INTRODUCTION
1.1 Background of the Study
The rapid advancement of information and communication technologies (ICTs) has significantly transformed the nature of governance and public administration globally. Governments across developed and developing countries increasingly utilise digital technologies to improve administrative processes, enhance transparency, promote citizen participation, and deliver public services more efficiently. This transformation has given rise to the concept of electronic governance (e-governance), which refers to the application of ICT tools and digital platforms in government operations and interactions between government institutions, citizens, businesses, and other stakeholders (Heeks, 2006). Unlike traditional bureaucratic systems characterised by manual procedures, physical documentation, and lengthy administrative processes, electronic governance seeks to create a more responsive, accessible, and efficient public sector through digital innovation (Bannister & Connolly, 2014).
Electronic governance has become a major component of public sector reform because governments worldwide recognise that digital technologies can improve institutional performance and strengthen public service delivery. The adoption of online platforms, electronic records management systems, digital payment systems, automated workflows, and integrated databases has enabled many governments to reduce administrative delays, improve information management, and increase citizen access to government services (United Nations, 2022). According to the Organisation for Economic Co-operation and Development (OECD, 2020), digital government transformation goes beyond computerising existing administrative processes; it involves redesigning government operations around citizens’ needs, data utilisation, and service innovation.
Globally, countries such as Estonia, Denmark, Singapore, and South Korea have demonstrated the potential of electronic governance to improve public sector efficiency. These countries have developed advanced digital government ecosystems where citizens can access multiple government services electronically, reducing dependence on physical government offices. The success of these countries has encouraged developing nations to pursue similar digital transformation strategies as a means of improving governance outcomes and addressing administrative inefficiencies (OECD, 2020). However, evidence from developing countries indicates that the effectiveness of e-governance depends not only on technological availability but also on institutional capacity, human resources, leadership commitment, regulatory frameworks, and digital literacy among both public servants and citizens (Ndou, 2004).
In developing countries, electronic governance has been considered a valuable mechanism for overcoming persistent public administration challenges such as corruption, weak accountability systems, inefficient service delivery structures, and limited citizen engagement. Traditional public administration systems in many developing states have often been associated with excessive bureaucracy, slow decision-making, poor coordination, and inadequate access to government information. Through digitalisation, governments can automate routine administrative processes, improve monitoring mechanisms, enhance transparency, and provide services more conveniently to citizens (Heeks, 2006).
However, the implementation of electronic governance in developing countries has not been without challenges. Ndou (2004) argues that while e-governance presents significant opportunities for improving government effectiveness, developing countries often face barriers including inadequate ICT infrastructure, unreliable electricity supply, limited financial resources, insufficient technical expertise, and resistance to organisational change. Similarly, Gil-Garcia and Pardo (2005) explain that successful e-government implementation requires alignment between technology, organisational structures, human capabilities, and institutional objectives. Therefore, the availability of digital platforms alone does not guarantee improved public service delivery unless government institutions possess the capacity to effectively utilise such technologies.
Nigeria, as Africa’s largest economy and most populous country, has increasingly embraced electronic governance as part of efforts to modernise public administration and improve service delivery. For several decades, Nigeria’s public sector has faced challenges associated with bureaucratic inefficiency, delays in administrative processes, inadequate record management, limited transparency, and weak accountability mechanisms. These challenges have negatively affected citizens’ experiences with government institutions and have contributed to concerns regarding the effectiveness of public administration in the country (Ayo & Ekong, 2008).
In response to these challenges, the Nigerian government has introduced several ICT-driven reforms aimed at promoting digital governance. These initiatives include online government service platforms, electronic procurement systems, digital identity programmes, ICT-based administrative reforms, and efforts towards developing a national digital economy framework. The objective of these reforms is to enhance government efficiency, reduce administrative bottlenecks, improve transparency, and create easier channels for citizens to interact with public institutions (Adeyemo, 2011).
