INTRODUCTION
1.1 Background to the Study
Climate change has emerged as one of the most pressing global challenges of the 21st century, influencing virtually every sector of the economy—including the construction industry. The Intergovernmental Panel on Climate Change (IPCC, 2021) defines climate change as long-term alterations in temperature, precipitation patterns, and weather conditions due to both natural processes and anthropogenic activities. The construction industry, which relies heavily on climatic stability for effective project planning, design, and execution, is increasingly vulnerable to these environmental shifts (Adebayo, 2015).
In Nigeria, construction projects are often influenced by seasonal variations and weather conditions such as rainfall intensity, temperature fluctuations, humidity, and wind patterns. Climate change has intensified these conditions, leading to unpredictable rainfall, flooding, soil erosion, and extreme heat, which directly affect project timelines, material durability, and worker productivity (Eze & Ugwu, 2020). For instance, heavy rainfall and flooding can delay site preparation, disrupt supply chains, and increase maintenance costs, while extreme temperatures can weaken concrete curing processes and damage equipment (Oladapo & Ogundele, 2018).
Furthermore, the impacts of climate change are not limited to physical disruptions. They also extend to project cost escalation, safety risks, and sustainability concerns (Akinyemi & Aina, 2021). Construction planners and engineers are increasingly required to integrate environmental risk assessments, climate-resilient materials, and adaptive scheduling into their project plans. Unfortunately, many Nigerian construction projects still rely on traditional planning methods that do not account for climate variability, leading to project delays, cost overruns, and reduced structural lifespan (Okoye, Ezeokoli, & Ezeokoli, 2020).
As climate change continues to affect weather patterns across Nigeria—manifested through increased flooding in the south, drought in the north, and rising temperatures nationwide—its implications for project planning and execution cannot be overstated. This study, therefore, seeks to examine how climate change influences construction project planning and execution in Nigeria and to propose adaptive strategies for improving resilience within the sector.
1.2 Statement of the Problem
Construction activities in Nigeria are increasingly threatened by climate-related challenges such as excessive rainfall, flooding, heat waves, and erosion. These events have resulted in project delays, cost overruns, damage to materials, and even structural failures (Oladapo & Ogundele, 2018). For instance, the frequent flooding of construction sites in states like Lagos, Delta, and Bayelsa has disrupted project schedules and increased costs associated with rework and maintenance.
Despite the growing awareness of climate change, many project managers and engineers still plan and execute projects based on historical weather data that no longer reflect current climatic realities (Eze & Ugwu, 2020). This lack of adaptive planning increases project risks, compromises safety, and undermines environmental sustainability. Moreover, weak institutional capacity, poor enforcement of environmental regulations, and limited access to climate data exacerbate the problem (Akinyemi & Aina, 2021).
There is therefore a critical need to assess how climate change impacts construction project planning and execution in Nigeria, to identify the specific challenges faced by practitioners, and to propose climate-resilient strategies that can ensure timely, cost-effective, and sustainable project delivery.
1.3 Aim and Objectives of the Study
The main aim of this study is to examine the impact of climate change on construction project planning and execution in Nigeria.
The specific objectives are to:

1.5 Research Hypothesis
To guide the study, the following hypothesis is formulated:
H₀: There is no significant relationship between climate change and the effectiveness of construction project planning and execution in Nigeria.
H₁: There is a significant relationship between climate change and the effectiveness of construction project planning and execution in Nigeria.
1.6 Significance of the Study
This study is significant for several reasons. First, it provides empirical evidence on the influence of climate change on the Nigerian construction industry, contributing to the global discourse on sustainable infrastructure development. Second, the findings will guide construction firms, project managers, and policymakers in incorporating climate adaptation and risk management strategies into project planning and design.
Furthermore, it will support government agencies such as the Federal Ministry of Works and Housing, the Nigerian Meteorological Agency (NiMet), and the Nigerian Environmental Standards and Regulations Enforcement Agency (NESREA) in formulating policies that promote climate-resilient construction. Academically, this research will serve as a reference for students and researchers exploring the intersection of climate science, civil engineering, and project management. Ultimately, the study aims to foster a more resilient and sustainable construction industry capable of withstanding environmental challenges.
1.7 Scope of the Study
This study focuses on the impact of climate change on construction project planning and execution within Nigeria, with specific emphasis on selected states representing different climatic zones, including Lagos, Abuja, Kano, and Rivers. The study examines climatic variables such as rainfall intensity, temperature, wind, and humidity and their influence on planning, material selection, resource scheduling, and site management. The temporal scope covers construction projects undertaken between 2020 and 2025, a period marked by increasing climate variability and infrastructural development efforts in Nigeria.
1.8 Limitations of the Study
The study may encounter limitations such as difficulties in obtaining reliable climate data from government agencies, limited access to construction sites for direct observation, and possible bias in respondents’ perceptions. Time and financial constraints may also restrict the geographical coverage of the research. Nonetheless, triangulation of secondary data, expert interviews, and structured questionnaires will be employed to enhance the validity of findings.
