INTRODUCTION
1.1 Background to the Study
Education is widely regarded as an important instrument for individual development, social transformation and national development. The effectiveness of an education system depends not only on curriculum content and the availability of qualified teachers but also on the extent to which educational resources are properly planned and provided. Educational planning involves the systematic assessment of educational needs, determination of priorities, allocation of resources and formulation of strategies for achieving educational objectives. In Nigeria, the Federal Ministry of Education identifies education planning as involving policy development, strategic and medium-term sector planning, project planning and budgeting, monitoring, research and evidence-based decision-making. This demonstrates that the provision of educational facilities should not be treated as an isolated construction activity but as an integral component of systematic educational planning (Federal Ministry of Education, 2022).
Educational planning is particularly important at the secondary school level because secondary education occupies an important position between basic and tertiary education. It prepares learners for higher education, employment, citizenship and participation in national development. The National Policy on Education provides the framework for the administration and development of education in Nigeria and emphasizes the provision of educational opportunities and appropriate conditions for effective teaching and learning (Federal Republic of Nigeria, 2013). The achievement of these objectives requires careful planning of school locations, enrolment, staffing, classrooms, laboratories, libraries, workshops, furniture, information and communication technology facilities and other instructional resources. Therefore, educational planning provides the basis for determining what facilities are required, where they should be provided, the quantity required and how they should be maintained to meet the needs of learners and teachers.
Teaching facilities constitute an important component of the physical resources required for effective teaching and learning. Such facilities include classrooms, laboratories, libraries, instructional materials, workshops, ICT facilities, desks and chairs, boards and other resources that directly or indirectly support classroom instruction. Their importance is associated with the fact that teaching and learning take place within a physical environment that can either facilitate or constrain educational activities. Amaechi and Obiwelluozor (2020) describe school plant planning as an indispensable component of educational planning because the site, size, arrangement and condition of school facilities can influence the teaching-learning process. They further identify financial constraints, political considerations, rising costs and inadequate statistical information among the challenges confronting effective school plant planning in Nigeria. This suggests that the mere existence of educational planning structures does not automatically guarantee adequate provision of teaching facilities; planning must be supported by accurate data, appropriate financing, implementation and monitoring.
The relationship between educational facilities and the quality of teaching and learning has also attracted considerable empirical attention in Nigeria. Studies conducted in different parts of the country indicate that availability, adequacy, utilization and maintenance of school facilities are important issues in secondary education. For instance, Ahmodu and Salaam (2022) examined school facilities and students’ academic performance in senior secondary schools in Oshodi-Isolo Local Government Area of Lagos State and reported a relationship between school facilities and academic performance. Similarly, Akinyemi, Lawal and Owosoro (2022) examined the provision and utilization of facilities in public senior secondary schools in Lagos State Education District V, reflecting continuing concern about whether facilities are sufficiently provided and effectively utilized in public secondary schools. These studies suggest that educational planning must move beyond planning for enrolment and staffing to include systematic provision and utilization of the physical and instructional resources required for effective education.
The situation in Kaduna State provides a particularly relevant context for examining the relationship between educational planning and teaching facilities. Research conducted in the state has identified concerns regarding the condition, maintenance and provision of educational facilities. Aliyu (2024), for example, investigated the utilization and maintenance of school facilities in senior secondary schools in Kaduna State and found that utilization and maintenance were associated with students’ academic achievement. An earlier assessment of educational facilities in selected Local Government Areas of Kaduna State also reported deficiencies in several categories of infrastructure, including water, electricity, roofing and toilet facilities, while Kaduna South was among the LGAs examined in the study. These findings demonstrate that facility provision is not simply a question of constructing school buildings; it also involves ensuring that facilities are functional, adequately maintained and aligned with the needs of schools and their populations (Aliyu, 2024; Akomodi, 2021).
