INTRODUCTION
1.1 Background to the Study
Disasters continue to pose significant threats to sustainable development, economic stability, human security, and environmental sustainability across the world. Their increasing frequency and intensity, driven largely by climate change, rapid urbanization, environmental degradation, technological hazards, and population growth, have heightened the need for more effective disaster risk management systems. The United Nations Office for Disaster Risk Reduction (UNDRR, 2023) reports that disaster events have increased considerably over the past two decades, resulting in enormous human casualties, displacement of populations, destruction of infrastructure, disruption of livelihoods, and substantial economic losses. These realities have shifted global attention from reactive disaster response toward proactive disaster risk reduction (DRR), emphasizing preparedness, prevention, resilience building, and institutional strengthening.
Disaster Risk Reduction (DRR) refers to the systematic process of identifying, assessing, and reducing disaster risks through coordinated policies, institutional arrangements, technological innovations, and community-based interventions. The Sendai Framework for Disaster Risk Reduction 2015–2030 recognizes institutional capacity and multi-stakeholder collaboration as fundamental pillars for reducing disaster risks and enhancing societal resilience (UNDRR, 2015). The framework further emphasizes that effective disaster governance depends on strong institutions capable of coordinating multiple actors before, during, and after disaster events.
Institutional capacity has become one of the most important determinants of effective emergency management globally. Institutional capacity refers to the ability of organizations to perform their mandates effectively through adequate human resources, financial resources, organizational structures, legal frameworks, leadership, technological infrastructure, information management systems, and operational capabilities (United Nations Development Programme [UNDP], 2021). Strong institutions possess the competence to anticipate disasters, coordinate emergency responses, mobilize resources, enforce disaster management policies, and facilitate rapid recovery following emergencies. Conversely, weak institutional capacity often results in delayed response, duplication of responsibilities, poor coordination, resource wastage, and increased disaster losses.
Alongside institutional capacity, multi-agency collaboration has emerged as an indispensable component of modern emergency management. Contemporary disasters are increasingly complex and require the combined efforts of government agencies, security organizations, humanitarian institutions, meteorological agencies, healthcare providers, community organizations, private sector actors, and international development partners. Multi-agency collaboration refers to the coordinated interaction among various organizations involved in disaster preparedness, mitigation, response, and recovery to achieve shared objectives through information sharing, joint planning, resource integration, and coordinated decision-making (Kapucu & Garayev, 2016). Effective collaboration reduces operational duplication, improves communication, enhances resource utilization, and strengthens emergency response effectiveness.
Globally, developed countries have significantly improved disaster risk reduction through integrated emergency management systems characterized by strong institutions and coordinated inter-agency partnerships. Countries such as Japan, the United States, Australia, Canada, and the Netherlands have established sophisticated disaster management frameworks where emergency agencies work closely with meteorological organizations, security services, research institutions, healthcare systems, and local governments to improve preparedness and disaster response (Organisation for Economic Co-operation and Development [OECD], 2023). These collaborative arrangements have contributed to faster emergency response, improved resource mobilization, and greater community resilience.
In Africa, however, emergency management institutions continue to face significant challenges arising from inadequate funding, weak institutional frameworks, shortage of skilled personnel, limited technological infrastructure, fragmented disaster information systems, and poor inter-agency coordination. Although many African countries have established national disaster management agencies, operational effectiveness is often constrained by overlapping institutional responsibilities, bureaucratic bottlenecks, insufficient emergency logistics, and inadequate implementation of disaster management policies (UNDP, 2022). These institutional deficiencies reduce the ability of emergency management organizations to effectively prevent, prepare for, and respond to disaster events.
Nigeria remains one of the most disaster-prone countries in Sub-Saharan Africa. The country experiences a wide range of disasters including floods, building collapses, communal conflicts, oil spills, epidemics, drought, windstorms, coastal erosion, transportation accidents, fire outbreaks, and terrorism-related emergencies. According to the National Emergency Management Agency (NEMA, 2024), flood disasters remain the most frequent natural hazard affecting millions of Nigerians annually, causing widespread destruction of homes, roads, schools, healthcare facilities, agricultural lands, and critical infrastructure. These disasters have become more severe due to climate change, rapid urbanization, poor environmental planning, blocked drainage systems, and increasing population pressure.
To coordinate national emergency management activities, the Federal Government established the National Emergency Management Agency (NEMA) through Act No. 12 of 1999 (as amended). NEMA is responsible for disaster prevention, preparedness, mitigation, response, relief distribution, recovery, rehabilitation, and coordination of disaster management activities nationwide. At the sub-national level, State Emergency Management Agencies (SEMAs) have been established across many states to complement the efforts of NEMA by coordinating disaster management activities within their respective jurisdictions. Together, NEMA and SEMAs constitute the institutional backbone of Nigeria’s disaster management architecture.
