INTRODUCTION
1.0 Background of the Study
Governance is concerned with the processes through which public institutions formulate and implement policies, manage public resources, regulate social and economic activities, and provide services to citizens. At the centre of effective governance is the ability of government institutions to provide accessible, timely, equitable, transparent and responsive public services. Public service delivery therefore constitutes one of the most visible ways through which citizens experience government. The quality of services such as healthcare, education, transportation, taxation, licensing, registration, social protection and administrative services can significantly influence citizens’ perceptions of government effectiveness and institutional legitimacy.
Traditionally, public administration has relied heavily on physical offices, paper-based documentation, face-to-face interactions and hierarchical bureaucratic procedures. Although these arrangements remain important, rapid advances in information and communication technologies (ICTs) have fundamentally changed expectations concerning how governments should operate. Citizens increasingly expect public institutions to provide information and services through websites, mobile applications, electronic payment systems, digital identity platforms, online registration systems and other technology-enabled channels. Consequently, governments around the world have increasingly moved from conventional e-government approaches towards broader forms of digital governance.
Digital governance goes beyond simply placing existing government forms or information online. It involves the strategic use of digital technologies, data, digital platforms and institutional capabilities to transform how governments design policies, manage public organisations, interact with citizens and deliver services. The Organisation for Economic Co-operation and Development (OECD, 2020) identifies six important dimensions of mature digital government: digital by design, data-driven public sector, government as a platform, open by default, user-driven government and proactiveness.
The transition from e-government to digital government is important because merely computerising existing bureaucratic processes may not necessarily produce substantial improvements in public service delivery. The OECD (2019) explains that traditional e-government tends to focus on using technology to digitise existing processes, whereas digital government places greater emphasis on redesigning services around users’ needs and transforming organisational processes. Thus, digital governance involves a broader transformation of public administration rather than the simple introduction of computers or online portals.
The growing importance of digital governance is associated with several potential benefits. Digital technologies can reduce transaction costs, shorten processing times, improve access to information, facilitate communication between government and citizens, reduce dependence on physical offices and support more efficient management of public records. They can also facilitate transparency and accountability by making government information more accessible and enabling citizens to track applications, payments and administrative processes.
Welby and Hui Yan Tan (2022) argue that digital government has become an important condition for governments seeking to provide public services that are user-driven, inclusive, resilient, innovative and trustworthy. They emphasise that achieving digital-government maturity requires transformation of organisational culture, capabilities and governance rather than simply introducing technology. This perspective is particularly relevant to Nigeria, where technological investments in government institutions must be accompanied by institutional reform and improvements in administrative capacity.
Digital governance can also improve the relationship between citizens and public institutions. When citizens can obtain information, submit applications, make payments, track requests and provide feedback digitally, interaction with government can become more convenient. Digital platforms can potentially reduce the number of physical visits citizens need to make to government offices and reduce some opportunities for unnecessary delays and bureaucratic discretion.
However, digital governance does not automatically produce better public services. Its effectiveness depends on the quality of digital infrastructure, institutional capacity, staff competencies, data governance, cybersecurity, interoperability and citizens’ ability to access and use digital services. The OECD (2020) emphasises that effective digital government requires strategic vision, leadership, coordination, skilled personnel, enabling tools and appropriate legal and regulatory frameworks.
The issue of digital inclusion is particularly important in developing countries. Digital services can improve access for people who have reliable internet connections, appropriate devices and adequate digital skills, but may create new barriers for people who lack these resources. The OECD (2020) therefore distinguishes between being digital by design and being digital by default. Digital-by-design government integrates digital technology into service design while retaining appropriate channels for people who cannot use digital services.
This consideration is especially relevant to Nigeria because access to digital technologies remains uneven. The International Telecommunication Union (ITU, 2025) reported that only 38% of Africa’s population used the Internet in 2024, compared with a global average of 68%. The report also identified affordability, digital literacy and connectivity as continuing barriers to internet adoption. Although Nigeria has one of Africa’s largest digital economies and a substantial urban population of internet users, these broader structural challenges remain relevant to the accessibility of digital public services.
Nigeria has nevertheless made considerable efforts to promote digital transformation within the public sector. The development of national digital policies and strategies reflects recognition that ICTs can contribute to economic development, public administration and citizen engagement. The National Digital Economy Policy and Strategy (NDEPS) framework has placed digital infrastructure, digital literacy, digital services and digital innovation among the priorities for Nigeria’s digital transformation agenda.