More specifically, recent evidence from the Kaduna South educational zone provides a strong basis for investigating the issue. Samuel-Okey, Tanko and Bwankhwot (2025) examined the availability and utilization of school facilities in 25 public secondary schools within the Kaduna South educational zone. Their study covered 343 teachers and considered facilities including libraries, laboratories, classrooms, ICT facilities and hostel accommodation. The researchers reported that the facilities examined were not adequately maintained or utilized and recommended improved provision of libraries, laboratories, classrooms, ICT centres and other facilities. The study is particularly relevant because it demonstrates that facility availability and utilization remain practical concerns within the immediate educational environment surrounding Kaduna South. It also indicates the need to examine the planning processes that influence the provision of such facilities rather than focusing only on their effects after provision.
Educational planning has therefore become increasingly important because governments and education authorities need reliable information about school populations, existing infrastructure, facility conditions and future educational demand before resources can be allocated effectively. The Nigerian government has recently emphasized the importance of reliable education data for planning and approved a nationwide exercise to obtain information on schools, their conditions, infrastructure and facilities, recognizing that gaps in coordinated and verifiable education data can constrain effective planning (Federal Government of Nigeria, 2024). At the national level, the National Senior Secondary Education Commission is also mandated to develop infrastructure development strategies, identify facility gaps and prioritize investments in senior secondary schools. These developments reinforce the principle that teaching-facility provision should be guided by systematic assessment of need, standards, population and available resources rather than by uncoordinated interventions.
The issue of teaching facilities is also connected to the broader international understanding of a quality learning environment. UNESCO’s Global Education Monitoring Report emphasizes that safe, welcoming and functional school environments are essential for effective learning and highlights the importance of basic infrastructure such as sanitation and electricity. This perspective is relevant to Nigerian public secondary schools because teaching cannot be separated completely from the physical environment in which teachers and students interact. Inadequate classrooms, insufficient furniture, poorly equipped laboratories, limited library resources and inadequate ICT facilities may constrain the ability of teachers to implement curricula effectively. Consequently, educational planning should be concerned not merely with increasing the number of schools but with ensuring that the schools have the appropriate teaching facilities required to support meaningful learning (UNESCO, 2023).
Against this background, the provision of teaching facilities in public secondary schools can be understood as an important outcome of effective educational planning. Where planning is based on reliable enrolment data, facility inventories, identified gaps, realistic budgets, appropriate standards and effective monitoring, educational authorities may be better positioned to provide facilities according to actual school needs. Conversely, weak planning, inadequate financing, poor maintenance and limited monitoring may result in disparities between schools and between planned educational objectives and actual conditions. Recent evidence from Kaduna State shows that infrastructure planning, classrooms, laboratories, libraries and entrepreneurship facilities are relevant to educational outcomes (Abdulmanas & Ahmed, 2025), while evidence from Kaduna South indicates continuing concerns about facility availability and utilization (Samuel-Okey et al., 2025).
It is therefore necessary to examine educational planning and the provision of teaching facilities within the specific context of public secondary schools in Kaduna South Local Government Area. Although studies have examined school facilities and educational outcomes in Kaduna State and the Kaduna South educational zone, less attention has been directed specifically toward how educational planning processes relate to the provision of teaching facilities in selected public secondary schools in Kaduna South Local Government Area. A study of this nature can provide evidence on planning practices, facility needs, adequacy of provision and the challenges that may affect the implementation of facility plans. The study is consequently designed to examine Educational Planning and the Provision of Teaching Facilities in Public Secondary Schools: A Study of Selected Schools in Kaduna South Local Government Area, Kaduna State.
1.2 Statement of the Problem
The provision of adequate teaching facilities is an important requirement for achieving effective teaching and learning in public secondary schools. However, the existence of educational plans and policies does not necessarily guarantee that the facilities required by schools will be adequately provided. The Federal Ministry of Education recognizes the importance of project planning, budgeting, education data and monitoring in education-sector management, while the National Policy on Education establishes standards and requirements for education delivery. Nevertheless, evidence from Nigerian schools continues to indicate disparities in the availability, utilization and maintenance of educational facilities. The persistence of these concerns raises questions about the extent to which educational planning processes are effectively translated into actual provision of teaching facilities at the school level.
