Project – The Effect of Customer Complaint-Handling Practices on Customer Retention: A Study of Selected Telecommunication Service Centres in Lagos State

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Customer retention has become an important concern for service-oriented organisations because maintaining existing customers can contribute to business continuity, revenue stability, positive word-of-mouth and long-term competitiveness. In highly competitive service industries, customers do not evaluate organisations only on the basis of the core service purchased but also on how the organisation responds when problems occur. Customer complaints therefore provide an important point of interaction between service providers and their customers. Complaint-handling practices encompass the procedures and actions adopted by an organisation to receive, acknowledge, investigate, respond to and resolve customer complaints. Effective complaint handling can demonstrate organisational responsiveness and may influence whether dissatisfied customers remain with a service provider or seek alternatives. This is particularly relevant to telecommunications because customers depend on communication services for personal, commercial, educational and professional activities. Research on the Nigerian telecommunications industry has established a relationship between service-related practices and customer loyalty, indicating that the manner in which telecommunications firms manage customer experiences can have consequences for continued customer relationships (Izogo, 2017; Adebisi, Umukoro & Enyinnaya, 2020).

The telecommunications industry is characterised by frequent interactions between customers and service providers because subscribers regularly use voice, data, messaging, mobile-money-related services and other value-added services. Consequently, service failures such as poor network quality, unexpected deductions, billing problems, unsuccessful transactions, SIM-related difficulties, unsolicited services and data-related issues may generate complaints. The Nigerian Communications Commission (NCC), as the regulator of the telecommunications industry, recognises complaint management as an important component of consumer protection. The Commission provides mechanisms through which consumers can first approach their service providers and subsequently escalate unresolved complaints to the NCC. The regulatory framework also identifies areas such as quality of service, billing, call-centre/customer care, value-added services and subscriber-related matters as categories requiring appropriate attention. These regulatory arrangements indicate that complaint handling is not merely an internal customer-service activity but also an important component of telecommunications service delivery and consumer protection (Nigerian Communications Commission [NCC], 2019, 2024).

The importance of complaint-handling practices becomes more pronounced when customers experience service failures. A complaint gives a customer an opportunity to communicate dissatisfaction and seek corrective action from the service provider. If the complaint is acknowledged promptly, handled respectfully and resolved within a reasonable period, the organisation may have an opportunity to restore the customer’s confidence. Conversely, delays, poor communication, repeated referrals, inadequate explanations and failure to resolve complaints may intensify dissatisfaction. The NCC’s current consumer complaint framework requires telecommunications operators and internet service providers to monitor and resolve complaints according to established regulatory requirements, while distinguishing between resolved and pending complaints. The publication of complaint statistics by the regulator further demonstrates that complaints are an important indicator of service-provider performance and responsiveness within the telecommunications sector (NCC, 2024).

Customer retention refers broadly to an organisation’s ability to maintain its customers over time and encourage them to continue purchasing or using its services. In telecommunications, retention is particularly important because subscribers may have access to competing network providers and can change their service preferences when they perceive significant differences in service quality, price, reliability or customer care. A study by Adebiyi, Oyatoye and Kuye (2015/2016) examined subscriber retention decisions in the Nigerian mobile telecommunications industry using data obtained from subscribers in Lagos State. Their work highlights the importance of understanding the factors influencing subscribers’ decisions to remain with telecommunications providers. Similarly, Izogo (2017) found that service quality dimensions and customer commitment were relevant to customer loyalty in Nigeria’s telecommunications sector. These findings suggest that retaining customers involves more than attracting subscribers; it also requires telecommunications firms to manage customer relationships and experiences effectively after customers have subscribed to their services (Adebiyi, Oyatoye & Kuye, 2015; Izogo, 2017).

Empirical evidence from Nigeria also directly connects complaint handling with customer loyalty and retention. Anyionu and Opara (2021), in a study of complaint handling and customer loyalty in the Nigerian telecommunications industry, reported a significant positive relationship between complaint handling and customer loyalty among telecommunications subscribers in South-East Nigeria. Similarly, studies examining customer relationship practices among Nigerian network providers have included complaint handling as a factor associated with customer loyalty. These findings are important because loyalty and retention are related but distinct concepts: loyalty may involve favourable attitudes and repeated preference for a provider, whereas retention focuses more directly on the continuation of the customer relationship. Thus, effective complaint handling may provide telecommunications companies with an opportunity to recover dissatisfied customers and maintain their relationships rather than allowing service failures to result in customer defection (Anyionu & Opara, 2021; Anyionu, 2022).

