INTRODUCTION

1.1 Background of the Study

Environmental management has become an increasingly important component of sustainable development, particularly in regions where economic activities depend heavily on natural resources. The extraction and processing of petroleum resources provide significant economic benefits through employment, government revenue, energy supply and foreign exchange earnings. However, oil and gas operations can also generate substantial environmental risks when exploration, production, transportation, storage, processing and decommissioning activities are inadequately planned or controlled. These risks include oil spills, soil and groundwater contamination, degradation of vegetation and aquatic ecosystems, gas flaring, air pollution, waste generation, destruction of habitats and disruption of traditional livelihoods.

The environmental implications of petroleum operations have made environmental management an essential component of responsible oil and gas development. Environmental management involves the systematic identification, prevention, mitigation, monitoring and control of environmental risks associated with human activities. In the petroleum industry, environmental management is expected to begin before project implementation and continue throughout the operational life of a project and, where necessary, through decommissioning and remediation. One of the principal instruments for achieving this objective is the Environmental Management Plan (EMP).

An Environmental Management Plan is generally developed as an outcome of environmental impact assessment (EIA) and translates identified environmental risks and mitigation commitments into practical management actions. Hemba and Phil-Eze (2021) describe the EMP as an offshoot of EIA used during project implementation to manage physical, socioeconomic and health concerns identified during the assessment. In other words, while an EIA seeks to predict and evaluate potential impacts before a project proceeds, the EMP provides a framework for managing those impacts throughout project implementation.

The importance of EMPs is particularly pronounced in oil-producing environments because petroleum activities can affect several interconnected environmental components simultaneously. Oil exploration and production can disturb land surfaces, remove vegetation, alter drainage systems, generate wastes and introduce hydrocarbons into soil and water. Oil transportation through pipelines also creates the possibility of accidental releases resulting from equipment failure, corrosion, operational errors, vandalism and other causes. Gas flaring and other combustion activities can contribute to atmospheric emissions, while produced water, drilling fluids, drill cuttings and other industrial wastes require appropriate treatment and disposal.

The Niger Delta of Nigeria represents one of the most important petroleum-producing regions in Africa and is characterised by an exceptionally complex and sensitive ecological environment. The region consists of extensive wetlands, mangrove forests, freshwater ecosystems, creeks, rivers, agricultural lands and coastal environments. These ecosystems provide important services to local populations, including fishing, farming, water supply and other livelihood activities. Consequently, environmental degradation associated with oil and gas activities can have consequences extending beyond ecological damage to household income, food security, health and social wellbeing.

Oil exploration in the Niger Delta dates to the discovery of commercial quantities of petroleum at Oloibiri in present-day Bayelsa State in 1956. Since then, petroleum production has become central to Nigeria’s economy. However, the environmental consequences of petroleum operations have remained a major concern. James, Olaniyi and Olatubosun (2022) observe that oil and gas operations in the Niger Delta have been associated with environmental degradation arising from oil spills, gas flaring, vegetation damage and inappropriate disposal of petroleum-related wastes.

The scale and persistence of environmental degradation in the region demonstrate why environmental management cannot be reduced to the preparation of technical documents. Effective environmental management requires implementation, monitoring, enforcement, transparency, stakeholder participation and continuous evaluation. An EMP that exists only as part of a project approval document but is not adequately implemented may have limited capacity to protect communities and ecosystems.

This distinction between the existence of environmental management plans and their effectiveness is particularly important in Nigeria. Nigeria has developed a considerable legal and institutional framework for environmental protection. The Environmental Impact Assessment Act, Cap. E12, Laws of the Federation of Nigeria 2004, provides a legal framework for environmental assessment and specifically identifies petroleum-related activities such as oil and gas field development, offshore pipelines, oil and gas separation, processing, handling and storage facilities, and refineries among projects requiring environmental assessment.

The EIA framework is intended to ensure that environmental consequences are considered before potentially harmful projects are implemented. However, an EIA by itself does not guarantee environmental protection. The effectiveness of the system depends on whether mitigation measures identified during assessment are incorporated into project implementation and subsequently monitored. Ingelson and Nwapi (2014), in their critical analysis of EIA processes for oil, gas and mining projects in Nigeria, argue that although EIA is a legal requirement, significant challenges remain in translating the process into effective environmental management. They identify problems including inadequate baseline information, weak implementation of EIA reports, limited public participation, post-assessment monitoring difficulties and insufficient political commitment to environmental standards.

