INTRODUCTION

1.1 Background of the Study

Reading is one of the most important educational activities that contributes significantly to intellectual development, academic achievement, communication skills, and personal growth (Uhegbu, 2007). It is through reading that individuals acquire knowledge, develop critical thinking abilities, improve vocabulary, and gain exposure to different ideas and experiences. For students, reading is essential for academic success because it enhances understanding, comprehension, creativity, and learning outcomes. A strong reading culture among students contributes positively to educational development and national progress (Aina, 2014).

Reading culture refers to the habit and attitude of reading regularly for knowledge acquisition, information, learning, and personal development. It involves consistent and voluntary engagement in reading activities beyond classroom requirements. Students with good reading culture are more likely to perform well academically because they possess better comprehension skills, broader knowledge, and improved analytical abilities. According to Aina (2014), reading culture is fundamental to educational advancement and intellectual growth in every society.

In recent years, there has been growing concern over the declining reading culture among students in Nigeria (Omekwu, 2016). Many secondary school students spend more time on social media, entertainment, and non-academic activities than reading educational materials. The advancement of technology, poor educational facilities, inadequate libraries, and lack of access to reading materials have contributed to the decline in reading habits among students (Nwalo, 2013). Consequently, poor reading culture has negatively affected students’ academic performance, communication skills, and general intellectual development.

Community libraries play an important role in promoting reading culture among students and members of society. A community library is a library established within a community to provide information resources and educational services to the public (Ifidon & Ifidon, 2007). Community libraries are designed to serve the information, educational, recreational, and cultural needs of people within a particular locality. These libraries provide access to books, newspapers, magazines, journals, and other information materials that encourage reading and learning.

Community libraries are important educational institutions because they complement formal school education and provide opportunities for self-directed learning. They create environments where students can develop reading habits outside the classroom. Through reading programs, storytelling sessions, book clubs, educational campaigns, and access to diverse learning materials, community libraries encourage students to cultivate interest in reading (Obinyan & Aidenojie, 2011).

In many developed countries, community libraries have contributed significantly to literacy development and promotion of reading culture among young people (Omekwu, 2016). They serve as centers for learning, research, information dissemination, and community development. Students who regularly use community libraries often demonstrate improved academic performance, communication skills, and reading habits.

In Nigeria, community libraries have increasingly become important in supporting education and literacy development, particularly in areas where school libraries are inadequate or unavailable. Community libraries provide secondary school students with additional opportunities to access educational materials and improve their reading culture. According to Ifidon and Ifidon (2007), libraries remain vital tools for literacy promotion and educational development in society.

In Enugu State, community libraries are expected to support educational development by promoting reading habits among students. Enugu State is known for its commitment to education and literacy development. Several communities within the state have libraries established by government agencies, non-governmental organizations, religious bodies, and private individuals to encourage learning and reading activities among young people.

Secondary school students constitute an important group of library users because they require information resources for assignments, examinations, and personal development. Community libraries provide these students with access to books and educational materials that may not be readily available in their schools or homes. Such access encourages reading and helps students improve academically (Aina, 2014).

Community libraries also organize educational activities such as reading competitions, debates, essay writing contests, literacy campaigns, and storytelling programs aimed at motivating students to read. These activities create awareness about the importance of reading and encourage students to develop positive attitudes toward books and learning (Obinyan & Aidenojie, 2011).

Furthermore, community libraries contribute to reducing illiteracy and promoting lifelong learning. They provide equal access to information resources regardless of students’ social or economic backgrounds. Students from low-income families who cannot afford books or internet services can benefit from free access to library materials and facilities (Uhegbu, 2007).

The availability of trained librarians and conducive reading environments in community libraries also contributes to reading culture promotion. Librarians guide students in selecting appropriate reading materials and developing effective reading habits. A conducive library environment encourages concentration, learning, and intellectual engagement (Ifidon & Ifidon, 2007).

Despite the importance of community libraries, many challenges affect their effectiveness in promoting reading culture among secondary school students in Nigeria. Some community libraries lack adequate funding, current books, trained personnel, furniture, and technological facilities. In some cases, libraries are poorly managed or inaccessible to students (Nwalo, 2013).

Another challenge is the low level of awareness and utilization of community libraries among students. Some students are not adequately informed about the existence or importance of community libraries. Others may lack interest in reading because of excessive involvement in social media and entertainment activities (Omekwu, 2016).

The issue of inadequate reading materials also affects community libraries in many communities. Some libraries operate with outdated books and limited educational resources that may not meet the academic needs of students. Poor maintenance of library facilities and unstable electricity supply also reduce the effectiveness of library services (Aina, 2014).

Additionally, parents and teachers sometimes fail to encourage students to cultivate reading habits or utilize community library facilities effectively. Without proper guidance and motivation, students may not appreciate the importance of reading and library use (Obinyan & Aidenojie, 2011).

The promotion of reading culture among secondary school students is essential for improving academic performance and educational development in Enugu State. Community libraries have the potential to support this objective by providing access to information resources, creating conducive learning environments, and organizing educational programs for students (Ifidon & Ifidon, 2007).

