INTRODUCTION

1.1 Background to the Study

Disasters have become one of the most significant threats to sustainable urban development in the twenty-first century. Across the world, the frequency, intensity, and complexity of natural hazards have increased considerably due to rapid urbanization, environmental degradation, climate change, and population growth. Among these hazards, flooding remains the most common and destructive, accounting for nearly half of all weather-related disasters globally (Intergovernmental Panel on Climate Change [IPCC], 2022). Floods cause widespread destruction of infrastructure, disruption of livelihoods, displacement of populations, public health emergencies, and significant economic losses. Unlike sudden catastrophic events such as earthquakes, floods often occur repeatedly within vulnerable communities, creating long-term socioeconomic challenges that disproportionately affect low-income households.

Urban flooding has become an increasingly severe challenge for cities in developing countries where rapid urban expansion frequently outpaces infrastructure development. The United Nations estimates that over 56% of the world’s population currently resides in urban areas, with this figure projected to rise to nearly 70% by 2050 (United Nations, 2022). Rapid urbanization often results in uncontrolled settlement development, inadequate drainage systems, poor waste management, and encroachment upon wetlands and natural waterways. Consequently, urban flood management has shifted from focusing solely on structural engineering solutions toward integrated approaches that emphasize preparedness, adaptation, and resilience.

1.2 Statement of the Problem

Urban flooding has become one of the most persistent environmental and socio-economic challenges confronting rapidly growing cities across the world. In many developing countries, increasing urbanisation, inadequate drainage infrastructure, poor land-use planning, indiscriminate waste disposal, and the effects of climate change have combined to increase the frequency and severity of flood events. Nigeria is among the countries most affected by recurrent flooding, with Lagos State experiencing some of the highest levels of urban flood risk because of its low-lying coastal location, high population density, extensive built-up areas, and heavy seasonal rainfall (Adelekan, 2010; IPCC, 2022).

Over the past decade, Lagos State has experienced repeated episodes of urban flooding that have resulted in the destruction of residential buildings, disruption of transportation networks, loss of household property, interruption of economic activities, displacement of residents, and increased risks of waterborne diseases. Annual flooding has become a recurring phenomenon in many communities such as Ajegunle, Makoko, Lekki, Ikorodu, Ajah, Victoria Island, Surulere, Agege, and parts of Kosofe and Alimosho. Despite significant government investments in drainage construction, canal dredging, flood control infrastructure, environmental sanitation campaigns, and emergency response services, many households continue to experience severe losses whenever heavy rainfall occurs.

Recognising that structural flood-control measures alone cannot eliminate disaster risks, international disaster risk reduction frameworks now advocate community-based disaster preparedness as a critical strategy for reducing disaster impacts and strengthening resilience (UNDRR, 2015). Community-based disaster preparedness encourages local participation in hazard identification, disaster education, emergency planning, early warning dissemination, evacuation planning, volunteer mobilisation, environmental management, and collective response mechanisms. The underlying assumption is that communities that are actively involved in disaster preparedness are more capable of protecting lives, reducing losses, and recovering more quickly after disasters.

Understanding how these community-level preparedness activities translate into improved household resilience remains insufficiently explored within the context of Lagos State.

There is also a contextual gap in the literature. Much of the available empirical evidence on community-based disaster preparedness has been generated from Asia, Europe, and North America, where governance structures, disaster management systems, socio-economic conditions, and institutional capacities differ considerably from those in Nigeria. Consequently, findings from these settings may not adequately explain the realities of flood-prone urban communities in Lagos, where rapid urbanisation, informal settlements, inadequate infrastructure, and socio-economic inequalities present unique disaster management challenges.

In addition, the increasing impacts of climate change have heightened the urgency of strengthening resilience at the household and community levels. Climate projections indicate that extreme rainfall events and coastal flooding are likely to become more frequent and more intense in West African coastal cities, including Lagos (IPCC, 2022). Without adequate community preparedness and resilient households, future flood events may result in greater humanitarian, economic, environmental, and public health consequences.

The lack of sufficient empirical evidence regarding the relationship between community-based disaster preparedness and household resilience limits the ability of policymakers, disaster management agencies, urban planners, community leaders, and development partners to design effective interventions that combine infrastructure development with community empowerment. Understanding this relationship is therefore essential for developing evidence-based disaster risk reduction strategies capable of strengthening household resilience and promoting sustainable urban development in Lagos State.

It is against this background that this study seeks to examine the influence of community-based disaster preparedness on household resilience to urban flooding in Lagos State, Nigeria.

1.3 Purpose of the Study

The main purpose of this study is to examine the influence of community-based disaster preparedness on household resilience to urban flooding in Lagos State, Nigeria.

Specifically, the study seeks to:

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: Community-based disaster preparedness has no significant influence on household resilience to urban flooding in Lagos State, Nigeria.

The findings of this study will be beneficial to the Lagos State Government, disaster management agencies, urban planners, community leaders, non-governmental organisations (NGOs), households, researchers, and policymakers involved in disaster risk reduction and climate adaptation.

1.7 Scope of the Study

This study examines community-based disaster preparedness and household resilience to urban flooding in Lagos State, Nigeria.

The independent variable is community-based disaster preparedness, which is measured using:

Urban Flooding:
