INTRODUCTION
1.1 Background of the Study
The evolution of information and communication technologies (ICTs) has fundamentally transformed the way governments interact with citizens, deliver public services, and manage administrative processes. In the twenty-first century, governments across the world have increasingly embraced digital technologies to improve governance, enhance transparency, promote accountability, and provide efficient public service delivery. This transformation has given rise to the concept of digital governance, which has become a strategic approach for modernizing public administration and improving government performance. Digital governance involves the application of digital technologies, including information and communication technologies (ICTs), internet-based platforms, cloud computing, artificial intelligence, big data analytics, mobile applications, and electronic government (e-government) systems, to improve governmental operations, citizen participation, policy implementation, and service delivery (United Nations, 2024). Rather than merely digitizing existing administrative processes, digital governance seeks to fundamentally redesign public institutions to become more transparent, responsive, inclusive, and citizen-centred.
The rapid advancement of digital technologies has significantly altered citizens’ expectations regarding public service delivery. Citizens now expect government institutions to provide services that are timely, transparent, accessible, efficient, and convenient. Unlike traditional bureaucratic systems characterized by excessive paperwork, long waiting periods, multiple approval stages, and face-to-face interactions, digital governance facilitates online access to government services regardless of geographical location or time constraints. Consequently, governments worldwide are investing heavily in digital infrastructure to simplify administrative procedures, improve decision-making processes, and enhance the quality of public service delivery (OECD, 2023).
Digital governance extends beyond the implementation of electronic government systems. While e-government primarily focuses on the use of ICT to deliver government services electronically, digital governance encompasses broader institutional transformation involving policy innovation, digital leadership, collaborative governance, citizen engagement, digital inclusion, cybersecurity, data governance, and organizational change (Mergel, Edelmann, & Haug, 2019). It represents a paradigm shift from traditional public administration toward technology-enabled governance systems capable of responding effectively to rapidly changing societal needs.
Globally, digital governance has become an important component of national development strategies. Countries such as Estonia, Singapore, Denmark, South Korea, Finland, and the United Kingdom have successfully integrated digital technologies into virtually every aspect of public administration. Estonia, for instance, is internationally recognised for its highly advanced digital governance model, where citizens access government services, vote electronically, establish businesses, obtain healthcare services, and file tax returns through secure digital platforms. Similarly, Singapore has implemented comprehensive Smart Nation initiatives that integrate digital technologies into healthcare, transportation, education, and municipal administration, thereby improving service efficiency and citizen satisfaction (United Nations, 2024).
The adoption of digital governance has been strongly promoted by international organizations including the United Nations (UN), the World Bank, the Organisation for Economic Co-operation and Development (OECD), and the African Union. These organizations recognize digital governance as an essential mechanism for achieving sustainable development, strengthening democratic institutions, combating corruption, improving accountability, and promoting inclusive governance. Specifically, Sustainable Development Goal (SDG) 16 emphasizes the establishment of effective, accountable, and inclusive institutions at all levels, while SDG 9 advocates innovation, infrastructure development, and technological advancement as drivers of sustainable development (United Nations, 2015).
One of the most important benefits of digital governance is improved public service delivery. Public service delivery refers to the provision of essential government services that meet the social, economic, administrative, and developmental needs of citizens efficiently and equitably. Local governments, being the closest tier of government to the people, play a particularly significant role in delivering these services. They are responsible for community development, primary healthcare, environmental sanitation, waste management, local roads, markets, revenue collection, birth registration, public education support, and other grassroots development programmes as provided under the Constitution of the Federal Republic of Nigeria (1999, as amended).
Effective service delivery has become one of the primary indicators used to assess the performance of local government administrations. Citizens increasingly evaluate local governments based on the speed, accessibility, quality, transparency, and reliability of services provided. Consequently, local governments are under growing pressure to adopt digital governance practices capable of improving operational efficiency, reducing bureaucratic delays, minimizing corruption, and enhancing citizen satisfaction. According to the World Bank (2021), digital technologies improve government performance by streamlining administrative procedures, reducing transaction costs, increasing institutional transparency, and strengthening public accountability.
The concept of digital governance is closely associated with New Public Management (NPM), which advocates efficiency, effectiveness, accountability, innovation, and customer-oriented public service delivery. NPM encourages public institutions to adopt management practices commonly used in the private sector, including performance measurement, technology adoption, strategic planning, and citizen-centred service delivery (Hood, 1991). Digital governance complements these principles by providing technological platforms that facilitate evidence-based decision-making, online service provision, performance monitoring, and citizen engagement.
In developing countries, digital governance has become increasingly important because of rapid urbanization, population growth, expanding internet penetration, and increasing public demand for efficient governance. Governments across Africa have launched various digital transformation initiatives aimed at improving governance outcomes. Countries such as Rwanda, Kenya, Ghana, and South Africa have invested substantially in digital public infrastructure, electronic tax systems, digital identity programmes, online procurement systems, and integrated government portals. These initiatives have demonstrated that digital governance can significantly improve administrative efficiency while promoting transparency and citizen participation (World Bank, 2021).
Nigeria has also recognized the importance of digital governance in promoting sustainable national development. Over the last two decades, the Federal Government has introduced several policies and institutional frameworks to facilitate digital transformation within the public sector. Notable among these are the National Information Technology Policy, the National Digital Economy Policy and Strategy (2020–2030), the Nigeria Data Protection Act 2023, and various e-government initiatives coordinated by the National Information Technology Development Agency (NITDA). These policies seek to improve public administration through increased ICT adoption, digital service delivery, innovation, cybersecurity, and digital inclusion.
