INTRODUCTION
1.1 Background of the Study
Leadership remains one of the most significant factors influencing organisational effectiveness, employee behaviour, and institutional performance. In every organisation, leaders are responsible for providing direction, coordinating activities, motivating employees, managing resources, and creating an environment that enables workers to achieve organisational objectives. The quality of leadership within an organisation often determines the level of employee commitment, productivity, job satisfaction, and overall performance. According to Northouse (2022), leadership is a process whereby an individual influences a group of people to achieve a common goal, highlighting the central role of leaders in shaping organisational outcomes.
In contemporary organisations, particularly public sector institutions, effective leadership has become increasingly important due to growing demands for accountability, efficiency, transparency, and improved service delivery. Public sector organisations operate within complex environments where leaders must balance administrative procedures, political expectations, resource limitations, and citizens’ demands. Unlike private organisations that primarily focus on profitability, public institutions are expected to achieve broader societal objectives through effective management of human and material resources. Consequently, leadership style adopted by public sector managers can significantly influence employee attitudes, work behaviour, and performance outcomes (Yukl, 2013).
Leadership style refers to the behavioural pattern and approach adopted by leaders in directing, motivating, communicating with, and influencing employees. Different leadership styles produce different organisational outcomes depending on the organisational context, employee characteristics, and nature of work. Common leadership styles discussed in management literature include transformational, transactional, democratic, autocratic, and laissez-faire leadership styles. Transformational leadership emphasises inspiration, innovation, employee development, and organisational change, while transactional leadership focuses on supervision, rewards, and performance expectations (Bass & Riggio, 2006).
Transformational leadership has received considerable attention because of its potential to enhance employee performance by encouraging commitment, creativity, and personal development. Transformational leaders motivate employees by communicating a clear vision, providing intellectual stimulation, and demonstrating concern for individual employee needs. Bass and Avolio (1994) argue that transformational leaders can achieve higher levels of employee performance because they encourage workers to move beyond personal interests and contribute towards organisational goals.
Similarly, democratic leadership has been associated with improved employee involvement and organisational commitment because it encourages participation in decision-making processes. When employees feel valued and included, they are more likely to demonstrate higher levels of motivation and responsibility. However, excessive reliance on participatory decision-making may sometimes slow administrative processes, especially in bureaucratic environments where timely decisions are required (Robbins & Judge, 2022).
Conversely, autocratic leadership, which involves centralised decision-making and limited employee participation, may improve efficiency in situations requiring quick decisions but can negatively affect employee morale and creativity when excessively applied. Laissez-faire leadership, characterised by minimal supervision and significant employee autonomy, may encourage innovation among highly skilled employees but may also result in role ambiguity and reduced productivity when employees require direction and support (Daft, 2021).
Employee performance is another critical component of organisational success. It refers to the extent to which employees effectively perform assigned duties and contribute towards achieving institutional objectives. Employee performance is commonly measured through indicators such as productivity, quality of work, efficiency, commitment, punctuality, innovation, and achievement of organisational goals (Armstrong, 2020). Nigeria’s public sector has historically experienced challenges associated with inefficiency, low productivity, bureaucratic delays, inadequate motivation, and weak accountability mechanisms. These challenges have often raised concerns about the capacity of public institutions to deliver effective services to citizens. While several public sector reforms have been introduced to improve performance, leadership effectiveness remains a major factor influencing whether these reforms achieve their intended outcomes. The Nigerian civil service represents one of the largest public sector institutions responsible for implementing government policies and providing administrative support for governance. As a bureaucratic institution, the civil service depends heavily on competent leadership to coordinate employees, maintain discipline, encourage professionalism, and improve productivity. Civil service commissions across Nigerian states play important roles in managing human resources, recruitment, promotion, discipline, and workforce development.
Lagos State Civil Service Commission represents an important case for examining the relationship between leadership style and employee performance. Recent studies focusing on Lagos State public institutions have continued to demonstrate the importance of leadership-related factors in influencing employee outcomes.
Although several studies have examined leadership and employee performance in private organisations and general public institutions, limited empirical attention has been given specifically to the Lagos State Civil Service Commission. Existing studies have examined related issues such as organisational politics, performance management, and organisational culture within the Lagos State civil service, but there remains a need to specifically investigate how leadership styles influence employee performance within the Commission.
