, characterized by systemic barriers and cultural biases, restricts women from fully engaging in governance. • Aim and Objectives of the Study

The aim of the study is to examine the “Analysis of Women Participation in Governance and Socio-Economic Development in Nigeria, 2013-2023”. Specific objectives of the study are:

1. To examine the level of women’s participation in governance roles in Nigeria from 2013 to 2023.
2. To assess the impact of women’s participation in governance on socio-economic development in Nigeria.
3. To identify the challenges and barriers faced by women in Nigeria in their quest for increased participation in governance and socio-economic development.
4. To analyze the initiatives implemented in Nigeria between 2013 and 2023 to promote women’s participation in governance.

The hypothetical statement of the study is buttressed below:

1.7. Scope of the Study

The study examines “Analysis of Women Participation in Governance and Socio-Economic Development in Nigeria, 2013-2023”. The study is limited to women participation in Nigeria Governance from three selected Political Parties, APC, PDP and LP.

1.8.  Operational Definition of Terms

1. Analysis: Analysis refers to the detailed examination and evaluation of something in order to understand its components or structure. In the context of a study, it involves systematically breaking down information to interpret data, identify patterns, and draw conclusions. Analysis is crucial for understanding complex issues and making informed decisions.
2. Women: Women are adult human females. In the context of studies on governance and socio-economic development, the term often focuses on the roles, rights, and contributions of women in society. It encompasses various aspects such as gender equality, empowerment, and the challenges women face in different sectors.

3. Participation: Participation refers to the act of taking part or being involved in an activity or event. In governance and socio-economic contexts, it often means the involvement of individuals or groups in decision-making processes, policy formulation, and implementation. Participation is key to ensuring that diverse perspectives are considered and that policies are inclusive and representative.
4. Governance: Governance is the process of decision-making and the process by which decisions are implemented (or not implemented). It involves the structures, systems, and practices that ensure accountability, transparency, and responsiveness in managing a country, organization, or community. Good governance is essential for sustainable development and the well-being of citizens.