A related problem is the inadequacy or uneven distribution of facilities required for effective teaching and learning. Facilities such as classrooms, laboratories, libraries, ICT centres, furniture and instructional resources require deliberate planning based on enrolment, curriculum requirements and school-specific needs. Research in Kaduna State has documented concerns relating to school facilities, including their maintenance and utilization. Aliyu (2024) found that utilization and maintenance of school facilities were related to students’ academic achievement in senior secondary schools in Kaduna State, while a broader assessment of public schools in selected Kaduna LGAs reported deficiencies in water, electricity, roofing and sanitation facilities. Such evidence suggests that the challenge may involve not only the quantity of facilities provided but also the quality, condition, maintenance and appropriateness of facilities available to schools.
The problem becomes more specific in Kaduna South because recent research has identified facility-related concerns within the educational zone. Samuel-Okey et al. (2025), in a study of 25 public secondary schools in Kaduna South educational zone, reported concerns about the maintenance and utilization of available facilities and recommended additional and improved provision of libraries, laboratories, classrooms and ICT centres. At the same time, a 2025 study of infrastructural facilities and administrative planning in Kaduna State found that well-planned classrooms, laboratories, libraries and entrepreneurship workshops were associated with improved academic performance and recommended adequate provision of classrooms, laboratories, desks and chairs. These findings suggest that planning and facility provision remain important issues, but they do not fully explain how educational planning processes operate within selected public secondary schools specifically in Kaduna South Local Government Area.
Finally, there is a need for empirical evidence concerning the relationship between educational planning and the actual provision of teaching facilities in selected public secondary schools in Kaduna South Local Government Area. Existing studies have addressed school facilities, utilization, maintenance and academic performance in Kaduna State, while recent research has examined facility availability in Kaduna South educational zone. However, the specific planning dimension—such as needs assessment, budgeting, allocation of resources, implementation, monitoring and maintenance planning—and its relationship with teaching-facility provision requires further examination. Without such evidence, educational administrators and policymakers may have limited local information with which to identify gaps between planned educational needs and actual facility provision. This study therefore seeks to examine educational planning and the provision of teaching facilities in selected public secondary schools in Kaduna South Local Government Area, Kaduna State.
1.3 Purpose of the Study
The main purpose of this study is to examine educational planning and the provision of teaching facilities in public secondary schools in Kaduna South Local Government Area, Kaduna State.
Specifically, the study seeks to:
- Examine the educational planning practices adopted for the provision of teaching facilities in selected public secondary schools in Kaduna South Local Government Area.
- Assess the availability and adequacy of teaching facilities in selected public secondary schools in Kaduna South Local Government Area.
- Examine the relationship between educational planning and the provision of teaching facilities in selected public secondary schools in Kaduna South Local Government Area.
- Identify the major challenges affecting educational planning and the provision of teaching facilities in selected public secondary schools in Kaduna South Local Government Area.
1.4 Research Questions
The following research questions will guide the study:
- What educational planning practices are adopted for the provision of teaching facilities in selected public secondary schools in Kaduna South Local Government Area?
- What is the level of availability and adequacy of teaching facilities in selected public secondary schools in Kaduna South Local Government Area?
- What relationship exists between educational planning and the provision of teaching facilities in selected public secondary schools in Kaduna South Local Government Area?
- What are the major challenges affecting educational planning and the provision of teaching facilities in selected public secondary schools in Kaduna South Local Government Area?
1.5 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: There is no significant relationship between educational planning and the provision of teaching facilities in public secondary schools in Kaduna South Local Government Area, Kaduna State.
1.6 Significance of the Study
This study will be significant to educational planners because it will provide information on the extent to which planning processes are associated with the provision of teaching facilities in public secondary schools. The findings may assist planners in identifying facility gaps and strengthening needs assessment, budgeting, implementation and monitoring.
The study will be useful to the Kaduna State Ministry of Education and other education authorities because the findings may provide evidence for improving the planning and allocation of resources to public secondary schools. The Federal Ministry of Education identifies evidence-based planning, project planning and budgeting as important components of education-sector management, making local evidence relevant to effective policy implementation.