Therefore, this study examines Leadership Style and Employee Performance in Public Sector Organisations: A Study of Lagos State Civil Service Commission. The study seeks to determine the extent to which leadership styles adopted within the Commission influence employee performance and identify the leadership approaches that contribute most effectively to improved organisational outcomes.
1.2 Statement of the Problem
The effectiveness of public sector organisations largely depends on the performance of employees who implement government policies and deliver administrative services. However, despite numerous reforms aimed at improving public sector productivity in Nigeria, many government institutions continue to experience challenges relating to employee performance, including low motivation, reduced commitment, delays in task completion, weak innovation, and limited responsiveness. These challenges have raised questions regarding the effectiveness of management practices and leadership approaches within public organisations.
Leadership style remains a critical factor that may explain variations in employee performance. Leaders influence employees through their communication patterns, decision-making approaches, motivation strategies, and ability to create supportive working environments. Where leaders adopt appropriate leadership styles, employees may demonstrate increased commitment, productivity, and willingness to contribute towards organisational goals. Conversely, ineffective leadership practices may create dissatisfaction, poor morale, workplace conflicts, and declining performance.
In the Nigerian public sector, leadership challenges have often been associated with bureaucratic management practices, limited employee participation, inadequate motivation, and weak accountability systems. Some public sector leaders rely heavily on hierarchical authority and administrative control, which may restrict employee creativity and reduce organisational flexibility. Although bureaucratic structures are necessary for maintaining order and accountability, excessive rigidity may negatively affect employee engagement and performance.
The Lagos State Civil Service Commission, like other public institutions, depends on effective leadership to coordinate employees and achieve organisational objectives. As an institution responsible for managing civil service human resources, the Commission requires leadership practices that encourage professionalism, efficiency, and employee commitment. Furthermore, while transformational leadership has been widely associated with improved employee outcomes, it is unclear whether this leadership approach is sufficiently practiced within the Lagos State Civil Service Commission. Similarly, limited empirical evidence exists regarding the extent to which democratic, transactional, autocratic, and laissez-faire leadership styles influence employee performance within the Commission.
The absence of adequate empirical evidence creates a gap in understanding how leadership styles affect employee productivity, commitment, and effectiveness in the Lagos State Civil Service Commission. Without such knowledge, efforts to improve public sector performance may overlook a major organisational factor that influences employee behaviour and service outcomes.
Therefore, the problem addressed by this study is the insufficient understanding of the relationship between leadership style and employee performance within the Lagos State Civil Service Commission. This study seeks to fill this gap by examining how leadership styles influence employee performance and identifying leadership approaches that can enhance productivity within the organisation.
The main aim of this study is to examine the relationship between leadership style and employee performance in public sector organisations, with specific reference to the Lagos State Civil Service Commission.
The specific objectives of the study are to:
- identify the major leadership styles practiced within the Lagos State Civil Service Commission;
- examine the influence of transformational leadership style on employee performance in the Lagos State Civil Service Commission;
- determine the relationship between transactional leadership style and employee performance among employees of the Commission;
- assess the effect of democratic leadership style on employee motivation, commitment, and productivity within the organisation;
- examine the challenges associated with leadership practices that affect employee performance in the Lagos State Civil Service Commission.
1.4 Research Questions
The study is guided by the following research questions:
- What are the major leadership styles practiced within the Lagos State Civil Service Commission?
- To what extent does transformational leadership style influence employee performance in the Lagos State Civil Service Commission?
- What relationship exists between transactional leadership style and employee performance among employees of the Commission?
- How does democratic leadership style affect employee motivation, commitment, and productivity within the Lagos State Civil Service Commission?
- What challenges associated with leadership practices affect employee performance in the Commission?
1.5 Research Hypothesis
The following null hypothesis will guide the study:
H₀: Leadership style has no significant influence on employee performance in the Lagos State Civil Service Commission.
1.6 Significance of the Study
This study is significant because leadership effectiveness remains a major determinant of organisational performance, particularly within public sector institutions where employees play a critical role in implementing government policies and delivering services to citizens. The findings of this study will provide useful insights into how leadership styles influence employee performance within the Lagos State Civil Service Commission.
The study will be beneficial to the Lagos State Government by providing empirical evidence on the role of leadership practices in improving civil service productivity. Public sector reforms often focus on structural and technological changes, but effective leadership remains essential for ensuring that employees are motivated, committed, and capable of achieving institutional objectives. The findings may assist policymakers in developing leadership development programmes that strengthen managerial capacity within the civil service.