The National Digital Economy Policy and Strategy identifies digital government as one of the eight strategic pillars necessary for accelerating Nigeria’s economic development and improving governance outcomes (Federal Ministry of Communications and Digital Economy, 2020). The policy encourages federal, state, and local government institutions to automate administrative processes, improve public service delivery, strengthen transparency, and increase citizen participation through digital technologies.
Despite these national initiatives, implementation of digital governance at the local government level remains uneven. Many local government councils continue to depend heavily on manual administrative procedures characterized by paper-based record keeping, lengthy approval processes, poor information management, inadequate technological infrastructure, and limited online service availability. These challenges often result in delayed service delivery, reduced administrative efficiency, weak accountability mechanisms, and limited citizen confidence in local government administration (Adebayo, 2022).
Local governments occupy a strategic position within Nigeria’s governance structure because they constitute the closest level of government to grassroots communities. Their constitutional responsibilities require them to provide essential public services that directly affect citizens’ daily lives. Consequently, improving local government administration through digital governance has become increasingly important for achieving sustainable development, strengthening democratic governance, and improving citizens’ quality of life.
Lagos State represents Nigeria’s leading commercial, technological, and economic centre. As the country’s most urbanized state, Lagos has consistently pursued digital transformation initiatives aimed at improving governance and service delivery. The Lagos State Government has implemented numerous digital innovations, including electronic tax administration, online land registration systems, electronic procurement platforms, smart transportation initiatives, digital identity systems, integrated payment platforms, and online public complaint mechanisms. These initiatives demonstrate the state’s commitment to leveraging digital technologies to improve governance effectiveness and citizen satisfaction.
Within Lagos State, Kosofe Local Government Area occupies a strategic urban location characterized by rapid population growth, extensive commercial activities, increasing internet penetration, and expanding demand for efficient public services. The Local Government serves diverse communities requiring effective administrative services such as environmental sanitation, market regulation, local revenue administration, community development, primary healthcare support, and public infrastructure maintenance. Given its urban nature and technological environment, Kosofe Local Government Area presents an appropriate context for examining how digital governance influences service delivery.
Digital governance within local government administration may include electronic revenue collection systems, digital complaint management platforms, online information dissemination, electronic document management systems, digital staff records, GIS-supported planning systems, online payment platforms, social media engagement, and mobile applications that facilitate communication between government and citizens. These technologies improve administrative efficiency by reducing paperwork, minimizing processing time, improving data accuracy, strengthening transparency, and facilitating real-time communication with residents (Mergel et al., 2019).
Citizen participation constitutes another important dimension of digital governance. Digital platforms enable governments to communicate more effectively with citizens while providing opportunities for feedback, public consultations, complaint resolution, and collaborative decision-making. Social media platforms, official government websites, mobile applications, and digital feedback mechanisms enhance public engagement and strengthen trust between government institutions and citizens. According to the OECD (2023), digitally enabled citizen participation contributes significantly to responsive governance and improved public confidence in government institutions.
Transparency and accountability have equally become central objectives of digital governance. Digital technologies reduce opportunities for corruption by automating administrative procedures, maintaining electronic audit trails, increasing information accessibility, and limiting unnecessary human discretion in service delivery. Electronic payment systems reduce cash handling, while digital procurement systems improve openness in public contracting. These mechanisms strengthen institutional integrity and promote public trust in government administration.
Nevertheless, implementing digital governance at the local government level is not without challenges. Common constraints include inadequate ICT infrastructure, unreliable electricity supply, limited financial resources, shortage of skilled ICT personnel, poor internet connectivity, cybersecurity risks, organizational resistance to change, digital illiteracy among some public servants and citizens, and weak institutional capacity. These challenges may limit the effectiveness of digital governance initiatives despite significant investments in technology (United Nations, 2024).
Another important concern involves digital inclusion. While digital governance aims to improve service accessibility, disparities in internet access, digital literacy, affordability of digital devices, and technological skills may exclude certain segments of the population, particularly elderly citizens, rural residents, and low-income households. Therefore, successful digital governance requires policies that ensure equitable access to digital public services while maintaining alternative service channels for digitally excluded populations (OECD, 2023).
Empirical studies have increasingly reported positive relationships between digital governance and public service delivery. Research indicates that digital technologies improve administrative efficiency, reduce service delivery time, enhance transparency, facilitate citizen participation, strengthen accountability, improve information management, and increase citizen satisfaction (Mergel et al., 2019; World Bank, 2021). However, findings also suggest that the effectiveness of digital governance depends largely on institutional readiness, technological infrastructure, organizational leadership, staff competence, and citizens’ willingness to adopt digital services.
Despite the growing body of literature on digital governance, relatively few empirical studies have specifically examined its influence on service delivery within local government administration in Nigeria, particularly in rapidly urbanizing local government areas such as Kosofe Local Government Area, Lagos State. Much of the existing literature focuses on federal ministries or state government agencies, leaving a gap regarding how digital governance practices affect grassroots governance where citizens interact most directly with government institutions.
Against this background, this study seeks to examine the effect of digital governance on service delivery in Kosofe Local Government Area, Lagos State. By investigating the relationship between digital governance practices and service delivery outcomes, the study intends to provide empirical evidence that will assist policymakers, local government administrators, development practitioners, and researchers in strengthening digital transformation initiatives capable of improving governance and enhancing citizens’ access to quality public services.
