Project – Church-Based Peacebuilding and Conflict Resolution in Plateau State.

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Peace is universally recognized as a fundamental requirement for human development, social stability, and sustainable progress. No society can achieve meaningful development in an atmosphere characterized by violence, insecurity, and persistent conflict. Consequently, peacebuilding and conflict resolution have become major concerns for governments, international organizations, religious institutions, and civil society groups across the world. The increasing occurrence of violent conflicts, ethnic tensions, religious extremism, communal clashes, and political instability has heightened the need for effective mechanisms capable of promoting peaceful coexistence and sustainable peace (Galtung, 1996).

Peacebuilding refers to a range of activities designed to prevent the outbreak, recurrence, or continuation of violent conflict through the promotion of reconciliation, social justice, dialogue, trust-building, and institutional development. It involves addressing both the immediate causes and underlying structural factors responsible for conflict while fostering relationships that support long-term peace (Lederach, 1997). Conflict resolution, on the other hand, encompasses processes and strategies aimed at managing, reducing, transforming, or ending conflicts through peaceful means such as negotiation, mediation, dialogue, arbitration, reconciliation, and restorative justice.

Religious institutions have historically played important roles in peacebuilding and conflict resolution across different societies. Faith-based organizations often possess significant moral authority, social legitimacy, and grassroots networks that enable them to influence attitudes, behaviors, and social relationships. Religious leaders frequently serve as mediators, counselors, advocates for justice, and agents of reconciliation in communities experiencing conflict. Their involvement is particularly important in societies where religion remains a central aspect of social and cultural life (Appleby, 2000).

Christianity, in particular, contains strong theological foundations for peacebuilding and reconciliation. The teachings of Jesus Christ emphasize peace, forgiveness, love, justice, reconciliation, and harmonious relationships among individuals and communities. Biblical teachings such as “Blessed are the peacemakers” (Matthew 5:9) and Paul’s message of reconciliation (2 Corinthians 5:18–19) have inspired churches worldwide to engage actively in peacebuilding initiatives. Consequently, churches have increasingly become important actors in conflict prevention, mediation, reconciliation, humanitarian assistance, and post-conflict reconstruction.

Globally, church organizations have contributed significantly to peace processes in conflict-affected regions. In countries such as South Africa, Rwanda, Liberia, Sierra Leone, Northern Ireland, and Colombia, churches have played critical roles in facilitating dialogue, promoting reconciliation, supporting victims of violence, and rebuilding fractured communities. Scholars have argued that religious institutions possess unique capacities for conflict transformation because they operate at both spiritual and community levels, enabling them to address psychological, social, and moral dimensions of conflict (Haynes, 2009).

In Africa, faith-based organizations have become increasingly important in responding to conflicts arising from ethnic divisions, political instability, resource competition, and religious tensions. Churches often provide humanitarian support, trauma healing programmes, peace education, community mediation, and advocacy for justice. Their extensive presence in local communities enables them to engage directly with conflict actors and affected populations, thereby enhancing the effectiveness of peacebuilding interventions (Ter Haar & Ellis, 2006).

Nigeria has experienced various forms of violent conflict since independence, including ethnic conflicts, religious violence, political crises, communal disputes, insurgency, banditry, and farmer–herder conflicts. These conflicts have resulted in loss of lives, displacement of populations, destruction of property, and socio-economic disruptions. The persistence of violent conflicts has undermined national development and threatened social cohesion in many parts of the country (Albert, 2017).

Among Nigeria’s conflict-prone states, Plateau State occupies a prominent position due to its history of recurrent communal, ethnic, religious, and resource-based conflicts. Located in the North-Central region of Nigeria, Plateau State is characterized by significant ethnic, religious, and cultural diversity. While diversity has enriched the social fabric of the state, it has also contributed to tensions arising from identity politics, indigene-settler disputes, competition over land, political exclusion, and religious differences.

Since the early 2000s, Plateau State has witnessed numerous violent conflicts, particularly in Jos and surrounding communities. Major crises occurred in 2001, 2004, 2008, 2010, and subsequent years, resulting in significant casualties, displacement, and destruction of property. Reports indicate that thousands of people have lost their lives, while many communities have experienced displacement, economic hardship, and social fragmentation as a result of recurring violence (Human Rights Watch, 2013).

The conflicts in Plateau State are often complex and multidimensional. Although many conflicts are portrayed as religious in nature, scholars argue that underlying factors include competition over land resources, political representation, economic inequality, citizenship rights, and identity-related grievances (Best, 2007). The interaction of these factors has created a cycle of violence that continues to challenge peace and stability in the state.

