INTRODUCTION
1.1 Background to the Study
The nature of work has undergone significant transformation in recent years as organisations increasingly rely on digital technologies, flexible employment practices and new approaches to employee management. Traditionally, work was largely organised around fixed working hours, physical office locations and direct managerial supervision. However, developments in information and communication technologies (ICTs), changing employee expectations and the experience of the COVID-19 pandemic have accelerated the adoption of alternative work arrangements. Employees can now perform many tasks through cloud-based platforms, virtual meeting applications, enterprise software, mobile technologies and digital communication systems without being physically present in the conventional workplace. Consequently, workplace flexibility has emerged as an important feature of contemporary human resource management and organisational practice.
Workplace flexibility refers broadly to organisational arrangements that provide employees with some degree of discretion over when, where or how they perform their work. It may include flexible working hours, remote or teleworking, hybrid work arrangements, compressed work schedules and flexibility in determining the location of work. Allen, Golden and Shockley (2015) explain that telecommuting represents a significant change from traditional organisational arrangements because technological advancement allows employees to work away from the conventional office. Workplace flexibility therefore extends beyond simply allowing employees to work from home; it involves redesigning work in ways that provide employees with greater control over aspects of their work while maintaining organisational objectives and performance standards.
The relationship between flexible work and employee productivity has attracted substantial scholarly attention. Productivity generally concerns the amount and quality of output produced relative to the resources used to produce it. At the employee level, productivity may be reflected in task completion, quality of work, efficiency, achievement of targets, timeliness and the ability to meet assigned responsibilities. Workplace flexibility can potentially improve productivity by reducing commuting time, increasing employee autonomy, improving work-life balance and allowing employees to organise work around periods of high concentration. However, flexibility can also create challenges where employees experience inadequate supervision, poor communication, distractions, work-family interference, technological difficulties or unclear performance expectations. Thus, flexibility does not automatically produce higher productivity; its effect may depend on how it is designed and managed.
Earlier empirical research provides evidence of both benefits and possible limitations associated with flexible work. Gajendran and Harrison (2007), in a meta-analysis of 46 studies involving 12,883 employees, found that telecommuting generally had beneficial effects on outcomes such as job satisfaction, performance and work-related stress, although the magnitude of these effects varied across circumstances. Similarly, Bloom, Liang, Roberts and Ying (2015), through a field experiment involving employees of a Chinese company, found that working from home increased performance while also improving job satisfaction and reducing employee attrition. These findings demonstrate that alternative work arrangements can generate measurable organisational benefits when appropriately implemented.
Nevertheless, the effectiveness of flexible work arrangements is influenced by work design and organisational conditions. Wang, Liu, Qian and Parker (2021) identified work-home interference, ineffective communication, procrastination and loneliness as important challenges associated with remote work during the COVID-19 period. Their study also showed that social support, job autonomy, monitoring, workload and individual self-discipline could influence employees’ experiences of remote work. This suggests that organisations cannot simply introduce remote or flexible work and assume that productivity will automatically improve. Instead, managers must establish appropriate communication mechanisms, performance expectations, technological support and employee support systems.
The COVID-19 pandemic considerably accelerated the transition towards flexible work. Organisations that had previously relied heavily on physical offices were compelled to adopt remote and digitally mediated work arrangements in order to maintain operations. Although some of these arrangements were initially introduced as emergency responses, many organisations subsequently retained elements of flexibility after restrictions were removed. The post-pandemic workplace has consequently developed into a more diverse environment in which some employees work fully on-site, some remotely and others according to hybrid arrangements. This development has shifted the debate from whether employees can work outside the traditional office to the more complex question of how organisations can structure flexible work to maximise productivity, employee wellbeing and organisational effectiveness.
Recent research supports the view that the productivity effects of flexible work are context-dependent. Bloom, Han and Liang (2024), using evidence from a large-scale randomised trial, found that hybrid working improved employee retention without damaging performance. The study is particularly important because it challenges the assumption that employees must always be physically present in the office to maintain productivity. At the same time, evidence from other studies indicates that particular forms of remote or hybrid work may produce different outcomes depending on the nature of tasks, communication requirements, technology and employee characteristics.
