Electronic governance represents a shift from traditional government operations, which are often characterised by paper-based procedures, physical interactions, and hierarchical administrative structures, toward technology-driven systems that promote accessibility, responsiveness, and efficiency. Through e-governance platforms, governments can provide services such as online registration, electronic payments, digital identification, licensing, taxation, health services, and information dissemination through internet-based platforms. According to United Nations (2022), digital government development has become an important indicator of effective governance because it enables governments to deliver services in more transparent, inclusive, and citizen-centred ways.
The adoption of electronic governance is closely associated with the broader concept of digital transformation. Digital transformation involves the integration of emerging technologies, data systems, and digital processes into organisational operations to improve performance and create new forms of value. Understanding whether digital transformation initiatives have produced measurable improvements in public service delivery is essential for policymakers and government administrators.
Therefore, this study examines electronic governance and public service delivery efficiency in Nigeria, with particular focus on assessing digital transformation initiatives in Lagos State. The study seeks to evaluate how electronic governance practices influence service efficiency, accessibility, transparency, and administrative performance. The findings will contribute to ongoing discussions on digital governance and provide evidence-based recommendations for improving public sector transformation in Lagos State.
1.2 Statement of the Problem
The effectiveness of public service delivery remains a significant challenge in Nigeria despite continuous government reforms aimed at improving administrative performance. Public institutions are expected to provide efficient, accessible, and transparent services to citizens; however, many government agencies continue to experience challenges associated with bureaucratic procedures, delays, inadequate information management, and limited accountability. These challenges have negatively affected citizens’ perceptions of government effectiveness and increased the need for innovative approaches to public administration.
Electronic governance has been introduced as a strategic solution for addressing weaknesses associated with traditional public service systems. By adopting digital technologies, governments aim to simplify administrative processes, reduce service delivery delays, improve transparency, and increase citizens’ access to government services. However, the extent to which these objectives have been achieved, particularly at the state government level in Nigeria, remains a subject requiring further investigation.
Lagos State has made significant investments in digital transformation initiatives designed to improve governance and public service delivery. The state’s adoption of digital platforms reflects efforts to modernise administrative systems and create more efficient interactions between government institutions and citizens. However, despite these initiatives, concerns remain regarding the effectiveness, accessibility, and sustainability of digitally enabled public services.

While government agencies may introduce online platforms and electronic systems, these technologies may not automatically translate into improved efficiency if challenges such as poor infrastructure, inadequate staff training, and weak institutional coordination persist.

It seeks to provide empirical evidence on the contribution of electronic governance to improving public sector performance and enhancing citizen-oriented service delivery.
1.3 Aim of the Study
The aim of this study is to examine the relationship between electronic governance and public service delivery efficiency in Nigeria, with specific focus on assessing digital transformation initiatives in Lagos State.
1.4 Objectives of the Study
The specific objectives of the study are to:

This study focuses on electronic governance and public service delivery efficiency in Nigeria, with particular emphasis on assessing digital transformation initiatives in Lagos State. The study examines how the adoption of electronic governance systems influences the effectiveness, accessibility, and quality of public services.
The conceptual scope of the study covers two major variables:
Electronic Governance (Independent Variable)
The study examines electronic governance through the following dimensions:
- Digital government platforms;
- Online public service systems;

- Automation of administrative processes;
- Electronic payment and transaction systems.
Public Service Delivery Efficiency (Dependent Variable)

The geographical scope of the study is limited to Lagos State, Nigeria. Lagos State is selected because it represents one of Nigeria’s most technologically advanced states and has implemented several digital transformation initiatives aimed at improving governance and public service delivery.
The institutional scope covers selected government ministries, departments, and agencies (MDAs) in Lagos State that have adopted electronic governance systems for administrative operations and citizen service delivery.
The population scope consists of public servants and selected service users who have experience with digital government platforms and electronic public services within Lagos State.
The methodological scope involves the use of a descriptive survey research design. Data will be collected through structured questionnaires administered to selected respondents. Statistical techniques, including descriptive statistics and inferential analysis, will be used to determine the relationship between electronic governance and public service delivery efficiency.
The study focuses on the administrative and service delivery implications of electronic governance. It does not examine the technical programming aspects of digital platforms, cybersecurity engineering, or private sector digital transformation. The study is specifically concerned with how digital government initiatives influence public sector performance and citizen-oriented services.
