Project – Impact of Food Price Volatility on Household Welfare in Urban Communities

CHAPTER ONE

INTRODUCTION

1.1 Background to the Study

Food is one of the most fundamental necessities of human life and occupies an important position in household welfare because adequate access to food is closely associated with health, productivity, quality of life and general well-being. The ability of households to obtain sufficient and nutritious food depends considerably on their income and the prices of food commodities available in the market. In developing countries such as Nigeria, changes in food prices can have substantial welfare implications because many households devote a considerable proportion of their income to food consumption. Amolegbe, Upton, Bageant and Blom (2021) found that unexpected increases in food prices in Nigeria can adversely affect household food security, particularly through reductions in dietary diversity and increases in the share of household expenditure devoted to food. Similarly, Onwusiribe, Okore, Ukeh and Mba (2021) established that food prices and food deficits had significant short-run implications for household welfare in Nigeria. These findings demonstrate that food prices are not simply market indicators but important determinants of the economic conditions experienced by households.

Food price volatility refers to frequent, substantial and sometimes unpredictable changes in the prices of food commodities over a particular period. Unlike normal seasonal changes that households may anticipate and plan for, unexpected price movements create uncertainty and make household budgeting more difficult. Food prices in Nigeria are influenced by several factors, including agricultural production, transportation costs, exchange-rate movements, fuel prices, insecurity, climate-related shocks, market disruptions and government policies. Amolegbe et al. (2021) noted that Nigerian food prices are exposed to macroeconomic and climatic shocks and found that unexpected increases in imported rice prices negatively affected important measures of household food security. Onwusiribe et al. (2021) also found significant short-run relationships between food-price dynamics and household welfare in Nigeria. Therefore, persistent fluctuations in food prices can affect household decisions concerning what food to buy, how much to buy and how household income should be distributed among competing needs.

The problem of food-price volatility has become particularly important in Nigeria in recent years because of intensified inflationary pressures and increases in the prices of basic commodities. The National Bureau of Statistics (NBS, 2024) reported substantial food-price movements across Nigerian states, demonstrating that food inflation is not uniform across locations. In June 2024, for example, food inflation was recorded at different levels across states, while Lagos recorded a month-on-month food inflation rate of 1.25 percent. The World Bank (2025) further reported that food inflation had reached 37.52 percent in August 2024 after being approximately 41 percent in June 2024, while the average cost of staple foods had increased considerably. These developments are important because increases in food prices reduce the purchasing power of households when income does not increase at a corresponding rate. Consequently, households may be required to modify their consumption patterns and reduce expenditure on other necessities in order to accommodate higher food costs.

The effect of food-price volatility can be particularly significant in urban communities such as Lagos because urban households depend heavily on markets for the acquisition of food and other basic necessities. Unlike some rural households that may produce part of their food requirements, most urban households rely on regular purchases from markets, retailers and other commercial outlets. Evidence from Lagos has previously demonstrated the importance of food expenditure in urban household welfare. Babalola (2014) found that households in Lagos Mainland devoted about 60 percent of household income to food, with household income, household size and demographic characteristics influencing food expenditure patterns. Similarly, Adegboye et al. (2019), in a study of urban households in Shomolu Local Government Area of Lagos State, found substantial levels of household food insecurity and reported that food security was associated with the proportion of household income spent on food. Although these studies predate the recent inflationary period, they demonstrate the vulnerability of urban households in Lagos to food-related economic pressures.

Household welfare extends beyond the ability to obtain food and encompasses the household’s capacity to meet essential needs, maintain an acceptable standard of living and withstand economic shocks. Food-price volatility can affect welfare through several channels because households have limited resources that must be distributed among food, housing, transportation, education, healthcare, energy and savings. When food prices rise unexpectedly, households may respond by reducing the quantity or quality of food purchased, substituting cheaper foods for more expensive ones, reducing expenditure on non-food items or using previously accumulated savings. Amolegbe et al. (2021) found that unexpected increases in imported rice prices were associated with reduced dietary diversity and a higher food expenditure share, particularly among less wealthy households. Olaoye, Ogunniyi and Fanifosi (2023) similarly examined the welfare effects of food-price increases in Nigeria and showed that changes in food prices can produce direct and substitution effects on household welfare. Thus, food-price volatility can influence welfare both directly through food consumption and indirectly through the reallocation of household resources.

