INTRODUCTION

1.1 Background of the Study

The rapid advancement of information and communication technology (ICT) has significantly transformed the way governments operate across the world. One of the most important developments in this regard is the emergence of e-governance, which involves the application of digital technologies to improve the delivery of government services, enhance transparency, and promote administrative efficiency. E-governance has become a central component of public sector reform in both developed and developing countries, as governments seek to modernize administrative processes and respond effectively to the needs of citizens.

E-governance encompasses various digital initiatives such as electronic service delivery (e-services), digital record management, online communication platforms, and integrated information systems. These tools help reduce bureaucratic bottlenecks, improve service accessibility, minimize corruption, and enhance decision-making processes. Administrative efficiency, in this context, refers to the ability of government institutions to deliver services effectively, timely, and with optimal use of resources.

In Nigeria, the adoption of e-governance has been driven by the need to address longstanding challenges in public administration, including inefficiency, lack of transparency, corruption, and poor service delivery. Traditionally, the Nigerian public sector has been characterized by manual processes, excessive paperwork, delays in service delivery, and weak accountability mechanisms. These challenges have undermined public trust and hindered national development.

Recognizing the importance of ICT in governance, the Nigerian government has implemented various policies and initiatives aimed at promoting digital transformation. A key institution in this regard is the National Information Technology Development Agency (NITDA), which was established to develop, regulate, and promote the use of information technology in Nigeria. NITDA plays a critical role in formulating IT policies, setting standards, and coordinating e-governance initiatives across government agencies.

Over the years, NITDA has spearheaded several initiatives to enhance e-governance in Nigeria. These include the development of the National Digital Economy Policy and Strategy (2020–2030), the implementation of the Nigerian e-Government Master Plan, and the promotion of digital literacy and capacity building among public servants. These efforts are aimed at creating a digitally enabled government that is more efficient, transparent, and responsive to citizens’ needs.

Furthermore, the adoption of e-governance tools such as electronic procurement systems, digital identity systems, and online service portals has improved the speed and efficiency of government operations in many sectors. For example, digital platforms have reduced the time required for processing documents, minimized human interference in administrative procedures, and enhanced access to government services, particularly in urban areas.

Despite these advancements, the implementation of e-governance in Nigeria faces several challenges. One major issue is the inadequate ICT infrastructure, particularly in rural areas, where access to reliable internet and electricity remains limited. This digital divide restricts the effectiveness of e-governance initiatives and limits their reach among citizens.

Another challenge is the low level of digital literacy among both public servants and citizens. Many government employees lack the necessary skills to effectively utilize digital tools, which affects the successful implementation of e-governance programs. In addition, resistance to change within the public sector often slows down the adoption of new technologies.

Cybersecurity concerns and data protection issues also pose significant challenges to e-governance in Nigeria. The increasing reliance on digital systems makes government operations vulnerable to cyber threats, which can compromise sensitive information and disrupt administrative processes. Although NITDA has developed guidelines such as the Nigeria Data Protection Regulation (NDPR), enforcement and compliance remain areas of concern.

Moreover, issues related to funding and policy implementation have hindered the full realization of e-governance objectives. While policies exist, there is often a gap between policy formulation and effective execution, resulting in suboptimal outcomes.

Given these challenges, it is essential to assess the role of e-governance in improving administrative efficiency in Nigeria, particularly within key institutions such as NITDA. Understanding how digital initiatives influence efficiency will provide valuable insights into the effectiveness of e-governance reforms and identify areas for improvement.

1.2 Statement of the Problem

Despite the growing emphasis on e-governance as a tool for improving public administration, administrative inefficiency remains a major challenge in Nigeria. Government agencies continue to experience delays in service delivery, bureaucratic bottlenecks, poor record management, and limited transparency, even with the introduction of digital technologies.

One of the core problems is that the implementation of e-governance initiatives in Nigeria has not been fully effective. While institutions like NITDA have developed policies and frameworks to promote digital governance, the actual integration of these technologies into everyday administrative processes is still limited. Many government agencies continue to rely on manual systems alongside digital platforms, resulting in duplication of efforts and inefficiency.

In addition, inadequate ICT infrastructure significantly affects the performance of e-governance systems. Frequent power outages, poor internet connectivity, and lack of modern technological equipment hinder the smooth operation of digital platforms. This situation reduces the potential benefits of e-governance and limits its impact on administrative efficiency.

Another major issue is the lack of technical skills among public sector employees. Many civil servants are not adequately trained to use digital tools, leading to underutilization of e-governance systems. This skills gap contributes to errors, delays, and inefficiencies in administrative processes.

Furthermore, resistance to change remains a significant barrier to the adoption of e-governance in Nigeria. Some public officials are reluctant to embrace digital transformation due to fear of job displacement, lack of awareness, or preference for traditional methods. This resistance slows down the implementation of e-governance initiatives and reduces their effectiveness.

Corruption and lack of accountability also persist despite the introduction of digital systems. In some cases, loopholes in e-governance platforms are exploited, or manual interventions are introduced to manipulate processes, thereby undermining transparency and efficiency.

Additionally, cybersecurity challenges and concerns about data privacy affect the trust and reliability of e-governance systems. Without strong security measures, there is a risk of data breaches and system failures, which can disrupt administrative operations.

Consequently, there is a need to critically examine the extent to which e-governance contributes to administrative efficiency in Nigeria. Specifically, it is important to evaluate the role of NITDA in promoting digital governance and identify the factors that influence the success or failure of e-governance initiatives.

This study therefore seeks to investigate the role of e-governance in enhancing administrative efficiency in Nigeria, using NITDA as a case study.

1.3 Objectives of the Study

The main objective of this study is to examine the role of e-governance in enhancing administrative efficiency in Nigeria.

The specific objectives are to:

1. Examine the extent of e-governance adoption in Nigeria.
2. Assess the impact of e-governance on administrative efficiency.
3. Identify the challenges affecting the implementation of e-governance.
4. Evaluate the role of NITDA in promoting digital governance in Nigeria.

1.5 Research Hypothesis

H₀ (Null Hypothesis):
E-governance has no significant effect on administrative efficiency in Nigeria.

H₁ (Alternative Hypothesis):
E-governance has a significant effect on administrative efficiency in Nigeria.

1.6 Significance of the Study