A recent review by Çivilidağ and Durmaz (2024) further strengthens the importance of examining workplace flexibility empirically. Their review of studies published between 2010 and 2024 reported a significant positive relationship between flexible working arrangements and employee performance, with flexible work associated with outcomes including productivity, job satisfaction, work-family harmony and organisational commitment. However, the authors also emphasised the importance of considering how flexible arrangements are incorporated into job design and organisational planning.
The Nigerian workplace provides an important context for examining these issues. Nigerian organisations operate within an environment characterised by technological transformation, infrastructural limitations, traffic congestion, electricity challenges, changing employee expectations and increasing dependence on digital communication. For organisations whose operations are heavily dependent on ICT, flexibility may provide opportunities to maintain productivity while reducing the need for constant physical presence. At the same time, unreliable internet connectivity, power interruptions, cybersecurity concerns, inadequate digital infrastructure and weak managerial systems may constrain the effectiveness of flexible work.
The relevance of flexible work is particularly strong in Nigeria’s ICT sector. The sector has expanded rapidly and become an important component of the Nigerian economy. Yaba, Lagos State, has developed into one of the country’s most prominent technology clusters. Gómez, Manya and Fransen (2023) describe Yaba as a significant ICT entrepreneurial ecosystem and a major technology start-up cluster in Lagos. Their study indicates that the area hosts a concentration of technology firms, start-ups, support organisations, training providers and innovation-related activities. The emergence of this ecosystem makes Yaba a particularly relevant setting for studying changing patterns of work and employee productivity within technology-oriented organisations.
The technological character of firms operating in Yaba also creates conditions that may facilitate workplace flexibility. Many ICT employees perform tasks involving software development, digital marketing, data analysis, customer support, project management, product development, financial technology and other activities that can be performed partly or entirely through digital platforms. Consequently, employees in such firms may not always require continuous physical presence to accomplish assigned tasks. Flexible working hours and remote or hybrid arrangements may enable employees to allocate their working time more efficiently, reduce commuting burdens and access work systems from different locations.
However, the Yaba environment also presents challenges that make workplace flexibility a significant management issue. Gómez et al. (2023) note that Yaba’s technology ecosystem operates within the broader infrastructural challenges of Lagos and Nigeria. The researchers identify issues relating to infrastructure, power and transportation among the contextual conditions affecting the ecosystem. These conditions are important because flexible work depends heavily on reliable digital infrastructure, electricity, internet connectivity and effective communication. Thus, the same technology that creates opportunities for flexible work may be constrained by the infrastructural realities within which Nigerian ICT firms operate.
Empirical evidence from Nigeria is beginning to provide more direct insight into the relationship between flexible work and employee performance. Naqshbandi, Kabir, Ishak and Islam (2024), in a study of 277 employees working in Nigerian universities, examined telework and flexible work using the Job Demands-Resources perspective. Their findings showed that flexible work had a significant positive effect on job performance, while work engagement mediated the relationship between flexible work and performance. The finding suggests that flexibility may enhance productivity partly by improving employees’ engagement with their work.
Similarly, recent Nigerian evidence from the fintech sector indicates that remote work arrangements may be associated with positive employee outcomes. Akaegbobi, Mbah, Anekwe and Ngwube (2025), in a study of Paystack employees in Lagos, reported significant relationships between remote working conditions and quality of work, as well as between information technology and employees’ problem-solving abilities. Their findings emphasise the importance of technological support and autonomy in determining the effectiveness of remote work arrangements.
Further evidence from Nigerian technology firms suggests that flexibility in the form of compressed work hours and remote work may contribute positively to employee performance. Adebayo and Mairafi (2026) examined selected technology firms in South-West Nigeria and found that both compressed work hours and remote work had significant positive effects on employee performance. Their findings also highlighted the importance of digital infrastructure, communication, accountability and trust when implementing flexible work systems.
