INTRODUCTION
1.1 Background to the Study
Road accessibility is an important factor in the organisation of human activities and the development of settlements. It describes the ease with which people, goods, services and vehicles can move between locations using available road infrastructure. Accessibility is influenced by the quality and condition of roads, travel distance, travel time, traffic conditions, connectivity and the availability of transport services. In urban and peri-urban environments, roads do more than provide movement corridors; they also connect residential areas with markets, workplaces, public facilities and other economic destinations. Braimoh and Onishi (2007), in their study of urban land-use change in Lagos, identified accessibility, spatial interaction and policy-related factors as important determinants of land development. Their findings indicate that accessibility can influence where different forms of urban development occur, although the factors affecting residential development may differ from those influencing industrial and commercial land uses. This relationship makes road accessibility an important consideration in understanding the spatial distribution of commercial activities.
Commercial activities are distributed unevenly across urban and peri-urban areas. Some businesses concentrate along major roads, at junctions, around transport terminals and within established market centres, while others operate within residential neighbourhoods or less accessible locations. These patterns may be influenced by the movement of potential customers, access to suppliers, transportation costs, visibility, land values and the nature of goods and services being offered. This suggests that commercial location patterns should be examined in relation to the specific characteristics of road networks and the requirements of different business types.
In Lagos State, roads have a particularly important relationship with commercial life because many economic activities depend on the movement of people and goods through a dense and interconnected urban environment. Markets, roadside shops, workshops, transport-related businesses and informal trading activities frequently interact with the road network. Roads may provide access to customers and suppliers, but they can also serve as places where trading and other livelihood activities take place. Ikioda (2016), in a study of market and street trading along the Lagos–Badagry Expressway, examined how road construction and associated displacement affected traders at Agboju Market and New Alayabiagba Market. The study highlighted the significance of roads not only as transport infrastructure but also as spaces that support commercial livelihoods. It also showed that road redevelopment can disrupt businesses when traders and other roadside activities are displaced. These findings demonstrate that the relationship between roads and commerce involves both access to economic opportunities and the potential consequences of changes to road infrastructure.
Road accessibility can influence commercial activities through several interconnected mechanisms. A well-connected road may reduce the difficulty of transporting goods, make businesses easier for customers to reach and increase the movement of people through an area. However, accessibility does not automatically guarantee commercial success. Similarly, Ikioda (2016) showed that road projects can produce different effects for traders depending on how road development alters their immediate trading environment. Therefore, examining accessibility alongside the location and concentration of businesses can provide a more complete understanding of commercial spatial patterns.
The spatial distribution of commercial activities is also closely associated with urbanisation and changes in settlement structure. As populations increase and settlements expand, demand for goods, services, transport and employment may change, encouraging the emergence of new commercial centres. In peri-urban areas, these changes can occur alongside the conversion of land from agricultural or other uses to residential, commercial and infrastructure-related development. Adedire and Adegbile (2018) investigated urbanisation and spatial-demographic change in Ibeju-Lekki, Lagos State. Using household questionnaires, land-use maps and satellite imagery, they documented substantial spatial and demographic transformation in the area. Their findings indicated that expansion was predominantly residential and was associated with Lagos’s housing deficit and improved transport linkages. Although their study focused primarily on spatial-demographic change rather than commercial distribution, it provides important context for investigating how transport accessibility and settlement transformation may influence the location of economic activities in Ibeju-Lekki.
Ibeju-Lekki is a relevant setting for examining the relationship between road accessibility and commercial development because it is a peri-urban part of Lagos State experiencing urban and demographic transformation. As settlements expand and transport connections change, commercial activities may emerge or shift in response to population growth, customer movement, land development and access to other parts of the state. Some communities may have businesses concentrated along major roads or at accessible junctions, while others may rely more heavily on neighbourhood shops and small-scale enterprises serving nearby residents. Adedire and Adegbile (2018) identified improved transport linkages as one factor associated with the transformation of Ibeju-Lekki, while their findings also drew attention to the need for planning that responds to changing infrastructure and settlement conditions. These developments make it important to examine the distribution of commercial activities across selected communities rather than assuming that all locations within Ibeju-Lekki experience similar levels of accessibility or commercial growth.
Despite the recognised connection between accessibility and urban land development, the nature and extent of this relationship may vary from one community to another. Differences in road quality, network connectivity, travel time, proximity to major routes and access to transport services may contribute to differences in the types, concentration and locations of businesses. At the same time, land-use regulations, population characteristics, business costs and local demand may influence whether improved accessibility translates into commercial expansion. Previous studies in Lagos have examined accessibility and land-use change, the effects of road construction on traders, and urbanisation in Ibeju-Lekki (Braimoh & Onishi, 2007; Ikioda, 2016; Adedire & Adegbile, 2018). However, these areas of research do not remove the need for a focused investigation of how road accessibility relates to the spatial distribution of commercial activities in selected Ibeju-Lekki communities. This study therefore seeks to examine that relationship, identify relevant accessibility characteristics and establish how commercial activities are distributed within the selected communities.
1.2 Statement of the Problem
Road accessibility is commonly regarded as an important consideration in the location and operation of commercial activities. However, the presence of a road does not necessarily mean that all businesses within a community enjoy equal access to customers, suppliers and transport services. Differences in road condition, connectivity, travel time and proximity to major routes may create variations in the ease with which businesses can be reached. Braimoh and Onishi (2007) found that accessibility, spatial interaction and policy factors contributed to land-use change in Lagos, while also identifying differences between the determinants of residential and commercial or industrial development. This indicates that the relationship between accessibility and land development is complex and requires examination within specific local settings.
