Project – Analysis of effectiveness of taxation on government for provision of infrastructure development in Benue State. A case study of Makurdi Local Government Area.
CHAPTER ONE:
INTRODUCTION
1.1 Background to the Study
Taxation remains one of the most critical mechanisms through which governments generate revenue for the provision of essential public goods and services. Taxes are compulsory levies imposed on individuals and organizations to fund collective needs such as roads, schools, hospitals, and water supply systems. The effectiveness of any government largely depends on its ability to mobilize and manage tax revenue efficiently to promote socio-economic development (Musgrave & Musgrave, 1989). According to Oates (1972), a sound tax system is essential for ensuring fiscal decentralization and enabling local governments to perform their developmental responsibilities. In developing nations like Nigeria, where dependence on oil revenue has often overshadowed domestic tax efforts, taxation plays a critical role in achieving economic sustainability and infrastructure expansion.
In Nigeria’s federal structure, taxation powers are shared among the three tiers of government—federal, state, and local. The Constitution of the Federal Republic of Nigeria (1999) outlines the specific tax jurisdictions and responsibilities of each tier. Local governments, in particular, are authorized to collect certain taxes and rates such as tenement rates, motor park levies, and business premises registration fees. These taxes serve as a crucial source of internally generated revenue (IGR), which should ideally be used to fund local infrastructure and community development projects (Olaoye, 2008). However, the effectiveness of taxation at this level depends on the efficiency of tax collection systems, the level of taxpayer compliance, and the degree of transparency and accountability in public financial management (Ariyo, 1997).
Despite the existence of a formal tax structure, Nigeria continues to face challenges related to weak revenue administration, tax evasion, and poor enforcement mechanisms. Studies have shown that inadequate tax collection and low compliance rates limit the government’s capacity to provide adequate infrastructure and social amenities (Ebifuro, Andre, & Egele, 2016). Moreover, issues such as corruption, lack of modern technology, and limited fiscal autonomy among local governments further hinder effective use of tax revenues (Bird & Zolt, 2013). This has led to a mismatch between the taxes collected and the level of public services provided, particularly at the local government level where infrastructure needs are most pressing.
Benue State, located in Nigeria’s North-Central region, serves as an important agricultural and commercial hub but continues to struggle with infrastructure deficits. Roads, drainage systems, potable water supply, and waste management services remain inadequate, especially in rapidly urbanizing areas such as Makurdi, the state capital (Udeh, 2015). As population growth and urbanization increase pressure on existing infrastructure, the need for efficient mobilization and utilization of tax revenues becomes even more critical. Local governments like Makurdi LGA are strategically positioned to respond to these challenges, yet their success depends on the effectiveness of their taxation and fiscal administration processes (Olaoye, 2008).
Makurdi Local Government Area (MLGA) plays a vital role in implementing infrastructure projects that directly affect the daily lives of residents. The quality of roads, drainage, and public utilities in the area reflects the extent to which tax revenue is efficiently mobilized and judiciously utilized. However, anecdotal evidence and prior research suggest that the link between taxation and infrastructure development in the area remains weak, with challenges such as poor record-keeping, leakages in revenue collection, and inadequate policy implementation (Egbunike, Emudainohwo, & Gunardi, 2018). These challenges raise concerns about fiscal discipline, accountability, and the transparency of local tax management systems.
Therefore, examining the effectiveness of taxation in promoting infrastructure development in Makurdi LGA is both timely and necessary. The study seeks to determine whether local tax revenues are being utilized efficiently and whether the existing tax administration system supports infrastructural growth. The findings are expected to contribute to the broader discourse on public finance, fiscal decentralization, and sustainable development at the sub-national level. Understanding the dynamics between taxation and infrastructure provision will not only enhance fiscal governance in Benue State but also provide valuable insights for policymakers and stakeholders aiming to strengthen Nigeria’s overall revenue mobilization framework (World Bank, 2014).
1.2 Statement of the Problem
Despite the acknowledged importance of taxation in funding public infrastructure, many local government areas in Nigeria continue to struggle with inadequate service delivery, and Makurdi LGA is no exception. Residents frequently experience poor road networks, insufficient drainage systems leading to seasonal flooding, irregular waste collection, unreliable water supply, and poorly maintained public facilities. These deficiencies suggest that tax revenues collected at the local level are not effectively translating into tangible infrastructure improvements, raising concerns about the efficiency and effectiveness of tax administration in meeting community needs.
Citizens often express dissatisfaction with the responsiveness of local government authorities, citing issues such as perceived inequities in tax imposition, weak enforcement of tax laws, and lack of transparency in revenue utilization. Such challenges undermine public trust in local government institutions and discourage voluntary compliance with tax regulations. The apparent disconnect between taxation and service delivery indicates potential systemic problems in revenue mobilization, fiscal management, and the allocation of funds to priority infrastructure projects within Makurdi LGA.