Despite these efforts, the impact of electronic governance on public service delivery efficiency in Nigeria remains a subject of debate. While some government agencies have achieved improvements through digital transformation, many institutions continue to struggle with incomplete digital integration, poor infrastructure, inadequate technological skills among employees, and limited utilisation of available digital platforms. According to Hassan and Ishola (2020), although online government services have improved accessibility and convenience in Nigeria, challenges relating to system reliability, user awareness, institutional capacity, and digital inclusion continue to affect their effectiveness.
At the state government level, Lagos State has emerged as one of Nigeria’s leading states in technology adoption and digital governance initiatives. As Nigeria’s commercial centre and one of Africa’s largest urban economies, Lagos faces increasing demand for efficient public services due to rapid population growth, economic activities, and complex administrative requirements. Consequently, the Lagos State Government has invested in technology-based reforms aimed at improving governance processes, strengthening institutional performance, and enhancing citizen interaction with government agencies.
The Lagos State Ministry of Science, Innovation and Technology occupies a significant position within this digital transformation agenda. The Ministry is responsible for promoting scientific advancement, technological innovation, ICT development, and the integration of technology into governance processes within Lagos State. As an institution directly associated with technology development and innovation, the Ministry provides an important context for examining whether electronic governance practices contribute to improved public service delivery efficiency.
Electronic governance within the Ministry has the potential to improve administrative effectiveness through electronic communication systems, digital information management, online service platforms, automated documentation, and improved coordination among government departments. Digital tools can enable employees to process information faster, maintain accurate records, monitor activities effectively, and provide more responsive services to citizens and stakeholders. According to Fountain (2001), the successful integration of technology into government institutions can create an environment where administrative processes become more efficient, transparent, and interconnected.
Nevertheless, the effectiveness of electronic governance within government institutions depends on several organisational and technological factors. Public servants must possess adequate digital skills, institutions must maintain reliable ICT infrastructure, and leadership must demonstrate commitment to digital transformation. Without these conditions, digital governance initiatives may fail to produce significant improvements in service delivery outcomes (Gil-Garcia & Pardo, 2005). In Nigeria, issues such as inadequate funding, poor internet connectivity, cybersecurity concerns, and resistance to technological change continue to influence the success of e-governance implementation (Lawan et al., 2020).
Public service delivery efficiency remains a central concern in contemporary governance because the legitimacy of government institutions is closely connected to their ability to provide timely, accessible, and quality services. Efficient public service delivery involves reducing delays, improving accessibility, ensuring transparency, increasing responsiveness, and meeting citizens’ expectations. Therefore, understanding the relationship between electronic governance and service delivery efficiency is important for evaluating whether digital transformation initiatives are achieving their intended objectives.
Although previous studies have examined electronic governance adoption and public service delivery in Nigeria, many have focused broadly on federal institutions or general assessments of e-government development. Limited empirical attention has been given to specific state-level ministries, particularly institutions responsible for science, innovation, and technology. This creates a knowledge gap regarding how electronic governance influences service delivery efficiency within technology-oriented government institutions.
Consequently, this study examines Electronic Governance and Public Service Delivery Efficiency in Nigeria: A Study of Lagos State Ministry of Science, Innovation and Technology. The study investigates the extent to which electronic governance practices influence service delivery efficiency and identifies the factors affecting the effectiveness of digital governance within the Ministry.
1.2 Statement of the Problem
Efficient public service delivery remains a major challenge within Nigeria’s public administration system despite continuous reforms aimed at improving government performance. Citizens frequently encounter difficulties such as delays in accessing government services, bureaucratic procedures, inadequate information flow, poor responsiveness, and inefficient administrative processes. These challenges have contributed to declining public confidence in government institutions and have raised concerns regarding the effectiveness of traditional administrative approaches.