The development of the petroleum regulatory framework has further strengthened the formal requirements for environmental management. The Petroleum Industry Act (PIA) 2021 provides for environmental management plans within the petroleum regulatory system. Under the Act, the relevant regulatory authority is required to consider environmental management plans in the context of government policy on environmental protection and management practices, and may require operators to amend such plans where necessary. The Act also provides for environmental remediation funds for rehabilitation or management of negative environmental impacts associated with petroleum operations.

The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has also issued technical guidelines addressing environmental considerations in petroleum operations. For example, its guidelines for the design, construction and operation of oil and gas production facilities require appropriate effluent treatment systems and consideration of point sources in accordance with applicable environmental management regulations and guidelines.

Similarly, the National Oil Spill Detection and Response Agency (NOSDRA) was established under the National Oil Spill Detection and Response Agency Act of 2006. The agency coordinates implementation of Nigeria’s National Oil Spill Contingency Plan and is responsible for coordinating oil-spill preparedness and response and enforcing relevant environmental laws, guidelines and standards in the petroleum industry. NOSDRA also plays a critical role in the ongoing clean-up and remediation of oil-impacted areas in Ogoniland based on the UNEP environmental assessment.

These legal and institutional arrangements demonstrate that Nigeria has established mechanisms intended to prevent, manage and remediate environmental impacts from petroleum operations. The central question, however, is whether these mechanisms, particularly EMPs, are effective in actual oil-producing communities.

The case of Ogoniland in Rivers State makes this question particularly important. Ogoniland is located in the eastern part of the Niger Delta and has a long history of petroleum-related environmental concerns. Oil operations in Ogoniland have generated intense environmental, social and political debates, particularly regarding the effects of pollution on land, water, agriculture, fisheries and community livelihoods.

The most comprehensive scientific assessment of the environmental condition of Ogoniland was undertaken by the United Nations Environment Programme (UNEP). The assessment, published in 2011, examined more than 200 locations, surveyed 122 kilometres of pipeline rights of way, reviewed more than 5,000 medical records and engaged more than 23,000 people through community meetings. UNEP concluded that pollution from more than five decades of oil operations had penetrated further and deeper into the environment than previously understood. It identified contamination affecting drinking water, soil, vegetation, wetlands, mangroves and other ecosystems and concluded that environmental restoration would require a long-term and extensive intervention.

The UNEP assessment is particularly significant for the present study because it provides scientific evidence of the environmental consequences that can arise when petroleum-related environmental management is inadequate or ineffective. It also demonstrates that environmental degradation can persist long after particular oil-production activities have ceased.

For example, UNEP’s assessment found serious contamination of groundwater in parts of Ogoniland. The report’s findings raised concerns not merely about ecological integrity but also about human health and the safety of communities dependent on local water resources. The persistence of such contamination underscores the importance of prevention and early intervention rather than relying solely on remediation after severe pollution has occurred.

The environmental consequences of oil pollution in Ogoniland are also closely linked to socioeconomic conditions. Recent research by Okeke et al. (2024) examined socioeconomic conditions in oil-impacted Ogoni communities before the commencement of remediation activities. Their study, which used household surveys, interviews and focus group discussions, found widespread community experiences of petroleum-related environmental conditions, including the presence of petroleum odours and visible soot and particles in the environment.

The relationship between environmental degradation and livelihoods is especially important in Ogoniland because many households historically depended on farming and fishing. When agricultural land becomes contaminated or aquatic ecosystems are degraded, households may experience declining productivity, reduced income and increased dependence on alternative sources of livelihood. Consequently, an effective EMP should not focus exclusively on physical environmental indicators but should also consider socioeconomic and community-health consequences.

The problem of oil pollution in Ogoniland has also continued to attract attention because environmental incidents have not completely disappeared. In 2025, for example, a rupture of the Trans-Niger Pipeline was reported in B-Dere in Ogoniland, demonstrating that petroleum infrastructure associated with the region can continue to pose environmental risks. Another reported spill at Ogale in 2025 involved an overflow from a saver pit during flushing operations, after which regulatory authorities were notified and arrangements were made to investigate the cause and impact.

These incidents demonstrate that environmental management remains relevant even in areas where conventional oil production has been reduced or suspended. Petroleum infrastructure such as pipelines can continue to transport crude oil through communities, creating potential risks that require monitoring, maintenance, emergency preparedness and effective spill-response mechanisms.

