Project – An Assessment of Social Media as a Tool for Political Participation and Public Accountability Among Youths in Kuje, FCT

CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

The emergence of social media has significantly transformed communication, governance, political interaction, and public participation across the world (Castells, 2010). In recent years, social media platforms such as Facebook, Twitter (X), Instagram, TikTok, WhatsApp, and YouTube have become important tools for information dissemination, political mobilization, and civic engagement (Kaplan & Haenlein, 2010). These platforms provide opportunities for citizens, especially youths, to participate actively in political discussions, express opinions, monitor government activities, and demand accountability from public officials (Loader, Vromen, & Xenos, 2014). In Nigeria, the rapid growth of internet usage and smartphone penetration has increased the influence of social media on political participation and democratic governance (NCC, 2023).

Political participation refers to the involvement of citizens in political activities and decision-making processes within a society (Verba & Nie, 1972). It includes activities such as voting during elections, participating in political campaigns, engaging in public debates, protesting against government policies, and holding public officials accountable. In democratic societies, active political participation is essential for good governance, accountability, transparency, and national development (Dahl, 1989). Youth participation in politics is particularly important because young people constitute a large percentage of the Nigerian population and represent the future of the nation (National Population Commission, 2022).

Traditionally, political participation in Nigeria was mainly conducted through physical political rallies, town hall meetings, newspapers, radio, and television broadcasts (Asemah, 2011). However, the introduction of social media has changed the pattern of political communication and participation (Shirky, 2011). Social media platforms now enable citizens to access political information instantly, communicate directly with leaders, share opinions freely, and organize political movements without geographical limitations (Loader et al., 2014). This digital transformation has strengthened citizens’ ability to participate in governance processes and demand accountability from political leaders (Castells, 2010).

In Nigeria, social media has played a major role in political activities and democratic processes over the years (Edegoh, Asemah, & Nwammuo, 2015). During election periods, political parties, candidates, government institutions, and citizens use social media platforms to share campaign messages, mobilize supporters, and educate voters. Social media has also become a powerful tool for exposing corruption, criticizing government policies, and promoting transparency in public administration (Shirky, 2011). Many government officials and political leaders now maintain active social media accounts to communicate with citizens and respond to public concerns (Kaplan & Haenlein, 2010).

The role of social media became more visible during the 2015 and 2023 general elections in Nigeria, where online political campaigns and digital activism influenced public opinion and voter behavior (INEC, 2023). Youths actively used social media to discuss political issues, monitor election processes, and share election results in real time. Social media platforms also helped increase political awareness among young people who were previously less interested in political matters (Loader et al., 2014).

One of the most notable examples of social media influence on political participation and public accountability in Nigeria was the #EndSARS protest movement in 2020 (Amnesty International, 2021). Nigerian youths used social media platforms to organize peaceful protests against police brutality, mobilize public support, raise funds, and attract international attention (BBC News, 2020). The movement demonstrated how social media could empower young people to participate actively in governance and hold government institutions accountable. It also revealed the growing power of digital communication in modern democratic societies (Shirky, 2011).

Public accountability refers to the obligation of government officials and public institutions to explain their actions, decisions, and use of public resources to citizens (Bovens, 2007). Accountability is a fundamental principle of democracy because it promotes transparency, reduces corruption, and ensures that government officials act in the public interest (Dahl, 1989). Social media has increasingly become an important tool for promoting public accountability by enabling citizens to monitor government activities and expose misconduct or abuse of power (Heeks, 2006).

Through social media platforms, citizens can report corruption, criticize poor governance, and demand explanations from public officials (Shirky, 2011). Information shared online often spreads quickly and attracts public attention, thereby putting pressure on government authorities to respond to public concerns. In many cases, social media campaigns have forced government agencies to investigate allegations of corruption, misconduct, or poor service delivery (Heeks, 2006).

Among youths in Nigeria, social media has become one of the primary sources of political information and civic education (NCC, 2023). Young people spend significant amounts of time on social networking platforms where they engage in political discussions, share opinions, and interact with political leaders. Social media has therefore increased political awareness and encouraged many youths to participate more actively in political activities and governance processes (Loader et al., 2014).

Kuje Area Council has witnessed increasing social media usage among youths due to improved access to smartphones and internet services (National Population Commission, 2022). Many youths in Kuje now rely on social media for political information, communication, and civic engagement. Through platforms such as Facebook, WhatsApp, TikTok, and X, youths in Kuje participate in discussions about elections, governance, public policies, insecurity, unemployment, and community development (Asemah, 2011).