A further concern is that road development and improvement can have mixed implications for commercial operators. While improved roads may enhance movement and connect businesses to wider markets, construction and redevelopment can also disrupt established trading locations, restrict access or displace businesses. Ikioda (2016), in examining traders affected by the Lagos–Badagry Expressway project, documented the effects of road expansion and displacement on market and street traders. The study drew attention to the fact that roads support economic activities in ways that may not be captured when infrastructure is considered only in terms of mobility. This raises a relevant issue for communities experiencing changing road networks: commercial activities may benefit from improved accessibility, but they may also face disruption when road projects alter the spaces on which they depend.
Ibeju-Lekki has experienced urbanisation and spatial-demographic transformation, creating a changing context for the development and distribution of commercial activities. Adedire and Adegbile (2018) documented substantial changes in the area and identified improved transport linkages among the factors associated with its spatial expansion. Nevertheless, changes in settlement patterns and transport connections do not by themselves establish how commercial activities are distributed across individual communities or whether businesses located near more accessible roads differ from those in less accessible areas. Without a focused assessment, it may be difficult to determine how road accessibility relates to commercial concentration, the location of business clusters and the distribution of different types of enterprises within the selected communities.
The problem addressed by this study is therefore the need for community-level evidence on the influence of road accessibility on the spatial distribution of commercial activities in selected communities in Ibeju-Lekki, Lagos State. Existing research provides useful insights into Lagos land-use change, road-related impacts on traders and urbanisation in Ibeju-Lekki (Braimoh & Onishi, 2007; Ikioda, 2016; Adedire & Adegbile, 2018), but a specific investigation is required to understand the relationship between accessibility conditions and commercial patterns in the selected study locations. The study will examine road accessibility, identify the spatial distribution of commercial activities and assess whether a statistically significant relationship exists between the two. The findings are expected to provide information that may assist local planning, transport-infrastructure decisions and the consideration of commercial activities in community development.
1.3 Purpose of the Study
The purpose of this study is to examine the influence of road accessibility on the spatial distribution of commercial activities in selected communities in Ibeju-Lekki, Lagos State.
1.4 Objectives of the Study
The specific objectives are to:
- Examine the road accessibility characteristics of the selected communities in Ibeju-Lekki, Lagos State.
- Identify the types and spatial distribution patterns of commercial activities in the selected communities.
- Determine the relationship between road accessibility and the spatial distribution of commercial activities in the selected communities.
- Examine the challenges associated with road accessibility as experienced by commercial operators in the selected communities.
1.5 Research Questions
The study will be guided by the following research questions:
- What are the road accessibility characteristics of the selected communities in Ibeju-Lekki, Lagos State?
- What types of commercial activities exist in the selected communities, and how are they spatially distributed?
- What relationship exists between road accessibility and the spatial distribution of commercial activities in the selected communities?
- What challenges associated with road accessibility are experienced by commercial operators in the selected communities?
1.6 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: There is no significant relationship between road accessibility and the spatial distribution of commercial activities in selected communities in Ibeju-Lekki, Lagos State.
1.7 Significance of the Study
The findings of this study may be useful to urban and regional planners by providing information on the relationship between road accessibility and the location of commercial activities in selected communities in Ibeju-Lekki. Such information may support consideration of commercial needs when planning road networks, access routes and land-use arrangements.
The study may also benefit transport and infrastructure agencies by highlighting how accessibility conditions are experienced by commercial operators. Information about road connectivity, travel difficulties and access to business locations may help inform the assessment of infrastructure priorities and the possible effects of road improvement or redevelopment on local economic activities.
Commercial operators and prospective entrepreneurs may benefit from a clearer understanding of the way accessibility characteristics relate to business location patterns. The study may provide useful contextual information for considering customer access, movement of goods and the distribution of commercial establishments, although business decisions will also depend on factors beyond road accessibility.
The study may contribute to academic literature on transport geography, urban development and commercial land use, particularly in relation to peri-urban communities in Lagos State. It may also provide a basis for further research into the effects of road infrastructure, settlement expansion and other location-related factors on local commercial development.
1.8 Scope of the Study
The study focuses on the influence of road accessibility on the spatial distribution of commercial activities in selected communities in Ibeju-Lekki, Lagos State. Its geographical scope is limited to the communities selected for investigation within Ibeju-Lekki.
The content scope covers road accessibility characteristics, including road condition, connectivity, ease of movement and access to commercial locations. It also covers the types and distribution of commercial activities, the relationship between accessibility and commercial patterns, and the challenges commercial operators experience in accessing their business locations.
The study will collect information from relevant respondents and use appropriate methods to examine the distribution of commercial activities and test the stated hypothesis. The findings will relate specifically to the selected communities and should not automatically be generalised to every community in Ibeju-Lekki or elsewhere in Lagos State.
1.9 Operational Definition of Terms
Road Accessibility: The degree of ease with which people, goods and vehicles can reach locations through the available road network, considering factors such as road condition, connectivity, travel time and movement convenience.
Spatial Distribution: The geographical arrangement, concentration and spread of commercial activities across the selected communities.
Commercial Activities: Economic activities involving the sale of goods or provision of services, including shops, markets, restaurants, workshops and other business establishments considered within the study.
Commercial Operators: Individuals who own, manage or work in commercial establishments within the selected communities.
Road Network: The system of connected roads and streets that facilitates movement within and between the selected communities.
Selected Communities: The specific communities within Ibeju-Lekki, Lagos State, chosen as the geographical locations for data collection and analysis in this study.
