INTRODUCTION
1.1 Background of the Study
Information and Communication Technology (ICT) has become an essential component of modern society and plays a significant role in the management and dissemination of information across different sectors, including education and library services. The rapid advancement of technology has transformed the operations of libraries from traditional systems of information storage and retrieval to digital and electronic methods that improve access to information resources (Aina, 2014). Libraries now utilize ICT facilities to provide efficient, timely, and reliable services to users.
Information and Communication Technology refers to technological tools and systems used for processing, storing, retrieving, transmitting, and communicating information electronically. ICT facilities in libraries include computers, internet services, scanners, printers, photocopying machines, projectors, digital catalogues, online databases, electronic resources, networking systems, and other technological devices used to support library operations and services (Ezeani & Nwafor, 2013). These facilities enhance information accessibility, communication, and knowledge sharing among library users.
Public libraries are important social institutions established to provide information services, educational support, cultural development, and recreational opportunities to members of the public. Public libraries serve people of different ages, educational backgrounds, and occupations without discrimination (Ifidon & Ifidon, 2007). They provide free or affordable access to books, newspapers, journals, electronic resources, and other information materials that support learning and community development.
Traditionally, public libraries relied mainly on printed materials and manual systems of operation. However, technological advancement and the increasing demand for digital information have made it necessary for libraries to adopt ICT facilities in their operations. The integration of ICT into public library services has improved information storage, retrieval, cataloguing, circulation, acquisition, and communication processes (Nwalo, 2013).
ICT facilities have significantly improved the quality and efficiency of library services in many parts of the world. Through ICT, library users can access electronic books, online journals, digital archives, and internet resources from different locations. ICT facilities also support online cataloguing systems, electronic lending services, virtual reference services, and digital learning platforms that enhance user satisfaction and educational development (Omekwu, 2016).
In developed countries, public libraries have fully integrated ICT facilities into their operations to meet the information needs of modern society. Users can access online databases, digital repositories, multimedia resources, and internet-based services through advanced technological infrastructure. ICT has therefore become a major tool for promoting literacy, lifelong learning, and research activities (Uhegbu, 2007).
In Nigeria, the introduction of ICT into library operations has gradually transformed library services in universities, schools, and public libraries. Government agencies, educational institutions, and international organizations have supported efforts to improve ICT infrastructure in libraries across the country (Aina, 2014). The National Information Technology Development Agency (NITDA) and other educational bodies have encouraged digital transformation within the Nigerian information sector.
Public libraries in Rivers State are expected to utilize ICT facilities to improve information access and service delivery to users. Rivers State is one of the economically important states in Nigeria with several educational institutions, public organizations, and communities that depend on libraries for information and educational services. Public libraries in the state serve students, teachers, researchers, civil servants, business people, and members of the general public.
The adoption of ICT facilities in public libraries in Rivers State has the potential to improve educational development, research activities, communication, and access to global information resources. ICT facilities enable users to search for information electronically, access online educational materials, and utilize internet services for learning and research purposes (Ezeani & Nwafor, 2013).
The importance of ICT facilities in public libraries cannot be overemphasized. ICT enhances efficiency in library management by improving cataloguing, classification, circulation, acquisition, and storage of information materials. It also reduces the limitations associated with manual library operations such as delays in information retrieval and poor record management (Nwalo, 2013).
Furthermore, ICT facilities contribute to the promotion of digital literacy among library users. Digital literacy involves the ability to use computers, internet services, and other technological tools effectively. Public libraries equipped with ICT facilities provide opportunities for users to develop technological skills needed in the modern information society (Omekwu, 2016).
ICT also supports distance learning and online education by providing access to electronic information resources. Students and researchers can use public library ICT facilities to access online journals, e-books, research databases, and educational websites. This contributes to academic development and lifelong learning (Uhegbu, 2007).
Despite the importance of ICT facilities, many public libraries in Nigeria still face challenges related to technological development and service delivery. Some libraries lack adequate computers, internet connectivity, electricity supply, trained personnel, and maintenance support required for effective ICT operations (Ifidon & Ifidon, 2007). These challenges affect the quality of services provided to library users.
In Rivers State, some public libraries are unable to provide modern ICT services because of inadequate funding, poor infrastructure, and shortage of skilled personnel. In some cases, available ICT facilities are outdated or insufficient to meet the growing needs of users. Consequently, library users may experience difficulty accessing information resources and digital services.
Another issue affecting ICT utilization in public libraries is unstable electricity supply. Since most ICT facilities depend on electricity for operation, frequent power interruptions disrupt library services and reduce users’ access to digital information resources. Poor internet connectivity and high cost of ICT maintenance also affect effective service delivery (Aina, 2014).
The problem of inadequate ICT skills among library staff and users is another concern. Some library personnel lack adequate technical knowledge required to manage ICT facilities effectively, while some users experience difficulty utilizing electronic information resources. This limits the effectiveness of ICT integration in library operations (Omekwu, 2016).
