INTRODUCTION

1.1 Background to the Study

Community safety is increasingly understood as a shared responsibility involving the police, government institutions, community leaders, civil society organisations and ordinary citizens. Traditional policing approaches that place primary responsibility for crime control on professional law-enforcement agencies may have limitations where police institutions lack sufficient information about local conditions, social relationships and emerging security concerns. Community policing therefore emerged as an approach that emphasises collaboration between police officers and members of the public, local problem-solving, communication and mutual responsibility for community safety. The Nigeria Police Force reports that it introduced community policing in Nigeria in 2002 in partnership with the British Council and the Department for International Development, with subsequent efforts directed toward sensitising police officers and members of the public to the principles of community policing (Nigeria Police Force, n.d.). More recent Nigerian scholarship similarly describes community policing in terms of citizen empowerment, proactive collaboration, decentralised service and problem-solving aimed at improving the quality of life within communities (Odo et al., 2025).

Consequently, simply establishing community-policing structures does not necessarily guarantee meaningful citizen participation; the nature and quality of the relationship between residents and police remain important considerations.

The relevance of citizen participation becomes particularly important in urban communities such as those found within Enugu North Local Government Area of Enugu State. Urban communities typically involve relatively dense populations, diverse social groups, commercial activities, transportation networks, educational institutions and residential neighbourhoods, all of which create complex patterns of interaction and security needs. 1.2 Statement of the Problem

Community policing is intended to strengthen cooperation between police officers and members of the communities they serve, yet the existence of community-policing structures does not necessarily mean that citizens participate actively in policing activities. The Nigeria Police Force introduced community policing nationally more than two decades ago, but research continues to identify challenges involving public trust, perceptions of police effectiveness and community participation. Ike et al. (2022), in a systematic review of Nigerian evidence, found scepticism, lack of trust and perceived ineffectiveness associated with some community-policing interventions. These challenges raise questions about the extent to which residents in urban communities actively participate in community-policing initiatives and whether existing structures provide sufficient opportunities for meaningful citizen involvement.

A second problem concerns the willingness and ability of citizens to share information with the police. Community policing depends partly on residents providing information about suspicious activities, emerging security threats, local conflicts and other matters that may assist crime prevention. However, where citizens distrust the police or believe that information may not be handled appropriately, they may be reluctant to cooperate. Akinlabi (2020) found that police abuse and excessive use of force have negative implications for public trust in Nigeria, while recent research on institutional distrust argues that distrust can influence citizens’ willingness to rely on formal policing institutions and may encourage alternative forms of crime control (Akinlabi, 2020; 2024). The problem is therefore whether residents in selected Enugu North communities sufficiently trust and cooperate with the police through information sharing and reporting mechanisms.

A third problem relates to the limited involvement of citizens in direct community-police engagement and joint problem-solving activities. Community policing is intended to move beyond a purely police-centred model by encouraging dialogue, consultation and collaborative identification of local security problems. Nevertheless, Ikuteyijo (2009) identified institutional and social challenges that could limit the successful implementation of community policing in Nigeria, while Odo et al. (2025) emphasise citizen empowerment and proactive collaboration as essential components of the community-policing approach. Where residents rarely attend community-police meetings, participate in security discussions or collaborate with police officers in addressing local problems, the practical value of community policing may be reduced. There is therefore a need to examine the extent to which citizens in selected communities of Enugu North Local Government Area participate in such activities.

A fourth problem concerns the empirical uncertainty surrounding the relationship between citizen participation and community policing at the local community level. National studies have examined police-public trust, community participation and the challenges of community policing, but findings indicate that participation does not automatically translate into trust or effective policing. For example, Kooffreh (2026), using Nigerian survey data, found that civic engagement was not significantly associated with trust in the police, suggesting that the mere presence of civic participation may be insufficient without favourable institutional and neighbourhood conditions. At the same time, Otuu, Anajemba and Sahoo (2025) found substantial willingness among Nigerians to participate in community policing through technology, despite significant gaps in awareness. These findings demonstrate the need for context-specific research that examines how participation actually operates within particular urban communities. The present study therefore focuses on selected communities in Enugu North Local Government Area to examine the relationship between citizen participation and community policing, particularly through community-police meetings, information sharing, joint crime-prevention activities and citizen reporting.

