CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

Education remains a fundamental instrument for individual development, social transformation, and national progress. The quality of any educational system is largely determined by the effectiveness of its teaching, learning, assessment, and evaluation processes. Assessment plays a central role in education because it provides information about students’ learning progress, identifies areas of difficulty, improves instructional practices, and supports decision-making by teachers and educational stakeholders. In modern educational systems, assessment is no longer regarded merely as a means of assigning grades at the end of an instructional period but as an essential component of teaching and learning that promotes continuous improvement (Black & Wiliam, 1998).

Assessment refers to the systematic process of collecting, analysing, and interpreting information about students’ knowledge, skills, attitudes, and learning outcomes. It enables teachers to determine the extent to which educational objectives have been achieved and provides feedback that can improve future learning experiences. According to Brown and Abeywickrama (2019), effective assessment should be continuous, purposeful, valid, reliable, and aligned with learning objectives to provide accurate information about learners’ abilities.

One important form of educational assessment is Continuous Assessment (CA). Continuous assessment is a systematic process of evaluating students’ learning progress through a variety of assessment activities conducted throughout an academic period rather than relying solely on one final examination. These activities may include class tests, assignments, projects, practical exercises, presentations, quizzes, observations, and other classroom-based evaluations. The philosophy behind continuous assessment is that students’ abilities should be measured through consistent observation of their academic development rather than through a single examination that may not fully represent their capabilities (Airasian, 2005).

The introduction of continuous assessment in Nigerian education was based on the need to address the limitations of traditional examination-based evaluation systems. Before the adoption of continuous assessment, students’ academic achievements were largely determined by final examinations, which created excessive pressure and often failed to capture students’ diverse abilities, learning processes, and practical skills. Continuous assessment was therefore introduced to provide a more comprehensive evaluation approach that considers students’ performance over time (Federal Republic of Nigeria [FRN], 2013).

The Nigerian National Policy on Education emphasises the importance of continuous assessment as an integral component of the educational process. The policy recognises that assessment should be comprehensive and should involve different methods of evaluating learners’ cognitive, affective, and psychomotor development. This approach is intended to encourage regular study habits, reduce examination anxiety, provide timely feedback, and promote effective learning outcomes (FRN, 2013).

Continuous assessment practices are expected to influence students’ academic performance positively by encouraging regular engagement with learning activities. Unlike terminal examinations, continuous assessment provides students with multiple opportunities to demonstrate knowledge and skills. Through frequent assessments and feedback, students can identify their weaknesses, improve their understanding, and develop better academic habits. Teachers can also use assessment results to modify instructional approaches and provide additional support to learners who experience difficulties (Black & Wiliam, 1998).

The effectiveness of continuous assessment is closely connected to the quality of its implementation. Properly designed continuous assessment practices should involve clear objectives, appropriate assessment methods, consistent marking procedures, constructive feedback, and accurate record keeping. When effectively implemented, continuous assessment can serve as a formative assessment tool that enhances students’ motivation, self-regulation, and academic achievement. Formative assessment research has shown that feedback-oriented assessment practices contribute significantly to improved learning outcomes because they help students understand their progress and areas requiring improvement (Hattie & Timperley, 2007).

However, despite the recognised importance of continuous assessment, its implementation in Nigerian secondary schools has continued to attract concerns among researchers and education stakeholders. Some studies have revealed that continuous assessment practices are sometimes affected by inadequate teacher training, large class sizes, poor record management, lack of instructional resources, inconsistent assessment procedures, and excessive workload among teachers (Obinna & Ogbazi, 2018). These challenges may reduce the effectiveness of continuous assessment and limit its expected contribution to students’ academic improvement.

Furthermore, concerns have emerged regarding whether continuous assessment scores genuinely reflect students’ academic abilities. In some schools, continuous assessment may be treated as a routine administrative requirement rather than a meaningful educational process. Teachers may award scores without conducting adequate assessments, while students may not receive sufficient feedback to improve their learning. Such practices undermine the purpose of continuous assessment and may weaken its influence on academic performance.

At the junior secondary school level, continuous assessment is particularly important because students are transitioning from primary education into more advanced academic learning. Effective assessment practices at this stage can help identify students’ strengths and weaknesses, guide instructional decisions, and provide necessary support for academic development. Since junior secondary education serves as the foundation for future educational progression, ensuring effective continuous assessment practices is essential.

In the Federal Capital Territory (FCT), Abuja, particularly within Abuja Municipal Area Council (AMAC), junior secondary schools serve students from diverse social and academic backgrounds. The increasing demand for quality education within the nation’s capital has placed greater attention on improving teaching and assessment practices. Although schools in AMAC operate under national educational guidelines, variations may exist in how continuous assessment is designed, implemented, and utilised by teachers.