The development of digital government in Nigeria is also connected to broader public-sector reform. Public institutions have increasingly introduced online platforms for tax administration, business registration, licensing, identity management, recruitment, examination services, transportation administration and other public services. These initiatives are intended to reduce administrative bottlenecks and make government services more accessible.
However, the effectiveness of such initiatives varies across institutions. Nnaji and Nri (2022), in their study of electronic governance and public-sector service delivery in southeastern Nigeria, identified inadequate e-government facilities, insufficient funding, limited capacity building and poor internet access within government offices as important challenges to effective digital service delivery. Their findings demonstrate that the availability of digital systems does not necessarily guarantee effective public services when organisational and infrastructural conditions remain weak.
The Nigerian context therefore illustrates the difference between digitalisation and digital transformation. A government agency may introduce an online portal while retaining the same slow approval procedures, fragmented databases, poor communication systems and bureaucratic structures that existed under the paper-based system. In such circumstances, technology may simply reproduce existing inefficiencies in digital form. Digital governance becomes transformative only when technology is accompanied by process redesign, organisational coordination, data integration and user-centred service design (OECD, 2019; OECD, 2020).
Lagos State provides a particularly important context for examining these issues. Lagos is Nigeria’s major commercial centre and one of its most technologically active urban environments. The state’s large population, high concentration of businesses, extensive transportation networks and significant demand for government services create strong incentives for digital transformation. Government institutions in Lagos increasingly employ digital platforms and ICT-enabled systems in areas such as revenue administration, transportation, land administration, identity-related services, healthcare, education and citizen engagement.
Research on Lagos has shown that the transition towards electronic public services involves organisational and cultural challenges. A study of the Lagos State e-Services project found that the implementation of an enterprise resource planning system was influenced by organisational culture, working practices, power relationships, religion and multi-ethnicity. The study demonstrates that introducing digital systems into government is not merely a technological exercise; it also involves changes in organisational behaviour and established administrative practices.
This observation is important because public institutions are made up of people who interpret, implement and use digital systems. Employees must understand new technologies, adapt to revised workflows and develop the skills necessary to operate digital platforms. Citizens must also understand how to access and use the services. Thus, digital governance involves both technological and human dimensions.
Digital governance can potentially improve efficiency in public service delivery. Online applications can reduce physical queues and administrative paperwork, while electronic databases can make information easier to retrieve. Automated workflows can also reduce the time required to process applications. However, these benefits depend on the reliability of digital infrastructure and the integration of systems across government institutions.
Digital governance can also enhance transparency. Digital records create opportunities for tracking transactions and monitoring administrative activities. Online publication of information can make government activities more visible to citizens. Open data systems can further support accountability by enabling researchers, journalists and civil society organisations to analyse government information.
Another important dimension is responsiveness. Digital communication channels allow citizens to submit complaints, enquiries and feedback without necessarily visiting government offices. Governments can use data generated through these interactions to identify service problems and respond to citizens’ needs. The OECD (2020) describes a user-driven approach as one in which citizens are placed at the centre of policy and service design and delivery.
Digital governance may also promote accessibility and convenience. A citizen who can complete a transaction online outside normal office hours may save time and transportation costs. For businesses, digital government services can reduce administrative burdens associated with registration, taxation, licensing and regulatory compliance. Such improvements may contribute to a more favourable environment for economic activity.
Nevertheless, there are substantial challenges. One is the digital divide. Citizens who cannot afford smartphones, computers or internet subscriptions may find digital services difficult to access. The ITU (2025) identifies affordability, digital literacy and connectivity as important barriers to digital participation across Africa. In Lagos, where socioeconomic differences are significant, digital public-service systems must therefore be designed to avoid excluding vulnerable groups.
A second challenge is digital literacy. Citizens may have access to the internet but lack the skills required to navigate government platforms, complete electronic forms, upload documents or make digital payments. Public institutions therefore need to consider assisted and alternative service channels rather than assuming that every citizen can independently use digital platforms.
