INTRODUCTION
1.1 Background of the Study
Education is globally recognized as a vital instrument for national development, social integration, and human capital formation. In Nigeria, education is viewed as a major tool for achieving national unity, economic growth, and sustainable development. The Federal Government of Nigeria has consistently emphasized the importance of quality education through effective planning and prudent management of educational resources. One of the most significant federal interventions aimed at promoting educational equity and national integration is the establishment of Unity Colleges, officially known as Federal Government Colleges (FGCs) (Federal Ministry of Education, 2019).
Unity Colleges were established to foster national unity by admitting students from diverse ethnic, cultural, and religious backgrounds across the country. These colleges are expected to provide high-quality secondary education that meets national and international standards. To achieve these objectives, effective educational planning and efficient resource management are essential. Educational planning involves the systematic process of setting educational goals, forecasting needs, allocating resources, and implementing strategies to achieve desired educational outcomes. Resource management, on the other hand, entails the effective utilization of human, financial, material, and physical resources to enhance teaching and learning (Coombs, 2018).
Quality of education refers to the extent to which educational inputs, processes, and outcomes meet established standards and expectations. 1.2 Statement of the Problem
Despite the objectives behind the establishment of Unity Colleges and the significant resources allocated to them by the Federal Government, questions continue to arise regarding the quality of education provided in some of these institutions. Reports of deteriorating infrastructure, overcrowded classrooms, insufficient instructional materials, and declining maintenance culture have raised concerns among stakeholders about whether educational planning and resource management practices are adequate and effective.
In some Unity Colleges in Abuja, challenges such as poor utilization of available facilities, delays in funding releases, inadequate supervision of resource use, and insufficient planning for increasing student enrolment have been observed. These challenges may result in ineffective teaching and learning processes, reduced staff morale, and compromised educational standards. When resources are poorly managed or planning is inadequate, the quality of education is likely to suffer regardless of the amount of funding provided.
Furthermore, there appears to be variation in the quality of education among Unity Colleges in Abuja. While some colleges maintain high academic standards and well-managed facilities, others struggle with poor learning environments and inconsistent academic outcomes. Although several studies have examined educational planning and school effectiveness in Nigeria, limited empirical research has focused specifically on Unity Colleges, particularly in Abuja. As a result, policymakers and school administrators may lack sufficient evidence to guide decisions on planning strategies and resource management practices that can enhance educational quality in these federal institutions.
The problem, therefore, is that despite substantial government investment in Unity Colleges, the extent to which educational planning and resource management influence the quality of education in Unity Colleges in Abuja, Nigeria, is not clearly understood. Without empirical evidence, efforts to improve planning and resource utilization may be ineffective. This study seeks to address this gap by examining the role of educational planning and resource management in ensuring quality education in Unity Colleges in Abuja.
1.3 Purpose of the Study
The main purpose of this study is to examine the role of educational planning and resource management on the quality of education in Unity Colleges (Federal Government Colleges) in Abuja, Nigeria.
The specific objectives of this study are to:

1.6 Significance of the Study
The findings of this study will be beneficial to the Federal Ministry of Education, school administrators, educational planners, policymakers, and researchers. The results may guide policymakers in improving planning strategies and resource allocation to Unity Colleges. School administrators may use the findings to enhance resource utilization and accountability. The study will also contribute to existing literature on educational planning and serve as a reference for future research.
1.7 Scope of the Study
This study is limited to Unity Colleges (Federal Government Colleges) located in Abuja, Nigeria. It focuses on educational planning, resource management, and their influence on the quality of education.