The effectiveness of continuous assessment practices in AMAC junior secondary schools therefore requires empirical investigation. Understanding whether continuous assessment contributes significantly to students’ academic performance will provide valuable information for teachers, school administrators, policymakers, and education planners. It will also assist in identifying possible challenges affecting the successful implementation of continuous assessment.

Therefore, this study seeks to assess the effectiveness of continuous assessment practices on students’ academic performance in selected junior secondary schools in Abuja Municipal Area Council (AMAC), FCT Abuja. The study focuses on determining whether continuous assessment practices significantly influence students’ academic achievement and identifying factors affecting their effectiveness.

1.2 Statement of the Problem

Academic performance among secondary school students remains a major concern within Nigeria’s educational system. Despite various educational reforms and interventions aimed at improving learning outcomes, many students continue to experience challenges in achieving expected academic standards. While several factors contribute to poor academic performance, the effectiveness of assessment practices used in schools remains a critical issue requiring investigation.

Continuous assessment was introduced into Nigerian schools to provide a more reliable and comprehensive approach to evaluating students’ learning progress. By assessing students regularly through assignments, tests, projects, and classroom activities, continuous assessment is expected to encourage consistent learning, provide feedback, and improve academic achievement. However, the extent to which these objectives are achieved in many junior secondary schools remains uncertain.

A major problem is that continuous assessment practices in some schools may not be effectively implemented. Instead of serving as a tool for improving learning, continuous assessment is sometimes viewed merely as a requirement for generating examination scores. Some teachers may conduct assessments irregularly, provide inadequate feedback, or rely on limited assessment methods that fail to capture students’ overall abilities. Consequently, the potential benefits of continuous assessment may not be fully realised.

Another concern is the possible disconnect between continuous assessment scores and actual academic performance. While continuous assessment contributes significantly to students’ final grades, questions remain regarding whether these scores accurately represent students’ learning achievements. Issues such as inconsistent marking standards, poor supervision, and inadequate teacher preparation may affect the reliability and validity of continuous assessment outcomes.

In selected junior secondary schools in AMAC, FCT Abuja, there is limited empirical evidence on whether continuous assessment practices significantly improve students’ academic performance. Although educational policies emphasise the importance of continuous assessment, the actual effectiveness of these practices at the school level requires further investigation.

Additionally, previous studies on continuous assessment in Nigeria have produced varying findings. While some researchers argue that effective continuous assessment improves students’ academic achievement, others highlight challenges that limit its impact. These differences indicate the need for context-specific research focusing on junior secondary schools within AMAC.

Therefore, the problem of this study is the lack of sufficient empirical evidence regarding the effectiveness of continuous assessment practices in improving students’ academic performance in selected junior secondary schools in Abuja Municipal Area Council (AMAC), FCT Abuja. This study seeks to address this gap by examining the relationship between continuous assessment practices and students’ academic performance.

1.3 Aim and Objectives of the Study

The main aim of this study is to assess the effectiveness of continuous assessment practices on students’ academic performance in selected junior secondary schools in Abuja Municipal Area Council (AMAC), FCT Abuja.

The specific objectives of the study are to:

1. examine the extent to which continuous assessment practices are implemented in selected junior secondary schools in Abuja Municipal Area Council (AMAC), FCT Abuja;
2. determine the relationship between continuous assessment practices and students’ academic performance in selected junior secondary schools;
3. investigate the influence of continuous assessment activities such as tests, assignments, projects, and class exercises on students’ academic achievement;
4. examine the role of feedback from continuous assessment practices in improving students’ learning outcomes; and
5. identify the challenges affecting the effective implementation of continuous assessment practices in selected junior secondary schools in AMAC, FCT Abuja.

1.4 Research Questions

The study seeks to answer the following research questions:

1. To what extent are continuous assessment practices implemented in selected junior secondary schools in Abuja Municipal Area Council (AMAC), FCT Abuja?
2. What relationship exists between continuous assessment practices and students’ academic performance in selected junior secondary schools?
3. How do continuous assessment activities such as tests, assignments, projects, and class exercises influence students’ academic achievement?
4. To what extent does feedback from continuous assessment practices contribute to students’ learning improvement?
5. What challenges affect the effective implementation of continuous assessment practices in selected junior secondary schools in AMAC, FCT Abuja?

1.5 Research Hypothesis

The following null hypothesis will guide the study:

H₀: Continuous assessment practices have no significant effect on students’ academic performance in selected junior secondary schools in Abuja Municipal Area Council (AMAC), FCT Abuja.

1.6 Significance of the Study

This study will be significant to students, teachers, school administrators, policymakers, curriculum planners, educational researchers, and other stakeholders interested in improving the quality of secondary education in Nigeria.

