INTRODUCTION

1.1 Background to the Study

Education is universally recognized as a fundamental human right and a catalyst for personal and national development. It empowers individuals with knowledge, skills, and confidence to participate effectively in socio-economic and political life. However, in many developing countries, including Nigeria, women continue to face limited access to formal education due to socio-cultural, economic, and structural barriers. According to UNESCO (2022), Nigeria has one of the largest populations of illiterate women globally, with over 60% of its adult illiterate population being female.

Adult literacy programs have emerged as crucial mechanisms for addressing this educational imbalance and empowering women. Adult literacy refers to organized learning activities aimed at enabling adults to acquire reading, writing, numeracy, and life skills (Knowles, Holton, & Swanson, 2015). These programs are often targeted at adults who missed formal schooling opportunities, particularly women in rural and low-income areas. The Federal Government of Nigeria, through the National Commission for Mass Literacy, Adult and Non-Formal Education (NMEC), has implemented several initiatives to promote adult literacy and women empowerment since the 1990s (FRN, 2013).

Women’s empowerment through education has far-reaching implications for poverty reduction, family welfare, and community development. Educated women tend to participate more actively in decision-making, have better access to employment opportunities, and contribute to household income and health improvement (Kabeer, 2005). Studies have shown that literacy enables women to manage small-scale enterprises, engage in civic participation, and break the cycle of intergenerational poverty (Aderinoye, 2008; Okey & Paulley, 2021).

Despite these efforts, the impact of adult literacy programs on women’s empowerment and poverty reduction in Nigeria remains mixed. Many programs face challenges such as inadequate funding, low motivation among learners, and lack of qualified instructors (Ogunleye, 2017). Therefore, this study seeks to assess the impact of adult literacy programs on women empowerment and poverty reduction in Nigeria, focusing on selected adult education centres in Enugu State.

1.2 Statement of the Problem

Illiteracy among women remains a significant obstacle to socio-economic development in Nigeria. Many women, especially in rural and semi-urban areas, lack access to education, which limits their participation in decision-making, economic ventures, and community leadership. According to the National Bureau of Statistics (NBS, 2021), women constitute a large proportion of Nigeria’s poor population due to low literacy levels and restricted access to economic opportunities.

Adult literacy programs were designed to address these challenges by providing women with basic education and life skills. However, in Enugu State and across Nigeria, the success of these programs has been limited by inadequate resources, poor infrastructure, and inconsistent policy implementation (Omolewa, 2008). Consequently, questions arise as to whether these programs have significantly contributed to empowering women and reducing poverty in practical terms.

This study, therefore, investigates the impact of adult literacy programs on women empowerment and poverty reduction in Enugu State, assessing how participation in such programs affects women’s socio-economic status, decision-making capacity, and livelihood outcomes.

1.3 Objectives of the Study

The general objective of the study is to examine the impact of adult literacy programs on women empowerment and poverty reduction in Nigeria, with a focus on selected adult education centres in Enugu State.
The specific objectives are to:

1. Examine the extent to which adult literacy programs enhance women’s empowerment in Enugu State.

2. Assess the role of adult literacy programs in reducing poverty among women participants.

3. Identify the challenges facing the implementation of adult literacy programs in the selected centres.

4. Suggest strategies for improving adult literacy programs to achieve better outcomes for women empowerment and poverty reduction.

1.4 Research Questions

The study seeks to answer the following research questions:

1. To what extent have adult literacy programs enhanced women’s empowerment in Enugu State?

2. How have adult literacy programs contributed to poverty reduction among women participants?

3. What are the major challenges confronting adult literacy programs in the selected centres?

4. What strategies can be employed to strengthen adult literacy programs for greater impact on women’s empowerment and poverty reduction?

1.5 Research Hypothesis

H₀: Adult literacy programs have no significant impact on women empowerment and poverty reduction in Enugu State.

1.6 Significance of the Study

This study is significant in several ways. Academically, it contributes to existing knowledge on the relationship between adult education, women empowerment, and poverty alleviation in Nigeria. It will also serve as a reference point for future research in the fields of adult education, gender studies, and development studies.

Practically, the findings will help policymakers, especially within the Federal Ministry of Education and the National Commission for Mass Literacy, Adult and Non-Formal Education (NMEC), to redesign adult literacy programs to better address women’s needs. Additionally, non-governmental organizations (NGOs) and international agencies can use the results to develop targeted interventions that support literacy as a tool for women’s economic and social advancement.

For the participants themselves, the study highlights the importance of adult literacy as a means of achieving self-reliance, improved livelihood, and active participation in community development.

1.7 Scope of the Study

The study focuses on the impact of adult literacy programs on women empowerment and poverty reduction in Nigeria, using selected adult education centres in Enugu State as a case study. It will cover women who have participated in adult literacy programs between 2018 and 2024. The scope is limited to examining literacy’s effects on women’s income generation, self-confidence, family welfare, and community participation.

1.8 Limitations of the Study

The study may face certain limitations such as limited access to reliable data, financial constraints, and reluctance of respondents to disclose personal information. Time constraints may also limit the number of adult education centres that can be studied. Nevertheless, efforts will be made to ensure validity and reliability through the use of standardized questionnaires and triangulated data sources.

1.9 Definition of Key Terms

• Adult Literacy Programs: Organized educational initiatives designed to provide basic reading, writing, numeracy, and life skills to adults who missed formal education opportunities (Knowles et al., 2015).

• Women Empowerment: The process by which women gain access to resources, decision-making power, education, and opportunities to improve their social and economic status (Kabeer, 2005).

• Poverty Reduction: Efforts aimed at improving living standards, income levels, and access to essential services for low-income individuals or communities.

• Adult Education Centre: A designated facility where non-formal education and literacy activities are carried out for adult learners.
