INTRODUCTION
1.1 Background to the Study
The public sector depends heavily on accurate, accessible and reliable records for the effective performance of administrative functions. Records provide evidence of government activities, support institutional memory, facilitate communication, guide decision-making and provide a basis for accountability. In contemporary public administration, the increasing volume of information generated through correspondence, personnel administration, financial transactions, procurement, policy implementation and service delivery has made traditional paper-based records management increasingly difficult to sustain. Digital records management therefore involves the systematic creation, capture, classification, storage, retrieval, preservation, security and disposition of records through electronic systems. The International Organization for Standardization (ISO 15489-1:2016) emphasizes that records management applies to records regardless of their form or technological environment and requires appropriate policies, responsibilities, controls, monitoring and training to ensure that records remain authentic, reliable, integral and usable.
The transition from paper-based to digital records management is particularly relevant to public-sector organizations because administrative efficiency depends substantially on the speed and accuracy with which information can be located, processed and communicated. An effective digital records management system can reduce the time spent searching for files, minimize duplication of documents, improve information sharing and facilitate faster retrieval of records when required for administrative purposes. However, the authors also identify challenges including inadequate infrastructure, limited technical expertise, weak policy enforcement and resistance to technological change. These challenges indicate that simply introducing digital technologies does not automatically guarantee administrative efficiency; the effectiveness of the technology depends on how appropriately the records management system is implemented and utilized.

This is particularly important within a large administrative structure such as the Lagos State Civil Service, where ministries, departments and agencies generate and exchange substantial volumes of official information. Administrative efficiency within the Civil Service can be reflected in such areas as timely processing of documents, ease of information retrieval, coordination among offices, reduction of delays, improved decision-making and effective utilization of administrative resources. Existing research has established relationships between records management and administrative effectiveness in some public institutions in Lagos State, particularly the Judiciary, but there remains a need to examine the specific contribution of digital records management to administrative efficiency within the Lagos State Civil Service. This study therefore focuses on the impact of digital records management on administrative efficiency in the Lagos State Civil Service, with particular attention to how digital records creation and capture, storage and retrieval, security and accessibility, and digital records preservation and disposition relate to administrative efficiency.
1.2 Statement of the Problem
The effectiveness of public administration depends significantly on the availability of accurate and timely information. In the Lagos State Civil Service, administrative officers routinely create, receive, process, store and retrieve records relating to personnel, finance, correspondence, policies, projects and other government activities. Where records are difficult to locate or retrieve, administrative processes may experience unnecessary delays, duplication of effort and difficulties in decision-making. Ikenna (2022) notes that appropriate records management can contribute to improved decision-making, communication, accountability and efficiency in public-sector organizations. However, the existence of records management systems does not necessarily mean that records are being managed effectively, particularly where digital transformation is uneven or inadequately supported.

