INTRODUCTION

1.1 Background of the Study

The integration of Information and Communication Technology (ICT) into administrative processes has become a critical factor in enhancing the efficiency, effectiveness, and transparency of educational institutions worldwide. ICT encompasses a range of digital tools and applications, including computers, software systems, internet-based platforms, electronic databases, and communication technologies that facilitate the management of organizational information and processes (United Nations Educational, Scientific and Cultural Organization, 2020).

In the context of public secondary schools, administrative efficiency is crucial for the smooth operation of academic programs, student record management, staff coordination, financial management, and overall institutional governance. Traditionally, administrative tasks in Nigerian public schools have relied heavily on manual record-keeping, paper-based processes, and face-to-face communication, which often result in delays, errors, and inefficiencies (Adebayo & Oladipo, 2021).

The Nigerian government, through the Federal Ministry of Education and state ministries, has emphasized the adoption of ICT as a strategy to improve the quality and efficiency of school management. Policies such as the National Policy on ICT in Education and various state-level ICT implementation plans highlight the need for schools to leverage technology to support teaching, learning, and administration. In Ondo State, initiatives promoting computer literacy, electronic record management, and digital communication aim to modernize public schools and enhance service delivery (Ogunleye, 2019).

ICT integration in school administration includes electronic student registration systems, automated payroll and staff management, digital attendance tracking, online examination and result management, email and messaging systems, and data-driven decision-making tools. These innovations have the potential to reduce redundancy, minimize errors, improve accessibility to information, and foster accountability among school administrators. Studies in other regions have indicated that ICT adoption in school administration positively influences productivity, decision-making, and stakeholder satisfaction (Oluwatobi & Adeyemi, 2020).

Despite the recognized benefits, public secondary schools in Nigeria, including those in Akure, Ondo State, face challenges in implementing ICT effectively. These challenges include inadequate ICT infrastructure, insufficient training for administrative staff, inconsistent power supply, limited funding, and resistance to change among personnel accustomed to traditional administrative methods. Consequently, there is a pressing need to evaluate the impact of ICT integration on administrative efficiency in these schools to identify strengths, gaps, and opportunities for improvement.

Understanding the relationship between ICT adoption and administrative efficiency in Akure’s public secondary schools is essential for policy formulation, resource allocation, and strategic planning. Insights from such an evaluation will inform school administrators, education policymakers, and development partners about effective strategies to leverage ICT for enhanced educational management.

1.2 Statement of the Problem

Public secondary schools in Akure, Ondo State, continue to experience administrative challenges despite various government initiatives to modernize educational management. Manual record-keeping, paper-based filing systems, and traditional communication channels often result in delays, loss of records, duplication of efforts, and inefficiencies in decision-making. These issues negatively impact school operations, including student registration, attendance tracking, examination management, and staff administration.

The introduction of ICT has been proposed as a solution to these challenges, providing digital tools to streamline administrative processes and improve institutional efficiency. However, the level of ICT integration in Akure’s public secondary schools varies considerably, with some schools fully implementing digital systems while others remain predominantly manual in their operations. Challenges such as inadequate infrastructure, lack of training, inconsistent internet access, and limited financial resources hinder full adoption and utilization of ICT in administration (Adewale & Ojo, 2021).

Despite anecdotal evidence suggesting that ICT improves administrative efficiency, there is limited empirical research quantifying its impact in the context of public secondary schools in Akure. Key questions remain about the extent to which ICT adoption affects timeliness, accuracy, accountability, and overall operational effectiveness in school administration. Without such evidence, policymakers and school administrators cannot make informed decisions to optimize ICT implementation and maximize its benefits.

Therefore, this study seeks to investigate the impact of ICT integration on administrative efficiency in public secondary schools in Akure, Ondo State, providing empirical data to guide policy, planning, and effective implementation.

1.3 Objectives of the Study

The main objective of this study is to examine the impact of ICT integration on administrative efficiency in public secondary schools in Akure, Ondo State.

The specific objectives are to:

1. Identify the types of ICT tools and systems currently utilized in the administration of public secondary schools in Akure.

2. Assess the level of ICT adoption among administrative staff in these schools.

3. Determine the influence of ICT integration on the efficiency of administrative processes, including record-keeping, communication, and decision-making.

4. Identify challenges affecting the effective integration of ICT in school administration.

1.4 Research Questions

The study seeks to answer the following questions:

1. What types of ICT tools and systems are used in the administration of public secondary schools in Akure?

2. To what extent have administrative staff adopted ICT in performing their duties?

3. How does ICT integration influence the efficiency of administrative processes in these schools?

4. What challenges hinder the effective adoption of ICT in school administration?

1.5 Research Hypothesis

The study will test the following hypothesis:

H₀: ICT integration has no significant impact on administrative efficiency in public secondary schools in Akure, Ondo State.

H₁: ICT integration has a significant impact on administrative efficiency in public secondary schools in Akure, Ondo State.

1.6 Significance of the Study

This study is significant as it will provide empirical evidence on how ICT adoption affects administrative efficiency in public secondary schools. School administrators will benefit from insights into best practices for integrating digital tools into their operations.

The findings will guide education policymakers and state authorities in allocating resources, providing training, and developing policies that enhance ICT adoption. Additionally, the study will contribute to academic literature on ICT in education management, particularly in developing countries, and provide a framework for further research on technology-driven school administration.

1.7 Scope of the Study

The study focuses on public secondary schools in Akure, Ondo State. It examines ICT integration in administrative functions, including student record management, staff coordination, communication, and decision-making. The study is limited to administrative staff and school management personnel and does not include ICT use for teaching or classroom instruction.

1.8 Operational Definition of Terms

ICT Integration: The adoption and use of digital technologies, software, and communication tools in performing administrative functions.

Administrative Efficiency: The effectiveness, timeliness, and accuracy of administrative processes, including record-keeping, communication, and decision-making.

Public Secondary Schools: Government-operated schools providing secondary education in Akure, Ondo State.