A third challenge is institutional resistance. Digital transformation can disrupt established administrative routines and power structures. Employees who have worked with conventional procedures for many years may be reluctant to adopt new technologies, particularly when digital systems alter responsibilities, introduce greater transparency or require new skills. Research on Lagos State’s e-services implementation demonstrates the importance of organisational culture and working practices in determining how digital systems are adopted.
A fourth challenge is inadequate infrastructure. Digital public services depend on reliable electricity, internet connectivity, servers, devices, software and technical support. Where infrastructure is unreliable, citizens may experience failed transactions, delayed applications and interrupted services. Nnaji and Nri (2022) identified inadequate facilities and poor internet access as significant obstacles to e-government service delivery in Nigerian public institutions.
A fifth concern is data protection and cybersecurity. Digital government requires public institutions to collect and store large amounts of personal information. Government databases may contain citizens’ identity information, financial details, health records, property information and other sensitive data. Weak data governance and cybersecurity can undermine citizens’ confidence in digital services and expose public institutions to security risks. The OECD (2020) therefore identifies trustworthy data management and appropriate safeguards as central components of mature digital government.
A sixth challenge is interoperability and institutional fragmentation. Citizens often interact with several government agencies for a single administrative task. If databases and platforms cannot communicate with each other, citizens may be required to submit the same information repeatedly. The OECD (2021) notes that shared tools and mechanisms can facilitate interaction and integration across government organisations and channels, thereby supporting coherent public-service delivery.
The concept of digital governance therefore requires attention to the entire service-delivery process. The objective should not simply be to create websites or mobile applications but to redesign administrative procedures around citizens’ needs. The OECD (2022) emphasises principles such as user-centred design, digital inclusion, common digital components, data governance, public-sector skills and effective governance as important for public service delivery in the digital age.
Evidence from Lagos further suggests that digital governance has the potential to improve public service delivery while simultaneously facing challenges. Nwosu (2024), examining digital governance in Lagos, reported perceived improvements in efficiency, reduction of bureaucratic processes and greater satisfaction with some online services, while also identifying low digital literacy, weak infrastructure, limited internet access and institutional resistance as continuing constraints.
Another important issue is citizen trust. Public service delivery is not solely concerned with speed and convenience; citizens must also trust government platforms. If citizens doubt the security of online payments, the confidentiality of their information or the authenticity of government websites, they may continue to prefer traditional channels. Digital governance therefore needs to establish institutional trust alongside technological capacity.
Digital governance also has implications for accountability and public-sector performance. When administrative processes are digitally recorded, institutions can potentially generate data for monitoring performance, identifying bottlenecks and evaluating service quality. However, the availability of data does not automatically produce accountability. Public officials must have the institutional capacity and willingness to use data for decision-making and performance improvement.
The relationship between digital governance and public service delivery can therefore be viewed as multidimensional. Digital technologies can facilitate efficiency, accessibility, transparency, responsiveness and citizen engagement, but their impact is mediated by infrastructure, human capacity, institutional culture, digital inclusion, cybersecurity and governance arrangements.
This relationship is particularly important for selected public institutions in Lagos State because these institutions operate in an environment where citizens increasingly expect fast, accessible and transparent services. The pressure on public institutions is intensified by population growth, urbanisation, economic activity and the complexity of service demands. Digital governance provides opportunities to respond to these pressures, but it also creates new responsibilities concerning inclusion, security and institutional capacity.
Despite the growing adoption of digital technologies within Nigerian public institutions, there remains a need for empirical research that examines whether digital governance is actually translating into improved public service delivery. The existence of online platforms does not necessarily demonstrate that services are faster, more accessible, more transparent or more responsive. What matters is the actual experience of service users and public officials.
This study is therefore positioned within the broader transition from conventional public administration towards digitally enabled governance. It recognises that digital governance should be assessed not only by the availability of technology but by its contribution to public-sector outcomes. Accordingly, the study examines Digital Governance and Public Service Delivery in Nigeria: A Study of Selected Public Institutions in Lagos State.
1.1 Statement of the Problem
Public service delivery remains a major concern in Nigeria. Citizens depend on government institutions for a wide range of services, yet public-sector organisations have historically been associated with bureaucratic procedures, delays, administrative bottlenecks, limited access to information and difficulties in interacting with government officials. These challenges have generated increasing interest in digital technologies as instruments for improving government efficiency and responsiveness.
