INTRODUCTION
1.1 Background to the Study
The rapid development of digital technology has brought significant changes to the way educational institutions are planned, managed and administered. Digital technologies now extend beyond classroom teaching to include electronic record keeping, school management information systems, digital communication, online supervision, electronic assessment, data management and other administrative processes. The 2023 UNESCO Global Education Monitoring Report recognizes technology as an important tool for education-system management, particularly through the collection, processing and use of information for planning, monitoring and decision-making. However, UNESCO also emphasizes that technology does not automatically produce better educational outcomes; its effectiveness depends on appropriate infrastructure, governance, contextual suitability and human capacity (UNESCO, 2023). This suggests that the integration of digital technology into school administration should be examined not simply in terms of the availability of devices but in relation to how effectively school administrators use those technologies to perform their responsibilities.
Digital technology integration in school administration involves the systematic incorporation of computers, internet services, electronic databases, digital communication platforms, management information systems, electronic documentation and other technology-enabled tools into routine administrative activities. In a school environment, such technologies can support student records, staff records, attendance monitoring, communication with parents, preparation of reports, examination management, resource allocation and decision-making. The Federal Ministry of Education’s National Digital Learning Policy identifies infrastructure, access devices, connectivity, digital platforms, e-safety and digital capacity as important components of Nigeria’s digital education development. The policy also recognizes the importance of digitally mapping educational institutions and using digital systems to support monitoring, infrastructure planning and educational services (Federal Ministry of Education, 2023). Consequently, digital technology integration has become increasingly relevant to the administration of Nigerian secondary schools.
Administrative effectiveness is concerned with the extent to which school administrators achieve institutional objectives through efficient planning, coordination, supervision, communication, decision-making, record management and utilization of available resources. In secondary schools, administrative effectiveness may be reflected in timely decision-making, accurate record keeping, effective supervision of teachers, efficient communication, appropriate management of students and resources, and the ability of school leaders to respond to institutional challenges. A study by Akinwumi, Babalola and Alegbeleye (2021) on public senior secondary schools in Lagos State found that ICT use had a significant positive influence on effective school administration. The researchers reported that ICT devices such as mobile phones, computers, email, internet services and social media were being used to varying degrees for administrative activities, although some technologies, including projectors and smart boards, were less frequently used. These findings demonstrate that technology already has a practical role in school administration in Lagos State, while also raising questions concerning the extent and quality of its integration.
The use of digital technology can potentially improve the speed and quality of communication within schools. Traditional administrative communication may involve physical memos, printed notices, meetings and manual transmission of documents, processes that can sometimes delay the movement of information between administrators, teachers, students, parents and government authorities. Digital communication through email, messaging platforms, school portals and other electronic channels can facilitate faster dissemination of information and make communication easier to document and retrieve. Yusuf, Afolabi and Loto (2017), in their study of ICT use by school administrators in Nigeria, found that administrators used different ICT tools in carrying out management responsibilities and that factors such as task characteristics, task-technology fit, attitude and perceived ease of use were significantly related to ICT utilization. This indicates that the usefulness of digital technology in school administration depends partly on whether administrators perceive the technology as suitable for the tasks they are expected to perform.
Another important area in which digital technology may contribute to administrative effectiveness is record keeping and information management. Schools generate large quantities of information concerning students, teachers, attendance, examinations, finances, facilities and other institutional activities. Manual record keeping can make the storage, retrieval, updating and analysis of such information time-consuming and vulnerable to loss or error. Digitized record-keeping systems can potentially make information more accessible and support administrators in making decisions based on timely records. Olasunkanmi, Olowu and Oniyide (2024) specifically examined digitized record-keeping practices and administrative effectiveness among public senior secondary school principals in Lagos State. Their study involved principals, vice-principals and Education Management Information System officers across public senior secondary schools and investigated the relationship between digitized record keeping and administrative effectiveness. The study demonstrates the increasing scholarly attention being given to digital information management as an aspect of effective school administration in Lagos State.
Digital technology is also increasingly relevant to supervision and monitoring, which are central responsibilities of school administrators. Effective supervision enables principals and other administrators to monitor teaching activities, assess staff performance, provide feedback and identify areas requiring improvement. Digital tools can facilitate electronic monitoring, online communication, digital feedback and the management of supervisory information. A recent study by Oyewo, Okewole and Sule (2026) examined technology-supported school supervision in public senior secondary schools in Education District I, Lagos State. The study found that electronic monitoring tools and digital feedback mechanisms were significantly related to supervisory effectiveness, although professional-development support for using such technologies was inadequate. The findings suggest that technology can strengthen administrative supervision, but the benefits depend partly on the capacity of school personnel to use digital tools effectively.
