Project – Counselling for Entrepreneurship Development and Self-Reliance Among Graduates

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Education is universally recognized as a critical instrument for economic development, social transformation, technological advancement, and human capital development. One of the major goals of education is to equip individuals with the knowledge, skills, attitudes, and competencies necessary for productive living and meaningful contribution to society. In developing countries such as Nigeria, tertiary education is expected to prepare graduates for gainful employment, self-reliance, and active participation in national development. However, the growing challenge of graduate unemployment has raised concerns regarding the ability of higher education institutions to adequately prepare students for the realities of the labour market (Federal Republic of Nigeria, 2014).

Graduate unemployment has become one of the most pressing socio-economic challenges confronting Nigeria. Despite the increasing number of graduates produced annually by universities, polytechnics, and colleges of education, employment opportunities have not expanded at a corresponding rate. Consequently, many graduates remain unemployed or underemployed for extended periods after graduation. According to the National Bureau of Statistics (2023), youth unemployment and underemployment continue to pose significant challenges to economic growth and national development. The situation has created widespread concern among policymakers, educators, parents, and other stakeholders regarding the relevance of tertiary education in addressing labour market demands.

The persistent increase in graduate unemployment has been attributed to several factors, including rapid population growth, limited industrial expansion, economic instability, inadequate entrepreneurial skills, mismatch between educational curricula and labour market needs, and overdependence on white-collar jobs (Adebayo & Kolawole, 2021). Traditionally, many Nigerian graduates have focused primarily on securing paid employment in government ministries, agencies, and private organizations. However, the scarcity of such employment opportunities has made it increasingly necessary for graduates to explore alternative pathways for economic survival and career development.

One of the most widely recommended solutions to graduate unemployment is entrepreneurship development. Entrepreneurship refers to the process of identifying opportunities, mobilizing resources, taking calculated risks, and creating value through the establishment and management of business ventures. Entrepreneurship contributes significantly to economic growth, job creation, poverty reduction, innovation, and wealth generation (Hisrich, Peters & Shepherd, 2020). In recognition of its importance, entrepreneurship education has become an integral component of tertiary education in Nigeria.

Entrepreneurship development involves the acquisition of entrepreneurial knowledge, skills, competencies, attitudes, and experiences necessary for successful business creation and management. It focuses on developing individuals’ capacities to identify business opportunities, solve problems creatively, take initiative, manage resources effectively, and become self-employed. According to the United Nations Conference on Trade and Development (UNCTAD, 2022), entrepreneurship development plays a critical role in promoting self-employment and sustainable economic development, particularly in developing economies.

Closely related to entrepreneurship development is the concept of self-reliance. Self-reliance refers to an individual’s ability to depend on personal skills, knowledge, initiative, and resources to achieve economic independence and meet personal needs without excessive dependence on external support. Self-reliant individuals possess the confidence, creativity, resilience, and entrepreneurial mindset necessary to create opportunities rather than waiting for opportunities to be provided by others (Nwosu & Eze, 2021). In contemporary society, self-reliance has become increasingly important due to the changing nature of employment and the growing emphasis on innovation and enterprise development.

Recognizing the importance of entrepreneurship and self-reliance, the Nigerian government introduced entrepreneurship education into tertiary institutions through the efforts of the former National Universities Commission and other educational agencies. The objective was to equip students with entrepreneurial competencies that would enable them to become job creators rather than job seekers. Entrepreneurship courses were therefore integrated into university, polytechnic, and college curricula to promote entrepreneurial awareness, business development skills, and self-employment opportunities (Akinyemi & Adejumo, 2022).

Despite these initiatives, concerns remain regarding the extent to which graduates possess the entrepreneurial competencies required for self-reliance. Studies indicate that many graduates continue to exhibit a strong preference for salaried employment and often lack the confidence, motivation, risk-taking ability, and business management skills necessary for entrepreneurial success (Okolie, Igwe & Elom, 2020). This situation suggests that entrepreneurship education alone may not be sufficient to foster entrepreneurial behaviour and self-reliance among graduates.

In this regard, counselling has emerged as an important strategy for entrepreneurship development and self-reliance. Counselling is a professional helping relationship designed to assist individuals in understanding themselves, making informed decisions, solving personal and vocational problems, and achieving personal growth (Egbo, 2021). Counselling provides opportunities for individuals to explore their potentials, clarify goals, develop confidence, and acquire skills necessary for successful adaptation to changing socio-economic conditions.

Entrepreneurship counselling specifically focuses on helping individuals develop entrepreneurial aspirations, positive attitudes toward self-employment, business management competencies, and realistic career goals. Through counselling interventions, students and graduates can gain awareness of entrepreneurial opportunities, overcome psychological barriers to business creation, develop resilience, and cultivate the self-efficacy required for entrepreneurial success (Geldhof, Weiner, Agans, Mueller & Lerner, 2020). Counsellors also assist individuals in identifying their strengths, interests, talents, and business potentials while providing information about available entrepreneurial opportunities and support systems.