The environmental challenges of Ogoniland have led to the establishment of the Hydrocarbon Pollution Remediation Project (HYPREP) as a major government intervention associated with implementation of the UNEP recommendations. The broader Ogoni remediation process demonstrates that environmental management requires coordination among government agencies, oil companies, local communities, technical experts and other stakeholders.

The importance of stakeholder involvement cannot be overstated. Oil-producing communities are not simply passive recipients of environmental impacts; they possess local knowledge about environmental changes, pollution incidents, livelihood disruptions and ecological conditions. Effective EMP implementation therefore requires mechanisms for community participation, information sharing, grievance management and transparent communication.

This is consistent with recent evidence on environmental management planning in the Niger Delta. Hemba and Usman (2025), in a study involving proponents, regulators and community stakeholders, identified collective action among stakeholders, organisational commitment, availability of impact data, monitoring and evaluation, and information sharing as critical factors influencing the effectiveness of EMPs in Niger Delta oil and gas projects. This finding suggests that EMP effectiveness is multidimensional and cannot be assessed simply by asking whether a plan exists.

Hemba and Phil-Eze (2021) similarly investigated EMP implementation in EIA follow-up in Bayelsa and Rivers States. Their study was concerned with the extent to which EMPs are actually implemented after environmental assessment, highlighting the importance of follow-up in determining whether mitigation measures identified during EIA are carried through into project implementation.

The concept of EIA follow-up is particularly relevant because environmental management does not end when an environmental assessment is approved. Follow-up involves monitoring actual environmental outcomes, verifying compliance with mitigation measures, identifying unexpected impacts and taking corrective action. Without follow-up, there may be little assurance that commitments contained in an EMP are being implemented.

Environmental monitoring is another central component of effective EMP implementation. Monitoring may include water-quality testing, soil sampling, air-quality assessment, vegetation monitoring, waste-management inspections, pipeline integrity assessments, spill detection and socioeconomic monitoring. Monitoring data provide evidence on whether mitigation measures are working and whether environmental conditions are improving or deteriorating.

The importance of monitoring is particularly evident in a region where environmental impacts may persist for years. UNEP’s Ogoniland assessment demonstrated that contamination can extend beyond the immediate location of a spill and can penetrate soil and groundwater systems. Therefore, environmental management must be based on continuous monitoring rather than short-term inspection.

Another important component is oil-spill prevention and response. NOSDRA’s mandate demonstrates that spill response is an important component of Nigeria’s environmental management framework. The National Oil Spill Contingency Plan is designed to provide a coordinated national system for responding to major oil spills and supporting clean-up and remediation.

However, prevention remains preferable to remediation. Once petroleum hydrocarbons enter soil, surface water or groundwater, remediation can be technically difficult, expensive and time-consuming. The Ogoniland experience illustrates the consequences of allowing pollution to persist over extended periods.

Environmental management plans must therefore include preventive measures such as regular equipment maintenance, pipeline integrity management, appropriate waste handling, spill-response preparedness, pollution-control technology and employee training. They should also establish clear responsibilities for implementation and specify measurable environmental performance indicators.

Another issue concerns enforcement. Environmental laws and management plans are only effective when non-compliance has meaningful consequences. Ingelson and Nwapi (2014) identify enforcement and political commitment as significant issues affecting the effectiveness of environmental assessment in Nigeria. This raises the question of whether operators and other responsible parties consistently comply with environmental commitments and whether regulatory agencies possess sufficient resources and institutional capacity to monitor compliance.

The multiplicity of institutions involved in petroleum environmental governance may also create coordination challenges. Depending on the specific environmental issue, responsibilities may involve the Federal Ministry of Environment, NOSDRA, NUPRC, NMDPRA, state environmental authorities, local government institutions, HYPREP and other stakeholders. While specialised responsibilities can strengthen governance, overlapping institutional roles may create uncertainty if coordination mechanisms are weak.

The effectiveness of EMPs may also be influenced by the quality of environmental baseline information. An EMP can only adequately manage impacts that have been identified and understood. Where baseline studies are incomplete, environmental changes may not be accurately attributed to project activities, and appropriate mitigation measures may not be developed. Ingelson and Nwapi (2014) specifically identify scarcity of baseline information as one of the challenges affecting the Nigerian EIA system.

