Project – Effect of School-Community Partnership on Students’ Academic Performance: A Study of Selected Public Secondary Schools in Ijebu-Ode Local Government Area, Ogun State

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Education is widely recognised as a major instrument for individual development, social transformation and national development. The effectiveness of an educational system, however, depends not only on the activities of teachers and school administrators but also on the extent to which parents, families and communities participate in the education of children. School-community partnership refers to a collaborative relationship in which schools work with parents, community leaders, organisations and other stakeholders to support teaching, learning, school governance and students’ welfare. The Universal Basic Education Commission (UBEC) identifies stakeholder participation, community empowerment and school ownership as important components of improving basic education delivery in Nigeria. Through its School-Based Management Committee–School Improvement Programme, UBEC promotes community participation in school governance and the provision of infrastructure, learning materials and other resources. This demonstrates that education is not solely the responsibility of schools and government but requires the active participation of the wider community (Universal Basic Education Commission [UBEC], 2020, 2026).

School-community partnership is important because schools operate within communities and are influenced by the social, cultural and economic conditions surrounding them. Epstein (2018) argues that effective school-family-community engagement can create interconnected environments that support students’ learning, development and educational success. When parents and community members communicate regularly with schools, participate in school activities, contribute resources and support educational programmes, they can help create conditions that are favourable to students’ academic development. Such partnerships may take different forms, including parent-teacher associations, School-Based Management Committees, community development initiatives, parental monitoring of students’ schoolwork, mentoring, provision of learning facilities and participation in school decision-making. In the Nigerian context, UBEC’s community mobilisation activities similarly emphasise the importance of strengthening community ownership and participation in basic education delivery.

Students’ academic performance is an important indicator of the effectiveness of educational processes. Academic performance reflects the extent to which students achieve expected learning outcomes in subjects and educational activities and may be assessed through examinations, continuous assessment, classroom performance and other academic measures. Several factors influence students’ academic outcomes, including teacher quality, learning resources, family background, school environment, motivation and relationships among educational stakeholders. Nwadike (2023) identifies family factors, parental involvement and community agencies among the factors connected with students’ academic performance in Nigeria, while Omodan and Tsotetsi (2018) found a significant relationship between student-teacher relationships and academic performance among secondary school students in Nigeria. These findings suggest that students’ academic outcomes are influenced by relationships and support systems extending beyond classroom instruction.

The role of parents represents an important dimension of school-community partnership. Parents are the immediate social environment of most students and have considerable influence over children’s educational attitudes, study habits, attendance and motivation. Effective parental involvement may include monitoring homework, communicating with teachers, attending school meetings, encouraging regular attendance, providing educational materials and participating in school development activities. Epstein (2018) maintains that meaningful family engagement can strengthen students’ educational experiences when schools establish appropriate structures for collaboration with families. Similarly, Nwadike (2023) identifies parental attitude to education, parental educational background, family structure and parental involvement as factors that can shape students’ academic performance in Nigeria. Consequently, schools that maintain constructive relationships with parents may be better positioned to identify students’ academic difficulties, provide timely support and encourage positive learning behaviours.

Beyond individual parents, the wider community can contribute to the educational development of students through material, social and institutional support. Community leaders, traditional institutions, religious organisations, non-governmental organisations, businesses and community-based associations may support schools through donations, infrastructure development, scholarships, mentoring programmes, security initiatives and educational advocacy. In Nigeria, UBEC’s School-Based Management Committee framework specifically recognises the role of communities in mobilising resources and participating in school governance. UBEC reports that community-based school improvement initiatives have contributed to infrastructure provision, community participation, transparency and accountability in basic education delivery. Such arrangements are important because schools in many communities may face resource constraints that cannot be addressed adequately through government funding alone. Therefore, collaboration between schools and community stakeholders can potentially improve the conditions under which teaching and learning occur (UBEC, 2020, 2026).

