Project – The Role of School Administrators in Promoting a Positive School Climate in Secondary Schools.

CHAPTER ONE

1.0 Introduction / Background to the Study

School climate is widely recognized as a crucial determinant of teaching quality, learning outcomes, and the overall wellbeing of both students and teachers (Hoy & Tarter, 1997). It encompasses the attitudes, norms, and values that characterize life in a school community, including the quality of interpersonal relationships, organizational structures, safety, and the sense of belonging experienced by stakeholders (Cohen, McCabe, Michelli, & Pickeral, 2009). A positive school climate is one in which students feel safe and supported, teachers are motivated and collaborative, and administrators lead with fairness and transparency. It has been found to foster academic achievement, reduce behavioral problems, and improve teacher retention (Thapa, Cohen, Guffey, & Higgins-D’Alessandro, 2013).

The role of school administrators in shaping this climate cannot be overstated. Administrators—principals, vice-principals, and heads of departments—are the key leaders responsible for setting the tone and direction of the school environment (Leithwood, Day, Sammons, Harris, & Hopkins, 2006). Their leadership style, communication patterns, decision-making processes, and support for staff development significantly influence the emotional and psychological atmosphere of the school (Deal & Peterson, 1999). A competent school administrator inspires teachers to perform effectively, enforces discipline fairly, ensures the availability of teaching resources, and establishes mechanisms that promote respect and inclusiveness among students and staff (Tschannen-Moran & Hoy, 2000).

In the Nigerian education system, school administrators face numerous challenges that can affect their capacity to promote a positive school climate. These include inadequate funding, overcrowded classrooms, teacher shortages, lack of instructional materials, and societal pressures that often spill over into the school environment (Yusuf, 2013). Many schools in Lagos State, particularly in densely populated areas such as Agege, operate under these constraints. Administrators in such contexts must demonstrate innovative leadership skills to maintain discipline, motivate teachers, and create a conducive learning environment despite limited resources. Their leadership behaviour, therefore, becomes a determining factor in whether the school climate remains positive or deteriorates (Okoroma, 2006).

Furthermore, in recent years, Lagos State has emphasized educational reforms and the need for school improvement through effective leadership (Lagos State Ministry of Education, 2020). This has led to increased attention on the capacity of school administrators to foster collaboration, maintain school safety, and support both academic and emotional needs of learners. However, despite these policy efforts, several schools continue to experience issues such as student indiscipline, low teacher morale, and strained relationships between staff and administration (Akinola, 2019). These challenges suggest a gap between administrative intentions and actual school climate outcomes.

Agege, one of the educationally vibrant local government areas of Lagos, presents a useful setting for examining these dynamics. The area is home to a mix of public and private secondary schools serving diverse socio-economic populations. Understanding how school administrators in this area promote or hinder a positive school climate can provide valuable insights for improving leadership practices across the state. Hence, this study seeks to investigate the role of school administrators in promoting a positive school climate in five selected secondary schools in Agege, Lagos, focusing on their leadership behaviours, challenges, and the perceived impact of their practices on teachers and students.

1.1 Statement of the Problem

Although school climate has been recognized globally as a critical determinant of student achievement, teacher performance, and overall school effectiveness, many secondary schools in Nigeria—particularly in Lagos State—continue to experience challenges that negatively affect their learning environments (Olibie, 2014). A positive school climate is one where students feel safe, teachers are motivated, and administrators are supportive. However, numerous schools in Lagos suffer from overcrowded classrooms, poor infrastructure, inadequate instructional materials, and inconsistent discipline. These factors collectively contribute to teacher burnout, student indiscipline, and declining academic outcomes. In many cases, the inability of administrators to effectively address these issues leads to a perpetuation of poor learning conditions and low morale among both staff and students (Yusuf, 2013).