Additionally, poor government support and inadequate policy implementation affect ICT development in public libraries. Some libraries do not receive sufficient financial support for procurement, maintenance, and upgrading of technological facilities. Without adequate investment, public libraries may fail to meet the information demands of the digital age (Nwalo, 2013).
The evaluation of ICT facilities in public libraries is therefore necessary to determine the availability, adequacy, utilization, and effectiveness of technological resources in supporting library services. Such evaluation will help identify challenges affecting ICT implementation and provide strategies for improving library services in Rivers State.
1.2 Statement of the Problem
The integration of Information and Communication Technology into library operations has become necessary for effective information management and service delivery in modern society. Public libraries are expected to provide users with access to digital information resources, internet services, electronic catalogues, and other ICT-based services that support learning, research, and communication. However, despite the growing importance of ICT in library services, many public libraries in Rivers State still face serious technological challenges.
One major problem is the inadequate availability of ICT facilities in public libraries. Some libraries lack sufficient computers, internet facilities, scanners, printers, and digital information resources required for efficient operations. In some cases, available ICT facilities are outdated, poorly maintained, or insufficient to serve the large number of library users.
Poor internet connectivity is another major problem affecting ICT services in public libraries. Users often experience slow internet speed, unstable networks, and limited access to online resources. This reduces the effectiveness of library services and discourages users from utilizing available ICT facilities.
Unstable electricity supply also affects the operation of ICT facilities in public libraries. Frequent power failures disrupt electronic library services and damage technological equipment. Since ICT facilities depend heavily on electricity, poor power supply limits the efficiency of digital library operations.
Another problem is inadequate funding for ICT development in public libraries. Many libraries do not receive enough financial support for procurement, maintenance, upgrading, and replacement of technological facilities. Consequently, libraries may operate with obsolete equipment that cannot meet current information demands.
The shortage of trained ICT personnel is also a serious challenge. Some library staff lack adequate technical skills required for operating and maintaining ICT facilities effectively. This situation affects the quality of digital services provided to users and limits effective utilization of available resources.
Additionally, low level of ICT literacy among some library users affects effective utilization of ICT facilities. Some users experience difficulty accessing electronic resources, searching online databases, or using internet services because of inadequate technological knowledge.
Poor government support and weak implementation of ICT policies further contribute to technological challenges in public libraries. Inadequate attention to public library development has limited the ability of libraries to compete effectively in the digital information environment.
Furthermore, there is limited empirical evidence on the evaluation of ICT facilities in public libraries in Rivers State. While several studies have focused on ICT in academic libraries, fewer studies have examined the condition and effectiveness of ICT facilities in public libraries within the state.
If these challenges are not properly addressed, public libraries may fail to achieve their objectives of providing efficient information services to the public. Therefore, there is a need to evaluate ICT facilities in public libraries in Rivers State in order to identify existing problems and suggest appropriate solutions.
1.3 Objectives of the Study
The main objective of the study is to evaluate Information and Communication Technology (ICT) facilities in public libraries in Rivers State.
The specific objectives are to:
- identify the ICT facilities available in public libraries in Rivers State;
- examine the extent of utilization of ICT facilities in public libraries;
- assess the effectiveness of ICT facilities in improving library services;
- identify challenges affecting the use of ICT facilities in public libraries; and
- suggest possible measures for improving ICT facilities in public libraries in Rivers State.
1.4 Research Questions
The following research questions guided the study:
- What ICT facilities are available in public libraries in Rivers State?
- What is the extent of utilization of ICT facilities in public libraries?
- How effective are ICT facilities in improving library services?
- What challenges affect the use of ICT facilities in public libraries?
- What measures can be adopted to improve ICT facilities in public libraries in Rivers State?
1.5 Research Hypothesis
H₀: There is no significant relationship between ICT facilities and effective library service delivery in public libraries in Rivers State.
H₁: There is a significant relationship between ICT facilities and effective library service delivery in public libraries in Rivers State.
1.6 Significance of the Study
The study will be beneficial to librarians, library users, educational administrators, government agencies, policymakers, researchers, and the general public.
The study will help librarians understand the importance of ICT facilities in improving library services and identify challenges affecting ICT implementation.
Library users will benefit from improved ICT services and better access to digital information resources.
Government agencies and policymakers will gain insight into the need for increased investment in ICT infrastructure and public library development.
The findings of the study will also contribute to existing literature and serve as a reference material for future researchers interested in ICT and library services.
1.7 Scope of the Study
The study focuses on the evaluation of ICT facilities in public libraries in Rivers State. The study covers selected public libraries within the state and specifically examines ICT availability, utilization, effectiveness, challenges, and improvement strategies.
1.8 Limitation of the Study
The researcher may encounter limitations such as inadequate finance, limited time, poor access to materials, and unwillingness of some respondents to provide accurate information. However, efforts will be made to ensure successful completion of the study.