1.3 Purpose of the Study

The main purpose of this study is to examine the relationship between citizen participation and community policing in urban communities, using selected communities in Enugu North Local Government Area as the focus of the study.

Specifically, the study seeks to:

  1. examine the relationship between community-police meetings and community policing in selected communities in Enugu North Local Government Area;
  2. determine the relationship between citizen information sharing with the police and community policing in selected communities in Enugu North Local Government Area;
  3. examine the relationship between citizen participation in joint crime-prevention activities and community policing in selected communities in Enugu North Local Government Area; and
  4. assess the relationship between citizen reporting of crime and suspicious activities and community policing in selected communities in Enugu North Local Government Area.

1.4 Research Questions

The following research questions will guide the study:

  1. What is the relationship between community-police meetings and community policing in selected communities in Enugu North Local Government Area?
  2. What is the relationship between citizen information sharing with the police and community policing in selected communities in Enugu North Local Government Area?
  3. What is the relationship between citizen participation in joint crime-prevention activities and community policing in selected communities in Enugu North Local Government Area?
  4. What is the relationship between citizen reporting of crime and suspicious activities and community policing in selected communities in Enugu North Local Government Area?

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: There is no significant relationship between citizen participation and community policing in selected communities in Enugu North Local Government Area.

1.6 Significance of the Study

The study will be significant to the Nigeria Police Force because it will provide empirical information about the extent to which residents participate in community-policing activities. The findings may help police authorities understand the areas in which community engagement can be strengthened, particularly with respect to communication, information sharing, reporting and collaborative crime prevention.

1.7 Scope of the Study

The study focuses on Citizen Participation and Community Policing in Urban Communities: A Study of Selected Communities in Enugu North Local Government Area.

The geographical scope is limited to selected urban communities within Enugu North Local Government Area of Enugu State.

The conceptual scope covers two major variables: citizen participation and community policing.

Citizen participation will be examined through four dimensions:

  1. community-police meetings;
  2. citizen information sharing with the police;
  3. participation in joint crime-prevention activities; and
  4. citizen reporting of crime and suspicious activities.

Community policing will be examined in terms of police-community cooperation, collaborative crime prevention, problem-solving, police responsiveness and community-oriented security practices.

The study will focus primarily on residents of selected communities and their experiences and perceptions concerning participation in community-policing activities. It will not attempt to examine every community in Enugu State or assess all aspects of the operational performance of the Nigeria Police Force.

1.8 Operational Definition of Terms

Citizen Participation: The involvement of residents in activities, decisions, communication and collaborative initiatives relating to crime prevention, community safety and police-community relations.

Community Policing: A policing approach that emphasises partnership between the police and members of the community, proactive problem-solving, citizen participation and collaborative efforts to address crime and safety concerns.

Community-Police Meeting: A formal or informal interaction between police representatives and community members through which security concerns, crime-related issues and possible solutions are discussed.

Information Sharing: The provision of useful security-related information by citizens to police officers or other authorised security institutions.

Joint Crime Prevention: Collaborative activities undertaken by citizens, police officers and other relevant stakeholders to identify, prevent or respond to crime and community-security problems.

Citizen Reporting: The act of informing the police or another authorised security institution about actual, suspected or potential criminal activities.

Police-Community Cooperation: The extent to which police officers and residents work together, communicate and support one another in addressing crime and public-safety concerns.

1.9 Organisation of the Study

The study will be organised into five chapters.

Chapter One presents the introduction, background to the study, statement of the problem, purpose of the study, objectives, research questions, research hypothesis, significance of the study, scope of the study and operational definition of terms.

Chapter Two will review relevant literature on citizen participation and community policing. The chapter will contain the conceptual review, theoretical review, empirical review and summary of the literature reviewed.

Chapter Three will present the research methodology, including research design, population of the study, sample size, sampling technique, research instrument, validity and reliability of the instrument, method of data collection and method of data analysis.

Chapter Four will present the analysis and interpretation of data obtained from respondents. Descriptive statistics will be used to answer the research questions, while the hypothesis will be tested at the 0.05 level of significance.

Chapter Five will present the summary of findings, conclusion and recommendations based on the findings of the study, followed by suggestions for further studies.
