INTRODUCTION

1.1 Background of the Study

Education is globally recognized as a powerful instrument for national development and social transformation. It is particularly important in the formative years of childhood, as it lays the foundation for intellectual growth, moral development, and responsible citizenship. In Nigeria, children’s education occupies a central position in national development plans, as reflected in policies such as the Universal Basic Education (UBE) programme, which seeks to provide free, compulsory, and quality basic education for all children. Despite these policy initiatives, significant challenges remain in the planning and administration of children’s education programmes, especially in rural communities.

Rural communities in Nigeria are often characterized by poor infrastructure, limited access to basic amenities, and widespread poverty. These conditions negatively affect the effective planning and administration of education programmes for children. Educational planning involves forecasting enrolment, determining teacher requirements, providing adequate facilities, and ensuring sufficient funding. However, many rural areas suffer from weak planning mechanisms due to inadequate data, limited financial resources, and poor coordination among education stakeholders (Adeyemi, 2011).

Effective administration is also essential for translating educational plans into meaningful outcomes. Educational administration ensures proper supervision, monitoring, and evaluation of school activities. In rural settings, administrative challenges such as shortage of trained administrators, ineffective supervision, and poor implementation of education policies often result in low-quality education delivery (Ogunu, 2009). These challenges directly affect children’s learning experiences and academic performance.

Nsukka Local Government Area of Enugu State is predominantly rural, with many communities relying on agriculture as their main source of livelihood. Although the area is historically known for its contributions to education, many rural schools within Nsukka LGA face serious challenges, including inadequate classrooms, lack of instructional materials, overcrowding, poor teacher motivation, and weak administrative support (Eze, 2018). These problems hinder the effective planning and administration of children’s education programmes and limit the achievement of educational goals.

In addition, socio-economic factors such as low parental literacy, poverty, and limited community participation further complicate the administration of children’s education programmes in rural Nsukka. Many parents struggle to support school activities, while school administrators operate under difficult conditions with minimal resources. These realities underscore the importance of examining the challenges affecting the planning and administration of children’s education programmes in rural communities of Nsukka Local Government Area.

1.2 Statement of the Problem

Despite government policies aimed at ensuring access to quality education for all children, rural communities in Nsukka Local Government Area continue to experience persistent challenges in the planning and administration of children’s education programmes. Many rural schools lack adequate infrastructure, qualified teachers, instructional materials, and effective supervision. These deficiencies have resulted in poor programme implementation, overcrowded classrooms, low academic performance, and high dropout rates among children.

Furthermore, weak planning processes, inadequate funding, and lack of accurate data have made it difficult for education authorities to allocate resources efficiently. Administrative inefficiencies and limited involvement of parents and community members further undermine the success of children’s education programmes. Consequently, children in rural Nsukka are often disadvantaged compared to their counterparts in urban areas.

If these challenges are not properly addressed, the objectives of children’s education programmes, including literacy development, skill acquisition, and social integration, may remain unattainable. This situation highlights the need for a systematic investigation into the challenges affecting the planning and administration of children’s education programmes in rural communities of Nsukka Local Government Area, Enugu State.

1.3 Objectives of the Study

The main objective of this study is to examine the challenges of children’s education programme planning and administration in rural communities of Nsukka Local Government Area, Enugu State. The specific objectives are to:

1. Identify the planning challenges affecting children’s education programmes in rural communities of Nsukka LGA.

2. Examine administrative challenges hindering the effective implementation of children’s education programmes.

3. Determine the effects of inadequate planning and administration on children’s educational outcomes in rural Nsukka.

4. Suggest strategies for improving the planning and administration of children’s education programmes in rural communities.

1.4 Research Questions

The following research questions guide the study:

1. What planning challenges affect children’s education programmes in rural communities of Nsukka Local Government Area?

2. What administrative challenges hinder the effective implementation of children’s education programmes in rural Nsukka?

3. How do planning and administrative challenges affect children’s educational outcomes in rural communities?

4. What strategies can be adopted to improve the planning and administration of children’s education programmes in rural Nsukka?

1.5 Research Hypothesis

The following null hypothesis will be tested at 0.05 level of significance:

H₀: There is no significant relationship between planning challenges and the effective administration of children’s education programmes in rural communities of Nsukka Local Government Area, Enugu State.

1.6 Significance of the Study

The findings of this study will be useful to educational planners, school administrators, local government education authorities, and policy makers by providing empirical evidence on the challenges affecting children’s education in rural areas. The study will also benefit parents and community leaders by highlighting their roles in supporting educational programmes. In addition, the research will contribute to existing literature and serve as a reference for future studies in educational planning and administration.

1.7 Scope of the Study

This study focuses on rural communities in Nsukka Local Government Area of Enugu State. It examines children’s education programmes at the basic education level, with emphasis on planning and administrative challenges affecting programme implementation.

1.8 Definition of Terms

Educational Planning: The systematic process of setting educational goals and determining the resources and strategies required to achieve them.

Administration: The coordination and management of human and material resources to implement educational plans effectively.

Children’s Education Programmes: Organized educational activities designed to support the academic and social development of children at the basic education level.

Rural Communities: Areas outside urban centres characterized by limited infrastructure and socio-economic development.