These developments indicate that workplace flexibility may represent an important strategic human resource practice for ICT firms. However, flexibility must be distinguished from an unstructured or uncontrolled work environment. Effective flexibility requires clearly defined responsibilities, appropriate performance indicators, reliable communication systems, technological resources and managerial trust. Where these conditions are absent, flexible work may result in communication gaps, delays, reduced coordination, distractions, employee isolation or difficulties in monitoring performance. Wang et al. (2021) therefore argue for attention to work design rather than treating remote work simply as a change in physical location.
Employee productivity is particularly important to ICT firms because the sector is highly competitive and knowledge-intensive. ICT organisations often depend on skilled employees to develop products, solve technical problems, respond to customers, innovate and meet project deadlines. A reduction in employee productivity can therefore affect service quality, innovation, customer satisfaction and organisational competitiveness. Conversely, an appropriately designed flexible work system may enable firms to attract and retain skilled workers, improve employee autonomy and maintain productivity in an increasingly digital labour market.
The post-pandemic era has consequently created an important managerial question for ICT firms in Yaba: how can organisations balance flexibility with productivity, accountability, collaboration and organisational control? While international research has produced considerable evidence on remote and hybrid work, Nigerian evidence remains comparatively limited, particularly at the level of specific ICT clusters. Existing Nigerian studies have examined universities, telecommunications, fintech organisations and technology firms in broader geographical settings, but there remains a need for context-specific research focusing on ICT firms within Yaba’s distinctive technology ecosystem.
It is against this background that this study examines workplace flexibility and employee productivity in the post-pandemic era, with particular focus on selected Information and Communication Technology firms in Yaba, Lagos State. The study seeks to determine whether dimensions of workplace flexibility, including flexible working hours, remote/hybrid work arrangements, employee autonomy and work-location flexibility, are associated with employee productivity. The study is expected to contribute empirical evidence that may assist ICT organisations in designing flexible work policies that support productivity while responding to the changing expectations and realities of the post-pandemic workplace.
1.2 Statement of the Problem
The COVID-19 pandemic disrupted conventional approaches to work organisation and compelled many organisations to adopt remote working arrangements within a short period. Although the emergency phase of the pandemic has passed, flexible work has remained an important feature of organisational practice. ICT firms are particularly positioned to sustain flexible work because many technology-related tasks can be performed through digital platforms without continuous physical presence. However, the continued adoption of workplace flexibility has created questions concerning whether employees remain equally productive when they are given greater freedom over where and when they work.
One major problem is the uncertainty surrounding the relationship between flexibility and productivity. Some studies have found positive effects of remote and flexible work on performance, while other research has identified challenges involving communication, work-home interference, procrastination, monitoring and social isolation. Wang et al. (2021) demonstrated that remote workers may experience several work-design challenges, suggesting that the productivity consequences of flexibility depend on organisational and individual circumstances. Similarly, Allen et al. (2015) noted that the effects of telecommuting vary according to how telecommuting is defined and implemented.
A second problem concerns flexible working hours. Flexible schedules can allow employees to organise work around periods when they are most productive and can reduce time lost to commuting. Nevertheless, poorly regulated flexibility may make it difficult for organisations to coordinate teams, schedule meetings, monitor deadlines and ensure employee availability. In ICT firms where projects frequently require collaboration between developers, designers, managers, marketers and clients, excessive variation in employee availability may create coordination problems. The challenge therefore lies in determining whether flexible working hours improve actual employee productivity or merely increase employees’ perceived convenience.
A third problem relates to remote and hybrid work arrangements. Although these arrangements can reduce commuting pressures and provide employees with greater autonomy, they may also create communication and supervision challenges. Employees may experience difficulties obtaining immediate assistance, collaborating on complex tasks or separating work from personal responsibilities. In Nigeria, such challenges may be compounded by unreliable electricity supply, internet connectivity problems and other infrastructural limitations. These issues are especially important in the Yaba ICT ecosystem, where technology-oriented businesses depend heavily on digital infrastructure for their daily operations.
