CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

A system that facilitates “management of the information and workflows essential to effectively select, analyze, acquire, maintain, and give informed access to electronic resources in compliance with its business and license terms” is referred to as a “E-Resource Management” system (Anderson et al.2018). A system for managing electronic resources should enable “management of the information and workflows essential to efficiently identify, assess, acquire, maintain, and give access to e-resources,” according to the Digital Library Federation (DLF) (Jewell et al. 2016).

It has a public interface that is either separate from or integrated into the Online Public Access Catalog. E-Resource management systems also provide descriptions of resources at the package (database) level and relate package contents (such as e-journals) to the package record. These systems support the acquisition and management of licensed e-resources that can be integrated into other library system modules or may be used as a standalone system. It is beneficial to encode licensed rights, maybe make them visible to the public, and track electronic resources from the point of order through licensing and final access (Jewell et al. 2016).

An e-resource is a piece of content that needs to be accessed through a computer in order to be useful. E- resources include both online and offline resources, such as CD-ROMs. E-resources are any products that a library makes available over a computer network. The term “electronic resources” also refers to digital data collections, full-text search engines, electronic reference books, and bibliographic databases that are available online. They both contain “born digital” content that was created exclusively online. For instance, digital print resources, databases, and electronic journals. The libraries do not “own” the electronic resources, e-journals, or online databases the way they do the printed books. Electronic resource providers are the true owners of those materials. Internet access to the electronic materials may be complimentary or chargeable.

Bibliographic databases, electronic reference books, full-text search engines, and digital data collections are examples of online information resources, often known as electronic resources. They include content that was “born digital” as well as stuff that was “directly online-produced.” Electronic journals, databases, and scanned and digitized print resources are only a few examples. Electronic resources, such as e-journals and online databases, are not “owned” by libraries in the same sense that print assets are. Electronic resource suppliers are also the owners of these resources. The electronic resources may be available via the Internet for free or for a fee. E-resources include magazines, encyclopedias, newspapers, journals, and articles published in them. Internet-connected devices such as computers, tablets, and smart phones, among other things, can access these.

Because there are so many moving components to keep track of, electronic resource management is difficult: journal package title lists, perpetual access flags, transfer titles, subscription and payment reminders, administrative information, and usage reports, to name a few. Many of these pieces, such as title lists and publisher contact information, are interrelated and change frequently. To be more valuable, other parts, such as usage records, may need to be combined with reports from multiple publishers or cost information. In order to process invoices and create payments for publishers, some connectivity to bigger external systems is required in the case of acquisitions data.

Management of electronic resources Electronic (also known as Electronic Resource Administration) refers to a wide range of issues, duties, processes, and practices related to the management of electronic resources in libraries, such as databases, electronic journals, and electronic books. Electronic Resource Management System (ERMS) is a closely related term that refers to systems that support “management of the information and workflows required to efficiently select, evaluate, acquire, maintain, and provide informed access to electronic resources in accordance with their business and license terms” (Anderson et al.2017).

Statement of the Problem

The study’s issue relates to the high cost of an annual subscription to a commercial service provider, the high cost of obtaining an ERM system, and online security and crimes. The researcher decides to build an electronic resource management system based on the issues mentioned above.

1.3 Aim and Objectives of the Study

The aim of the study is to develop an e-Resource Management System. The specific objectives are to:

create an intuitive ERM system.
create a system to control all electronic resources.
design a system that improves the subscription to e-resources.
develop a system that helps users find information more easily.
implement a secured ERMS that repels hackers.

1.4 Significance of the Study

The findings of this study will aid the general public or Nigerians in managing all internet resources. Users will be able to read periodicals and books online from the comfort of their homes at a reduced rate. By acquiring e-resources and uploading their work online, authors and researchers will gain.

1.5 Scope of the Study

This study’s scope includes the creation of an e-Resource Management System.

1.6 Limitation of the Study

The research is limited to the following:

Paucity of Fund: finance is essential to research and the limited fund hampers the full delivery of the research work.

Time Factor: Time was a major constraint to the study. Due to the academic demand, ranging from series lectures and teaching practices underwent during the research work.

Access to Data and Information: the lack of data and information during the research process was a huge issue in designing the program for this research.

1.7 Definition of Terms

Database

It is an organized collection of structured information, or data, typically stored electronically in a computer system.

Digital Data Collection

It is refers to our ability to amass, analyze, and share data via electronic technologies such as tablet computers or smartphones.

Electronic Resource Management

It refers to the practices and techniques used by librarians and library staff to track the selection, acquisition, licensing, access, maintenance, usage, evaluation, retention, and de-selection, of a library’s electronic information resources.

Electronic Resource

It is defined as a material in digital format accessible electronically.

Homegrown Alternative

It is referred as homemade choice, election, option, preference, and selection of electronic resource management

Information

It is seen as knowledge obtained from investigation, study, or instruction.

Information System

It is defined as an integrated set of components for collecting, storing, and processing data and for providing information, knowledge, and digital products.

Library

It is referred as the public or the members of an institution define it as a building or room containing collections of books, periodicals, and sometimes films and recorded music for use or borrowing.

Newspapers

It is referred as a printed publication (usually issued daily or weekly) consisting of folded unstapled sheets and containing news, articles, advertisements, and correspondence.

Resource Management

It is defined as the practice of planning, scheduling and allocating people, money and technology to a project or program.
