INTRODUCTION
1.1 Background of the Study
Climate change has emerged as one of the most pressing global environmental challenges of the 21st century. It refers to long-term alterations in temperature, precipitation patterns, sea levels, and the frequency of extreme weather events largely attributed to increased concentrations of greenhouse gases in the atmosphere. According to the Intergovernmental Panel on Climate Change (IPCC), climate change is unequivocal, and human influence has been the dominant cause of observed warming since the mid-20th century. The consequences of climate change are particularly severe for vulnerable populations in developing countries where adaptive capacity is limited.
Coastal regions across the globe are among the most affected by climate change due to sea-level rise, coastal erosion, saltwater intrusion, flooding, and storm surges. The United Nations Framework Convention on Climate Changerecognizes that developing countries with low-lying coastal areas face disproportionate risks. Rising sea levels threaten human settlements, infrastructure, fisheries, tourism, and biodiversity. For many coastal communities, livelihoods are intricately linked to climate-sensitive sectors such as fishing, agriculture, and small-scale trading.
In West Africa, the impacts of climate change are increasingly visible. Coastal cities experience recurrent flooding, shoreline retreat, and degradation of marine ecosystems. In Nigeria, coastal zones are highly vulnerable due to rapid population growth, urbanization, poor drainage systems, and inadequate infrastructure. Lagos State, located along the Atlantic Ocean, is particularly exposed because of its low elevation and dense population.
Lagos State is Nigeria’s commercial hub and one of Africa’s fastest-growing megacities. It has an extensive coastline stretching over 180 kilometers, encompassing communities such as Makoko, Badagry, Epe, Lekki, and Victoria Island. These coastal communities face frequent flooding during heavy rainfall and high tides. Reports indicate increasing incidents of ocean surges that displace residents, destroy homes, contaminate freshwater sources, and disrupt economic activities.
The phenomenon of coastal erosion has also intensified in recent decades. Shoreline retreat in areas such as Lekki and Alpha Beach has led to loss of land and property. Informal settlements built on stilts, such as Makoko, are particularly vulnerable to rising water levels and extreme weather events. Additionally, saltwater intrusion into groundwater systems affects drinking water supplies and agricultural productivity in peri-urban coastal communities.
Climate change adaptation refers to adjustments in ecological, social, or economic systems in response to actual or expected climatic stimuli and their effects. Adaptation strategies can be structural (e.g., sea walls and drainage systems), ecosystem-based (e.g., mangrove restoration), or community-based (e.g., livelihood diversification, early warning systems). The IPCC emphasizes that effective adaptation requires local participation, institutional support, and integration into development planning.
In Lagos State, both government-led and community-based adaptation measures have been introduced. Large-scale infrastructural projects such as coastal defenses and drainage expansions have been implemented in certain areas. However, many low-income coastal communities rely primarily on informal and indigenous coping strategies, including raising building foundations, using sandbags, seasonal migration, and diversifying income sources. While these strategies may reduce immediate risks, their long-term sustainability and effectiveness remain uncertain.
Socio-economic factors such as poverty, limited access to credit, inadequate housing, and weak governance structures further constrain adaptive capacity. Women, children, and the elderly are often disproportionately affected due to limited access to resources and decision-making processes. Furthermore, rapid urban expansion and land reclamation projects may exacerbate environmental vulnerability if not properly managed.
Despite increasing recognition of climate risks, there is limited empirical research focusing specifically on the adaptation strategies employed by coastal communities in Lagos State and the effectiveness of these measures. Most studies concentrate on vulnerability assessments rather than examining how communities actively respond to climate threats. Understanding local adaptation strategies is essential for designing inclusive and sustainable climate policies.
Therefore, this study seeks to examine climate change adaptation strategies among coastal communities in Lagos State, Nigeria, with a view to identifying existing practices, evaluating their effectiveness, and proposing policy recommendations to enhance resilience.
1.2 Statement of the Problem
Climate change poses significant environmental, economic, and social challenges to coastal communities in Lagos State. Rising sea levels, increased rainfall intensity, flooding, and coastal erosion have become recurrent phenomena, resulting in displacement of residents, destruction of property, and disruption of livelihoods. Communities that depend on fishing, petty trading, and small-scale agriculture face heightened uncertainty and income instability due to climate variability.
Although the Lagos State Government has initiated various infrastructural and environmental interventions, many coastal communities continue to experience severe climate-related impacts. Informal settlements often lack adequate drainage, durable housing, and access to emergency services. As a result, residents resort to short-term coping mechanisms that may not provide sustainable protection against escalating climate risks.
Furthermore, adaptation efforts are sometimes fragmented and poorly coordinated. Large-scale engineering solutions may protect high-value urban areas while leaving marginalized communities exposed. There is also limited integration of indigenous knowledge systems into formal adaptation planning. Without inclusive approaches, adaptation measures may fail to address the specific needs of vulnerable groups.
Another critical issue is the lack of comprehensive data on the effectiveness of existing adaptation strategies. While communities adopt various coping mechanisms, there is insufficient evaluation of how these strategies reduce vulnerability over time. Additionally, financial constraints and limited institutional capacity hinder the scaling up of successful initiatives.
Given Lagos State’s economic importance and demographic pressure, failure to strengthen adaptation strategies could result in increased humanitarian crises, economic losses, and environmental degradation. There is therefore an urgent need to systematically assess the adaptation strategies employed by coastal communities, identify barriers to effective implementation, and explore opportunities for enhancing resilience.
The central problem addressed by this study is the limited understanding of the adequacy and effectiveness of climate change adaptation strategies among coastal communities in Lagos State, Nigeria, despite increasing climate-related risks and vulnerabilities.
1.3 Objectives of the Study
The main objective of this study is to examine climate change adaptation strategies among coastal communities in Lagos State, Nigeria.

1.5 Research Hypothesis

H₁: Climate change adaptation strategies adopted by coastal communities in Lagos State have a significant effect on reducing their vulnerability to climate-related impacts.
1.6 Significance of the Study
This study is significant for policymakers, environmental planners, and development practitioners. It will provide empirical evidence to guide climate adaptation planning in Lagos State. The findings will assist government agencies in designing inclusive policies that integrate community-based adaptation strategies.
The study will also contribute to academic literature on climate resilience in urban coastal settings in developing countries. Furthermore, it will benefit coastal communities by highlighting effective local practices and areas requiring institutional support.
1.7 Scope of the Study
The study focuses on selected coastal communities in Lagos State, Nigeria. It examines climate change impacts and adaptation strategies within the socio-economic and environmental context of these communities. The research is limited to community-level adaptation practices and does not cover national-level climate mitigation policies.