Another problem is the issue of employee autonomy and accountability. Workplace flexibility generally gives employees greater discretion over work schedules and locations. Greater autonomy may encourage responsibility, motivation and engagement, but it may also create concerns about whether employees are sufficiently supervised and whether organisational targets are being achieved. The challenge for management is to maintain accountability without undermining the autonomy that makes flexible work valuable. Evidence from Nigerian research indicates that flexible work can improve job performance and work engagement, but the organisational conditions supporting such outcomes require further attention.
There is also a contextual problem. Much of the established literature on flexible work originated from developed economies where organisations may have more reliable digital infrastructure, electricity, broadband access and established remote-working policies. Findings from such environments cannot automatically be generalised to Nigeria. Nigerian ICT firms operate within a different institutional, infrastructural and socioeconomic context. Yaba, in particular, has developed as a major technology cluster with a concentration of start-ups and ICT-related organisations, but it also exists within the broader infrastructural and urban challenges of Lagos.
Furthermore, although emerging Nigerian studies have examined remote work and employee performance, there remains limited evidence specifically focused on workplace flexibility within selected ICT firms in Yaba. Recent studies have considered Nigerian universities, fintech firms, telecommunications organisations and technology firms in wider geographical areas, but these studies do not fully address the specific characteristics of Yaba’s ICT ecosystem. This creates a contextual gap that warrants empirical investigation.
The problem, therefore, is not simply whether ICT employees should work remotely or from the office. Rather, the central concern is whether the forms of workplace flexibility adopted by ICT firms in the post-pandemic era are contributing to measurable improvements in employee productivity. There is a need to establish whether flexible working hours, remote or hybrid work arrangements, employee autonomy and flexibility in work location are associated with improved employee output, quality of work, efficiency and timely completion of assigned tasks.
Without empirical evidence, ICT firms may either adopt rigid work structures that unnecessarily restrict employee autonomy or introduce flexible arrangements without sufficient mechanisms for coordination, accountability and performance management. Both situations may negatively affect organisational effectiveness. A study focused on selected ICT firms in Yaba is therefore necessary to provide evidence on how workplace flexibility relates to employee productivity within one of Nigeria’s most prominent technology clusters.
1.3 Purpose of the Study
The main purpose of this study is to examine the relationship between workplace flexibility and employee productivity in the post-pandemic era, using selected Information and Communication Technology firms in Yaba, Lagos State as the case study.
Specifically, the study seeks to:
- examine the extent to which flexible working hours influence employee productivity in selected ICT firms in Yaba;
- determine the effect of remote and hybrid work arrangements on employee productivity in selected ICT firms in Yaba;
- assess the influence of employee autonomy on productivity in selected ICT firms in Yaba;
- examine the effect of flexibility in work location on employee productivity in selected ICT firms in Yaba;
- identify the major challenges associated with implementing workplace flexibility in selected ICT firms in Yaba; and
- determine the overall relationship between workplace flexibility and employee productivity in selected ICT firms in Yaba, Lagos State.
1.4 Research Questions
The following research questions will guide the study:
- To what extent do flexible working hours influence employee productivity in selected ICT firms in Yaba?
- What effect do remote and hybrid work arrangements have on employee productivity in selected ICT firms in Yaba?
- How does employee autonomy influence productivity in selected ICT firms in Yaba?
- What effect does flexibility in work location have on employee productivity in selected ICT firms in Yaba?
- What are the major challenges associated with implementing workplace flexibility in selected ICT firms in Yaba?
- What is the relationship between workplace flexibility and employee productivity in selected ICT firms in Yaba, Lagos State?
1.5 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: There is no significant relationship between workplace flexibility and employee productivity in selected Information and Communication Technology firms in Yaba, Lagos State.
1.6 Significance of the Study
The study will be significant to the management of ICT firms because it will provide empirical information on whether flexible work arrangements are associated with employee productivity. The findings may assist managers in deciding whether to maintain, expand, modify or regulate flexible working arrangements.
The study will also be useful to human resource managers. It may provide evidence for developing policies concerning flexible working hours, remote work, hybrid work, employee autonomy, performance monitoring and work-location flexibility. Such policies can help organisations balance employee needs with organisational objectives.
