Project – The Influence of Access to Agricultural Extension Services on the Adoption of Improved Cassava Processing Practices: A Study of Small-Scale Processors in Kogi State

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Cassava (Manihot esculenta Crantz) is one of the most important root crops in Nigeria and occupies an important position within the country’s food, agricultural and rural livelihood systems. The crop is valued because of its adaptability to different ecological conditions, relatively strong tolerance of adverse production conditions and wide range of food and industrial uses. Cassava roots can be processed into products such as gari, fufu, lafun, cassava flour, starch and chips, making the crop relevant not only to food security but also to income generation and value addition. Recent agricultural statistics continue to identify cassava as one of Nigeria’s major crops, while the Food and Agriculture Organization (FAO) identifies cassava as a commodity with substantial potential for domestic consumption and industrial utilisation. The Nigerian agricultural survey for the 2022/2023 season also recorded cassava as the leading crop among the major crops harvested during the major season, illustrating its continuing importance within the country’s agricultural economy (FAO, 2025; National Bureau of Statistics [NBS], 2024).

Cassava processing is particularly important because fresh cassava roots are highly perishable and require timely transformation into more stable products. Processing therefore extends the usability of cassava, reduces losses, creates employment and enables processors to obtain additional economic value from the crop. Traditional and improved processing methods can produce several products, but the quality, efficiency, safety and profitability of processing can vary considerably depending on the technology and practices used. Research on cassava processing in Nigeria has identified improved equipment such as mechanical graters, hydraulic or mechanical presses, improved sieving systems and drying technologies as important innovations for reducing drudgery and improving processing efficiency. Ndjouenkeu et al. (2021) further showed that processing methods influence important characteristics of gari, including dryness, colour, appearance, granule uniformity and other quality attributes. Thus, adoption of appropriate processing practices is important not only for increasing processor productivity but also for ensuring consistent product quality and market acceptability (FAO, 2004; Ndjouenkeu et al., 2021).

The transition from traditional to improved cassava processing practices, however, does not occur automatically. Adoption requires processors to become aware of available technologies, understand their benefits, acquire the necessary technical knowledge and skills, and have sufficient access to information and support to use them appropriately. Agricultural extension services are designed to facilitate these processes by connecting farmers and processors with research-based information, technologies, training and advisory support. In the cassava value chain, extension can provide information on improved processing methods, equipment operation, product quality, hygiene, storage, marketing and other aspects of value addition. Otubo and Molnar (2021), using data from 952 cassava-farming households in Nigeria, found a positive relationship between extension exposure and cassava technology adoption. Their findings also indicated that interactions with extension agents were relatively limited and that farmer-to-farmer communication played a major role in technology diffusion, suggesting that both formal extension and informal information networks can influence technology adoption.

Access to agricultural extension services can take several forms, including contact with extension agents, participation in demonstrations and training programmes, field visits, farmer meetings, group-based advisory services and access to information concerning new technologies. The quality and frequency of such services may determine whether processors merely become aware of an improved technology or actually develop the confidence and capacity to adopt it. Evidence from Nigeria suggests that extension exposure can influence technology awareness and adoption, although access is not always regular or evenly distributed among small-scale agricultural actors. Otubo and Molnar (2021) found that extension exposure had a positive association with technology awareness and adoption, while also observing that farmers frequently relied on other farmers as major sources of information. This finding is important for cassava processors because processors may depend on informal networks when formal extension contact is limited, potentially resulting in uneven access to accurate technical information concerning improved processing practices (Otubo & Molnar, 2021).

The issue is particularly relevant in Kogi State because the state has an established cassava production and processing base and has been the subject of research concerning improved cassava technologies. Adah et al. (2024), in their study of cassava contract and non-contract farmers in Kogi State, examined the adoption of improved production technologies and found that access to extension services was among the factors associated with participation and technology-related decisions. Earlier research focusing specifically on women cassava processors in Ankpa Local Government Area of Kogi State found that extension contact was relatively limited, with only 26% of respondents reporting extension contact, while adoption of improved cassava processing technologies was at a moderate level. The study also identified inadequate extension contact, inadequate credit and high costs associated with processing machinery among the constraints faced by respondents. These findings suggest that access to extension services may constitute an important contextual factor in the adoption of improved cassava processing practices among small-scale processors in Kogi State (Adah et al., 2024; Abubakar, 2015).