The consequences of food-price volatility are unlikely to be the same for all households because household characteristics influence the capacity to absorb economic shocks. Households with higher incomes, stable employment, savings and access to financial resources may have greater capacity to adjust to temporary increases in food prices. Conversely, households with low or unstable incomes may be forced to make immediate reductions in food quality, quantity and dietary diversity when prices increase. Amolegbe et al. (2021) found that the adverse effects of unexpected imported-rice price increases on dietary diversity and food expenditure were larger among less wealthy households. The National Bureau of Statistics (2024) also recognizes differences in consumption expenditure patterns across states and locations, indicating that changes in the cost of living can affect households differently depending on their consumption structure. This variation makes it important to examine food-price volatility at the household level rather than assuming that its welfare consequences are identical for all households in Lagos State.

Despite the increasing evidence on food inflation, food security and household welfare in Nigeria, there remains a need for further empirical investigation of the specific relationship between food-price volatility and the welfare of households in Lagos State. Existing studies have provided valuable evidence on national food-price volatility and household welfare, while other studies have examined food expenditure and food insecurity among urban households in Lagos. However, there is comparatively limited recent evidence focusing specifically on how continuing and unpredictable food-price changes affect household consumption, expenditure on non-food necessities, savings and overall welfare among selected households in Lagos State. Onwusiribe et al. (2021) established that food-price volatility had significant short-run welfare implications at the national level, while Amolegbe et al. (2021) demonstrated that unexpected food-price increases could adversely affect food security. More recent evidence on Nigeria’s economic conditions also indicates that elevated food prices continue to place pressure on household purchasing power and nutrition. Therefore, this study seeks to provide empirical evidence on the impact of food price volatility on household welfare among selected households in Lagos State.

1.2 Statement of the Problem

The persistent volatility of food prices has become a major economic challenge for Nigerian households, particularly households residing in urban areas such as Lagos State. Food prices have experienced substantial increases and fluctuations during a period in which households are also confronted with rising transportation, housing, energy, healthcare and educational expenses. The National Bureau of Statistics (2024) reported significant movements in food prices across Nigerian states, while the World Bank (2025) reported that elevated food inflation was placing considerable pressure on household purchasing power and food security. For households whose income does not increase at the same rate as food prices, the real value of income declines, making it increasingly difficult to maintain previous consumption levels. The situation creates uncertainty in household budgeting because households cannot always predict how much they will need to spend on food from one period to another. Consequently, the continued volatility of food prices represents an important threat to household economic welfare.

A major problem associated with food-price volatility is its potential effect on household food consumption and dietary quality. Food is a necessity that households cannot completely eliminate from their budgets, meaning that increases in food prices often require households to make adjustments in the quantity, quality and variety of food consumed. Evidence from Amolegbe et al. (2021) indicates that unexpected increases in imported rice prices negatively affected household dietary diversity and increased the share of household expenditure devoted to food. In Lagos State, previous research has also revealed significant food insecurity among urban households. Adegboye et al. (2019) found that only 33.8 percent of surveyed households in Shomolu Local Government Area were food secure, while a substantial proportion experienced food insecurity without hunger or food insecurity with hunger. Although that study was conducted before the recent period of severe food inflation, its findings demonstrate the existence of underlying vulnerability among urban households in Lagos that may become more severe when food prices rise.

