INTRODUCTION
1.1 Background to the Study
The emergence of Information and Communication Technologies (ICTs) has transformed the manner in which governments operate and interact with citizens across the world. In the twenty-first century, governments increasingly rely on digital technologies to improve administrative efficiency, enhance transparency, facilitate citizen participation, and strengthen public service delivery. This transformation has given rise to the concept of digital governance, which represents the application of digital technologies and information systems in public administration and governance processes. Digital governance has become a critical component of modern governance because it enables governments to provide services more efficiently, reduce bureaucratic bottlenecks, and improve responsiveness to citizens’ needs (United Nations, 2024).
Digital governance is broadly defined as the use of digital technologies, including internet-based platforms, mobile applications, artificial intelligence, cloud computing, big data analytics, and electronic government systems, to improve governance processes and public service delivery (OECD, 2023). The concept extends beyond the mere digitization of government operations to encompass the transformation of governance structures, institutional practices, and citizen-government interactions. Through digital governance, governments can improve service accessibility, accountability, transparency, and effectiveness while reducing corruption and administrative inefficiencies.
Globally, governments have increasingly adopted digital governance initiatives as part of broader public sector reforms. Countries such as Estonia, Singapore, South Korea, Denmark, and the United Kingdom have implemented advanced digital government systems that enable citizens to access public services online without physical visits to government offices. These digital platforms facilitate tax payments, healthcare services, business registration, identity management, social welfare administration, and other government services, thereby enhancing convenience and efficiency (World Bank, 2023).
The increasing importance of digital governance became more evident during the COVID-19 pandemic when governments worldwide relied heavily on digital platforms to maintain service delivery amid lockdowns and movement restrictions. Digital technologies enabled governments to provide health information, distribute social welfare benefits, conduct virtual meetings, process public applications, and communicate effectively with citizens. The pandemic demonstrated the strategic role of digital governance in ensuring continuity of government operations during emergencies (United Nations, 2022).
The theoretical foundation of digital governance is rooted in the principles of New Public Management (NPM) and Digital Era Governance (DEG). While New Public Management emphasizes efficiency, effectiveness, and customer-oriented service delivery, Digital Era Governance focuses on the integration of technology into governance processes to improve public administration and citizen engagement (Dunleavy, Margetts, Bastow, & Tinkler, 2006). These theoretical perspectives suggest that digital technologies can significantly improve government performance and public service outcomes when effectively implemented.
In developing countries, digital governance has become an important strategy for addressing challenges associated with bureaucratic inefficiency, corruption, poor service delivery, and weak institutional capacity. Governments increasingly view digital transformation as a means of modernizing public administration and achieving sustainable development goals. The World Bank (2024) notes that digital government systems can improve service accessibility, enhance government accountability, reduce transaction costs, and strengthen citizens’ trust in public institutions.
Nigeria has witnessed significant growth in digital technology adoption over the past two decades. The expansion of internet penetration, mobile phone usage, digital payment systems, and electronic communication has created opportunities for digital transformation within the public sector. Successive administrations have introduced various policies and initiatives aimed at promoting e-governance and digital service delivery. Examples include the National Information Technology Development Policy, National Digital Economy Policy and Strategy, Treasury Single Account (TSA), Integrated Payroll and Personnel Information System (IPPIS), Government Integrated Financial Management Information System (GIFMIS), and digital identity management initiatives (Federal Ministry of Communications, Innovation and Digital Economy, 2023).
Despite these efforts, public service delivery in Nigeria continues to face numerous challenges, including bureaucratic delays, administrative inefficiency, corruption, inadequate infrastructure, limited accessibility, and poor citizen satisfaction. These challenges have intensified calls for greater adoption of digital governance frameworks to improve government performance and service delivery outcomes (Ayo, 2021).
Among Nigerian states, Lagos State has emerged as a leading center for digital innovation and technological advancement. As Nigeria’s commercial hub and most economically vibrant state, Lagos has consistently pursued policies aimed at leveraging technology to improve governance and service delivery. The state’s strategic investments in digital infrastructure, smart city initiatives, electronic taxation systems, digital transportation management, and online public service platforms demonstrate its commitment to digital transformation.
The Lagos State Government has implemented several digital governance initiatives designed to enhance administrative efficiency and improve service delivery. These include electronic tax administration through the Lagos Internal Revenue Service (LIRS), digital land administration systems, online business registration support services, electronic procurement systems, smart transportation management platforms, and citizen engagement portals. These initiatives seek to simplify government processes, reduce physical interactions, minimize corruption opportunities, and improve service accessibility for residents.
Furthermore, the development of the Lagos Smart City Project reflects the state’s commitment to integrating digital technologies into governance processes. The project aims to improve urban management, public safety, transportation, environmental sustainability, and citizen engagement through technology-driven solutions. Smart governance initiatives are increasingly viewed as critical tools for enhancing public service delivery in rapidly urbanizing environments such as Lagos State (Lagos State Government, 2024).
Digital governance also promotes transparency and accountability by enabling citizens to monitor government activities, access public information, and participate in decision-making processes. Through digital platforms, governments can improve communication with citizens, receive feedback on service delivery, and strengthen democratic governance. Studies have shown that digital governance can enhance citizen trust in government by improving transparency and reducing opportunities for corruption (Bertot, Jaeger, & Grimes, 2012).
