INTRODUCTION
1.1 Background of the Study
Education plays a pivotal role in the social, economic, and political development of a nation. At the secondary level, it is seen as an essential bridge between basic education and tertiary education, while also preparing students for the world of work and responsible citizenship. In Nigeria, secondary education is geared towards fostering academic excellence, moral development, vocational skills, and active participation in national growth (Federal Republic of Nigeria, 2013). The goal of secondary education is to equip students with knowledge, values, attitudes, and competencies necessary for life and continued academic success. However, the successful achievement of these educational objectives is highly dependent on the availability and effective management of resources, including financial resources.
Financial planning in secondary schools is crucial because it ensures that financial resources are allocated properly and used efficiently to support teaching and learning activities. Financial planning entails budgeting, setting priorities, estimating revenue and expenditure, controlling costs, and ensuring that funds are spent in alignment with the institution’s goals and objectives. Secondary schools require adequate financial resources to provide teaching materials, maintain school facilities, pay staff, support student welfare, and foster a conducive learning environment. Where financial planning is inadequate or mismanaged, schools may face challenges in achieving their educational goals, leading to poor performance, lack of facilities, and low teacher morale (Seimogha & Anietie, 2019).

In Owerri Municipal Local Government Area (LGA) of Imo State, secondary schools face similar financial challenges. Consequently, the goals set by educational policies may not be fully realized, leading to reduced educational outcomes.
Therefore, there is a need to examine how financial planning in secondary schools in Owerri Municipal LGA impacts the achievement of their educational goals. This study seeks to address this issue by evaluating the role of financial planning in school performance and exploring how effective financial management can enhance the achievement of secondary school objectives.
1.2 Statement of the Problem
The achievement of educational goals in secondary schools requires efficient management of resources, especially financial resources. In many secondary schools in Owerri Municipal LGA, there is a noticeable gap between the available resources and the actual educational outcomes. While financial resources are available through various channels, including government funding, PTA contributions, and donations, schools still face significant challenges in meeting their educational goals.
The primary problem in many of these schools is ineffective financial planning. This can be seen in poor budget preparation, misallocation of funds, lack of monitoring and control over expenditures, and inadequate accountability. As a result, many schools are unable to provide essential resources such as textbooks, teaching aids, and modern laboratory equipment. Moreover, the schools may struggle to maintain their physical infrastructure, including classrooms, sanitation facilities, and recreational spaces.
In Owerri Municipal LGA, schools that suffer from poor financial planning are likely to experience low academic performance, poor teacher motivation, inadequate teaching materials, and an overall substandard learning environment. These deficiencies directly impact the ability of schools to achieve their stated educational goals. Financial planning, which should be a central function of school management, is often overlooked or poorly executed. The consequence is that schools continue to operate below their potential, unable to maximize available resources to improve teaching and learning outcomes.
Therefore, this study focuses on assessing the impact of financial planning on the achievement of educational goals in secondary schools in Owerri Municipal LGA. It is important to understand how effective financial planning can contribute to improved school performance, better resource allocation, and a more conducive learning environment for students. The study will also identify the challenges faced by school administrators in managing finances and propose solutions to enhance the financial management process in secondary schools.
1.3 Purpose of the Study
The purpose of this study is to examine the impact of financial planning on the achievement of educational goals in secondary schools in Owerri Municipal LGA. Specifically, the study will:

- What are the challenges affecting effective financial planning in secondary schools in Owerri Municipal LGA?
1.5 Research Hypothesis
The following null hypothesis will be tested:
H₀₁: There is no significant relationship between financial planning and the achievement of educational goals in secondary schools in Owerri Municipal LGA.
1.6 Significance of the Study
This study will be significant to various stakeholders in the education sector, including school administrators, government agencies, teachers, parents, and students. For school administrators, the findings will provide insights into the importance of financial planning in achieving educational goals and how effective financial management can improve school performance. The study will also help identify best practices in financial planning that can be adopted by schools.

1.7 Scope of the Study
This study will focus on secondary schools in Owerri Municipal LGA of Imo State, Nigeria. The scope will include an examination of financial planning activities, including budgeting, resource allocation, financial control, and accountability. The study will assess how these activities influence the achievement of educational goals in secondary schools. The research will involve school principals, teachers, and other relevant stakeholders in the selected schools.
1.8 Limitations of the Study
The study may be limited by the willingness of respondents to provide honest and accurate information, especially regarding sensitive financial matters. Some school administrators and teachers may be reluctant to disclose details about their financial planning processes, which could impact the depth of the findings.
Another limitation is that the study will only focus on secondary schools within Owerri Municipal LGA, which may not fully represent the situation in other parts of Imo State or Nigeria. Additionally, financial records in some schools may not be comprehensive or up-to-date, which could limit the study’s ability to assess financial planning activities accurately.
Despite these limitations, the study will provide valuable insights into the role of financial planning in achieving educational goals in secondary schools.
1.9 Operational Definition of Terms
Financial Planning: The process of preparing budgets, allocating financial resources, controlling expenditures, and monitoring the use of funds to achieve school goals.
Budgeting: The process of estimating expected income and expenditure for school activities over a specific period.
Educational Goals: The expected outcomes of secondary education, including academic performance, moral development, skill acquisition, and preparation for future education and work.