Despite these institutional arrangements, disaster management outcomes in Nigeria remain below expectations. Numerous disaster events continue to expose deficiencies in preparedness, emergency coordination, logistics management, communication systems, information sharing, resource mobilization, and institutional cooperation. Reports from NEMA (2024), the Federal Ministry of Humanitarian Affairs and Poverty Reduction (2024), and international humanitarian organizations indicate that many disaster responses are hampered by inadequate coordination among emergency agencies, delayed deployment of resources, overlapping institutional mandates, and insufficient collaboration between federal and state agencies.
Effective disaster risk reduction requires seamless collaboration among NEMA, SEMAs, the Nigerian Meteorological Agency (NiMet), the Nigerian Hydrological Services Agency (NIHSA), the Federal Fire Service, the Nigeria Police Force, the Nigerian Security and Civil Defence Corps (NSCDC), the Armed Forces, healthcare institutions, humanitarian organizations, community-based organizations, and development partners. Where coordination mechanisms are weak, emergency response becomes fragmented, resulting in delayed evacuation, inefficient relief distribution, duplication of interventions, and avoidable loss of lives and property.
Institutional capacity also encompasses disaster information management, staff competence, emergency planning, financial sustainability, leadership effectiveness, technological innovation, and policy implementation. Modern disaster management increasingly depends on digital technologies, geographic information systems (GIS), remote sensing, early warning systems, data analytics, and real-time communication platforms. Institutions lacking these capabilities are less able to anticipate disasters, coordinate emergency operations, and support resilient communities.
Although several studies have examined disaster management in Nigeria, most have focused primarily on flood vulnerability, climate change adaptation, humanitarian response, or emergency logistics. Comparatively limited empirical attention has been devoted to understanding how institutional capacity and multi-agency collaboration jointly influence disaster risk reduction effectiveness within Nigeria’s emergency management system, particularly with specific reference to NEMA and selected State Emergency Management Agencies. This represents an important research gap that requires scholarly investigation.
Against this background, this study seeks to examine the influence of institutional capacity and multi-agency collaboration on disaster risk reduction effectiveness in emergency management in Nigeria, using the National Emergency Management Agency (NEMA) and selected State Emergency Management Agencies as case studies. The findings are expected to provide evidence-based recommendations for strengthening institutional performance, improving inter-agency coordination, and enhancing disaster governance in Nigeria.
1.2 Statement of the Problem
Nigeria has experienced increasing occurrences of flood disasters, building collapses, disease outbreaks, communal conflicts, transportation accidents, and other emergencies over the past two decades. Despite the existence of the National Emergency Management Agency (NEMA) and State Emergency Management Agencies (SEMAs), disaster losses remain substantial, suggesting persistent weaknesses within the country’s emergency management system. In many instances, emergency response operations have been criticized for delayed intervention, inadequate preparedness, poor coordination among responding agencies, and inefficient utilization of available resources.
One of the major concerns is the varying institutional capacity of emergency management organizations. While NEMA has recorded important achievements in disaster coordination, many State Emergency Management Agencies continue to experience shortages of trained personnel, inadequate funding, limited emergency equipment, weak technological infrastructure, poor logistics management, and insufficient operational autonomy. These institutional limitations reduce their capacity to implement effective disaster preparedness, emergency response, and recovery programmes.
Another critical challenge relates to inadequate collaboration among agencies responsible for disaster management. Effective emergency response requires coordinated interaction between NEMA, SEMAs, NiMet, NIHSA, security agencies, healthcare institutions, humanitarian organizations, local governments, and community-based organizations. However, evidence from several disaster events indicates that fragmented communication systems, overlapping institutional mandates, bureaucratic delays, and inconsistent information sharing often undermine coordinated disaster response efforts.
Furthermore, despite increasing policy emphasis on disaster risk reduction under the Sendai Framework and Nigeria’s National Disaster Management Framework, implementation gaps remain evident. Existing institutional arrangements have not consistently translated into effective disaster preparedness, resilient communities, or rapid emergency response. Consequently, vulnerable populations continue to experience preventable losses arising from institutional weaknesses and inadequate inter-agency coordination.
Although previous studies have examined disaster management challenges in Nigeria, relatively few have empirically investigated the combined influence of institutional capacity and multi-agency collaboration on disaster risk reduction effectiveness using NEMA and selected State Emergency Management Agencies as focal institutions. This creates an empirical gap in the disaster risk management literature and limits evidence-based policy formulation.
It is against this backdrop that this study seeks to investigate the extent to which institutional capacity and multi-agency collaboration influence disaster risk reduction effectiveness in emergency management in Nigeria. The findings are expected to contribute to improved disaster governance, stronger institutional performance, enhanced emergency coordination, and more resilient communities.