The integration of digital technology into school administration, however, is not without challenges. Technology requires reliable electricity, internet connectivity, appropriate devices, technical support, financial resources and personnel with adequate digital competence. UNESCO (2023) emphasizes that technology adoption in education is uneven and that inadequate infrastructure, limited access and insufficient preparation can prevent educational institutions from obtaining the expected benefits of technology. Similarly, the Federal Ministry of Education (2023) identifies infrastructure, connectivity, access devices, power supply and digital capacity as important conditions for successful digital education in Nigeria. Recent research in Lagos State also indicates that while digital management practices such as e-supervision, e-marking and e-communication are positively related to administrative effectiveness, strategic investment in infrastructure and capacity building remains necessary to translate digital tools into effective administrative practice (Adeyanju, Ezere, & Ajide, 2026).
The situation is particularly relevant to public secondary schools because they operate within government-established administrative structures and are expected to meet increasing demands for accountability, efficiency, effective supervision and timely reporting. Education District IV is one of the administrative education districts within Lagos State and provides an appropriate context for examining how digital technologies are incorporated into the administration of public secondary schools. Although studies have investigated ICT use and digital management in public secondary schools across Lagos State, there remains value in examining a specific education district because differences in school resources, administrative practices, staff capacity and technological infrastructure may affect the level of digital integration. The recent Lagos-wide study by Adeyanju, Ezere and Ajide (2026) found significant positive relationships between e-supervision, e-marking, e-communication and administrative effectiveness, while Olasunkanmi et al. (2024) examined digitized record keeping in Lagos public senior secondary schools. These studies provide a useful basis for conducting a more localized investigation of Digital Technology Integration and Administrative Effectiveness in Secondary Schools: A Study of Selected Public Schools in District IV, Lagos State.
1.2 Statement of the Problem
The increasing demand for effective administration in public secondary schools has made the use of digital technology increasingly important. School administrators are expected to manage large amounts of information, communicate with teachers and parents, supervise staff, maintain accurate records, prepare reports and make timely decisions. Nevertheless, some administrative processes may continue to depend substantially on manual procedures, which can result in delays, duplication of effort and difficulties in information retrieval. Akinwumi et al. (2021) found that ICT use had a significant positive influence on effective administration in public senior secondary schools in Lagos State, but their findings also showed that the level of use varied across different technological devices. This raises the problem of whether digital technology is being sufficiently and appropriately integrated into the day-to-day administrative processes of public secondary schools.
A second problem concerns the gap between the availability of digital technologies and their effective utilization by school administrators. The mere provision of computers, internet services, mobile devices or digital platforms does not guarantee effective administration. Administrators must possess the skills, confidence and willingness to use the technologies, while the technologies themselves must be appropriate to the administrative tasks being performed. Yusuf et al. (2017) found that task characteristics, task-technology fit, attitudes and perceived ease of use were associated with ICT utilization among school administrators in Nigeria. Similarly, UNESCO (2023) warns that technology initiatives may fail to achieve their expected benefits where infrastructure, governance and human capacity are inadequate. The problem, therefore, is not only whether digital technologies are present in public schools but whether administrators can effectively integrate them into their administrative responsibilities.
A third problem relates to specific administrative functions such as record keeping, communication and supervision. Poorly maintained records can affect decision-making, while slow communication can delay responses to administrative and educational issues. Inadequate supervision may also make it difficult for school administrators to monitor teachers and provide timely feedback. Olasunkanmi et al. (2024) investigated digitized record keeping and administrative effectiveness among public senior secondary school principals in Lagos State, while Oyewo et al. (2026) found that electronic monitoring and digital feedback mechanisms were significantly associated with supervisory effectiveness in Education District I. These findings indicate that digital tools can contribute to important administrative functions, but they also highlight the need to determine whether similar benefits are being realized in other education districts, including District IV.
The fourth problem is the limited localized evidence concerning the relationship between digital technology integration and administrative effectiveness specifically among selected public secondary schools in District IV, Lagos State. Existing research has examined ICT use across public secondary schools in Lagos State (Akinwumi et al., 2021), digitized record keeping among Lagos public senior secondary schools (Olasunkanmi et al., 2024), and digital management practices across several education districts (Adeyanju et al., 2026). However, evidence from a broad Lagos State population may not fully reveal the specific conditions, practices and challenges existing within District IV. Consequently, there is a need to examine the extent to which digital technologies are integrated into administrative functions in selected public secondary schools in the district and determine whether such integration is associated with administrative effectiveness. This study is therefore designed to provide empirical evidence on the relationship between digital technology integration and administrative effectiveness in selected public secondary schools in District IV, Lagos State.
1.3 Purpose of the Study
The main purpose of this study is to examine the influence of digital technology integration on administrative effectiveness in selected public secondary schools in District IV, Lagos State.
Specifically, the study seeks to:
- examine the extent of digital technology integration in the administrative processes of selected public secondary schools in District IV, Lagos State;
- determine the influence of digital communication technologies on administrative effectiveness in selected public secondary schools in District IV, Lagos State;
- examine the influence of digital record-keeping practices on administrative effectiveness in selected public secondary schools in District IV, Lagos State; and
- determine the relationship between digital technology integration and overall administrative effectiveness in selected public secondary schools in District IV, Lagos State.