Another problem is that increasing food expenditure may reduce the resources available to households for other essential needs. Households have to distribute limited income among food, rent, transportation, education, healthcare, electricity, clothing and other necessities. When food prices increase rapidly, households may be compelled to allocate a larger percentage of their income to food, leaving fewer resources for non-food requirements and savings. Babalola (2014) found that urban households in Lagos devoted a substantial proportion of their income to food, while Olaoye et al. (2023) demonstrated that food-price increases can generate direct and substitution effects on household welfare. In an environment characterized by persistent price increases, households may therefore respond by reducing savings, postponing important expenditures, borrowing money or substituting cheaper goods for previously preferred goods. These coping responses may provide short-term relief but can negatively affect longer-term household financial stability and living standards.

The final problem is the limited recent household-level evidence specifically addressing how food-price volatility affects the broader welfare of selected households in Lagos State. While previous Nigerian studies have established relationships between food prices, food security and welfare, national-level evidence may not adequately capture the experiences of households living in a highly urbanized and commercially active environment such as Lagos. Onwusiribe et al. (2021) examined the national dynamics of food-price volatility and household welfare, while Amolegbe et al. (2021) concentrated on food-price volatility and household food-security indicators. Existing Lagos studies have also examined food expenditure and household food insecurity, but these studies were conducted before the recent period of intensified food-price pressures. There is therefore a need to examine whether and to what extent current food-price volatility affects food consumption, non-food expenditure, savings and overall welfare among selected households in Lagos State. This study is designed to address this gap by empirically investigating the impact of food price volatility on household welfare among selected households in Lagos State.

1.3 Objectives of the Study

The general objective of this study is to examine the impact of food price volatility on household welfare among selected households in Lagos State.

The specific objectives are to:

  4. What is the impact of food price volatility on the overall welfare of selected households in Lagos State?

1.5 Research Hypothesis

The following null hypothesis will be tested at the 0.05 level of significance:

H₀: Food price volatility has no significant impact on the welfare of selected households in Lagos State.

1.6 Significance of the Study

Households: The study will provide useful information on how changes and fluctuations in food prices affect household consumption, expenditure, savings and general welfare. The findings may help households understand the economic consequences of food-price volatility and improve their budgeting and consumption decisions.

Government and Policymakers: The study will provide empirical evidence that can assist policymakers in developing appropriate measures for addressing the welfare consequences of food-price volatility. The findings may be useful in the formulation of food-security policies, social-protection programmes, agricultural policies and measures aimed at protecting vulnerable households.

Lagos State Government: The findings may provide useful information for Lagos State policymakers concerning the welfare implications of increasing food prices among urban households. Such evidence may support the development of targeted interventions involving food security, household support, market infrastructure and social welfare.

Food and Agricultural Stakeholders: Farmers, food distributors, retailers, market associations and other stakeholders may benefit from a better understanding of how price instability affects consumers. The study may also draw attention to the importance of efficient food distribution and supply-chain systems in reducing unnecessary price pressures.

Development Agencies and Non-Governmental Organisations: Organisations involved in poverty reduction, food security and social protection may use the findings to identify welfare dimensions that require greater intervention among vulnerable households.

Researchers and Students: The study will contribute to the existing body of knowledge on food prices, household welfare, food security and urban poverty in Nigeria. It may also serve as a reference for future researchers interested in food-price volatility and household economic welfare.

1.7 Scope of the Study

The study focuses on the impact of food price volatility on household welfare among selected households in Lagos State. The independent variable is food price volatility, while the dependent variable is household welfare.

Food price volatility will be examined in terms of changes and fluctuations in the prices of commonly consumed food commodities and the extent to which such changes affect household economic decisions. Household welfare will be examined through four major dimensions: food consumption and dietary welfare, expenditure on essential non-food needs, household savings and financial stability, and overall household welfare.

Geographically, the study is limited to selected households in Lagos State, Nigeria. The study does not cover all households in Nigeria and does not focus primarily on farmers, food producers or wholesalers. Instead, emphasis is placed on households as consumers and economic units that experience the consequences of changing food prices.