Another important consideration is the participation of host communities in environmental decision-making. Communities may have information about historical pollution, seasonal changes in water quality, fishing patterns, agricultural conditions and previous spill incidents that may not be fully captured by technical studies. Meaningful participation can therefore improve the quality of environmental management decisions.

Community participation can also contribute to legitimacy. When communities are informed about environmental risks, mitigation measures and monitoring results, they may be more likely to cooperate with environmental programmes. Conversely, limited participation or lack of transparency may increase distrust between communities, government agencies and petroleum companies.

Environmental management must also address the cumulative nature of impacts. A single oil spill may produce measurable environmental damage, but decades of repeated spills, infrastructure disturbance, gas emissions and waste disposal can produce cumulative effects that are more difficult to manage. Ogoniland demonstrates this problem because the UNEP assessment examined pollution resulting from more than five decades of petroleum operations.

Therefore, effective EMPs should move beyond project-by-project thinking and incorporate cumulative environmental risks. They should consider interactions among oil spills, pipeline infrastructure, land-use changes, waste generation, ecological degradation, community livelihoods and climate-related pressures.

The issue is even more relevant given contemporary discussions concerning possible future petroleum activities in Ogoniland. In 2025, environmental groups protested proposals associated with renewed oil drilling in Ogoniland, arguing that environmental restoration and justice concerns should be adequately addressed before further extraction. The debate illustrates the continuing tension between petroleum development and environmental sustainability in the region.

The present study is therefore concerned not merely with whether oil and gas operators have environmental management plans, but with whether such plans are effective in controlling environmental impacts at the community level. Effectiveness may be reflected in the extent to which EMPs prevent pollution, reduce the severity of environmental impacts, facilitate timely response to incidents, protect water and soil quality, reduce ecosystem degradation, promote compliance, support remediation and involve affected communities.

The study focuses on oil-producing communities in Ogoni because the area represents one of Nigeria’s most important and extensively documented cases of petroleum-related environmental degradation. At the same time, Ogoniland provides an appropriate context for examining whether the environmental management systems associated with petroleum operations and remediation are producing meaningful environmental protection.

Recent research also suggests a need for empirical studies that move from broad assessments of environmental degradation towards evaluating the actual mechanisms through which environmental management plans are implemented. Hemba and Usman’s (2025) identification of commitment, monitoring and evaluation, stakeholder collaboration, impact information and information sharing as critical factors provides useful evidence that the effectiveness of EMPs should be evaluated as a practical implementation issue rather than merely a regulatory requirement.

Against this background, the present study seeks to assess the effectiveness of Environmental Management Plans in controlling the environmental impacts of oil and gas operations in the Niger Delta, with particular reference to oil-producing communities in Ogoniland, Rivers State. The study is expected to provide evidence on the extent to which environmental management measures are implemented, the degree to which they control environmental impacts, the role of monitoring and enforcement, the involvement of host communities, and the challenges limiting effective environmental management.


1.2 Statement of the Problem

The Niger Delta has contributed substantially to Nigeria’s petroleum economy for decades, but the region has simultaneously experienced persistent environmental challenges associated with oil and gas operations. The environmental consequences include oil spills, contamination of soil and water, destruction of vegetation, degradation of aquatic ecosystems, air pollution, gas flaring and disruption of traditional livelihoods. The situation is particularly pronounced in Ogoniland, Rivers State, where decades of petroleum-related pollution have produced extensive environmental and socioeconomic concerns.

The seriousness of the problem was scientifically established by the United Nations Environment Programme’s 2011 assessment of Ogoniland. UNEP examined more than 200 locations and found that pollution associated with more than 50 years of oil operations had penetrated deeply into the environment, affecting land, water and important ecosystems. The assessment concluded that restoration would require a long-term and comprehensive intervention.

The existence of such extensive contamination creates a fundamental question concerning the effectiveness of environmental management mechanisms that were expected to prevent, mitigate and control environmental impacts from petroleum operations. Environmental Impact Assessment and Environmental Management Plans are intended to ensure that environmental risks are identified and that appropriate mitigation and monitoring measures are implemented. Nigeria’s EIA legislation specifically covers important petroleum activities, while the Petroleum Industry Act provides additional requirements relating to environmental management and remediation.

However, the persistence of severe environmental problems raises concerns about the gap between environmental policy and environmental practice. In other words, having environmental management plans and regulations does not necessarily mean that environmental impacts are effectively controlled. Ingelson and Nwapi (2014) observed that Nigeria’s EIA system faces challenges involving implementation, monitoring, baseline information, public participation and political commitment.