1.4 Research Questions
The following research questions will guide the study:
- What is the extent of digital technology integration in the administrative processes of selected public secondary schools in District IV, Lagos State?
- To what extent do digital communication technologies influence administrative effectiveness in selected public secondary schools in District IV, Lagos State?
- To what extent do digital record-keeping practices influence administrative effectiveness in selected public secondary schools in District IV, Lagos State?
- What relationship exists between digital technology integration and overall administrative effectiveness in selected public secondary schools in District IV, Lagos State?
1.5 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: There is no significant relationship between digital technology integration and administrative effectiveness in selected public secondary schools in District IV, Lagos State.
1.6 Significance of the Study
The study will be significant to school administrators, particularly principals, vice-principals and heads of departments, because it will provide information on how digital technologies can be incorporated into administrative activities. The findings may help administrators identify areas where technology can improve communication, record management, supervision, planning and decision-making.
The study will also be beneficial to teachers because effective digital administration can facilitate faster communication of school information, easier access to relevant records, improved supervisory feedback and more efficient coordination between teachers and school management.
The study will be useful to the Lagos State Ministry of Basic and Secondary Education and education administrators within District IV. Findings from the research may provide empirical evidence that can inform decisions concerning digital infrastructure, staff training, digital management systems and technology-related administrative policies in public secondary schools.
The study may also benefit government and education policymakers by providing localized evidence concerning the relationship between digital technology and administrative effectiveness. Such evidence may assist policymakers in determining areas where investment in ICT infrastructure, internet connectivity, electricity, technical support and digital-skills development may be required.
The study will further benefit students and parents indirectly. More effective school administration can contribute to timely communication, better record management, more responsive supervision and improved coordination of school activities. These administrative improvements may enhance the overall functioning of schools and the services provided to students and their families.
Finally, the study will contribute to academic literature in Educational Administration and Planning. While existing studies have examined ICT utilization, digitized record keeping, digital supervision and digital management in Lagos State schools, this study will provide a more localized examination of digital technology integration and administrative effectiveness in selected public secondary schools within District IV.
1.7 Scope of the Study
The study will focus on Digital Technology Integration and Administrative Effectiveness in Selected Public Secondary Schools in District IV, Lagos State.
The content scope will cover digital technology integration, digital communication, digital record keeping, electronic information management, technology-supported supervision and administrative effectiveness.
The study will examine administrative effectiveness in terms of communication, record management, supervision, decision-making, planning and coordination of school activities.
The geographical scope will be limited to selected public secondary schools located within Education District IV, Lagos State.
The population scope will comprise relevant school administrators and teachers in the selected public secondary schools. The exact population, sample size and sampling procedure will be established in Chapter Three based on the accessible population of the selected schools.
1.8 Operational Definition of Terms
Digital Technology: Electronic technologies and systems used to create, process, store, retrieve, communicate and manage information.
Digital Technology Integration: The systematic incorporation and use of digital tools and technologies into the routine administrative processes of a school.
Administrative Effectiveness: The extent to which school administrators successfully achieve institutional objectives through effective planning, communication, supervision, decision-making, coordination and management of resources.
Digital Communication: The use of electronic platforms and technologies such as email, messaging applications, school portals and other digital channels to exchange information.
Digital Record Keeping: The electronic creation, storage, retrieval, updating and management of school records and administrative information.
Digital Supervision: The use of digital tools and electronic systems to monitor, communicate, evaluate and provide feedback concerning school activities and staff performance.
Educational Administration: The process of planning, organizing, coordinating, directing, supervising and controlling resources and activities for the achievement of educational objectives.
Public Secondary School: A secondary school established, owned and principally administered by the government and providing secondary education to students.
School Administrator: A principal, vice-principal, head of department or other designated personnel responsible for managing administrative activities within a school.
Information and Communication Technology (ICT): Electronic technologies and communication systems used to collect, process, store, retrieve and transmit information.
Education District IV: An administrative education district of Lagos State responsible for the coordination and administration of public schools within its designated geographical and educational jurisdiction.
1.9 Organisation of the Study
The study will be organized into five chapters. Chapter One presents the introduction, background to the study, statement of the problem, purpose of the study, research questions, research hypothesis, significance of the study, scope of the study, operational definition of terms and organization of the study. Chapter Two will review relevant literature under conceptual, theoretical and empirical perspectives. The chapter will discuss digital technology integration, digital communication, digital record keeping, digital supervision, administrative effectiveness and relevant theories of technology adoption and organizational effectiveness. Chapter Three will present the research methodology, including research design, population of the study, sample size, sampling technique, research instrument, validity and reliability of the instrument, data-collection procedure and method of data analysis. Chapter Four will present, analyse and interpret the data collected from respondents and test the research hypothesis. Chapter Five will provide the summary of findings, conclusion, recommendations and suggestions for further studies.