Therefore, this study seeks to examine the role of community libraries in promoting reading culture among secondary school students in Enugu State. The study aims to assess the contributions of community libraries to students’ reading habits, identify challenges affecting library utilization, and suggest strategies for improving community library services.

1.2 Statement of the Problem

The decline in reading culture among secondary school students has become a major concern in Nigeria’s educational system. Reading is essential for academic success, intellectual development, communication skills, and lifelong learning. However, many students today show limited interest in reading educational materials outside classroom activities. Instead, they spend more time on social media, entertainment, and other non-academic activities that do not contribute positively to their educational growth.

Community libraries were established to promote literacy, support education, and encourage reading habits among members of society, especially students. These libraries are expected to provide students with access to books, educational resources, and conducive learning environments that stimulate reading culture. Despite the presence of some community libraries in Enugu State, poor reading habits among secondary school students continue to persist.

One major problem is the inadequate availability of functional community libraries in some communities. Some areas lack properly equipped libraries where students can access relevant educational materials. In communities where libraries exist, many of them suffer from poor infrastructure, inadequate seating spaces, outdated books, and insufficient learning resources.

Another problem is inadequate funding of community libraries. Many libraries do not receive enough financial support from government authorities, private organizations, or community stakeholders. As a result, they are unable to acquire current books, maintain facilities, or organize reading programs that can motivate students.

Poor awareness and low utilization of community libraries among students also constitute serious problems. Some students are not aware of the services provided by community libraries, while others do not visit libraries regularly because of lack of interest in reading. This situation reduces the effectiveness of community libraries in promoting reading culture.

The increasing influence of technology and social media has also contributed to declining reading habits among students. Many students prefer spending time on mobile phones, social networking platforms, and entertainment activities rather than reading books or educational materials. This trend negatively affects academic performance and intellectual development.

Another challenge is the shortage of trained librarians and reading promotion programs in some community libraries. Without professional guidance and organized educational activities, students may not develop interest in reading or effective library usage.

Furthermore, there is limited empirical evidence on the extent to which community libraries contribute to promoting reading culture among secondary school students in Enugu State. While several studies have focused on school libraries and academic performance, fewer studies have examined the specific role of community libraries in encouraging reading habits among secondary school students.

If these problems are not properly addressed, the decline in reading culture among students may continue to affect educational development, academic performance, and literacy levels in society. Therefore, there is a need to assess the role of community libraries in promoting reading culture among secondary school students in Enugu State.

1.3 Objectives of the Study

The main objective of the study is to examine the role of community libraries in promoting reading culture among secondary school students in Enugu State.

The specific objectives are to:

1. identify the roles played by community libraries in promoting reading culture among secondary school students;
2. examine the level of utilization of community libraries by secondary school students;
3. assess the influence of community libraries on students’ reading habits and academic performance;
4. identify challenges affecting the use of community libraries among secondary school students; and
5. suggest possible measures for improving community library services in Enugu State.

1.4 Research Questions

The following research questions guided the study:

1. What roles do community libraries play in promoting reading culture among secondary school students?
2. What is the level of utilization of community libraries by secondary school students?
3. How do community libraries influence students’ reading habits and academic performance?
4. What challenges affect the use of community libraries among secondary school students?
5. What measures can be adopted to improve community library services in Enugu State?

1.5 Research Hypothesis

H₀: There is no significant relationship between community library services and reading culture among secondary school students in Enugu State.

H₁: There is a significant relationship between community library services and reading culture among secondary school students in Enugu State.

1.6 Significance of the Study

The study will be beneficial to students, teachers, librarians, educational administrators, policymakers, parents, and researchers.

The study will help students understand the importance of reading and effective utilization of community libraries. It will also encourage students to cultivate positive reading habits.

Teachers and educational administrators will benefit from the findings by understanding how community libraries can support academic performance and literacy development among students.

Librarians and library managers will gain insight into challenges affecting library services and strategies for improving reading promotion programs.

Parents and policymakers will also benefit from the study by recognizing the importance of investing in community libraries and supporting reading culture development among young people.

The study will further contribute to existing literature and serve as a reference material for future researchers.

1.7 Scope of the Study

The study focuses on the role of community libraries in promoting reading culture among secondary school students in Enugu State. The study covers selected community libraries and secondary schools within the state. It specifically examines library services, utilization, reading habits, challenges, and possible improvement strategies.

1.8 Limitation of the Study

The researcher may encounter limitations such as inadequate finance, limited time, poor access to materials, and unwillingness of some respondents to provide accurate information. However, efforts will be made to ensure successful completion of the study.

1.9 Definition of Terms

Community Library

A community library is a library established within a community to provide information resources and educational services to members of the public.

Reading Culture

Reading culture refers to the habit of reading regularly for knowledge, learning, and personal development.

Secondary School Students

These are students receiving post-primary education in junior and senior secondary schools.

Library Services

Library services refer to activities and resources provided by libraries to meet users’ educational and informational needs.

Academic Performance

Academic performance refers to the level of achievement attained by students in educational activities such as examinations and assignments.