Electronic governance has been introduced as a strategic approach for addressing these challenges by promoting automation, digital communication, electronic records management, and online service delivery. The assumption behind digital government reforms is that technology can enhance administrative efficiency by reducing processing time, improving transparency, strengthening accountability, and making government services more accessible to citizens (United Nations, 2022).
However, despite increasing investment in ICT-based governance systems, the expected improvements in public service delivery have not been fully achieved in many Nigerian government institutions. Several agencies continue to operate hybrid systems where digital platforms coexist with manual procedures, resulting in limited efficiency gains. Challenges such as inadequate infrastructure, insufficient digital skills, weak institutional coordination, and resistance to technological change continue to hinder effective e-governance implementation (Ndou, 2004; Lawan et al., 2020).
The Lagos State Ministry of Science, Innovation and Technology represents an important case for investigation because the Ministry is responsible for advancing technology and innovation within the state. As a technology-focused institution, it is expected to demonstrate effective utilisation of electronic governance systems in improving administrative operations and service delivery. However, there is limited empirical evidence regarding whether electronic governance practices within the Ministry have significantly improved service delivery efficiency.
Furthermore, while digital platforms may improve administrative processes, questions remain regarding the extent to which they influence key indicators of service delivery efficiency, including speed of response, accessibility of information, reliability of services, employee productivity, and citizen satisfaction. Without empirical assessment, it remains unclear whether electronic governance initiatives within the Ministry are achieving meaningful improvements or merely introducing technological systems without corresponding institutional transformation.
Therefore, the central problem of this study is the insufficient empirical understanding of the relationship between electronic governance practices and public service delivery efficiency in the Lagos State Ministry of Science, Innovation and Technology. This study seeks to address this gap by examining how electronic governance contributes to improving service delivery outcomes within the Ministry.
1.3 Aim and Objectives of the Study
The main aim of this study is to examine the relationship between electronic governance and public service delivery efficiency in Nigeria, with specific reference to the Lagos State Ministry of Science, Innovation and Technology.
The specific objectives of the study are to:
- examine the extent to which electronic governance systems are implemented in the Lagos State Ministry of Science, Innovation and Technology;
- assess the influence of electronic communication and digital information management systems on public service delivery efficiency in the Ministry;
- determine the relationship between electronic governance adoption and administrative efficiency among employees of the Lagos State Ministry of Science, Innovation and Technology;
- identify the challenges affecting the effective implementation of electronic governance in improving public service delivery within the Ministry; and
- examine whether electronic governance significantly contributes to improved responsiveness, accessibility, and quality of public services provided by the Ministry.
1.4 Research Questions
The study is guided by the following research questions:
- To what extent are electronic governance systems implemented in the Lagos State Ministry of Science, Innovation and Technology?
- How do electronic communication and digital information management systems influence public service delivery efficiency in the Ministry?
- What relationship exists between electronic governance adoption and administrative efficiency among employees of the Lagos State Ministry of Science, Innovation and Technology?
- What challenges hinder the effective implementation of electronic governance in improving public service delivery within the Ministry?
- Does electronic governance contribute significantly to improved responsiveness, accessibility, and quality of public services provided by the Ministry?
1.5 Research Hypothesis
The following null hypothesis will guide the study:
H₀: Electronic governance has no significant influence on public service delivery efficiency in the Lagos State Ministry of Science, Innovation and Technology.
1.6 Significance of the Study
This study is significant because it contributes to the understanding of how electronic governance influences public sector performance, particularly within state-level government institutions in Nigeria. The increasing adoption of digital technologies in governance has created the need to examine whether these technologies are producing measurable improvements in service delivery efficiency. The findings of this study will therefore provide empirical evidence regarding the effectiveness of electronic governance practices within the Lagos State Ministry of Science, Innovation and Technology.
The study will be beneficial to the Lagos State Government by providing insights into the effectiveness of its digital transformation initiatives. Understanding the relationship between electronic governance and service delivery efficiency can assist policymakers in identifying areas requiring improvement, strengthening ICT policies, and developing strategies for achieving more efficient public administration. According to the United Nations (2022), effective digital governance requires continuous evaluation of institutional capacity, technological infrastructure, and citizen-centred service approaches.
