INTRODUCTION
1.1 Background to the Study
Urban land use change is one of the most significant spatial phenomena shaping contemporary cities, particularly in rapidly urbanizing developing countries. It refers to the transformation of land from one use type to another—such as from agricultural or vegetated land to residential, commercial, industrial, or infrastructural uses. This process is often driven by population growth, economic development, rural–urban migration, infrastructural expansion, and policy decisions (UN-Habitat, 2020; Lambin & Geist, 2006).
Globally, urban areas are expanding at an unprecedented rate. The United Nations estimates that more than 55% of the world’s population currently resides in urban areas, a figure projected to rise to 68% by 2050 (United Nations, 2019). This rapid urban expansion has intensified land conversion processes, leading to significant environmental consequences such as deforestation, loss of biodiversity, increased surface runoff, flooding, urban heat island effects, and deterioration of air and water quality (Seto et al., 2012).
In sub-Saharan Africa, urbanization is occurring faster than infrastructure development and environmental management systems can cope with. Cities are expanding in both planned and unplanned forms, often resulting in informal settlements and uncontrolled land use changes (UN-Habitat, 2014). Nigeria, as the most populous country in Africa, is experiencing one of the fastest urban growth rates in the world, with Lagos State serving as the epicenter of this transformation.
Lagos State, particularly Lagos Mainland Local Government Area (LGA), represents a densely populated and highly urbanized environment where land use changes are both rapid and complex. Historically, Lagos Mainland comprised residential neighborhoods with moderate density, commercial corridors, and limited industrial activity. However, over the past few decades, increasing population pressure, commercial expansion, and infrastructural development have significantly altered the land use structure of the area (Adelekan, 2016).
The transformation has led to the conversion of open spaces, wetlands, and low-density residential areas into high-density residential buildings, commercial complexes, educational institutions, and transport infrastructure. While these changes contribute to economic growth and urban development, they also generate environmental challenges such as flooding, waste management problems, air pollution, loss of green spaces, and increased urban heat intensity (Oduwaye, 2015).
Remote sensing and GIS-based studies have shown that Lagos has experienced a continuous decline in vegetative cover and a corresponding increase in built-up areas over the last three decades (Ojeh et al., 2016). Lagos Mainland, due to its central location and high accessibility, has been particularly affected by this trend. The environmental implications of such uncontrolled land use change require systematic assessment to support sustainable urban planning and environmental management.
Therefore, understanding the patterns, drivers, and environmental impacts of urban land use change in Lagos Mainland LGA is essential for informed policy formulation, sustainable land management, and improved urban resilience.
1.2 Statement of the Problem
Urban land use change in Lagos Mainland LGA has become increasingly rapid and largely unregulated, resulting in serious environmental concerns. Despite existing urban planning frameworks, the area continues to experience uncontrolled conversion of natural and semi-natural land into built-up structures. This transformation has outpaced the capacity of environmental management systems and urban infrastructure.
One major problem associated with this change is the persistent reduction in green spaces and vegetation cover. This has contributed to increased surface runoff and flooding, especially during heavy rainfall seasons. Lagos Mainland is frequently affected by urban flooding, which disrupts economic activities, damages property, and poses health risks to residents.
In addition, the conversion of land for residential and commercial use has led to high population density and pressure on existing infrastructure such as drainage systems, roads, and waste disposal facilities. Poor waste management practices further worsen environmental conditions, leading to blocked drainage channels and increased flood vulnerability.
Air quality deterioration is another major concern, as increased vehicular traffic, industrial activities, and energy consumption contribute to rising levels of air pollutants. The loss of vegetation also reduces the natural capacity of the environment to absorb carbon emissions, thereby intensifying urban heat island effects.
Furthermore, land use changes in Lagos Mainland are often not adequately guided by environmental impact assessments or long-term sustainability considerations. This gap in planning and enforcement has resulted in haphazard development patterns, informal settlements, and environmental degradation.
Despite several studies on urbanization in Lagos, there remains a limited focused assessment of how land use change specifically affects environmental conditions within Lagos Mainland LGA. Most existing studies are either generalized for Lagos State or focused on broader metropolitan dynamics, leaving a knowledge gap at the local government level.
Therefore, the problem of this study is the lack of detailed, localized assessment of urban land use change and its environmental impacts in Lagos Mainland LGA, which is necessary for effective urban planning and sustainable environmental management.
1.3 Aim and Objectives of the Study
Aim of the Study
The aim of this study is to assess urban land use change and its environmental impacts in Lagos Mainland Local Government Area, Lagos State, Nigeria.
Specific Objectives
The study seeks to:
- examine the patterns of urban land use change in Lagos Mainland LGA over time;

- assess the environmental impacts associated with urban land use change;

1.6 Significance of the Study
This study is significant in several ways. First, it will provide empirical evidence on the nature and extent of land use change in Lagos Mainland LGA, contributing to the body of knowledge on urban geography and environmental management in Nigeria. Second, the findings will assist urban planners and policymakers in developing strategies for sustainable land use planning and environmental protection.
Additionally, environmental agencies and local government authorities will benefit from the study by gaining insights into the environmental consequences of uncontrolled urban expansion. The study will also serve as a reference material for researchers and students interested in urbanization, GIS applications, and environmental sustainability.
1.7 Scope of the Study
This study is geographically limited to Lagos Mainland Local Government Area in Lagos State, Nigeria. It focuses on urban land use change and its environmental impacts, particularly changes in built-up areas, vegetation cover, water bodies, and associated environmental effects such as flooding, pollution, and heat intensity. The study does not extend to other LGAs in Lagos State.