Employees in ICT firms may also benefit from the study because the findings may contribute to better understanding of the conditions under which workplace flexibility can support productivity. The study may encourage organisations to design flexible arrangements that promote autonomy and work-life balance without compromising performance expectations.
The study will be relevant to policymakers and professional bodies concerned with employment and labour-management practices in Nigeria. As flexible work becomes more common, evidence from the ICT sector can contribute to discussions concerning contemporary employment practices, productivity and the future of work.
Finally, the study will contribute to academic literature on workplace flexibility and employee productivity in Nigeria. It will provide context-specific evidence from Yaba, an important ICT ecosystem, and may serve as a reference for future researchers interested in flexible work, employee performance, human resource management and post-pandemic organisational practices.
1.7 Scope of the Study
The study focuses on Workplace Flexibility and Employee Productivity in the Post-Pandemic Era, with particular reference to selected Information and Communication Technology firms in Yaba, Lagos State.
The content scope covers workplace flexibility as the independent variable and employee productivity as the dependent variable. Workplace flexibility will be examined through flexible working hours, remote/hybrid work arrangements, employee autonomy and flexibility in work location. Employee productivity will be considered in terms of work output, quality of work, efficiency, timeliness and achievement of assigned work targets.
Geographically, the study is limited to selected ICT firms operating within Yaba, Lagos State. The study will focus on employees of the selected firms rather than ICT employees throughout Lagos State or Nigeria.
1.8 Limitations of the Study
The study may face limitations associated with access to employees and organisational information. Some ICT firms may be unwilling to disclose information concerning internal work arrangements or employee performance because such information may be regarded as confidential.
The study may also be affected by respondents’ perceptions and willingness to provide accurate information. Employees may provide socially desirable responses, particularly when questions concern productivity, management practices or their use of flexible work arrangements.
Another possible limitation concerns differences among ICT firms. Firms may vary in size, organisational culture, technology, job structure and management practices. Consequently, findings from selected firms may not be generalisable to every ICT organisation in Lagos State or Nigeria.
Despite these limitations, the study will adopt appropriate research procedures to improve the reliability and usefulness of the findings.
1.9 Operational Definition of Terms
Employee Productivity: The level of work output, efficiency, quality, timeliness and achievement of assigned tasks demonstrated by an employee within an organisation.
Flexible Working Hours: An arrangement that allows employees some discretion regarding the starting, ending or scheduling of their working hours, subject to organisational requirements.
Hybrid Work: A work arrangement in which employees combine working from the conventional office with working remotely or from another location.
Information and Communication Technology (ICT) Firms: Organisations whose principal activities involve the development, provision or application of information and communication technologies, digital products, software, technology-enabled services or related solutions.
Post-Pandemic Era: The period following the major disruption caused by the COVID-19 pandemic, during which organisations have continued to adapt work practices and institutionalise lessons from pandemic-era work arrangements.
Remote Work: An arrangement in which employees perform some or all of their job responsibilities outside the organisation’s conventional physical workplace through the use of digital communication and information technologies.
Workplace Flexibility: The extent to which employees have discretion or organisationally approved options concerning when, where and how they perform their work.
Work Location Flexibility: The extent to which employees are permitted to perform their work from different approved locations, including the office, home or other remote locations.
Employee Autonomy: The degree to which employees have discretion and independence in organising and carrying out their work responsibilities.
1.10 Organisation of the Study
The study is organised into five chapters. Chapter One presents the introduction, background to the study, statement of the problem, purpose of the study, research questions, hypothesis, significance, scope, limitations and operational definitions of terms. Chapter Two reviews relevant conceptual, theoretical and empirical literature on workplace flexibility and employee productivity. Chapter Three presents the research methodology, including the research design, population, sample and sampling technique, research instrument, validity, reliability, data collection procedure and method of data analysis. Chapter Four presents and analyses the data collected for the study and discusses the findings. Chapter Five provides the summary of findings, conclusion and recommendations and identifies areas for further research.