Customer complaint handling in telecommunications has also become increasingly connected with technological and multi-channel customer-service systems. Customers may lodge complaints through physical service centres, telephone call centres, electronic mail, social-media platforms, online portals and other digital channels. The NCC encourages consumers to initially contact their service providers through available customer-care channels and obtain a complaint or ticket identification number before escalating unresolved cases. The Commission’s Consumer Affairs Bureau also provides second-level support for consumers whose complaints have not been satisfactorily resolved by their service providers. Such mechanisms place emphasis on accessibility, responsiveness, communication and resolution. In addition, recent NCC information concerning failed airtime and data transactions shows that prompt and coordinated resolution of service and transaction failures remains an important consumer-experience issue in the Nigerian telecommunications environment (NCC, 2026).

Lagos State provides an important setting for examining customer complaint-handling practices and customer retention because of its large and commercially active population, extensive use of telecommunications services and concentration of business and service activities. Telecommunications service centres in Lagos interact with customers who require assistance with a variety of service issues, including network-related complaints, billing and deductions, SIM replacement, data subscriptions, account issues and other customer-care matters. Previous research has specifically examined customer retention decisions among telecommunications subscribers in Lagos State, while studies from other parts of Nigeria have established relationships between complaint handling, service quality, customer loyalty and customer retention. However, customer experiences may differ according to location, service centre practices, complaint type, staff responsiveness and the mechanisms available for resolving complaints. Therefore, examining selected telecommunications service centres in Lagos State can provide useful empirical evidence on how complaint acknowledgement, response speed, resolution effectiveness and staff attitude influence customers’ decisions to continue using telecommunications services (Adebiyi, Oyatoye & Kuye, 2015; Adebisi, Umukoro & Enyinnaya, 2020; Anyionu & Opara, 2021).

1.2 Statement of the Problem

The Nigerian telecommunications industry has experienced substantial expansion, but customers continue to encounter service-related problems that require effective complaint management. Complaints relating to service quality, billing, customer care, value-added services, SIM-related issues and other telecommunications services remain sufficiently important for the NCC to maintain formal complaint-management and escalation mechanisms. The Commission currently publishes consumer complaint statistics obtained from telecommunications operators and internet service providers, including information on resolved and pending complaints. The existence of these mechanisms and continuing monitoring of complaints suggests that service providers still need to maintain effective systems for identifying, responding to and resolving customer problems. Where complaints are not handled satisfactorily, customers may experience dissatisfaction and may reconsider their continued relationship with the service provider (NCC, 2024).

A major problem concerns the responsiveness and effectiveness of complaint-handling processes. Customers who report problems generally expect acknowledgement of their complaints, clear communication, appropriate investigation and timely resolution. However, the mere existence of a complaint channel does not necessarily mean that customers will receive satisfactory redress. The NCC’s complaint procedures require consumers to first contact service providers and wait for the stipulated resolution period before escalating unresolved complaints. This structure places significant responsibility on telecommunications service centres to respond appropriately to customer complaints before escalation becomes necessary. Where complaints are repeatedly transferred between departments, remain unresolved, receive inadequate explanations or take excessive time to resolve, the customer experience may deteriorate and the customer’s willingness to maintain the service relationship may be affected (NCC, 2019, 2024).

Another problem is that customer retention in the telecommunications industry is influenced by several interconnected service factors, making it necessary to understand the specific contribution of complaint handling. Existing Nigerian studies have demonstrated relationships among complaint handling, service quality, customer satisfaction, loyalty and retention. For instance, Anyionu and Opara (2021) reported a significant positive relationship between complaint handling and customer loyalty among telecommunications subscribers, while Ogunode and Adejimi (2022) examined customer satisfaction and complaints management among customers of major Nigerian telecommunications firms. In addition, research on innovative customer-care services in Nigeria has considered complaint-processing services in relation to customer retention. Although these studies provide useful evidence, there remains a need to examine specific complaint-handling dimensions such as promptness of response, effectiveness of resolution, staff attitude and accessibility of complaint channels in relation to customer retention within selected telecommunications service centres in Lagos State (Anyionu & Opara, 2021; Ogunode & Adejimi, 2022; Amadi & Ekubo, 2021).

