CHAPTER ONE
INTRODUCTION
1.1 Background of the Study
Access to safe drinking water is a fundamental human right and a critical determinant of public health. The World Health Organization (WHO, 2022) defines safe drinking water as water that is free from contaminants and safe for human consumption without posing any significant risk to health. Globally, over two billion people lack access to safely managed drinking water services, with low- and middle-income countries bearing the greatest burden (UNICEF & WHO, 2021). Contaminated water is a leading cause of preventable diseases such as diarrhea, cholera, typhoid fever, and parasitic infections, which disproportionately affect vulnerable populations, including children, the elderly, and people living in densely populated urban areas.
Nigeria, despite being endowed with abundant water resources, continues to face challenges in providing safe drinking water to its population. According to the National Bureau of Statistics (NBS, 2020), only about 69% of Nigerians have access to improved drinking water sources, and many of these sources remain unsafe due to poor water treatment, infrastructure deficits, and contamination. In urban and semi-urban areas like Obio/Akpor Local Government Area (LGA) in Rivers State, rapid population growth, unplanned urbanization, and industrial activities contribute to water pollution, making access to safe drinking water a pressing public health issue (Okon & Bassey, 2021).
The link between access to safe drinking water and community health is well-established. Contaminated water is a major pathway for the transmission of waterborne diseases, which in turn affect productivity, educational outcomes, and overall quality of life (Ezeh et al., 2020). Studies in Nigeria have shown that poor access to safe drinking water correlates with higher incidences of diarrheal diseases, malaria (due to stagnant water breeding vectors), and other health complications in children and adults alike (Adebayo et al., 2019). In Obio/Akpor LGA, residents rely on a mix of water sources, including sachet water, boreholes, wells, and surface water, many of which are susceptible to contamination due to poor maintenance and inadequate regulation.
Beyond the physical health implications, inadequate access to safe drinking water also has socio-economic effects. Time spent collecting water, particularly by women and children, reduces opportunities for education, income-generating activities, and social development (WHO & UNICEF, 2021). Furthermore, frequent outbreaks of waterborne diseases place considerable strain on healthcare systems in the region, increasing the economic burden on households and the government.
Given the importance of safe drinking water for both health and development, it is imperative to assess the current access levels and identify the associated health impacts in communities such as Obio/Akpor LGA. 1.2 Statement of the Problem
Despite the existence of water supply initiatives and urban water projects in Rivers State, many communities in Obio/Akpor LGA still lack consistent access to safe drinking water. Residents often rely on untreated surface water, shallow wells, or improperly maintained boreholes, increasing exposure to microbial contamination and waterborne diseases (Okon & Bassey, 2021).
The consequences of limited access to safe drinking water are evident in the persistent prevalence of diarrheal diseases, cholera outbreaks, typhoid fever, and other water-related illnesses in the LGA. Children under five years old, the elderly, and immunocompromised individuals are particularly vulnerable, contributing to high morbidity and mortality rates in these groups (Adebayo et al., 2019).
Additionally, socio-economic and behavioral factors, such as poor sanitation practices, lack of awareness of water treatment methods, and inadequate hygiene education, exacerbate the health risks associated with unsafe water (Ezeh et al., 2020). Despite efforts by governmental agencies, such as the Rivers State Water Board and local NGOs, there is limited empirical data on actual access to safe drinking water and the direct health implications for communities in Obio/Akpor LGA.
Without such evidence, interventions may remain generic and fail to address localized challenges, including infrastructure deficits, contamination points, and behavioral practices that compromise water safety. Therefore, this study seeks to evaluate access to safe drinking water and its effect on community health in Obio/Akpor LGA, providing data-driven insights for policymakers, health practitioners, and community stakeholders.
1.3 Research Objectives
The general objective of this study is to assess access to safe drinking water and its effect on community health in Obio/Akpor LGA, Rivers State. The specific objectives are to:

1.5 Research Hypothesis
H₀: There is no significant relationship between access to safe drinking water and community health outcomes in Obio/Akpor LGA, Rivers State.
H₁: There is a significant relationship between access to safe drinking water and community health outcomes in Obio/Akpor LGA, Rivers State.
1.6 Significance of the Study
The findings of this study will provide empirical evidence on the state of access to safe drinking water and its health implications in Obio/Akpor LGA. This will assist policymakers, public health practitioners, and community stakeholders in designing effective interventions to reduce waterborne diseases, improve sanitation, and promote overall community health. Additionally, the study will contribute to the academic literature on water access and public health in urban Nigerian contexts.
1.7 Scope of the Study
The study focuses on households and residents of Obio/Akpor LGA, Rivers State. It will examine access to safe drinking water, water sources, prevalence of waterborne diseases, and socio-economic and behavioral factors affecting water safety. While the study is limited to Obio/Akpor LGA, findings may be relevant to other urban and semi-urban communities in Nigeria facing similar water challenges.
1.8 Definition of Terms