The study will also benefit the management of the Lagos State Civil Service Commission by identifying leadership approaches that contribute positively to employee performance. Understanding how transformational, transactional, and democratic leadership styles influence workers can assist managers in adopting leadership practices that encourage productivity, innovation, teamwork, and organisational commitment.
Furthermore, the study will be valuable to employees of the Lagos State Civil Service Commission because it highlights the importance of leadership behaviour in shaping workplace experiences. Effective leadership can create supportive working environments where employees feel valued, motivated, and encouraged to perform their responsibilities effectively. The study will contribute to the academic field of public administration, human resource management, and organisational behaviour by expanding existing literature on leadership style and employee performance within Nigerian public sector organisations. While numerous studies have examined leadership and employee outcomes in private organisations, fewer studies have focused specifically on state civil service institutions such as the Lagos State Civil Service Commission. This research will therefore provide context-specific evidence regarding leadership effectiveness in Nigeria’s public sector.
Additionally, the study will serve as a useful reference material for future researchers and scholars interested in leadership, employee performance, and public sector management. The findings may provide a foundation for further studies examining leadership practices and administrative effectiveness in government institutions.
Finally, the study will contribute to broader efforts aimed at improving public sector performance in Nigeria. Since government institutions depend heavily on employee effectiveness, understanding how leadership influences workplace behaviour is essential for achieving improved administrative outcomes and quality service delivery. As Van Wart (2013) argues, effective public sector leadership is critical for maintaining organisational effectiveness, ethical administration, and citizen-oriented governance.
1.7 Scope of the Study
This study focuses on Leadership Style and Employee Performance in Public Sector Organisations: A Study of Lagos State Civil Service Commission.
Thematically, the study examines leadership style as the independent variable and employee performance as the dependent variable. Leadership style will be examined through dimensions such as transformational leadership, transactional leadership, democratic leadership, autocratic leadership, and laissez-faire leadership. Employee performance will be assessed through indicators such as productivity, efficiency, commitment, quality of work, punctuality, and achievement of organisational objectives.
Geographically, the study is restricted to the Lagos State Civil Service Commission, Lagos State, Nigeria. The Commission was selected because of its strategic role in managing human resources within the Lagos State civil service and its importance in ensuring effective public administration.
The study population will consist of employees of the Lagos State Civil Service Commission, including administrative officers, managers, and other categories of staff who possess relevant knowledge and experience regarding leadership practices and workplace performance.
The study focuses specifically on the relationship between leadership practices and employee performance within the Commission. Other factors that may influence employee performance, such as salary structure, organisational culture, training, and external environmental factors, are outside the major scope of this research.
1.8 Definition of Terms
Leadership Style
Leadership style refers to the behavioural approach and methods adopted by leaders in directing, motivating, communicating with, and influencing employees towards achieving organisational goals (Northouse, 2022). In this study, leadership style refers to the patterns of behaviour demonstrated by managers and supervisors within the Lagos State Civil Service Commission.
Transformational Leadership
Transformational leadership refers to a leadership approach where leaders inspire employees through vision, motivation, intellectual stimulation, and individual consideration to achieve higher levels of performance (Bass & Riggio, 2006). In this study, it refers to leadership practices that encourage innovation, commitment, and employee development.
Transactional Leadership
Transactional leadership refers to a leadership approach based on exchanges between leaders and employees, where performance expectations are linked with rewards, recognition, or corrective actions (Bass, 1985). In this study, it refers to leadership practices involving supervision, performance monitoring, and reward systems within the Commission.
Democratic Leadership
Democratic leadership refers to a leadership style that encourages employee participation in decision-making processes and values workers’ opinions and contributions. It promotes cooperation, teamwork, and shared responsibility within organisations (Daft, 2021).
Employee Performance
Employee performance refers to the extent to which employees effectively complete assigned responsibilities and contribute towards achieving organisational objectives. It includes productivity, efficiency, quality of work, commitment, and achievement of expected outcomes (Armstrong, 2020).
Public Sector Organisation
A public sector organisation refers to a government-owned institution established to provide administrative services and implement government policies for the benefit of citizens. In this study, it refers specifically to the Lagos State Civil Service Commission.
Organisational Effectiveness
Organisational effectiveness refers to the ability of an organisation to achieve its goals efficiently through proper utilisation of resources, effective management, and employee commitment.
