INTRODUCTION
1.1 Background of the Study
Tax compliance is a major concern for governments worldwide, as it directly affects revenue generation and the capacity to fund public services. In Nigeria, Small and Medium Enterprises (SMEs) represent a significant portion of economic activities and employment; however, compliance with tax obligations among small business owners remains low (Adebisi & Gbegi, 2018). This non-compliance often results from poor understanding of tax regulations, inadequate record-keeping, and limited awareness of the benefits of paying taxes.
Tax education has emerged as a critical tool to improve compliance behaviour among taxpayers. It involves the provision of information, guidance, and training to taxpayers about their tax obligations, rights, and the advantages of adhering to tax laws (Alabede et al., 2011). Effective tax education equips business owners with the knowledge necessary to calculate taxes accurately, file returns timely, and avoid penalties, while fostering a positive attitude toward voluntary compliance (Okoye & Ezejiofor, 2013).
In Nigeria, the Federal Inland Revenue Service (FIRS) and state tax authorities have implemented various tax education programs, including seminars, workshops, and media campaigns, aimed at enhancing taxpayers’ understanding of tax laws (Adeniyi, 2018). Despite these efforts, compliance levels among small business owners remain inconsistent, suggesting that the relationship between tax education and compliance behaviour is complex and influenced by other socio-economic and institutional factors. Understanding this relationship is vital to improve tax administration efficiency, reduce revenue leakages, and strengthen fiscal sustainability.
1.2 Statement of the Problem
Low tax compliance among small business owners in Nigeria has been a persistent issue, contributing to significant revenue losses for both federal and state governments (Adebisi & Gbegi, 2018). Many small business owners lack sufficient knowledge of tax laws, filing procedures, and the importance of regular tax payment, which often leads to evasion or underreporting of taxable income.
Although tax authorities have introduced educational programs to improve compliance, their effectiveness remains uncertain. Some small business owners continue to default on tax obligations due to ignorance, misconceptions about tax usage, or perceived complexity of the tax system (Okoye & Ezejiofor, 2013). Additionally, there is limited empirical research in Nigeria that specifically examines how tax education affects the compliance behaviour of small business owners, leaving a gap in policy evaluation and practical guidance for tax authorities. This study seeks to fill this gap by investigating the effect of tax education on compliance behaviour among Nigerian small business owners.
1.3 Research Objectives
The main objective of this study is to examine the effect of tax education on the compliance behaviour of small business owners in Nigeria. Specifically, the study aims to:

1.5 Hypothesis
H₀: Tax education has no significant effect on the compliance behaviour of small business owners in Nigeria.
H₁: Tax education has a significant effect on the compliance behaviour of small business owners in Nigeria.
1.6 Significance of the Study
This study is significant for policymakers, tax authorities, and small business owners. For policymakers and the FIRS, the research provides empirical insights into the effectiveness of tax education programs, guiding future strategies to enhance compliance. Small business owners can benefit by understanding the importance of tax education in avoiding penalties, improving business legitimacy, and fostering positive relationships with tax authorities. Academically, the study contributes to the literature on taxation, compliance behaviour, and SME development in Nigeria, providing a basis for future research in related areas.
1.7 Scope of the Study
The study focuses on registered small businesses operating in selected urban centers in Nigeria. It covers various sectors, including retail, services, and small-scale manufacturing, and examines the period from 2015 to 2024 to capture contemporary tax education programs and their impact on compliance behaviour.
1.8 Operational Definition of Terms

Tax Education: The process of informing and training taxpayers about tax obligations, rights, and benefits to improve compliance.

Tax Compliance Behaviour: The actions of taxpayers in adhering to tax laws, including timely filing, accurate reporting, and full payment of taxes.

Small Business Owners: Individuals or entities engaged in commercial activities with fewer than 50 employees and annual turnover below ₦50 million, as defined by the National Policy on SMEs (2017).