Small-scale processors occupy an important position in the cassava value chain because they convert fresh roots into food and marketable products and thereby contribute to employment and household income. However, their capacity to adopt improved technologies may be affected by limited capital, access to machinery, technical knowledge, infrastructure, market opportunities and advisory services. Ayeni and Olorunfemi (2023) examined women cassava processors in Kogi and Kwara States and compared users of conventional and improved processing technologies. Their study highlighted the livelihood implications of improved processing technology use among women processors in North-Central Nigeria and specifically included Kogi State because of the importance of cassava processing activities in the state. This evidence indicates that technology adoption among processors should be considered not simply as a technical decision but as part of a wider livelihood and value-addition process involving access to resources, institutional support and knowledge (Ayeni & Olorunfemi, 2023).

Despite the recognised importance of extension services and improved processing technologies, access to extension does not necessarily guarantee adoption because processors may face other constraints, including the cost of equipment, availability of machines, inadequate credit, lack of technical skills, limited market incentives and insufficient follow-up after training. This makes it necessary to investigate the specific relationship between access to extension services and adoption among the particular population of small-scale cassava processors rather than assuming that findings from cassava farmers automatically apply to processors. Existing Nigerian research provides evidence that extension exposure is related to technology adoption, while studies in Kogi State have identified extension access as a relevant factor and inadequate extension contact as a constraint. However, there remains a need for location-specific evidence concerning how access to agricultural extension services relates specifically to the adoption of improved cassava processing practices among small-scale processors in Kogi State (Otubo & Molnar, 2021; Adah et al., 2024).

1.2 Statement of the Problem

Cassava processing provides important opportunities for food production, employment, income generation and value addition in Nigeria, but the continued use of inefficient processing methods can limit these benefits. Traditional processing may involve substantial labour, time and physical drudgery, particularly in operations such as peeling, grating, pressing, sieving and drying. Improved processing technologies have been developed to reduce these constraints and improve product quality and efficiency. Nevertheless, the availability of improved technologies does not necessarily result in their adoption by small-scale processors. Research on cassava processing in Nigeria has documented the existence of improved equipment and techniques, but differences in access, knowledge, affordability and technical support continue to affect their utilisation. Odebode’s study of cassava-processing technology users in Nigeria, for example, identified the use of improved equipment such as motorised graters, abrasive peelers, vibrating sieves, drum dryers and screw-jack presses, while also demonstrating differences in technology use among processors (Odebode, 2008).

A major concern is inadequate access to agricultural extension and advisory support among small-scale cassava processors. Extension services are expected to provide information and practical assistance that can help agricultural actors understand, evaluate and use improved technologies. However, evidence from Nigerian cassava systems indicates that interaction with extension agents can be limited. Otubo and Molnar (2021) found that extension exposure was positively associated with technology awareness and adoption but also reported relatively low levels of interaction between cassava farmers and extension agents. More importantly for the present study, their research included cassava processing technologies within its assessment of technology awareness and adoption. The implication is that where extension contact is irregular, processors may have fewer opportunities to receive demonstrations, technical guidance and follow-up support necessary for adopting and correctly operating improved processing technologies (Otubo & Molnar, 2021).

The problem has a specific dimension in Kogi State, where empirical studies have identified both cassava-processing activities and constraints associated with improved technology adoption. Research among women cassava processors in Ankpa Local Government Area reported that only 26% of respondents had extension contact, while the average adoption level of improved cassava processing technologies was approximately 53%. The same study identified inadequate extension contact, inadequate credit and the high cost of cassava processing machinery among major constraints. More recent research by Adah et al. (2024) also identified access to extension services as an important variable in the adoption context among cassava farmers in Kogi State. Although these studies provide useful evidence, they do not fully resolve the question of whether differences in access to agricultural extension services are associated with differences in the adoption of improved processing practices among small-scale cassava processors across selected communities in Kogi State (Abubakar, 2015; Adah et al., 2024).

The central problem addressed by this study is therefore the insufficient empirical evidence on the influence of access to agricultural extension services on the adoption of improved cassava processing practices among small-scale processors in Kogi State. While previous studies have established that extension exposure can be associated with agricultural technology adoption and that inadequate extension contact is a constraint among cassava processors in parts of Kogi State, there remains a need to examine the issue specifically among small-scale processors and across the dimensions of extension access that may matter for adoption. These dimensions may include frequency of contact with extension personnel, participation in demonstrations and training, access to technical information, follow-up visits and perceived usefulness of extension advice. Examining these factors can provide evidence on whether and to what extent access to extension services is related to the adoption of improved practices such as improved grating, pressing, sieving, drying, hygiene, fermentation and other value-addition procedures. Such evidence can support more targeted agricultural extension programming and technology dissemination for small-scale cassava processors in Kogi State (Otubo & Molnar, 2021; Ayeni & Olorunfemi, 2023).