While digital systems have the potential to improve access and speed of information processing, their effectiveness depends on appropriate infrastructure, trained personnel, clear procedures and institutional support. Consequently, it is necessary to establish empirically whether digital records management is contributing meaningfully to administrative efficiency within the Lagos State Civil Service.
Another problem relates to the accessibility, security and reliability of administrative records. Digital records must be readily available to authorized users while being protected against unauthorized alteration, loss, destruction or inappropriate disclosure. ISO 15489-1:2016 emphasizes the importance of authenticity, reliability, integrity and usability in records management and also recognizes the need for policies, controls, monitoring and training. Inadequate attention to these requirements may affect the ability of civil servants to retrieve dependable information when making administrative decisions or responding to official requests. Thus, questions remain concerning whether the management of digital records within the Lagos State Civil Service sufficiently supports timely access, secure information handling and reliable administrative operations.
The empirical gap also constitutes a problem. Existing evidence from Lagos State, such as Otobo’s (2022) study of the Lagos State Judiciary, indicates that records management practices can significantly influence administrative effectiveness. However, the Judiciary represents a specific public institution and its administrative processes may differ from those of the wider Lagos State Civil Service. There is therefore a need for a study that specifically examines digital records management and administrative efficiency among civil servants in the Lagos State Civil Service. The absence of sufficient institution-specific evidence makes it difficult to determine the extent to which digital records management contributes to administrative efficiency and which aspects of digital records management require greater attention. This study is designed to address this gap.
1.3 Purpose of the Study
The main purpose of this study is to examine the impact of digital records management on administrative efficiency in the public sector, using the Lagos State Civil Service as a case study.
Specifically, the study seeks to:
- examine the impact of digital records creation and capture on administrative efficiency in the Lagos State Civil Service;
- determine the impact of digital records storage and retrieval on administrative efficiency in the Lagos State Civil Service;
- assess the impact of digital records security and accessibility on administrative efficiency in the Lagos State Civil Service; and
- examine the impact of digital records preservation and disposition on administrative efficiency in the Lagos State Civil Service.
1.4 Research Questions
The following research questions will guide the study:
- To what extent does digital records creation and capture impact administrative efficiency in the Lagos State Civil Service?
- To what extent does digital records storage and retrieval impact administrative efficiency in the Lagos State Civil Service?

1.5 Research Hypothesis
The following null hypothesis will be tested at the 0.05 level of significance:
H₀: Digital records management has no significant impact on administrative efficiency in the Lagos State Civil Service.
1.6 Significance of the Study
The study will be significant to the Lagos State Government because its findings may provide empirical information on the contribution of digital records management to administrative efficiency. The findings may assist government authorities in identifying areas where digital records systems require improvement, particularly in relation to records capture, retrieval, security, accessibility, preservation and disposition.
The study will also be useful to administrators and civil servants. Effective digital records management can support faster access to official information and improve the coordination of administrative activities. The findings may help administrative personnel understand the importance of properly creating, classifying, storing, retrieving and protecting digital records in their daily work.
The study will be relevant to records managers and information-management professionals because it will provide evidence concerning the practical relationship between digital records management practices and administrative efficiency. The findings may assist such professionals in identifying weaknesses in existing records processes and developing more appropriate procedures for managing electronic records.
The study may also benefit policymakers concerned with public-sector digital transformation. Evidence from the Lagos State Civil Service may contribute to discussions concerning digital governance, electronic document management, information security, staff training and institutional records policies.
Finally, the study will contribute to academic literature on digital records management and public administration in Nigeria. It may serve as a reference for researchers investigating records management, digital transformation, administrative efficiency and public-sector management. It may also provide a basis for future studies examining digital records management in other ministries, departments and public institutions.
1.7 Scope of the Study
The study focuses on the impact of digital records management on administrative efficiency in the Lagos State Civil Service.

The study will examine four major dimensions of digital records management:
- digital records creation and capture;
- digital records storage and retrieval;
- digital records security and accessibility; and
- digital records preservation and disposition.
Administrative efficiency will be examined in relation to factors such as timeliness, productivity, information accessibility, coordination, decision-making and reduction of administrative delays.
Geographical Scope
The study will be carried out within the Lagos State Civil Service, Lagos State, Nigeria. The study focuses on civil-service administrative activities rather than the entire public sector of Lagos State.
Population Scope
The study will focus on relevant civil servants and administrative personnel who interact with records and information systems in the selected ministries, departments or units covered by the research.
Conceptual Scope
The independent variable is digital records management, while the dependent variable is administrative efficiency. Digital records management is operationalized through creation and capture, storage and retrieval, security and accessibility, and preservation and disposition. Administrative efficiency is operationalized through timely service, productivity, information accessibility, coordination and decision-making.
1.8 Operational Definition of Terms
Administrative Efficiency: The ability of an organization to accomplish administrative tasks and objectives with appropriate use of time, information, human resources and other organizational resources while minimizing unnecessary delays and duplication.
