CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

Vocational and Technical Education (VTE) is a form of education that equips individuals with practical skills, technical knowledge, and competencies required to perform specific trades or occupations effectively (UNESCO, 2017). It aims to bridge the gap between formal education and labor market needs by developing employability skills, promoting entrepreneurship, and reducing unemployment among youths. In Nigeria, VTE has been identified as a strategic tool for addressing the country’s high youth unemployment rate and fostering economic development (Federal Ministry of Education, 2018).

The importance of VTE lies in its ability to provide hands-on training and industry-relevant skills, enabling graduates to participate meaningfully in the workforce, either as self-employed individuals or as competent employees (Ojo, 2020). Skills such as carpentry, welding, electrical installation, computer operation, and catering are often included in technical college curricula to ensure that students are not only knowledgeable but also practically proficient. Additionally, VTE promotes problem-solving, critical thinking, and adaptability, which are key employability skills required in the rapidly changing labor market.

Despite the recognized benefits of VTE, studies indicate that Nigerian youths still face challenges in translating technical education into gainful employment (Agabi & Adepoju, 2019). Factors such as inadequate instructional materials, poorly equipped workshops, outdated curricula, insufficiently trained instructors, and limited industry collaboration hinder the effectiveness of technical colleges. Kaduna State, with its concentration of technical colleges, provides an ideal setting to examine the impact of VTE on youths’ employability skills. Understanding the effectiveness of these programs can inform policies and practices to strengthen vocational training and ensure that graduates possess the competencies required by the labor market.

1.2 Statement of the Problem

Youth unemployment in Nigeria remains a pressing socio-economic challenge, with the National Bureau of Statistics (2022) reporting that nearly one-third of Nigerian youths are unemployed. While vocational and technical education is intended to address this issue by equipping youths with employable skills, there are concerns regarding the actual effectiveness of VTE programs in Nigerian technical colleges. Many youths graduate from these institutions with limited practical experience, inadequate industry exposure, and insufficient entrepreneurship skills, making it difficult for them to secure employment or establish businesses (Ibrahim & Bello, 2021).

Moreover, technical colleges often struggle with outdated equipment, low funding, and limited collaboration with industries, which negatively impacts the quality of training delivered (Ojo, 2020). Consequently, graduates may not meet the expectations of employers, resulting in underemployment or unemployment. This study seeks to assess the effectiveness of vocational and technical education in Kaduna State in enhancing youths’ employability skills, identify gaps in the delivery of VTE programs, and provide recommendations for improving vocational training to meet labor market demands.

1.3 Objectives of the Study

The main objective of this study is to evaluate the effectiveness of vocational and technical education in enhancing employability skills among youths in selected technical colleges in Kaduna State. The specific objectives are:

1. To determine the extent to which vocational and technical education equips youths with practical employability skills.

2. To assess the relationship between the quality of vocational and technical training and youths’ employability.

3. To identify challenges faced by technical colleges in delivering effective vocational education.

4. To provide recommendations to enhance the effectiveness of vocational and technical education in improving youths’ employability skills.

1.4 Research Questions

1. To what extent does vocational and technical education equip youths with practical employability skills in Kaduna State?

2. What is the relationship between the quality of vocational and technical training and youths’ employability?

3. What challenges do technical colleges face in delivering effective vocational and technical education?

4. What measures can be taken to enhance the effectiveness of vocational and technical education in improving employability skills among youths?

1.5 Research Hypothesis

H₀: Vocational and technical education has no significant effect on enhancing employability skills among youths in selected technical colleges in Kaduna State.
H₁: Vocational and technical education has a significant effect on enhancing employability skills among youths in selected technical colleges in Kaduna State.

1.6 Significance of the Study

This study is significant for several reasons. Firstly, it provides empirical evidence on the effectiveness of vocational and technical education in enhancing employability skills among Nigerian youths. Secondly, it can guide policymakers, curriculum developers, and educational planners in designing more effective VTE programs that meet industry requirements. Thirdly, it helps technical colleges identify challenges in their training processes and adopt strategies to improve practical skills acquisition. Finally, the study contributes to the body of knowledge on vocational education and youth employability in Nigeria, serving as a reference for future research.

1.7 Scope of the Study

The study focuses on the effectiveness of vocational and technical education in enhancing employability skills among youths in selected technical colleges in Kaduna State. It examines students’ practical skills acquisition, employability outcomes, and institutional challenges affecting VTE delivery. The study is limited to technical colleges in Kaduna State due to their concentration and diversity in technical programs, making them representative of vocational education institutions in Nigeria.

1.8 Definition of Terms

Vocational and Technical Education (VTE): Education and training that provide students with practical skills and technical knowledge for specific trades or occupations (UNESCO, 2017).

Employability Skills: The combination of skills, knowledge, and personal attributes that enable an individual to gain employment, perform effectively in the workplace, and adapt to changing job requirements (Yorke, 2006).

Youth: Individuals aged 15–35 years who are enrolled in technical colleges or recently graduated and seeking employment.

Technical College: A secondary-level institution that provides vocational and technical education, focusing on practical skills training for various trades and occupations.

Practical Skills: Hands-on abilities and competencies acquired through training in vocational and technical programs that prepare students for workplace tasks.

Curriculum: A structured set of courses and learning experiences designed to achieve specific educational outcomes in vocational and technical education.

Underemployment: A situation where an individual’s skills, education, or experience exceed the requirements of their current job, resulting in underutilization of their abilities.
