INTRODUCTION
- Background to the Study

Traditional manual systems have gradually been replaced by automated systems, enhancing efficiency, accuracy, and user satisfaction. According to Singh and Sanaman (2012), automation has streamlined library management processes such as cataloging, circulation, acquisition, and serial control, allowing librarians to focus more on user services and information literacy initiatives. This shift toward automation marks a critical evolution in the functionality and relevance of modern libraries.
Computer applications have also revolutionized access to information. With the implementation of Online Public Access Catalogs (OPACs), users can search library collections remotely and efficiently. Almarabeh and AbuAli (2010) observed that digital cataloging systems and integrated library management software have made it easier for users to locate materials, leading to increased engagement with library resources. Furthermore, computerized systems support advanced search features, metadata standards, and interoperability across institutions, improving the discovery of information across platforms.
Another key impact is the digitization of resources and the development of digital libraries. Through computer applications, libraries have been able to digitize rare manuscripts, theses, and other special collections, thereby preserving them and making them more accessible (Sreenivasulu, 2000). Digital libraries enable remote access to scholarly materials, expanding access beyond physical boundaries and operating hours. This transformation supports lifelong learning and open access to knowledge, especially in developing regions where physical infrastructure may be limited.
Library services have also been enhanced through the integration of multimedia and interactive tools. Multimedia resources, computer-based tutorials, and virtual reference services improve user experience and provide alternative learning modes (Adeoye & Popoola, 2011). For instance, live chat, email reference, and AI-based query handling systems like chatbots can assist users more promptly than traditional reference desks. These services not only increase accessibility but also allow libraries to serve a wider demographic, including people with disabilities.
The training and professional development of library staff have also been impacted. As noted by Issa, Amusan, and Daura (2009), computer literacy has become a prerequisite for modern librarianship. Continuous training in information and communication technologies (ICTs) is necessary to manage and operate sophisticated library software and digital tools. Libraries are also investing in upskilling staff to provide support in digital literacy and research data management, thereby broadening the scope of services offered.

The study examines the Impact of Computer Application to Library Services. The study is limited to selected higher institutions in Lagos.
1.8. Operational Definition of Terms
Impact: Impact refers to the measurable or observable effect, influence, or consequence that one element has on another. In research and evaluation, it often describes the changes—positive or negative—that occur as a result of a specific action, intervention, or development.
Computer Application: A computer application is a software program or set of programs designed to perform specific tasks or solve particular problems for users. In the context of libraries, computer applications include cataloging systems, digital databases, library management software, and user interfaces that facilitate access to information and services.
Library Services: Library services encompass the range of functions and resources provided by a library to meet the informational, educational, and recreational needs of its users. These include book lending, reference assistance, access to digital and print resources, research support, user education, and technological services such as internet access and multimedia tools.