The introduction of digital governance has created considerable expectations that ICTs will transform public service delivery in Nigeria. Online applications, electronic payment systems, digital databases, automated processes, government portals and other digital platforms are expected to make services faster, more accessible and more transparent. However, the existence of these technologies does not necessarily mean that public services have become more effective.
The central problem is that the extent to which digital governance has translated into measurable improvements in public service delivery within Nigerian public institutions remains unclear. There is a difference between having digital platforms and achieving meaningful digital transformation. The OECD (2019) explains that digital government requires governments to redesign processes around users rather than simply digitise existing analogue procedures.
In Nigeria, some public institutions continue to experience challenges associated with inadequate digital infrastructure, insufficient funding, limited staff capacity and unreliable internet services. Nnaji and Nri (2022) identified inadequate e-government facilities, poor funding, limited capacity building and poor internet access as important obstacles to effective electronic governance in Nigerian public-sector organisations. These challenges raise questions concerning whether investments in digital systems are being adequately translated into improved service outcomes.

Digital governance should therefore be assessed not only in terms of technological availability but also in terms of whether public institutions respond effectively to users’ needs. The OECD (2022) places user-centred design, accessibility, digital inclusion and service quality at the centre of public service delivery in the digital age.
Lagos State presents a particularly important context for examining these problems because of its large population, intense economic activity and substantial demand for government services. The state has undertaken various digital initiatives, yet research indicates that the implementation of e-services can be affected by cultural, organisational and operational factors. This raises the need for evidence concerning whether digital governance is producing corresponding improvements in the delivery of public services.
Although existing studies have examined e-government and public-sector performance in Nigeria, there remains a need for more focused empirical investigation of selected public institutions in Lagos State. For example, Nnaji and Nri (2022) focused on southeastern Nigeria, while other studies have examined specific sectors or individual institutions. Consequently, findings from other geographical areas or specific agencies may not adequately explain the experience of selected public institutions operating within Lagos State’s distinct administrative and socioeconomic environment.
There is also a need to distinguish between different dimensions of public service delivery. Digital governance may improve one dimension, such as speed, without necessarily improving another, such as accessibility or responsiveness. Similarly, citizens may appreciate online convenience while continuing to experience difficulties with complaints, technical failures or institutional coordination.
The problem, therefore, is not whether Nigerian public institutions are adopting digital technologies; rather, it is whether and to what extent digital governance is improving the actual quality of public service delivery.
The study consequently seeks to empirically investigate the relationship between digital governance and public service delivery in selected public institutions in Lagos State. It will focus on dimensions such as digital accessibility, efficiency, transparency, responsiveness and citizen-oriented service delivery while considering the infrastructural, institutional and human challenges that may affect digital transformation.
1.2 Aim and Objectives of the Study

The main aim of this study is to examine the relationship between digital governance and public service delivery in selected public institutions in Lagos State, Nigeria.
1.2.2 Specific Objectives of the Study
The study seeks to:

- determine the relationship between digital governance and accessibility of public services in selected public institutions in Lagos State;
- examine the influence of digital governance on transparency in selected public institutions in Lagos State;
- determine the relationship between digital governance and responsiveness of public institutions to citizens; and
- identify the major challenges affecting the implementation of digital governance for effective public service delivery in selected public institutions in Lagos State.
1.3 Research Questions
The following research questions will guide the study:
- To what extent does digital governance influence the efficiency of public service delivery in selected public institutions in Lagos State?
- What relationship exists between digital governance and accessibility of public services in selected public institutions in Lagos State?
- To what extent does digital governance influence transparency in selected public institutions in Lagos State?
- What relationship exists between digital governance and the responsiveness of public institutions to citizens?
- What are the major challenges affecting the implementation of digital governance for effective public service delivery in selected public institutions in Lagos State?
1.4 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: There is no significant relationship between digital governance and public service delivery in selected public institutions in Lagos State.
1.5 Significance of the Study
The study will be significant to government institutions because it will provide empirical evidence on whether digital governance contributes to improved public service delivery. The findings may help public institutions identify areas where digital systems are producing improvements and areas requiring further intervention.
The study will benefit policymakers by providing evidence that can support the formulation and implementation of digital-government policies. The findings may assist policymakers in understanding the importance of digital infrastructure, staff capacity, interoperability, cybersecurity and citizen-centred design.
