INTRODUCTION

1.1 Background of the Study

Education remains one of the most powerful instruments for social transformation and sustainable community development. While formal education has traditionally received the greatest attention, adult education—particularly adult literacy programmes—plays an equally critical role in empowering individuals who missed the opportunity of schooling at an early age. Adult literacy programmes are designed to equip adults with basic reading, writing, numeracy, and functional skills that enable them to participate effectively in economic, social, and political activities within their communities.

Globally, adult literacy is recognized as a key driver of development. The United Nations Educational, Scientific and Cultural Organization (UNESCO) emphasizes that literacy is a fundamental human right and a foundation for lifelong learning, social inclusion, poverty reduction, and sustainable development. Literate adults are better positioned to access information, adopt improved health practices, engage in productive economic activities, and contribute meaningfully to community decision-making processes.

In developing countries such as Nigeria, adult illiteracy remains a persistent challenge despite several policy initiatives and intervention programmes. A significant proportion of adults, particularly in rural areas, lack basic literacy skills due to factors such as poverty, early school dropout, cultural practices, gender inequality, and inadequate educational infrastructure. This situation has negatively affected community development efforts, as illiteracy limits individuals’ ability to understand development initiatives, utilize modern technologies, and participate actively in governance and civic responsibilities.

In response to this challenge, the Nigerian government has implemented various adult literacy programmes through agencies such as the National Commission for Mass Literacy, Adult and Non-Formal Education (NMEC), state agencies for mass education, and local government education authorities. These programmes aim to provide functional literacy that is relevant to learners’ daily lives, including skills related to agriculture, health, entrepreneurship, environmental sanitation, and civic education.

At the community level, adult literacy programmes are expected to stimulate development by improving livelihoods, increasing productivity, enhancing social cohesion, and fostering positive attitudes toward change. Literate adults are more likely to engage in income-generating activities, support children’s education, practice good health and sanitation habits, and contribute to community projects. Consequently, adult literacy is increasingly viewed not merely as an educational intervention but as a strategic tool for community development.

Irepodun Local Government Area of Kwara State, like many rural and semi-urban communities in Nigeria, has benefited from various adult literacy initiatives organized by government and non-governmental organizations. These programmes are intended to address the educational needs of adults who could not complete formal schooling and to promote grassroots development. However, despite the existence of these programmes, observable challenges such as persistent poverty, low civic participation, unemployment, and slow pace of community development raise questions about the actual impact of adult literacy programmes on the development of the area.

This situation makes it necessary to systematically assess adult literacy programmes in Irepodun Local Government Area and examine their impact on community development. Such an assessment will provide empirical evidence on whether these programmes are achieving their intended goals and contributing meaningfully to the social and economic advancement of the community.

1.2 Statement of the Problem

Despite sustained efforts by government and development partners to promote adult literacy in Nigeria, adult illiteracy remains widespread, especially in rural local government areas such as Irepodun in Kwara State. Many adults still lack basic literacy and numeracy skills required for effective participation in community development activities. This persistent illiteracy has continued to hinder individual empowerment and collective progress within communities.

In Irepodun Local Government Area, adult literacy programmes have been established with the expectation that they will enhance community development by improving economic productivity, social awareness, and civic participation. However, there is growing concern that the outcomes of these programmes may not be fully aligned with their objectives. Issues such as irregular attendance, inadequate learning materials, insufficient funding, poor motivation of facilitators, and limited integration of literacy content with learners’ immediate socio-economic needs appear to undermine the effectiveness of these programmes.

Furthermore, many community members still experience low income levels, limited entrepreneurial skills, poor health practices, and minimal involvement in community development initiatives, despite participation in adult literacy programmes. This raises critical questions about the relevance, quality, and practical impact of the programmes on the daily lives of adult learners and the broader development of the community.

Another dimension of the problem is the lack of comprehensive empirical studies focusing specifically on the relationship between adult literacy programmes and community development in Irepodun Local Government Area. Without adequate assessment, policymakers, programme planners, and educators may continue to implement interventions without clear evidence of their effectiveness or areas requiring improvement.

Therefore, the problem of this study is the uncertainty surrounding the extent to which adult literacy programmes have contributed to community development in Irepodun Local Government Area of Kwara State. Assessing these programmes is essential to determine their impact, identify existing gaps, and provide recommendations for improving adult literacy as a catalyst for sustainable community development.

1.3 Objectives of the Study

The main objective of this study is to assess adult literacy programmes and their impact on community development in Irepodun Local Government Area, Kwara State. The specific objectives are to:

1. examine the nature and scope of adult literacy programmes available in Irepodun Local Government Area;

2. assess the level of participation of adults in literacy programmes in the area;

3. determine the impact of adult literacy programmes on economic activities within the community;

4. examine the influence of adult literacy programmes on social and civic participation of community members;

5. identify challenges affecting the effectiveness of adult literacy programmes in promoting community development.

1.4 Research Questions

The study seeks to answer the following questions:

1. What types of adult literacy programmes are available in Irepodun Local Government Area?

2. To what extent do adults participate in literacy programmes in the area?

3. How have adult literacy programmes influenced economic activities in the community?

4. What impact do adult literacy programmes have on social and civic participation?

5. What challenges affect the effectiveness of adult literacy programmes in Irepodun Local Government Area?

1.5 Research Hypothesis

The following null hypothesis is formulated and tested at 0.05 level of significance:

H₀: There is no significant relationship between adult literacy programmes and community development in Irepodun Local Government Area, Kwara State.

1.6 Significance of the Study

The findings of this study will be beneficial to adult education planners, policymakers, and government agencies by providing empirical evidence on the effectiveness of adult literacy programmes in promoting community development. It will help improve policy formulation and programme implementation at the local government and state levels.

Adult education facilitators and curriculum developers will benefit from the study by gaining insights into learners’ needs and challenges, which can guide the design of more functional and relevant literacy programmes.

Community leaders and development organizations will also find the study useful in understanding how literacy can be better harnessed to enhance participation in community development projects.

Finally, the study will contribute to the existing body of knowledge in adult education and community development and serve as a reference material for future researchers.

1.7 Scope of the Study

This study is limited to the assessment of adult literacy programmes and their impact on community development in Irepodun Local Government Area of Kwara State. The study focuses on adult learners, facilitators, and community members involved in or affected by adult literacy programmes within the area.

1.8 Operational Definition of Terms

Adult Literacy Programmes: Organized educational activities aimed at providing adults with basic reading, writing, numeracy, and functional life skills.

Community Development: A process through which community members improve their social, economic, and cultural conditions through collective action.

Adult Learners: Individuals aged 18 years and above who participate in adult literacy programmes.

Impact: The measurable effect or influence of adult literacy programmes on community development outcomes.