The quality of school-community relationships may also affect students indirectly through the school environment. Where schools enjoy strong relationships with parents and community stakeholders, information about students’ needs and educational challenges can be shared more effectively. Community involvement may also enhance accountability because stakeholders become more interested in how school resources are used and how educational activities are implemented. UBEC (2025) emphasises community engagement and shared accountability as important priorities for improving educational outcomes in Nigeria, while its School-Based Management Committee programmes are designed to empower community-driven structures in school governance and development. At the same time, empirical research in Ogun State has shown that students’ academic achievement can be influenced by different social and behavioural factors. For example, Olawole and Olugbemi (2023), in a study involving 1,800 senior secondary school students in Ogun State, found significant relationships between peer pressure, self-monitoring skills and academic achievement. Such evidence reinforces the importance of examining the broader social environment within which students learn.

The relevance of school-community partnership is particularly important in public secondary schools in Ijebu-Ode Local Government Area of Ogun State because public schools serve students from diverse family and socioeconomic backgrounds and operate within communities with different levels of educational and material resources. The effectiveness of these schools may therefore depend partly on the willingness and capacity of parents and community stakeholders to work with school authorities in addressing educational challenges. Although government agencies have increasingly promoted School-Based Management Committees, community participation and stakeholder engagement as mechanisms for improving education, the existence of partnership structures does not automatically guarantee that such partnerships are effective or that they translate into improved academic performance. UBEC’s continuing emphasis on community-driven school improvement and stakeholder collaboration demonstrates the policy importance of school-community partnerships in Nigeria. However, empirical evidence specific to selected public secondary schools in Ijebu-Ode remains limited. It is therefore necessary to investigate whether and to what extent school-community partnership affects students’ academic performance in the area.

1.2 Statement of the Problem

Academic performance remains a major concern in secondary education because students are expected to acquire knowledge, skills, competencies and qualifications necessary for further education and future employment. However, students’ academic outcomes are influenced by a combination of school, family and community factors. While attention is often directed towards teachers, instructional materials, school facilities and government funding, the contribution of parents and communities to educational success may receive comparatively less attention. Nwadike (2023) argues that family and community agencies constitute important pathways through which students’ academic performance can be supported. Similarly, UBEC’s educational programmes recognise community participation and ownership as mechanisms for improving the quality and equity of basic education. The problem, therefore, is that inadequate collaboration between schools and their surrounding communities may limit the additional support available to students and schools.

A further concern is that the existence of parents and community members within a school’s environment does not necessarily mean that meaningful partnerships exist. In some situations, parents may participate mainly during general meetings or when serious disciplinary or academic problems arise, while community organisations may have limited involvement in school development. Weak communication between teachers, parents and community leaders can make it difficult to identify students’ academic challenges early and coordinate appropriate interventions. UBEC has identified weak and uncomplimentary stakeholder participation as one of the challenges affecting effective basic education delivery, demonstrating that stakeholder engagement remains an important issue in the Nigerian educational system. Where participation is weak, schools may also experience difficulties in mobilising local resources and creating a strong sense of community ownership.

The problem may also be observed in the academic experiences of students. Students who lack adequate parental monitoring, educational encouragement, learning materials or community support may experience difficulties in maintaining regular study habits and achieving expected academic outcomes. Evidence from Nigeria indicates that social relationships can have important implications for students’ academic performance. Omodan and Tsotetsi (2018), for instance, found a significant correlation between student-teacher relationships and students’ academic performance in Nigerian secondary schools, including relationships involving classroom engagement and motivation. In Ogun State, Olawole and Olugbemi (2023) also found that peer pressure and self-monitoring skills significantly contributed to academic achievement among senior secondary school students. These findings demonstrate that students’ academic performance cannot be viewed independently of the social environment surrounding them. Nevertheless, the specific contribution of school-community partnership to students’ academic performance in Ijebu-Ode remains insufficiently established.

Despite national efforts to strengthen community participation through School-Based Management Committees and other stakeholder-engagement mechanisms, there remains a need to determine whether such partnerships are producing measurable educational benefits at the local level. UBEC’s School-Based Management Committee–School Improvement Programme is designed to encourage community participation and ownership through support for school infrastructure, learning materials, equipment and school governance. However, the implementation and effectiveness of partnership arrangements may differ from one community to another depending on the commitment of parents, school administrators, community leaders and other stakeholders. Therefore, there is a need for an empirical study that specifically examines the effect of school-community partnership on students’ academic performance in selected public secondary schools in Ijebu-Ode Local Government Area of Ogun State. This study seeks to fill this gap by examining the extent to which parental involvement, community participation, resource support and school-community communication contribute to students’ academic performance.