The problem is therefore not simply that environmental regulations are absent. Nigeria has established several institutions and legal instruments to address environmental impacts. NOSDRA coordinates oil-spill preparedness and response, while NUPRC regulates upstream petroleum operations and incorporates environmental management requirements into the petroleum regulatory framework. The challenge is whether these institutional arrangements and the environmental management plans developed by operators are adequately implemented and monitored at the community level.

A major problem concerns the implementation of mitigation measures. An EMP may identify measures for preventing oil spills, managing waste, protecting water resources, controlling emissions and rehabilitating disturbed land. However, if these measures are not consistently implemented, environmental impacts may continue despite formal compliance with planning requirements. Hemba and Phil-Eze (2021) noted that the extent of implementation of EMPs in Niger Delta oil and gas projects has been poorly understood, highlighting the need for empirical evaluation of implementation and follow-up.

Another problem is inadequate monitoring and evaluation. Environmental management requires regular assessment of soil, water, air, vegetation and other environmental indicators. Where monitoring is weak, delayed or irregular, environmental impacts may not be detected early enough to permit effective intervention. Hemba and Usman (2025) identified monitoring and evaluation as one of the critical factors affecting EMP effectiveness in the Niger Delta.

The problem of inadequate stakeholder involvement is also significant. Host communities are directly exposed to environmental impacts and frequently depend on natural resources for their livelihoods. Yet, the extent to which communities participate meaningfully in EMP implementation, environmental monitoring and decision-making may be limited. Hemba and Usman (2025) identified collective action among stakeholders and information sharing as important determinants of EMP effectiveness.

Another concern is the persistence of environmental impacts even after remediation or intervention has commenced. Recent research on Ogoni communities has documented socioeconomic conditions associated with oil-impacted environments, including widespread perceptions and experiences of petroleum-related odours and visible environmental pollution. Such findings suggest that environmental management and remediation efforts need to be evaluated against actual community-level environmental conditions.

The continued occurrence of oil-related incidents in or around Ogoniland further demonstrates the relevance of the problem. A 2025 rupture involving the Trans-Niger Pipeline in B-Dere, Ogoniland, was reported as another significant oil-spill incident in the region. Such incidents raise concerns about pipeline integrity, spill prevention, emergency response and the capacity of environmental management systems to prevent recurring contamination.

There is also a problem of environmental accountability. Effective EMP implementation requires clearly defined responsibilities among operators, regulators and other stakeholders. Where responsibilities are unclear or enforcement is weak, environmental commitments may not be fully implemented. The existence of several regulatory and institutional actors can potentially complicate coordination and enforcement.

Furthermore, the long-term nature of environmental contamination in Ogoniland creates a challenge for assessing effectiveness. Environmental improvement cannot necessarily be measured immediately after the implementation of a mitigation measure. Some pollutants persist in soil and groundwater, while ecological systems may require extended periods to recover. Therefore, effective EMPs require long-term monitoring and adaptive management rather than short-term interventions.

Another dimension of the problem concerns the socioeconomic consequences of environmental degradation. Farming and fishing have historically provided important livelihoods for communities in Ogoniland. Environmental contamination can reduce agricultural productivity, damage fisheries, restrict access to clean water and increase household vulnerability. Consequently, an EMP that controls an environmental impact technically but fails to protect community livelihoods may still be considered inadequate from a broader sustainable-development perspective.

Despite the existence of Nigeria’s environmental regulatory framework and the extensive attention given to the Ogoni environmental crisis, there remains a need for empirical evidence from the perspective of the communities themselves regarding the effectiveness of environmental management measures. Existing studies have established the severity of pollution and examined aspects of EIA and EMP implementation, but further community-level investigation is needed to determine whether environmental management measures are actually perceived and experienced as effective in controlling environmental impacts.

Despite the existence of Environmental Impact Assessment requirements, Environmental Management Plans, petroleum-sector environmental regulations, oil-spill response mechanisms and major remediation initiatives in Nigeria, oil-producing communities in Ogoniland continue to experience environmental risks and pollution associated with petroleum infrastructure and operations. There is insufficient empirical evidence on the extent to which Environmental Management Plans are effectively implemented, monitored and enforced and the degree to which they actually control environmental impacts at the community level.