Guidance and counselling services in tertiary institutions play a significant role in preparing students for life after graduation. Career counselling, vocational guidance, entrepreneurial mentoring, information services, and personal-social counselling can contribute to the development of entrepreneurial competencies and self-reliance among students. Through these services, students are encouraged to view entrepreneurship as a viable career option and to develop positive attitudes toward self-employment and wealth creation (Makinde, 2020).

Empirical studies have demonstrated the effectiveness of counselling interventions in promoting entrepreneurial intentions and self-reliance among students and graduates. For instance, Obodo and Chukwudi (2022) found that entrepreneurial counselling significantly enhanced students’ entrepreneurial motivation, business planning skills, and self-employment aspirations. Similarly, Ezeani and Nwachukwu (2021) reported that career counselling positively influenced students’ willingness to engage in entrepreneurial activities after graduation.

Delta State is one of the economically important states in Nigeria, characterized by abundant natural resources, commercial activities, agricultural opportunities, and a growing educational sector. The state hosts several tertiary institutions, including universities, polytechnics, and colleges of education, which produce thousands of graduates annually. Despite the presence of these institutions and the entrepreneurial opportunities available within the state, graduate unemployment remains a significant challenge. Many graduates struggle to secure employment and often lack the entrepreneurial capabilities necessary for self-reliance and business creation.

Although entrepreneurship education programmes have been introduced in tertiary institutions within Delta State, questions remain regarding the effectiveness of counselling services in supporting entrepreneurship development and promoting self-reliance among graduates. Existing evidence suggests that some graduates still exhibit low entrepreneurial interest, limited business confidence, and dependence on formal employment opportunities. This raises concerns about whether counselling interventions are adequately preparing graduates for entrepreneurial careers and self-reliant living.

Furthermore, while previous studies have examined entrepreneurship education and graduate employability, limited attention has been devoted to the role of counselling in entrepreneurship development and self-reliance among graduates in tertiary institutions in Delta State. This gap in knowledge necessitates an investigation into the contribution of counselling to entrepreneurship development and self-reliance among graduates. It is against this background that this study seeks to examine counselling for entrepreneurship development and self-reliance among graduates in tertiary institutions in Delta State, Nigeria.

1.2 Statement of the Problem

Graduate unemployment has become a major socio-economic problem in Nigeria despite the increasing number of tertiary institutions and educational programmes available across the country. Every year, universities, polytechnics, and colleges of education produce thousands of graduates who enter the labour market with expectations of securing gainful employment. However, the limited availability of employment opportunities has resulted in increasing levels of unemployment and underemployment among graduates.

The inability of many graduates to secure employment has generated serious concerns regarding their economic well-being and contribution to national development. While entrepreneurship has been identified as a viable solution to graduate unemployment, many graduates continue to depend primarily on government and private-sector employment opportunities. Studies have shown that a significant number of graduates lack entrepreneurial competencies, business management skills, confidence, and motivation required for successful self-employment (Okolie et al., 2020).

In response to this challenge, tertiary institutions have introduced entrepreneurship education programmes aimed at equipping students with entrepreneurial knowledge and skills. However, evidence suggests that entrepreneurship education alone may not be sufficient to promote entrepreneurial behaviour and self-reliance among graduates. Many graduates still demonstrate low entrepreneurial intentions, fear of business failure, inadequate self-confidence, and limited awareness of entrepreneurial opportunities.

Guidance and counselling services are expected to complement entrepreneurship education by helping students develop positive entrepreneurial attitudes, realistic career goals, business confidence, and self-reliance. Through career counselling, vocational guidance, entrepreneurial mentoring, and information services, students can acquire the psychological readiness and motivation necessary for entrepreneurial success. Nevertheless, the extent to which counselling contributes to entrepreneurship development and self-reliance among graduates remains unclear.

In Delta State, despite the presence of tertiary institutions and entrepreneurship programmes, many graduates continue to face difficulties in establishing sustainable businesses and achieving economic independence. This situation raises concerns regarding the effectiveness of counselling interventions in fostering entrepreneurship development and self-reliance among graduates.

Although previous studies have investigated entrepreneurship education, employability, and youth unemployment, limited empirical attention has been given to counselling as a strategy for entrepreneurship development and self-reliance among graduates in tertiary institutions in Delta State. Consequently, there is a need to examine the role of counselling in promoting entrepreneurship development and self-reliance among graduates. Therefore, the problem of this study is to determine the extent to which counselling contributes to entrepreneurship development and self-reliance among graduates of tertiary institutions in Delta State, Nigeria.