The recurring nature of conflict in Plateau State has increased the importance of non-state actors in peacebuilding efforts. Among these actors, churches have emerged as significant contributors to peace initiatives. Churches in Plateau State have engaged in various activities aimed at promoting peace, reconciliation, dialogue, forgiveness, and social cohesion. These activities include interfaith dialogue programmes, community mediation initiatives, peace education campaigns, trauma healing programmes, humanitarian assistance, youth engagement projects, and advocacy for peaceful coexistence.

Church-based peacebuilding derives its legitimacy from both theological principles and social responsibilities. Christian teachings encourage believers to pursue peace, resolve disputes amicably, promote justice, and foster reconciliation among conflicting groups. Consequently, many churches view peacebuilding as an integral part of their mission and social witness within society.

The role of churches in conflict resolution extends beyond spiritual guidance. Churches often provide neutral spaces for dialogue, facilitate negotiations among conflicting parties, support victims of violence, and encourage reconciliation processes. Their moral credibility and extensive grassroots presence enable them to reach communities that government institutions may find difficult to access. This strategic position enhances their effectiveness as agents of peacebuilding and social transformation.

Furthermore, church organizations have collaborated with government agencies, traditional institutions, international organizations, and civil society groups in implementing peacebuilding programmes across Plateau State. Such collaborations have focused on promoting tolerance, rebuilding trust, preventing violence, and strengthening community resilience. These interventions have contributed to reducing tensions and fostering dialogue in some conflict-affected communities.

Despite these efforts, violent conflicts continue to occur in Plateau State. The persistence of violence raises important questions regarding the effectiveness, challenges, and impact of church-based peacebuilding initiatives. While churches remain active in peace efforts, there is a need to assess the extent to which their interventions contribute to sustainable conflict resolution and peaceful coexistence.

Moreover, existing literature has focused extensively on the causes and consequences of conflicts in Plateau State, with relatively less attention devoted to evaluating the role of churches as peacebuilding actors. Understanding the contributions of church-based peacebuilding initiatives is essential for developing more effective conflict management and peacebuilding strategies.

It is against this background that this study seeks to examine church-based peacebuilding and conflict resolution in Plateau State. The study investigates the roles, strategies, achievements, and challenges of church involvement in peacebuilding processes within conflict-affected communities.

1.2 Statement of the Problem

Conflict remains one of the major obstacles to sustainable development, social cohesion, and human security in many parts of Nigeria. Plateau State has experienced repeated episodes of violent conflict involving ethnic, religious, communal, and resource-based disputes. These conflicts have resulted in loss of lives, displacement of populations, destruction of property, disruption of economic activities, and deep social divisions among communities.

Despite numerous government interventions, security operations, commissions of inquiry, and peace initiatives, violent conflicts continue to recur in different parts of Plateau State. The persistence of these conflicts suggests that conventional approaches to conflict management have not adequately addressed the underlying causes of violence and social fragmentation.

In response to recurring violence, churches have increasingly assumed active roles in peacebuilding and conflict resolution efforts. Through peace education, dialogue facilitation, reconciliation programmes, humanitarian assistance, counseling, trauma healing, and community engagement, churches have sought to promote peaceful coexistence and reduce tensions among conflicting groups.

However, despite the growing involvement of churches in peacebuilding activities, violent conflicts remain a significant challenge in Plateau State. Questions therefore arise regarding the effectiveness of church-based peacebuilding initiatives in achieving sustainable peace and conflict resolution. While churches are widely recognized as important moral and social institutions, there is limited empirical evidence regarding the extent of their contributions to peacebuilding outcomes within the state.

Another concern relates to the challenges confronting church-based peacebuilding efforts. Factors such as limited resources, political interference, insecurity, denominational differences, distrust among communities, and inadequate collaboration with other stakeholders may affect the effectiveness of church interventions. Understanding these challenges is essential for strengthening future peacebuilding initiatives.

Furthermore, existing studies on conflict in Plateau State have largely focused on the causes, dynamics, and consequences of violence. Comparatively fewer studies have examined the specific role of churches in peacebuilding and conflict resolution processes. This creates a knowledge gap regarding the effectiveness of church-based interventions in promoting sustainable peace.

The problem therefore is that despite extensive church involvement in peacebuilding and conflict resolution initiatives in Plateau State, violent conflicts continue to occur, raising concerns about the effectiveness and sustainability of these interventions. Consequently, this study seeks to investigate church-based peacebuilding and conflict resolution in Plateau State with a view to assessing its contributions, challenges, and implications for sustainable peace.