Students

The findings of this study will benefit students by providing insight into the importance of active participation in continuous assessment activities. When properly implemented, continuous assessment encourages regular learning habits, reduces examination pressure, and provides students with opportunities to identify and correct learning difficulties before final examinations. The study will help students understand that assignments, class tests, projects, and other assessment activities are not merely requirements for obtaining grades but important components of the learning process.

Furthermore, the study may encourage students to take continuous assessment activities seriously because consistent engagement with academic tasks can improve knowledge retention, self-confidence, and overall academic achievement.

Teachers

The study will be useful to teachers by providing evidence on how effective continuous assessment practices can improve students’ academic outcomes. Teachers play a critical role in designing, administering, scoring, and providing feedback on continuous assessment activities. The findings may help teachers recognise the importance of using diverse assessment techniques that accurately measure students’ abilities.

The study may also encourage teachers to improve their assessment practices by adopting appropriate methods of evaluation, maintaining accurate records, and providing constructive feedback that helps students improve academically. Additionally, it may highlight areas where teachers require further professional training in assessment procedures.

School Administrators

The findings will assist school administrators in understanding the importance of effective continuous assessment management within their schools. Administrators may use the findings to develop monitoring systems that ensure teachers properly implement continuous assessment policies.

The study may also guide school administrators in organising teacher training programmes, providing assessment resources, and creating supportive environments that enhance effective teaching and evaluation practices.

Educational Policymakers

The study will provide useful information to educational policymakers, particularly officials responsible for secondary education planning and management. The findings may assist policymakers in evaluating the effectiveness of existing continuous assessment policies and identifying areas requiring improvement.

The study may contribute to policy decisions concerning teacher development, assessment regulations, supervision mechanisms, and strategies for improving students’ academic performance in Nigerian secondary schools.

The findings may also encourage further studies in other geographical locations and educational contexts to provide broader understanding of continuous assessment effectiveness in Nigeria.

1.7 Scope of the Study

This study focuses on the assessment of the effectiveness of continuous assessment practices on students’ academic performance in selected junior secondary schools in Abuja Municipal Area Council (AMAC), FCT Abuja.

The geographical scope of the study is limited to selected junior secondary schools located within Abuja Municipal Area Council, Federal Capital Territory, Abuja. The study focuses on AMAC because it contains a significant number of public educational institutions and represents an important educational environment within Nigeria’s capital territory.

The population scope covers teachers and junior secondary school students in selected schools within AMAC. The study focuses specifically on junior secondary schools because this level represents a critical stage where students develop academic foundations necessary for future educational progression.

The conceptual scope of the study covers two major variables:

Independent Variable:

Continuous Assessment Practices

This includes:

• class tests;
• assignments;
• quizzes;
• projects;
• classroom exercises;
• practical activities;
• students’ participation records; and
• feedback mechanisms.

Dependent Variable:

Students’ Academic Performance

This includes:

• examination achievement;
• understanding of subject content;
• academic improvement;
• learning consistency; and
• overall school performance.

The study does not examine other factors affecting academic performance such as parental involvement, socioeconomic background, school infrastructure, or teacher qualification except where they relate to continuous assessment implementation.

1.8 Operational Definition of Terms

Continuous Assessment

Continuous assessment refers to the systematic and regular process of evaluating students’ learning progress through various academic activities conducted throughout an instructional period. In this study, it refers to classroom tests, assignments, projects, exercises, and other assessment activities used to measure students’ academic development.

Continuous Assessment Practices

Continuous assessment practices refer to the methods and procedures adopted by teachers in planning, administering, scoring, recording, and providing feedback on students’ continuous assessment activities.

Effectiveness

Effectiveness refers to the extent to which continuous assessment practices achieve their intended purpose of improving students’ learning outcomes and academic performance.

Students’ Academic Performance

Students’ academic performance refers to the level of achievement demonstrated by students through academic results, grades, examination scores, and demonstrated understanding of learning objectives.

Assessment

Assessment refers to the systematic process of collecting, analysing, and interpreting information about students’ knowledge, skills, and learning progress for educational decision-making.

Formative Assessment

Formative assessment refers to assessment activities conducted during the learning process to provide feedback that helps students and teachers improve teaching and learning outcomes.

Feedback

Feedback refers to information provided by teachers regarding students’ performance, strengths, weaknesses, and areas requiring improvement after assessment activities.

Junior Secondary School

Junior secondary school refers to the first three years of secondary education in Nigeria, consisting of Junior Secondary School One (JSS1), Junior Secondary School Two (JSS2), and Junior Secondary School Three (JSS3).

Academic Achievement

Academic achievement refers to the measurable learning outcomes students obtain after participating in educational activities, usually represented through scores, grades, or examination results.