It is this gap between the formal existence of environmental management mechanisms and their practical effectiveness that provides the major justification for this study. The study therefore seeks to assess the effectiveness of Environmental Management Plans in controlling the environmental impacts of oil and gas operations in selected oil-producing communities in Ogoniland, Rivers State. It will particularly examine the implementation of mitigation measures, environmental monitoring, pollution prevention and control, stakeholder participation, regulatory enforcement and the challenges affecting EMP effectiveness.

1.3 Purpose of the Study

The general purpose of this study is to assess the effectiveness of Environmental Management Plans in controlling the environmental impacts of oil and gas operations in oil-producing communities in Ogoniland, Rivers State.

Specifically, the study seeks to:

  1. examine the extent to which Environmental Management Plans are implemented in selected oil-producing communities in Ogoniland;
  2. assess the effectiveness of EMP mitigation measures in controlling oil spills and petroleum-related pollution;
  3. determine the effectiveness of environmental monitoring and evaluation mechanisms associated with oil and gas operations;
  4. examine the extent to which EMPs contribute to the protection of soil, water, vegetation and aquatic ecosystems in the study communities;

1.4 Research Questions

The following research questions will guide the study:

  1. To what extent are Environmental Management Plans implemented in selected oil-producing communities in Ogoniland?
  2. How effective are EMP mitigation measures in controlling oil spills and petroleum-related pollution in the study communities?
  3. How effective are environmental monitoring and evaluation mechanisms associated with oil and gas operations?
  4. To what extent do Environmental Management Plans contribute to the protection of soil, water, vegetation and aquatic ecosystems?

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: Environmental Management Plans have no statistically significant effect on the control of environmental impacts of oil and gas operations in selected oil-producing communities in Ogoniland, Rivers State.

1.6 Significance of the Study

The study is expected to be significant to the following stakeholders:

1.6.1 Oil and Gas Companies

The study will provide oil and gas operators with information concerning the effectiveness of their environmental management practices. The findings may help companies identify weaknesses in pollution prevention, environmental monitoring, spill response, waste management and community engagement.

1.6.2 Host Communities

The study will provide communities in Ogoniland with an opportunity to document their experiences and perceptions concerning environmental management. The findings may contribute to stronger community participation in environmental decision-making and monitoring.

1.6.3 Government and Regulatory Agencies

The study will be useful to institutions such as the Federal Ministry of Environment, NOSDRA and NUPRC. NOSDRA’s statutory responsibility includes coordination of oil-spill response and enforcement of relevant environmental laws and standards in the petroleum industry. The findings may therefore provide evidence for strengthening environmental regulation, monitoring and enforcement.

1.6.4 Hydrocarbon Pollution Remediation Project

The findings may be useful to HYPREP and other agencies involved in the restoration of Ogoniland. The study may provide community-level evidence that can complement scientific and technical assessments of environmental conditions.

1.6.5 Environmental Policy Makers

The study will provide policymakers with empirical information on the practical effectiveness of environmental management policies. This may assist in improving environmental regulations and strengthening implementation mechanisms.

1.6.6 Environmental Non-Governmental Organisations

Environmental NGOs and advocacy organisations may use the findings to support evidence-based advocacy for environmental protection, community participation, corporate accountability and sustainable petroleum practices.

1.6.7 Researchers and Students

The study is geographically restricted to selected oil-producing communities within Ogoniland, Rivers State. The selected communities will serve as the units through which community experiences and perceptions of EMP implementation and effectiveness will be assessed.

The study will focus on:

The study will be organised into five chapters.

Chapter One presents the introduction to the study, including the background of the study, statement of the problem, purpose of the study, research questions, research hypothesis, significance of the study, scope of the study, operational definition of terms and organisation of the study.

Chapter Two will review relevant conceptual, theoretical and empirical literature on environmental management, Environmental Management Plans, Environmental Impact Assessment, oil and gas operations, environmental pollution, environmental monitoring, stakeholder participation, remediation and environmental governance in the Niger Delta. The chapter will also present the theoretical and conceptual frameworks guiding the study.

Chapter Three will discuss the research methodology. It will cover the research design, study area, population of the study, sample size, sampling techniques, research instrument, validity and reliability of the instrument, data-collection procedures and methods of data analysis.

Chapter Four will present and analyse the data collected from respondents. The research questions will be answered and the stated hypothesis will be tested at the 0.05 level of significance.

Chapter Five will present the summary of findings, conclusion and recommendations. It will also provide suggestions for further studies based on the findings of the research.
