INTRODUCTION
1.1 Background to the Study
Education remains the cornerstone of national development and human empowerment. In Nigeria, adult education has been a vital mechanism for addressing the educational needs of individuals who missed the opportunity for formal schooling. The objective of adult education is to promote literacy, vocational skills, civic participation, and lifelong learning. However, despite numerous government and non-governmental initiatives, the adult literacy rate in Nigeria remains low, especially in rural areas (National Bureau of Statistics [NBS], 2022). Consequently, mass media—particularly radio and television—have emerged as significant tools for disseminating educational information to adult learners (Okechukwu & Eze, 2020).
Radio and television are powerful communication media that transcend barriers of age, distance, and literacy. They play a central role in raising awareness, sharing information, and shaping attitudes. In the context of adult education, these media can deliver lessons in literacy, health, agriculture, and social development to large audiences, including those in remote communities (UNESCO, 2020). Through educational broadcasting, adult learners are exposed to instructional programs that enhance their reading, writing, and practical skills. Programs such as the “Mass Literacy Campaign” and “National Open Distance Learning” have integrated radio and television as complementary channels for adult education delivery in Nigeria (Aderinoye & Olojede, 2019).
Imo State, located in the southeastern region of Nigeria, has a vibrant media environment with several radio and television stations that broadcast educational and developmental content. These include Imo Broadcasting Corporation (IBC), Orient FM, and other community-based media outlets. Such platforms have been utilized to transmit adult literacy programs, health education, and agricultural information designed to improve the socio-economic well-being of the populace. Despite these efforts, challenges such as irregular program scheduling, inadequate funding, limited audience participation, and low media access in rural areas affect the impact of radio and television in promoting adult education (Nwaobasi, 2021).
Given the persistent literacy challenges and growing dependence on mass media, it is essential to examine how effectively radio and television contribute to promoting adult education in Imo State. Understanding the level of audience engagement, accessibility, and educational impact of broadcast programs can help strengthen strategies for using mass media in adult learning.
1.2 Statement of the Problem
Adult education remains an important avenue for reducing illiteracy and fostering human development in Nigeria. However, despite government interventions, the adult literacy rate remains unsatisfactory, especially among rural dwellers. Radio and television were introduced as supplementary tools to promote adult education, but there is limited empirical evidence on their actual effectiveness in improving learning outcomes among adults in Imo State.
In many cases, adult learners do not have consistent access to radio and television programs due to poor electricity supply, limited coverage, and lack of awareness of educational broadcasts. Moreover, some broadcast programs are not designed to meet the specific learning needs of adult audiences, as they often lack interactive features or local language content. These shortcomings may hinder the ability of radio and television to achieve their educational purpose.
This study, therefore, seeks to examine the effectiveness of radio and television in promoting adult education in Imo State, Nigeria, with a view to identifying strengths, weaknesses, and areas for improvement.
1.3 Objectives of the Study
The main objective of this study is to assess the effectiveness of radio and television in promoting adult education in Imo State, Nigeria.
The specific objectives are to:

1.5 Research Hypothesis
H₀: Radio and television have no significant effect on the promotion of adult education in Imo State.

1.6 Significance of the Study
This study is significant for policymakers, educators, communication experts, and development partners. It will provide empirical evidence on how radio and television can be effectively utilized to enhance adult education in Nigeria. Findings from this research will help the government and educational institutions to design more inclusive, language-sensitive, and audience-centered broadcast programs. Media organizations will also benefit from understanding the educational needs of adult learners and adapting their content accordingly. Academically, the study will contribute to the body of knowledge in educational communication and adult learning, supporting Nigeria’s pursuit of Sustainable Development Goal 4 (Quality Education) and Goal 10 (Reduced Inequalities).
1.7 Scope of the Study
The study focuses on the effectiveness of radio and television in promoting adult education in Imo State, Nigeria. It covers selected urban and rural areas where adult literacy programs are broadcast through media outlets such as Imo Broadcasting Corporation (IBC), Orient FM, and NTA Owerri. The study limits its scope to adult learners participating in literacy and skill acquisition programs influenced by radio and television broadcasts.
1.8 Operational Definition of Terms

Chapter Four focuses on data presentation and analysis, while Chapter Five discusses the findings, draws conclusions, and offers recommendations for enhancing the use of radio and television in adult education.