In the Agege Local Government Area of Lagos State, the situation reflects the broader national pattern but is intensified by the area’s high population density and socio-economic diversity. Many secondary schools in Agege operate in environments characterized by inadequate funding, insufficient classroom space, limited parental engagement, and student populations far exceeding available resources (Akinola, 2019). Administrators in these schools are faced with the difficult task of maintaining order, promoting academic excellence, and motivating teachers despite these constraints. The effectiveness of their leadership practices, therefore, becomes crucial in determining the overall school climate. Unfortunately, some administrators may lack adequate training in leadership and school management, while others may be constrained by bureaucratic policies and limited autonomy in decision-making (Okoroma, 2006).

Despite growing recognition of the importance of effective school leadership in enhancing educational outcomes, there is still insufficient empirical evidence on how school administrators in Agege specifically influence the school climate within their institutions. Most existing studies on school climate in Nigeria have focused on general factors affecting school effectiveness, with limited attention to the direct role of administrators in shaping and sustaining a positive climate at the local level (Olibie, 2014; Yusuf, 2013). This gap in knowledge makes it difficult for policymakers and education stakeholders to design targeted interventions and leadership development programs tailored to the realities of Lagos schools. Therefore, this study seeks to fill that gap by investigating the role of school administrators in promoting a positive school climate in selected secondary schools in Agege, Lagos, with the aim of identifying effective administrative practices and the challenges faced in fostering conducive learning environments.

1.2 Research Objectives

General Objective

To examine the role of school administrators in promoting a positive school climate in selected secondary schools in Agege, Lagos.

Specific Objectives

  1. To identify the administrative practices used by school administrators to promote a positive school climate.

  2. To assess teachers’ and students’ perceptions of these administrative practices.

  3. To determine the relationship between administrators’ leadership behaviours and indicators of school climate.

  4. To identify challenges administrators face in promoting a positive school climate in the selected schools.

  5. To make recommendations for strengthening leadership practices that enhance school climate.

1.3 Research Questions

  1. What administrative practices do school administrators employ to promote a positive school climate in the selected secondary schools?

  2. How do teachers and students perceive the effectiveness of these practices?

  3. What is the relationship between administrators’ leadership behaviours and school climate indicators?

  4. What challenges do administrators encounter in fostering a positive school climate?

1.4 Research Hypothesis

H₀: There is no significant relationship between school administrators’ leadership behaviours and the level of positive school climate in the selected secondary schools in Agege, Lagos.

1.5 Significance of the Study

The findings from this study will have practical and theoretical significance.

  • For school administrators and principals, it will provide insights into leadership behaviours that foster a positive climate and strategies to overcome challenges in school management.

  • For teachers and students, it may highlight factors that affect morale, safety, and collaboration, offering guidance for improving communication and trust.

  • For policymakers, particularly those in the Lagos State Ministry of Education, it will supply evidence-based recommendations for leadership training and school improvement initiatives.

  • For researchers and scholars, the study will contribute to the growing literature on educational leadership and school climate in Nigeria, serving as a reference for future studies.

1.6 Scope and Delimitation of the Study

This study focuses on five selected secondary schools in the Agege Local Government Area of Lagos State. It will cover the leadership roles of school administrators—principals, vice-principals, and heads of departments—and the perceptions of teachers and students regarding school climate. The study is delimited to issues related to leadership practices, discipline, relationships, motivation, and organizational structure. Primary schools and schools outside Agege LGA are excluded.

1.7 Limitations of the Study

Limitations may include restricted access to some schools or respondents, potential bias in self-reported data, and limited generalization due to the small sample size. However, these limitations will be mitigated through triangulation of data sources (administrators, teachers, and students), assurance of confidentiality, and careful sampling procedures.

1.8 Operational Definition of Terms

  • School Climate: The collective perceptions of students, teachers, and administrators about the quality of school life, including relationships, teaching practices, and organizational structures (Cohen et al., 2009).

  • School Administrator: The principal, vice-principal, or other management staff responsible for overseeing school operations and promoting conducive learning conditions (Leithwood et al., 2006).

  • Positive School Climate: A supportive environment characterized by safety, trust, collaboration, and academic excellence (Thapa et al., 2013).

  • Secondary School: An institution that provides post-primary education as outlined in Nigeria’s National Policy on Education (FRN, 2013).

  • Agege: A local government area in Lagos State, Nigeria, with diverse socio-economic demographics and numerous secondary schools.