The study will also be useful to public servants and administrators. Digital transformation requires employees to acquire new skills and adapt to new procedures. The findings may help public-sector managers identify capacity-building needs and organisational barriers that affect digital service delivery.
Citizens and service users will benefit indirectly from the study because its findings may contribute to improvements in accessibility, efficiency, transparency and responsiveness of public services. The study may also highlight barriers that prevent vulnerable groups from benefiting from digital government.
The study will be useful to technology and digital-service providers working with government institutions. Understanding the challenges experienced by public institutions and service users may assist technology providers in designing more accessible, secure and user-friendly public-service platforms.
The study will also benefit civil society organisations and accountability groups because digital governance has implications for transparency, access to information and citizen engagement. The findings may provide evidence that can support advocacy for more accountable and responsive public institutions.
Academically, the study will contribute to literature on digital governance, e-government, public administration and public service delivery in Nigeria. It will provide Lagos State-specific evidence that may be useful for comparison with studies from other states and countries.
Finally, the study will serve as a reference for future researchers interested in digital transformation, e-government, public-sector reform, digital inclusion, governance and service delivery.
1.6 Scope of the Study
The study focuses on Digital Governance and Public Service Delivery in Nigeria, using selected public institutions in Lagos State as the study context.
Conceptually, digital governance constitutes the independent variable, while public service delivery constitutes the dependent variable.
Digital governance will be examined through dimensions such as:
- digital service availability;
- digital accessibility;
- use of digital platforms;
- data management;
- citizen interaction and feedback; and
- digital transparency.
Public service delivery will be examined in terms of:
- efficiency;
- accessibility;
- transparency;
- responsiveness; and
- service quality.
Geographically, the study is limited to selected public institutions in Lagos State, Nigeria. The study will not attempt to cover every public institution in the state or all government agencies in Nigeria.
The study will focus on public officials and service users who have direct experience with the selected institutions’ digital services. The specific institutions to be included will be determined by the sampling framework adopted in Chapter Three.
1.7 Operational Definition of Terms
Digital Governance: The strategic use of digital technologies, data, digital platforms and organisational capabilities to transform government operations, policymaking, citizen interaction and public service delivery.
Digital Government: The use of digital technologies and data to redesign government policies, processes and services around the needs of citizens and other users (OECD, 2020).
E-Government: The use of information and communication technologies by government institutions to provide information and services electronically and to facilitate interaction with citizens, businesses and other government institutions.
Public Service Delivery: The process through which government institutions provide services, programmes, information and administrative functions to citizens and other stakeholders.
Service Efficiency: The ability of a public institution to provide services with minimum unnecessary delay, cost, effort and administrative procedures.
Service Accessibility: The extent to which citizens can obtain and use public services conveniently regardless of location, socioeconomic status or technological limitations.
Transparency: The extent to which government activities, procedures, decisions and relevant information are accessible and understandable to citizens.
Responsiveness: The ability of public institutions to recognise citizens’ needs, respond to requests and complaints and provide services within reasonable periods.
Digital Inclusion: The extent to which different categories of citizens have the access, affordability, skills and support required to benefit from digital services.
Digital Divide: The gap between individuals or groups that have effective access to digital technologies and those that lack such access because of economic, geographical, infrastructural or skills-related barriers.
Public Institution: A government-established organisation responsible for implementing public policies or providing services to citizens.
Citizen-Centred Service: A public service designed and delivered around the needs, experiences and expectations of its users rather than solely around internal government procedures.
Digital Transformation: A broader organisational process through which digital technologies and data are used to redesign processes, structures, capabilities and services rather than simply computerising existing procedures.
1.8 Organisation of the Study
The study will be organised into five chapters.
Chapter One presents the introduction, background of the study, statement of the problem, aim and objectives, research questions, hypothesis, significance, scope and operational definition of terms.
Chapter Two will review relevant literature on digital governance and public service delivery. It will cover the conceptual framework, theoretical framework and empirical review of previous studies.
Chapter Three will present the methodology of the study, including the research design, population, sample size, sampling technique, research instrument, validity and reliability of the instrument, data collection procedure and method of data analysis.
Chapter Four will present, analyse and interpret the data collected from respondents. It will also test the research hypothesis at the 0.05 level of significance.
Chapter Five will discuss the findings, draw conclusions, make recommendations and identify areas for further research.
