INTRODUCTION

1.1 Background to the Study

Crime prevention is an important responsibility of government because the safety of individuals, families, businesses and communities is necessary for social stability and economic development. Traditionally, the prevention and control of crime have been regarded primarily as responsibilities of formal security institutions, particularly the police. However, contemporary approaches to crime prevention increasingly recognise that government security agencies cannot effectively address all forms of crime without cooperation from the communities in which crime occurs. The United Nations Office on Drugs and Crime (UNODC) emphasises community-based and inclusive policing as an important component of participatory crime prevention, noting that effective community-oriented policing can improve crime reporting, responses to crime, access to justice and relationships between security institutions and local communities (UNODC, 2020).

Community participation in crime prevention refers to the involvement of residents, community leaders, youth organisations, neighbourhood associations, religious organisations, traditional institutions, civil-society organisations and other local stakeholders in identifying security problems and supporting measures designed to prevent or control crime. The study is expected to provide empirical evidence that can assist local government authorities, security agencies, community organisations and other stakeholders in understanding how community participation can contribute to crime prevention in selected areas of Enugu State.


1.2 Statement of the Problem

Crime prevention remains a major concern for communities because criminal activities can threaten lives and property, disrupt economic activities, reduce public confidence and weaken social cohesion. Although the police and other formal security institutions have statutory responsibility for crime prevention, the scale and complexity of local security problems make community cooperation increasingly important. Evidence from Nigeria shows that inadequate police presence, limited infrastructure and weak police-community interaction can create difficulties for effective crime prevention, particularly in communities where security institutions have limited access to local information (Egbo et al., 2020).

The problem is particularly relevant in Enugu State, where community-based initiatives such as neighbourhood watch and community policing have been introduced or examined as responses to insecurity. The following research questions will guide the study:

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: There is no significant relationship between community participation and the effectiveness of crime-prevention programmes in selected Local Government Areas of Enugu State.
