CHAPTER ONE
INTRODUCTION
1.0 Introduction
This chapter introduces the basics of birth registration information system; it discusses the theoretical background, the statement of the problem, the purpose of the study, aim/objectives of the study, the organization of the research and the definition of terms.
- Theoretical Background
It is a fundamental principle of human rights that every life counts and that every individual matters (Setel, Macfarlane &Szreter et al., 2007). If we are to give life to such principles, it is time to start recording every birth. Currently, thousands of people in Nigeria are born and die without leaving any trace in legal records or official statistics – because these systems are not only source of legal documentation and empowerment for individuals, but also generate crucial evidence for economic, social and health decision making.
The global commitment to the MDGs has highlighted the urgent need for reliable, continuous and comparable vital statistics and has created a momentum to improve birth and death data. As attention shifts to understanding and addressing the challenges posed by the post-2015 agenda including disease control, human rights, equity, sustainable development and access to basic services – it is becoming ever more apparent that weak registration systems impair the ability of countries to monitor and strengthen targeted development policies, particularly for health.
The registration of vital events such as birth thus provides the foundation for policy and programs development and implementation, and a platform for the delivery of government services to the population (United Nations (UN) 1998). It also contributes efforts to promote equity and justice by enhancing access to public services by the poorest and most vulnerable population groups. It bolters the capacity of national and local administrators to deliver services by helping to identify what interventions are needed and by whom investments in civil registration pay for themselves many times over by improving the targeting of services and increasing the efficiency of resource allocation.
- Statement of the Problem
Nowadays information technology is a wonderful finding of present day’s technological development. This in fact affects even day to day activities of organization, but the problem is that birth registration system has not been affected.
On the course of this exercise, the following problems have been identified:
- Less efficiency
- Less reliability
- Labour demanding
- Time consuming
- Waste of material resources
- Poor security networks and
- Vindication
The developed new system takes control of all the above mentioned problems efficiently
- Aim and Objectives of the study
This research work aims at designing application software that will help Hospital in Birth Registration. It does also seek to achieve the following objectives:
- To develop an effective information system that will enable the Hospitals to keep information about registration of birth
- To keep and maintain up-to-date birth registration register.
- To generate Birth Certificate for children.
- Significance of the study
The significance of this study is that;
- It will provide a system that will effectively manage birth registration records.
- Also, it will speed the issuance of birth certification to children.
- It helps in timely registration of birth.
- Scope of the study
As a database management system, it focuses birth registration; it considers the procedures used for managing birth registration information. The study uses General Hospital Ikot Ekpene as its case study. It covers the concept of birth registration.
- Organization of the Research
This project is divided into five chapters. Chapter one gives a general introduction, theoretical background, statement of the problem, objectives of the study as well as definition of terms. Chapter two handles the review of related literature. Chapter three deals with system design that handles research methodology, input/format, program flowchart and output format. Chapter four is the system implementation and evaluation phases that handles system design flowchart, choice of the programming language, analysis of the model programming environments, and implementation. Chapter five handles the summary, conclusion and recommendation of the research.
- Definition of Terms
Birth Registration: is the act of entering certain information relating to birth in birth register.
Birth Certificate: is a vital record that documents the birth of a child. The term “birth certificate” can refer to either the original document certifying the circumstances of the birth or to a certified copy of or representation of the ensuing registration of that birth.