Public service delivery remains a central function of government and an important indicator of governance effectiveness. Public service delivery refers to the provision of essential services such as healthcare, education, transportation, water supply, sanitation, security, revenue administration, and other services intended to improve citizens’ welfare. Effective public service delivery contributes significantly to socio-economic development, poverty reduction, and citizen satisfaction (Osborne, 2018).
In Lagos State, the increasing population, rapid urbanization, and growing demand for public services have heightened the need for innovative approaches to governance and service delivery. The state’s population growth places enormous pressure on public infrastructure and administrative systems, making digital governance an essential strategy for enhancing efficiency and responsiveness.
However, despite significant investments in digital governance, concerns remain regarding the extent to which these initiatives have improved public service delivery outcomes. Challenges such as digital inequality, inadequate ICT infrastructure, cybersecurity risks, limited digital literacy, resistance to organizational change, and implementation constraints continue to affect the effectiveness of digital governance programmes. Consequently, questions persist regarding whether digital governance initiatives have significantly enhanced service accessibility, efficiency, transparency, accountability, and citizen satisfaction in Lagos State.
It is against this background that this study seeks to examine the relationship between digital governance and public service delivery in Lagos State. The study investigates the extent to which digital governance initiatives contribute to improved service delivery and identifies challenges affecting their effectiveness in the state.
1.2 Statement of the Problem
The growing adoption of digital technologies has transformed governance and public administration across the world. Governments increasingly utilize digital platforms to improve efficiency, transparency, accountability, and service delivery. In Nigeria, digital governance has become a major component of public sector reform efforts aimed at addressing challenges associated with bureaucratic inefficiency, corruption, delays in service delivery, and poor citizen satisfaction.
Lagos State has positioned itself as one of the leading states in Nigeria in the adoption of digital governance initiatives. Through investments in smart city projects, e-government platforms, digital taxation systems, electronic payment services, online citizen engagement mechanisms, and automated administrative processes, the state seeks to improve governance effectiveness and public service delivery.
Despite these initiatives, concerns persist regarding the effectiveness of digital governance in achieving its intended objectives. Many residents continue to experience delays in accessing government services, technical challenges in using digital platforms, network failures, limited awareness of available services, and difficulties associated with digital literacy. These challenges raise questions regarding the actual impact of digital governance on public service delivery within the state.
Furthermore, the existence of digital divides between urban and semi-urban populations may limit equal access to digitally delivered services. Citizens who lack internet access, digital skills, smartphones, or technological resources may face difficulties benefiting from digital governance initiatives. This situation may undermine the inclusiveness and effectiveness of public service delivery systems.
Another major concern relates to institutional and infrastructural challenges affecting digital governance implementation. Inadequate ICT infrastructure, cybersecurity threats, data privacy concerns, funding limitations, and resistance to organizational change may constrain the successful implementation of digital governance programmes. These factors may reduce the capacity of government agencies to deliver services effectively through digital platforms.
Additionally, although several studies have examined e-government and digital transformation in Nigeria, limited empirical attention has been devoted to understanding how digital governance specifically influences public service delivery in Lagos State. Existing studies often focus on national-level experiences without adequately addressing state-level realities and outcomes.
The problem therefore is that despite substantial investments in digital governance initiatives by the Lagos State Government, it remains unclear whether these initiatives have significantly improved public service delivery in terms of efficiency, accessibility, transparency, accountability, and citizen satisfaction. This knowledge gap necessitates empirical investigation. Consequently, this study seeks to examine the impact of digital governance on public service delivery in Lagos State.
1.3 Objectives of the Study
The broad objective of this study is to examine the impact of digital governance on public service delivery in Lagos State.
The specific objectives are to:
- examine the effect of digital governance on public service delivery in Lagos State;
- assess the extent to which digital governance enhances efficiency in public service delivery in Lagos State;
- determine the influence of digital governance on transparency and accountability in public administration in Lagos State;
- evaluate the effect of digital governance on citizens’ satisfaction with public services in Lagos State; and
- identify the challenges affecting the implementation of digital governance initiatives in Lagos State.

1.5 Research Hypothesis
H₀: Digital governance has no significant effect on public service delivery in Lagos State.
1.6 Significance of the Study
The study will be beneficial to policymakers, government ministries, departments and agencies, ICT professionals, development partners, researchers, and citizens. The findings will provide evidence-based insights for improving digital governance policies and public service delivery mechanisms in Lagos State.
The study will also assist government agencies in identifying challenges affecting digital transformation and developing strategies for improving efficiency, transparency, accountability, and citizen satisfaction. Furthermore, the study will contribute to existing literature on digital governance, public administration, and public sector reforms in Nigeria.
1.7 Scope of the Study
The study focuses on digital governance and public service delivery in Lagos State. It examines digital governance initiatives implemented by government agencies and their effects on service accessibility, efficiency, transparency, accountability, and citizen satisfaction. Geographically, the study is limited to Lagos State, Nigeria.

Digital Governance: The application of digital technologies and information systems in governance processes, public administration, and service delivery.
Public Service Delivery: The provision of government services intended to meet the needs and welfare of citizens.
E-Government: The use of information and communication technologies by government institutions to provide services and information electronically.