The study will also benefit school principals and administrators by drawing attention to the importance of facility planning, utilization and maintenance. School administrators are responsible for managing available resources and communicating facility needs to relevant education authorities. Evidence from Kaduna State indicates that utilization and maintenance are important dimensions of facility management in secondary schools (Aliyu, 2024).
The study will be significant to teachers and students because adequate teaching facilities can support classroom instruction, practical learning, access to information and effective participation in educational activities. Recent research in Kaduna South has specifically identified classrooms, laboratories, libraries and ICT facilities as important school resources requiring appropriate provision, maintenance and utilization (Samuel-Okey et al., 2025).
The study will further be useful to parents, Parent-Teacher Associations, community stakeholders and education development partners because it may identify areas where collaborative support can complement government efforts in the provision and maintenance of school facilities.
Finally, the study will contribute to academic literature and future research in educational administration and planning. It will provide a localized study of Kaduna South Local Government Area and may serve as a reference for subsequent researchers interested in educational planning, school facilities, infrastructure provision, resource allocation and secondary school administration.
1.7 Scope of the Study
The study focuses on Educational Planning and the Provision of Teaching Facilities in Public Secondary Schools in Kaduna South Local Government Area, Kaduna State.
The study will specifically examine educational planning practices relating to needs assessment, facility planning, budgeting and resource allocation, implementation, monitoring and maintenance planning.
The teaching facilities to be considered will include classrooms, desks and chairs, laboratories, libraries, ICT facilities, instructional materials and other facilities directly supporting teaching and learning.
The study will be restricted to selected public secondary schools in Kaduna South Local Government Area. The respondents may comprise principals, vice-principals and teachers, depending on the final methodology and population available from the relevant education authorities.
The study will not focus primarily on private secondary schools, tertiary institutions or primary schools. It will also not attempt to evaluate every aspect of educational planning; rather, it will concentrate on planning processes associated with the provision of teaching facilities.
1.8 Operational Definition of Terms
Educational Planning: The systematic process of identifying educational needs, setting priorities, allocating resources and developing strategies for achieving educational objectives.
Educational Facilities: The physical and material resources provided to support the operation of educational institutions and the teaching-learning process.
Teaching Facilities: Facilities and instructional resources that directly or indirectly support teaching and learning, including classrooms, laboratories, libraries, ICT facilities, furniture and instructional materials.
Provision: The process of making educational facilities available in schools in the quantity, quality and condition required to support effective teaching and learning.
Public Secondary School: A secondary school established, funded, supervised or managed by a government authority for the provision of secondary education.
Needs Assessment: The systematic process of determining the existing condition of educational facilities and identifying the gap between available resources and required resources.
Resource Allocation: The process of distributing available financial, physical and material resources among schools or educational programmes according to identified needs and priorities.
Facility Adequacy: The extent to which the quantity, quality, condition and functionality of available teaching facilities are sufficient to meet the educational needs of a school.
Facility Maintenance: Activities undertaken to preserve, repair, replace or improve educational facilities so that they remain functional and safe for use.
Kaduna South Local Government Area: A Local Government Area within Kaduna State, Nigeria, and the geographical area within which the selected public secondary schools for this study are located.
1.9 Organisation of the Study
The study will be organised into five chapters.
Chapter One presents the introduction, background to the study, statement of the problem, purpose of the study, research questions, research hypothesis, significance of the study, scope of the study, operational definitions and organisation of the study.
Chapter Two will review relevant literature on educational planning and the provision of teaching facilities. The chapter will cover conceptual review, theoretical review, empirical review, literature gap and summary of reviewed literature.
Chapter Three will present the research methodology, including research design, area of the study, population, sample size, sampling technique, research instrument, validity of the instrument, reliability of the instrument, method of data collection and method of data analysis.
Chapter Four will present the analysis and interpretation of data collected from respondents. The research questions will be answered, while the null hypothesis will be tested using the appropriate statistical procedure.
Chapter Five will present the summary of findings, conclusion and recommendations. Suggestions for further studies will also be provided.