1.3 Purpose of the Study
The main purpose of this study is to examine the influence of institutional capacity and multi-agency collaboration on disaster risk reduction effectiveness in emergency management in Nigeria, with specific reference to the National Emergency Management Agency (NEMA) and selected State Emergency Management Agencies (SEMAs).
The specific objectives are to:
- Assess the level of institutional capacity within NEMA and selected SEMAs in Nigeria.
- Examine the extent of multi-agency collaboration in disaster risk management among emergency response agencies in Nigeria.
- Determine the relationship between institutional capacity and disaster risk reduction effectiveness in Nigeria.
- Investigate the influence of multi-agency collaboration on disaster risk reduction effectiveness in emergency management in Nigeria.
1.4 Research Questions
The following research questions guide the study:
- What is the level of institutional capacity within NEMA and selected SEMAs in Nigeria?
- To what extent is multi-agency collaboration practiced among emergency management agencies in Nigeria?
- What is the relationship between institutional capacity and disaster risk reduction effectiveness in Nigeria?
- How does multi-agency collaboration influence disaster risk reduction effectiveness in emergency management in Nigeria?
1.5 Research Hypothesis
The following null hypothesis will be tested at 0.05 level of significance:
H₀: There is no significant relationship between institutional capacity, multi-agency collaboration, and disaster risk reduction effectiveness in emergency management in Nigeria.
1.6 Significance of the Study
The findings of this study will be significant to several stakeholders in disaster risk management, emergency governance, and public administration.
Firstly, the study will benefit policy makers and government agencies, particularly the Federal Government of Nigeria, NEMA, SEMAs, and the Federal Ministry of Humanitarian Affairs. The findings will provide empirical evidence on how institutional capacity and inter-agency collaboration influence disaster response effectiveness, thereby supporting improved policy formulation and implementation strategies.
Secondly, the study will assist emergency management practitioners and response agencies by identifying gaps in coordination, communication, and resource management. This will help agencies improve operational efficiency, strengthen collaboration frameworks, and enhance disaster preparedness and response mechanisms.
Thirdly, the study will be useful to international development partners and humanitarian organizations such as the United Nations agencies, World Bank, and NGOs working in disaster risk reduction. It will provide insights into institutional weaknesses and collaboration challenges in Nigeria’s emergency management system, thereby guiding funding and intervention strategies.
Fourthly, the study will contribute to academic knowledge by filling the existing gap in literature on the combined effect of institutional capacity and multi-agency collaboration on disaster risk reduction effectiveness, particularly in the Nigerian context. It will serve as a reference material for future researchers in disaster management, public administration, and governance studies.
Lastly, the study will benefit communities in disaster-prone areas, as improved institutional effectiveness and coordination will ultimately lead to faster emergency response, reduced disaster losses, and enhanced community resilience.
1.7 Scope of the Study
This study focuses on institutional capacity, multi-agency collaboration, and disaster risk reduction effectiveness in emergency management in Nigeria.
The content scope covers institutional capacity indicators such as human resource adequacy, funding availability, leadership effectiveness, logistics and equipment, training and development, and technological capability. It also examines multi-agency collaboration variables such as information sharing, joint planning, coordination mechanisms, communication systems, and inter-agency partnerships.
The dependent variable is disaster risk reduction effectiveness, measured in terms of response time, preparedness level, efficiency of relief distribution, coordination effectiveness, and overall disaster management outcomes.
Geographically, the study is limited to the National Emergency Management Agency (NEMA) at the federal level and selected State Emergency Management Agencies (SEMAs) in Nigeria. The study does not cover other emergency institutions outside these agencies except where necessary for contextual analysis.
1.8 Operational Definition of Terms
Institutional Capacity: The ability of NEMA and SEMAs to effectively perform disaster management functions through adequate human resources, funding, infrastructure, leadership, and operational systems.
Multi-Agency Collaboration: The coordinated interaction and cooperation among emergency management agencies and other stakeholders in disaster preparedness, response, and recovery activities.
Disaster Risk Reduction (DRR): The systematic efforts to reduce disaster risks through preparedness, mitigation, prevention, and improved response strategies.
Emergency Management: The organization and management of resources and responsibilities for dealing with all aspects of emergencies, including preparedness, response, and recovery.
NEMA: The National Emergency Management Agency responsible for coordinating disaster management activities in Nigeria at the federal level.
SEMA: State Emergency Management Agencies responsible for disaster management coordination at the state level in Nigeria.
Disaster Risk Reduction Effectiveness: The extent to which disaster management strategies achieve timely response, reduced losses, improved coordination, and enhanced community safety.