Furthermore, there is uncertainty regarding the sufficiency of taxes collected relative to the infrastructure requirements of a growing and urbanizing population. Questions remain about whether existing collection systems are robust enough to generate predictable and adequate revenue flows. Additionally, there is limited understanding of whether the funds that are collected are efficiently utilized for infrastructure development or whether they are diverted to other expenditures due to weak oversight and governance mechanisms. These issues complicate efforts to achieve sustainable local development and impede the ability of Makurdi LGA to meet the infrastructural needs of its residents.
Given these gaps, it is essential to investigate the effectiveness of taxation in promoting infrastructure development within Makurdi LGA. The study seeks to examine the efficiency of local tax collection, the adequacy of revenue generated, and the extent to which collected funds are appropriately allocated and utilized. It also aims to identify governance and institutional factors that may enhance or hinder the translation of tax revenue into visible infrastructure outcomes. By addressing these questions, the research intends to provide insights that can improve local government fiscal performance and infrastructure delivery.
1.3 Objectives of the Study

1.4 Research Questions
The research questions are buttressed below:
- What is the structure and administrative process for taxation in Makurdi LGA?
- What are the levels and trends of locally generated revenue in Makurdi, and how are these funds allocated to infrastructure?
- To what extent does tax revenue influence the provision and maintenance of roads, drainage, water supply, and waste management in Makurdi?
- What institutional and governance factors facilitate or hinder the effective use of tax revenue for infrastructure projects in Makurdi?
1.5 Research Hypothesis
The hypothetical statement of the study is buttressed below:
H₀: There is no significant relationship between tax revenue and the provision of infrastructure.
H₁: There is a significant relationship between tax revenue and the provision of infrastructure.
1.6 Significance of the Study
The significance of this study lies in its contribution to understanding how local taxation affects infrastructure development in Makurdi Local Government Area. While many studies focus on national or state-level fiscal policies, this research specifically examines the role of local tax collection and administration in financing roads, drainage systems, water supply, and waste management. By focusing on a state-capital LGA, the study provides practical insights into the challenges and opportunities faced by local governments in translating revenue mobilization into visible development outcomes.
For policymakers and local government officials, the study highlights areas where tax administration can be strengthened. Insights from the research can guide improvements in tax collection systems, ensure better compliance, and inform the allocation of funds to priority infrastructure projects. Understanding the link between taxation and infrastructure outcomes can help local authorities plan and manage resources more effectively to meet the growing demands of urban residents.
The study is also valuable for development partners, non-governmental organizations, and civil society groups working to improve governance and infrastructure delivery. By identifying weaknesses in revenue mobilization and fund management, the research can inform interventions aimed at enhancing transparency, accountability, and institutional capacity in local government operations. Such information is essential for designing programs that support sustainable development at the local level.
Citizens and community groups in Makurdi LGA can benefit from the study by gaining a clearer understanding of how their taxes are collected and used. This knowledge empowers residents to participate more actively in local governance, advocate for better services, and hold government officials accountable. Greater civic engagement can strengthen the relationship between local authorities and the community, fostering participatory governance and improved service delivery.
Academically, the study provides a foundation for future research on local taxation and infrastructure provision. It generates empirical data and analysis that can be referenced in further studies on fiscal decentralization, public finance, and local government effectiveness. By filling existing gaps in knowledge, the study contributes to a better understanding of how local governments can maximize internally generated revenue to promote development.
Finally, the findings have policy relevance beyond Makurdi LGA. Lessons learned from the study can guide other urban local governments in Nigeria and similar developing contexts in improving tax administration and infrastructure planning. Ultimately, the study aims to support the creation of more efficient, accountable, and development-oriented local government systems that enhance economic growth and improve the quality of life for residents.
1.7 Scope of the Study
The study focuses on the relationship between taxation and infrastructure provision within Makurdi Local Government Area, Benue State. It examines locally generated revenue and tax administration over a selected recent period (e.g., last 5 years), and considers key infrastructure sectors: roads, drainage, water supply, and solid waste management. Primary data will be collected from local government officials, taxpayers, community leaders and infrastructure users in Makurdi, while secondary data will be drawn from official budget documents, audit reports and published statistics where available.
1.8 Limitations of the Study
Potential limitations include incomplete or inconsistent financial records at the LGA level, limited access to certain official documents, and possible respondent bias in interviews or surveys. To mitigate these issues, the study will triangulate data sources (official records, interviews, and field observations) and apply robust data-cleaning and validation procedures. Ethical procedures will be observed in data collection.
