INTRODUCTION

1.1 Background to the Study

Adult literacy remains a critical component of human capital development, particularly in developing countries where illiteracy continues to limit socioeconomic progress. Literacy is not merely the ability to read and write, but a functional tool that enables individuals to participate meaningfully in social, economic, and political life. According to UNESCO (2020), adult literacy is a fundamental human right and a key driver of sustainable development, poverty reduction, and gender equality. In many rural communities in sub-Saharan Africa, however, a significant proportion of adult women remain illiterate due to early marriage, poverty, cultural restrictions, and limited access to formal education.

In Nigeria, adult literacy challenges are particularly pronounced among rural women, who often bear the burden of household responsibilities while having limited access to educational opportunities. The National Bureau of Statistics (NBS, 2022) reports that female literacy rates in rural areas remain significantly lower than those of their urban counterparts, reflecting deep-rooted structural inequalities. This situation has continued to limit women’s participation in income-generating activities, decision-making processes, and access to health and civic information.

Adult literacy programmes have been introduced as strategic interventions to address these challenges. These programmes aim to equip adults—especially women—with reading, writing, numeracy, and life skills necessary for socioeconomic advancement. In Nigeria, institutions such as the National Commission for Mass Literacy, Adult and Non-Formal Education (NMEC) and various state agencies implement literacy programmes through community-based learning centres. One of such centres is the National Mass Literacy Centre, Osogbo, Osun State, which provides literacy instruction and empowerment-oriented training for rural women.

Empirical studies suggest that adult literacy programmes can significantly improve women’s socioeconomic status by enhancing their ability to manage small businesses, access financial services, improve health practices, and participate in community governance (Aderinoye & Rogers, 2020). However, the effectiveness of these programmes varies depending on instructional quality, learner motivation, availability of resources, and post-training support systems. Despite the existence of such programmes in Osun State, questions remain regarding their actual impact on the socioeconomic empowerment of rural women beneficiaries.

Therefore, this study seeks to examine the impact of adult literacy programmes on the socioeconomic empowerment of rural women, using the National Mass Literacy Centre, Osogbo, Osun State, Nigeria as a case study.

1.2 Statement of the Problem

Despite ongoing efforts by government and non-governmental organizations to promote adult literacy in Nigeria, illiteracy among rural women remains a persistent challenge. Many rural women in Osun State still struggle with basic reading and writing skills, which limits their ability to engage in meaningful economic activities and access development opportunities. This situation raises concerns about the effectiveness of existing adult literacy programmes in achieving their intended objectives.

Although the National Mass Literacy Centre, Osogbo, has implemented various literacy and empowerment programmes, there is limited empirical evidence on how these programmes have translated into actual socioeconomic empowerment for rural women. Many participants reportedly complete literacy training but still face difficulties in applying acquired skills to improve their livelihoods. This suggests a possible gap between programme implementation and real-life impact.

Furthermore, issues such as inadequate learning materials, irregular attendance, low motivation among learners, and insufficient post-literacy support may hinder the effectiveness of these programmes. Without clear evidence on outcomes, policymakers may continue to invest in interventions that do not fully achieve empowerment goals.

It is against this background that this study investigates whether adult literacy programmes at the National Mass Literacy Centre, Osogbo, Osun State, Nigeria, have a significant impact on the socioeconomic empowerment of rural women.

1.3 Objectives of the Study

The main objective of this study is to examine the impact of adult literacy programmes on the socioeconomic empowerment of rural women in Osogbo, Osun State, Nigeria.

Specifically, the study seeks to:

1. Assess the effect of adult literacy programmes on the income generation capacity of rural women.
2. Examine the influence of adult literacy programmes on rural women’s participation in community decision-making.
3. Investigate the extent to which adult literacy programmes improve rural women’s access to health and financial information.

1.4 Research Question

1. To what extent do adult literacy programmes influence the socioeconomic empowerment of rural women in Osogbo, Osun State, Nigeria?

1.5 Research Hypothesis

H₀: Adult literacy programmes have no significant effect on the socioeconomic empowerment of rural women in Osogbo, Osun State, Nigeria.
H₁: Adult literacy programmes have a significant effect on the socioeconomic empowerment of rural women in Osogbo, Osun State, Nigeria.

1.6 Significance of the Study

This study is significant in several ways. First, it will contribute to existing academic literature on adult education by providing empirical evidence on the role of literacy programmes in empowering rural women. Second, it will assist policymakers such as the National Commission for Mass Literacy, Adult and Non-Formal Education (NMEC) in evaluating the effectiveness of current literacy interventions.

Third, the findings will be useful to non-governmental organizations and development partners involved in women empowerment and community development initiatives. Finally, the study will serve as a reference point for future researchers interested in adult education and gender-based development issues in Nigeria.

1.7 Scope of the Study

This study focuses on the impact of adult literacy programmes on the socioeconomic empowerment of rural women. It is limited to beneficiaries of the National Mass Literacy Centre, Osogbo, Osun State, Nigeria. The study examines variables such as income generation, decision-making participation, and access to information as indicators of socioeconomic empowerment.

1.8 Operational Definition of Terms

Adult Literacy Programme: Structured educational programmes designed to teach reading, writing, and numeracy skills to adults.
Socioeconomic Empowerment: The ability of individuals to improve their economic status and participate effectively in social and community activities.
Rural Women: Women living in non-urban communities with limited access to formal educational and economic opportunities.
Mass Literacy Centre: A government-established institution responsible for delivering non-formal education to adults.