Despite the positive contributions of social media to political participation and public accountability, several challenges still exist. One major challenge is the spread of fake news, misinformation, and hate speech on social media platforms (UNESCO, 2021). False political information can mislead citizens, create political tension, and influence public opinion negatively. During elections and political campaigns, social media is sometimes used to spread propaganda, incite violence, and manipulate voters (Wardle & Derakhshan, 2017).

Another challenge is cyberbullying, online harassment, and political intimidation (UNESCO, 2021). Some youths may avoid participating in political discussions online due to fear of criticism, threats, or attacks from political opponents. In addition, limited digital literacy among some users affects their ability to verify information before sharing it online (NCC, 2023).

Poor internet connectivity, high cost of data subscriptions, and irregular electricity supply also limit effective use of social media for political participation in many communities (World Bank, 2022). Some youths in rural or low-income areas may not have adequate access to smartphones or stable internet services needed for active online engagement.

Furthermore, concerns have been raised regarding whether online political participation actually translates into real political involvement and democratic change (Morozov, 2011). Some critics argue that many youths engage only in online activism without participating physically in elections, community meetings, or other political activities. This situation raises questions about the actual effectiveness of social media in promoting sustainable political participation and accountability.

Several scholars have examined the relationship between social media, political participation, and public accountability. According to Loader, Vromen, and Xenos (2014), social media has transformed political engagement among youths by creating interactive spaces for communication and participation. Similarly, Shirky (2011) argued that digital technologies strengthen collective action and civic engagement in democratic societies.

In Nigeria, studies have shown that social media contributes significantly to political mobilization and civic participation among youths (Edegoh et al., 2015). However, there is still limited research specifically focusing on the impact of social media on political participation and public accountability among youths in Kuje Area Council. Most existing studies focus on urban centers such as Abuja Municipal Area Council, Lagos State, or Port Harcourt, leaving a gap in knowledge regarding semi-urban communities like Kuje.

Therefore, this study seeks to assess social media as a tool for political participation and public accountability among youths in Kuje Area Council. The study will examine the extent to which social media influences political awareness, civic engagement, and accountability processes among young people in the area. It will also identify the challenges associated with social media usage in political activities and suggest possible solutions for improving responsible digital political participation.

1.2 Statement of the Problem

Political participation and public accountability are essential components of democratic governance. In Nigeria, youths constitute a significant percentage of the population, yet many young people have historically shown low participation in political processes due to political apathy, lack of trust in government institutions, unemployment, poor leadership, and limited access to political information. This low level of youth involvement in governance has negatively affected democratic development and public accountability in the country.

The introduction of social media has created new opportunities for youths to participate in political activities and engage with government institutions. Through social media platforms, young people can now access political information, express opinions, participate in online campaigns, and hold public officials accountable. Social media has therefore become an important tool for civic engagement and political communication in Nigeria.

Despite the increasing use of social media among Nigerian youths, concerns still exist regarding its effectiveness in promoting meaningful political participation and public accountability. While many youths actively discuss political issues online, it is uncertain whether such online activities translate into actual political involvement such as voting, attending political meetings, or engaging in community development activities.

Another major problem is the spread of fake news, misinformation, political propaganda, and hate speech on social media platforms. False information shared online can mislead citizens, create political instability, and discourage constructive political participation. In some cases, social media has been used to spread ethnic hatred, political violence, and divisive messages during elections and political campaigns.

Additionally, many youths lack adequate digital literacy skills required to identify false information and use social media responsibly. Cyberbullying, online harassment, and political intimidation also discourage some individuals from participating freely in political discussions online.

In Kuje Area Council, many youths use social media daily for communication and entertainment, but there is limited evidence regarding how effectively these platforms contribute to political participation and public accountability. It is also unclear whether social media usage among youths in Kuje has improved political awareness, civic engagement, and government responsiveness.

Furthermore, poor internet connectivity, high cost of data, irregular electricity supply, and limited access to digital devices continue to affect effective social media usage among many youths in the area. These challenges may reduce the ability of young people to participate actively in political discussions and accountability processes online.

Although previous studies have examined social media and political participation in Nigeria, few studies have specifically focused on youths in Kuje, FCT. This creates a gap in knowledge that this study intends to fill.

Therefore, this study seeks to assess social media as a tool for political participation and public accountability among youths in Kuje Area Council, FCT. The study will examine the influence of social media on political engagement, civic participation, and accountability while also identifying the challenges associated with its usage among youths.