The problem, therefore, is not simply the occurrence of customer complaints but whether telecommunications service centres handle those complaints in ways that encourage customers to continue their relationships with the service providers. While previous studies have examined customer loyalty, customer satisfaction, service quality and complaint handling in different parts of Nigeria, there is a need for a focused assessment of selected telecommunications service centres in Lagos State. Such a study can help determine whether prompt complaint response, effective complaint resolution, employee courtesy and accessibility of complaint channels are associated with customer retention. The findings may provide useful information for telecommunications operators, customer-service managers and regulators seeking to improve complaint management and customer experience. Consequently, this study examines the effect of customer complaint-handling practices on customer retention among customers of selected telecommunications service centres in Lagos State (Adebisi, Umukoro & Enyinnaya, 2020; Anyionu & Opara, 2021; NCC, 2024).

1.3 Aim and Objectives of the Study

The main aim of this study is to examine the effect of customer complaint-handling practices on customer retention in selected telecommunications service centres in Lagos State.

The specific objectives are to:

  1. examine the effect of complaint response speed on customer retention in selected telecommunications service centres in Lagos State;
  2. determine the effect of complaint resolution effectiveness on customer retention in selected telecommunications service centres in Lagos State;
  3. assess the effect of employee attitude and courtesy during complaint handling on customer retention in selected telecommunications service centres in Lagos State; and
  4. examine the effect of accessibility of complaint-handling channels on customer retention in selected telecommunications service centres in Lagos State.

1.4 Research Questions

The following research questions will guide the study:

  1. To what extent does complaint response speed affect customer retention in selected telecommunications service centres in Lagos State?
  2. What effect does complaint resolution effectiveness have on customer retention in selected telecommunications service centres in Lagos State?
  3. To what extent does employee attitude and courtesy during complaint handling affect customer retention in selected telecommunications service centres in Lagos State?
  4. What effect does accessibility of complaint-handling channels have on customer retention in selected telecommunications service centres in Lagos State?

1.5 Research Hypothesis

The following null hypothesis will be tested at a 0.05 level of significance:

H₀: Customer complaint-handling practices have no statistically significant effect on customer retention in selected telecommunications service centres in Lagos State.

1.6 Significance of the Study

The study will be significant to telecommunications companies because it will provide information on how their complaint-handling practices influence customers’ decisions to continue using their services. The findings may assist managers in identifying weaknesses in complaint response, resolution procedures, employee behaviour and complaint-access channels. Such information can support improvements in customer-care policies and service recovery strategies.

The study will also be useful to customer-service personnel and employees working in telecommunications service centres. It may demonstrate the importance of responsiveness, courtesy, communication and effective resolution when dealing with dissatisfied customers. The findings may encourage service-centre personnel to treat complaints as opportunities for service recovery and relationship preservation rather than simply as negative customer feedback.

The study will be relevant to the Nigerian Communications Commission and other stakeholders concerned with consumer protection in the telecommunications industry. The NCC already maintains complaint-management and escalation mechanisms for telecommunications consumers. Evidence from the study may provide additional insight into the experiences of customers at the service-centre level and may contribute to discussions concerning customer protection, complaint resolution and service quality (NCC, 2024).

The study will further benefit telecommunications customers by drawing attention to the importance of accessible and effective complaint-handling mechanisms. Customers may become more aware of the available avenues for reporting service problems and seeking redress. More broadly, improved understanding of complaint management may contribute to better communication between service providers and their customers.

Finally, the study will contribute to academic literature on customer relationship management, service recovery, complaint handling and customer retention, particularly within the Nigerian telecommunications context. It may serve as a useful reference for researchers and students undertaking related studies on telecommunications services, customer satisfaction, customer loyalty and retention.

1.7 Scope of the Study

The study focuses on the effect of customer complaint-handling practices on customer retention in selected telecommunications service centres in Lagos State. The study will concentrate on four dimensions of complaint handling: complaint response speed, complaint resolution effectiveness, employee attitude and courtesy, and accessibility of complaint-handling channels.

The dependent variable is customer retention. Customer retention will be considered in terms of customers’ intention to continue using the telecommunications provider, willingness to maintain the service relationship, reduced intention to switch to competing providers and continued patronage.

The geographical scope of the study is Lagos State, Nigeria. The study will be restricted to selected telecommunications service centres within the state. The study will obtain information from customers who have used or interacted with the selected service centres, particularly customers who have experienced or reported service-related complaints.
