Project – Effect of E-Governance on Public Service Delivery in Lagos State Ministry of Local Government and Chieftaincy Affairs

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

The public service remains a major instrument through which government translates policies, programmes and development objectives into tangible benefits for citizens. The quality of public service delivery is therefore closely associated with the capacity of government institutions to respond efficiently, transparently and promptly to the needs of the population. In contemporary governance, traditional administrative procedures are increasingly being complemented or replaced by digital technologies that facilitate communication, information management, transactions and interaction between government and citizens. E-governance refers broadly to the use of information and communication technologies in government processes and relationships in order to improve administrative efficiency, transparency, accountability, participation and service delivery. The World Bank (2022) identifies digital transformation of government as an important pathway for improving citizen-centred services, strengthening government systems and reducing administrative inefficiencies. Similarly, Nnamani, Asomba and Egwuagu (2023) argue that e-governance has the potential to improve public-sector administration by reducing bureaucratic bottlenecks and promoting more responsive government services. The increasing relevance of digital governance has therefore made the relationship between e-governance and public service delivery an important area of public administration research.

E-governance has become particularly important because citizens increasingly expect public institutions to provide services with the same level of speed, accessibility and convenience associated with digital services in the private sector. Through electronic platforms, government agencies can disseminate information, receive applications, process requests, collect payments, manage records and communicate with citizens without requiring physical contact at every stage of service delivery. This can reduce transaction costs, waiting time, paperwork and opportunities for unnecessary bureaucratic delays. According to the United Nations (2022), digital government can contribute to more inclusive, resilient and effective public administration when digital technologies are integrated into institutional processes rather than treated merely as technological additions. In Nigeria, the movement towards electronic government has similarly been driven by the need to modernise public administration, improve administrative performance and make government services more accessible. Nchuchuwe and Ojo (2017) observed that e-governance initiatives in Nigeria were increasingly being associated with efforts to improve public service delivery and reduce revenue leakages, particularly through electronic systems. Thus, the adoption of e-governance represents a significant transformation in the manner through which government institutions interact with citizens and perform administrative responsibilities.

In Lagos State, the relevance of e-governance is particularly significant because of the size, population density and administrative complexity of the state. Lagos has developed several digital platforms and technology-enabled systems aimed at making government information and services more accessible to residents. The Lagos State Government currently provides a unified digital platform through which residents can access information and numerous public services, including payments, registrations, permits, complaints and feedback mechanisms. This development demonstrates the state’s continuing movement towards citizen-centred digital administration. Empirical research has also examined the implementation of e-government in Lagos State and identified both opportunities and institutional challenges. Choudrie, Zamani, Umeoji and Emmanuel (2017), in their study of e-government implementation in Lagos State, found that organisational culture, working practices and institutional factors could influence the implementation of digital government initiatives. Similarly, Ibikunle, Eweje and Obisanya (2020) reported that e-government had contributed to improvements in public service delivery in the Lagos State Ministry of Works and Infrastructure, although challenges relating to transparency, accessibility and citizen involvement remained. These findings suggest that the availability of digital systems does not automatically guarantee effective public service delivery; rather, the organisational use and management of such systems are critical.

Public service delivery within the local government and chieftaincy administration sector is particularly important because local institutions operate close to citizens and are responsible for several administrative and community-related functions. The Lagos State Ministry of Local Government and Chieftaincy Affairs plays an important role in coordinating local government administration and matters relating to traditional institutions and chieftaincy affairs within the state. The ministry’s activities require effective information flow, record management, communication, administrative coordination and interaction with local government structures and members of the public. E-governance can potentially strengthen these functions by facilitating electronic records, digital communication, online information dissemination, electronic processing of administrative requests and improved coordination between relevant government units. Nchuchuwe and Ann (2017), in their examination of e-governance application in Ojo and Alimosho Local Government Areas of Lagos State, found that inadequate digital infrastructure, electricity supply, internet access and computer literacy constrained the effective application of e-governance at the local government level. This indicates that although digital governance has considerable potential to improve local administration, its effectiveness depends on the availability of infrastructure, human capacity and an enabling organisational environment.

Another important dimension of e-governance is its potential to improve the efficiency and timeliness of public service delivery. Conventional bureaucratic procedures may involve physical files, repeated movement of documents, multiple approval stages and prolonged waiting periods. When appropriate processes are digitised, information can be retrieved more quickly, documents can be transmitted electronically and administrative transactions can be monitored more easily. These improvements can enhance productivity and allow public servants to devote more time to substantive responsibilities rather than routine paperwork. In Nigeria, Akindele and Adeyemi (2021) found that factors such as perceived service quality, satisfaction, web presence and ICT deployment were important in explaining citizens’ use of electronic government services. Likewise, Nnaji and Nri (2022) reported that electronic governance could contribute to improved public-sector service delivery, while noting that infrastructure and implementation challenges could limit the benefits of digital systems. Therefore, the impact of e-governance on service delivery should be considered not only in terms of the existence of digital platforms but also in terms of whether such platforms actually improve speed, accessibility, reliability and administrative efficiency.