1.3 Purpose of the Study

The general purpose of this study is to examine the influence of access to agricultural extension services on the adoption of improved cassava processing practices among small-scale processors in Kogi State.

Specifically, the study seeks to:

  1. determine the level of access to agricultural extension services among small-scale cassava processors in Kogi State;
  2. assess the level of adoption of improved cassava processing practices among small-scale processors in Kogi State;
  3. examine the relationship between the frequency of contact with agricultural extension personnel and the adoption of improved cassava processing practices among small-scale processors; and
  4. determine the influence of extension-based training, demonstrations and technical information on the adoption of improved cassava processing practices among small-scale processors in Kogi State.

1.4 Research Questions

The following research questions will guide the study:

  1. What is the level of access to agricultural extension services among small-scale cassava processors in Kogi State?
  2. What is the level of adoption of improved cassava processing practices among small-scale processors in Kogi State?
  3. What relationship exists between the frequency of contact with agricultural extension personnel and the adoption of improved cassava processing practices among small-scale processors?
  4. To what extent do extension-based training, demonstrations and technical information influence the adoption of improved cassava processing practices among small-scale processors in Kogi State?

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: There is no significant relationship between access to agricultural extension services and the adoption of improved cassava processing practices among small-scale processors in Kogi State.

1.6 Significance of the Study

Small-Scale Cassava Processors

The study will be useful to small-scale cassava processors because it will provide information on the importance of agricultural extension services in acquiring knowledge about improved processing practices. The findings may help processors identify available sources of technical information and understand how extension contact, demonstrations and training can assist them in improving their processing activities.

Agricultural Extension Agents

The study will provide agricultural extension personnel with evidence concerning the extent to which their services reach small-scale cassava processors. The findings may assist extension organisations in identifying gaps in contact frequency, training, demonstrations and technical follow-up. This is particularly relevant because evidence from Nigerian cassava systems suggests that extension exposure is associated with technology awareness and adoption, while direct contact with extension agents may be limited (Otubo & Molnar, 2021).

Kogi State Agricultural Development Programme

The study may provide useful evidence for the Kogi State Agricultural Development Programme and other agricultural institutions involved in technology dissemination. Findings may assist such institutions in designing extension programmes that are more responsive to the needs of small-scale processors, particularly in areas where inadequate extension contact, high equipment costs or limited technical knowledge constrain adoption.

Government and Policymakers

The study will be relevant to government agencies and policymakers concerned with agricultural development, rural employment, food security and value-chain development. Evidence concerning the relationship between extension access and technology adoption may support decisions concerning the allocation of resources to agricultural advisory services, processing demonstrations, processor training and technology dissemination.

Development Organisations and Non-Governmental Organisations

Development agencies and non-governmental organisations involved in cassava value-chain development may benefit from the findings when designing interventions for small-scale processors. The evidence may assist them in determining whether extension support should be combined with training, equipment access, credit facilities, processor groups and market-development interventions.

Researchers and Students

The study will contribute to existing literature on agricultural extension, technology adoption and cassava value addition in Nigeria. It will also provide a reference point for future researchers interested in the relationship between institutional support and adoption of agricultural processing technologies, particularly among small-scale processors in North-Central Nigeria.

1.7 Scope of the Study

The study will focus on the influence of access to agricultural extension services on the adoption of improved cassava processing practices among small-scale processors in Kogi State.

The content scope will cover access to agricultural extension services, frequency of extension contact, extension training, demonstrations, technical information, advisory support and follow-up services. The study will also examine adoption of improved cassava processing practices, including improved peeling, grating, pressing, sieving, fermentation, drying, hygiene, packaging, storage and other appropriate processing practices.

The geographical scope will be limited to selected communities in Kogi State. The study will not attempt to cover all cassava processors in Nigeria.

The population scope will consist of small-scale cassava processors operating within the selected study communities. The respondents will be processors who have practical experience in cassava processing and can provide information concerning their access to extension services and their use of improved processing practices.

The study will focus on the relationship or influence between extension-service access and technology adoption. It will not assume that extension access is the only determinant of adoption. Other factors, including education, age, processing experience, income, access to credit, cost of equipment, availability of machinery, market opportunities and membership of processor associations, may also influence adoption decisions.
