INTRODUCTION

1.1 Background to the Study

Education is a major instrument for individual development, social integration and national transformation. The effectiveness of an educational system depends not only on the curriculum, teachers and physical facilities available in schools but also on the cooperation and interaction between schools and the communities in which they operate. Schools are social institutions established to serve particular communities, while communities provide the social environment within which schools function. The Federal Ministry of Education identifies quality secondary education, effective participation in society, good citizenship and preparedness for further education as important goals of secondary education in Nigeria. The achievement of these objectives requires cooperation among school administrators, teachers, students, parents, communities and government agencies (Federal Ministry of Education, 2022). Ikorodu Local Government Area provides a relevant context for investigating school-community relations because schools operate within communities where parents, traditional institutions, community organisations and other stakeholders have interests in educational development. The importance of strengthening links between schools and their host communities is also reflected in the activities of education authorities within the Ikorodu area. The Ikorodu Local Government Education Authority identifies community relations as part of its school-support activities and specifically refers to parent forums and School-Based Management Committees as mechanisms for bridging the gap between schools and host communities. Against this background, the achievement of educational objectives in public secondary schools may be influenced by the quality of relationships developed between schools and their host communities. Educational objectives relating to academic achievement, discipline, student welfare, effective teaching and learning, resource development, community participation and preparation for responsible citizenship require the collective efforts of different stakeholders. Although studies have examined school-community participation and quality education delivery at broader Nigerian and Lagos State levels, there is a need for focused empirical evidence on selected public secondary schools in Ikorodu Local Government Area. The present study therefore seeks to examine School-Community Relations and the Achievement of Educational Objectives: A Study of Selected Public Secondary Schools in Ikorodu Local Government Area, Lagos State.

1.2 Statement of the Problem

The achievement of educational objectives is a major concern of secondary school administration in Nigeria. Government establishes policies, curricula and standards intended to promote effective teaching and learning, good citizenship, further education and individual development. However, the achievement of these objectives depends partly on the cooperation of stakeholders outside the immediate school administration. The National School-Based Management Policy recognises community participation in school governance, while the Federal Ministry of Education emphasises collaboration and stakeholder involvement in the management of education. Despite these policy provisions, there are continuing concerns about whether school-community relations are sufficiently strong and functional to support the effective achievement of educational objectives in public secondary schools.

A second problem concerns the possibility of inadequate participation and weak communication between school authorities and members of the community. The problem, therefore, is determining whether the existing relationships between selected public secondary schools and their host communities in Ikorodu are sufficiently effective to support the achievement of educational objectives.

Finally, although research has examined school-community relationships in different parts of Nigeria and has specifically investigated school-community partnership and quality education delivery across Lagos State, there remains a need for empirical evidence focused on Ikorodu Local Government Area. The Lagos State study by Shittu et al. (2022) provides evidence that school-community partnership is an important issue in public senior secondary education, but the state-wide scope does not necessarily reveal the specific conditions operating within individual local government areas. Furthermore, Ikorodu has its own social, demographic and educational characteristics that may influence relationships between schools and communities. Therefore, there is a need to investigate the nature of school-community relations in selected public secondary schools in Ikorodu and determine their relationship with the achievement of educational objectives.

1.3 Purpose of the Study

The main purpose of this study is to examine school-community relations and the achievement of educational objectives in selected public secondary schools in Ikorodu Local Government Area, Lagos State.

Specifically, the study seeks to:

1.4 Research Questions

The following research questions will guide the study:

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: There is no significant relationship between school-community relations and the achievement of educational objectives in public secondary schools in Ikorodu Local Government Area, Lagos State.

1.6 Significance of the Study

This study will be significant to school administrators, particularly principals and vice-principals, because it will provide information on the importance of maintaining effective relationships with parents, community leaders, community organisations and other stakeholders. Educational Objectives: The intended outcomes and goals that an educational institution seeks to achieve through teaching, learning, administration and other school activities.

Public Secondary School: A secondary school established, funded, supervised or managed by a government authority for the provision of secondary education to members of the public.

School: A formal educational institution established for organised teaching, learning, assessment and the development of students.