E-governance also has important implications for transparency, accountability and citizen participation in public administration. Digital systems can create electronic records of transactions, make government information more readily available and provide mechanisms through which citizens can submit complaints, monitor processes and provide feedback. These features can reduce information asymmetry between government institutions and citizens and potentially strengthen public confidence in government. The World Bank (2022) notes that GovTech can support transparency, citizen engagement, data-driven administration and more user-centred public services. Similarly, Nnamani et al. (2023) maintain that e-governance can help reduce some of the bureaucratic weaknesses associated with conventional public administration when appropriate institutional structures are established. However, digital governance can only produce these benefits when systems are accessible, reliable, secure and supported by competent personnel. Choudrie et al. (2017) further demonstrate that social, cultural and organisational conditions can influence the implementation of e-government in Lagos State. Consequently, evaluating e-governance within the Lagos State Ministry of Local Government and Chieftaincy Affairs requires attention to its implications for transparency, accountability, accessibility and citizen-government interaction.

Despite the increasing adoption of digital technologies by government institutions, important questions remain concerning the extent to which e-governance has actually translated into improved public service delivery within specific government ministries in Lagos State. The existence of electronic platforms does not necessarily mean that administrative processes have become faster, more transparent or more responsive. Issues such as inadequate ICT infrastructure, unreliable electricity supply, limited digital skills, resistance to organisational change, cybersecurity concerns, poor interoperability and inadequate maintenance may constrain the effectiveness of e-governance. Nchuchuwe and Ann (2017) identified inadequate websites, electricity supply, internet diffusion, computer literacy and ICT facilities as significant obstacles to e-governance at the local government level in Lagos State, while Choudrie et al. (2017) emphasised the importance of organisational culture and working practices in determining the success of digital government initiatives. More recent Nigerian scholarship has also continued to emphasise the importance of digital skills and e-governance training for effective service delivery in local government administration (Osuebi, Nwachukwu, Nwogo & Nnadi, 2026). Against this background, there is a need to empirically examine how e-governance affects public service delivery in the Lagos State Ministry of Local Government and Chieftaincy Affairs, particularly with regard to administrative efficiency, accessibility, transparency and responsiveness.

1.2 Statement of the Problem

The adoption of e-governance has been presented as an important strategy for overcoming some of the weaknesses associated with conventional public administration. In principle, digital government should reduce paperwork, simplify administrative procedures, improve information management, reduce waiting time and make public services more accessible to citizens. However, the expected benefits are not always fully realised in public-sector organisations, especially in developing countries where technological, institutional and human-capacity limitations may affect implementation. Nchuchuwe and Ann (2017) found that local government institutions in Lagos State faced challenges including inadequate ICT facilities, unreliable electricity, limited internet diffusion and insufficient computer literacy. Similarly, Choudrie et al. (2017) showed that organisational culture and existing working practices could influence the implementation of e-government projects in Lagos State. The persistence of such challenges raises questions about whether the adoption of e-governance has translated into substantial improvements in public service delivery within government institutions.

A major problem concerns administrative efficiency and the speed with which government services are provided. Traditional public administration can involve lengthy procedures, physical documentation, repeated visits to government offices and delays in the movement of information between departments. E-governance is expected to address these problems by automating processes, facilitating electronic communication and improving access to government information. Nevertheless, the effectiveness of digital systems depends on the extent to which staff actually use them and whether the relevant processes have been adequately integrated. Ibikunle et al. (2020) found evidence of positive effects of e-government on public service delivery in the Lagos State Ministry of Works and Infrastructure, but also identified continuing challenges in the delivery of government services. Nnaji and Nri (2022) similarly noted that while electronic governance can improve public-sector service delivery, challenges associated with implementation may limit its effectiveness. The problem, therefore, is not simply whether e-governance exists within the public service, but whether its implementation has significantly improved the efficiency and timeliness of services provided by the Ministry of Local Government and Chieftaincy Affairs.

Another problem relates to accessibility, transparency and accountability in the delivery of government services. E-governance is expected to make government information more accessible to citizens and provide electronic channels for interaction, feedback and complaints. However, differences in digital literacy, internet access, awareness and the usability of government platforms may prevent some citizens from benefiting equally from digital services. Furthermore, where electronic systems are not adequately integrated or regularly updated, citizens may still be required to rely on physical processes, thereby reducing the advantages of digital government. The World Bank (2022) emphasises that effective GovTech requires citizen-centred services, universal accessibility, digital transformation and institutional reforms. In Lagos State, the existence of digital public-service platforms indicates considerable progress, but previous research has demonstrated that organisational and infrastructural constraints can affect their effectiveness (Choudrie et al., 2017; Nchuchuwe & Ann, 2017). There is therefore a need to determine whether e-governance within the Ministry of Local Government and Chieftaincy Affairs has improved accessibility, transparency and accountability in public service delivery.

Finally, there is a need to establish the overall relationship between e-governance and public service delivery within the specific institutional context of the Lagos State Ministry of Local Government and Chieftaincy Affairs. Existing studies have examined e-government in Lagos State generally, in selected local government areas, and in other ministries and public institutions, but institutional differences may produce different outcomes. For example, the nature of services, administrative procedures, employee competencies, technological infrastructure and interaction with citizens may differ from one ministry to another. Nchuchuwe and Ojo (2017) and Ibikunle et al. (2020) provide evidence that e-governance can influence public service delivery in Lagos, while Nnamani et al. (2023) identify broader benefits and challenges associated with e-governance in Nigeria’s public sector. However, there remains a need for a focused empirical assessment of the Lagos State Ministry of Local Government and Chieftaincy Affairs. This study therefore seeks to examine the effect of e-governance on public service delivery in the ministry, with particular attention to administrative efficiency, accessibility, transparency and responsiveness.