The study will also benefit the management and staff of the Lagos State Ministry of Science, Innovation and Technology by highlighting the importance of technology utilisation, employee digital competence, and organisational readiness in achieving efficient service delivery. The findings may assist the Ministry in improving internal administrative processes, strengthening digital skills among employees, and addressing barriers affecting effective electronic governance implementation.
Furthermore, the study will be useful to public administration scholars, researchers, and students by expanding existing knowledge on electronic governance and public service delivery in Nigeria. While previous studies have examined e-government implementation at national and general public sector levels, limited studies have focused specifically on technology-oriented state ministries. This research will therefore contribute to the academic literature by providing evidence from the Lagos State Ministry of Science, Innovation and Technology.
The study will also be valuable to government agencies and public sector administrators seeking to improve service delivery through digital transformation. The findings may provide practical recommendations regarding ICT infrastructure development, staff training, electronic communication systems, and institutional strategies required for successful e-governance implementation. As Fountain (2001) notes, technology can transform government institutions only when supported by appropriate organisational structures and administrative reforms.
Finally, the study will contribute to broader discussions on digital governance and public sector reform in developing countries. Nigeria’s efforts towards digital transformation require evidence-based assessments to determine whether electronic governance initiatives are achieving desired administrative outcomes. The findings of this research may therefore support future policy decisions concerning technology-driven governance reforms.
1.7 Scope of the Study
The study focuses on electronic governance and public service delivery efficiency in Nigeria, using the Lagos State Ministry of Science, Innovation and Technology as a case study.
Thematically, the study examines electronic governance as the independent variable and public service delivery efficiency as the dependent variable. Electronic governance will be examined through dimensions such as electronic communication systems, digital information management, online service platforms, automation of administrative processes, and ICT utilisation. Public service delivery efficiency will be assessed through indicators including speed of service delivery, accessibility, responsiveness, reliability, transparency, and employee productivity.
Geographically, the study is limited to the Lagos State Ministry of Science, Innovation and Technology, Lagos State, Nigeria. The choice of the Ministry is based on its strategic responsibility for promoting science, innovation, technology development, and digital transformation within Lagos State.
The study population comprises relevant employees and officials of the Lagos State Ministry of Science, Innovation and Technology who have direct knowledge or experience regarding the implementation and utilisation of electronic governance systems within the Ministry.
1.8 Definition of Terms
Electronic Governance (E-Governance)
Electronic governance refers to the use of information and communication technologies by government institutions to improve administrative processes, enhance interaction with citizens, increase transparency, and deliver public services more effectively (Heeks, 2006). In this study, electronic governance refers to the adoption and utilisation of digital systems, online platforms, electronic communication tools, and ICT-based administrative processes within the Lagos State Ministry of Science, Innovation and Technology.
Public Service Delivery
Public service delivery refers to the processes through which government institutions provide essential services, information, and administrative support to citizens and stakeholders. According to the United Nations (2022), effective public service delivery should be accessible, responsive, transparent, and centred on citizens’ needs.
Public Service Delivery Efficiency
Public service delivery efficiency refers to the ability of government institutions to provide quality services within minimum time, cost, and resource requirements while ensuring accessibility and responsiveness. In this study, it refers to improvements in speed, accuracy, reliability, accessibility, and effectiveness of services provided by the Lagos State Ministry of Science, Innovation and Technology.
Digital Information Management
Digital information management refers to the electronic collection, storage, processing, retrieval, and sharing of information using computer-based systems. It enables government institutions to improve record management, decision-making, and administrative coordination.
Electronic Communication System
Electronic communication system refers to the use of digital communication tools such as email systems, online platforms, intranet networks, and virtual communication channels to facilitate information exchange within government institutions.
ICT Adoption
